Mission: The School Nurse Organization of Minnesota advances excellence in school nursing practice to promote and support student health for student success. Goal #1-Elevate the quality and practice of school nursing through research, education, and advocacy. II. President/Vice-President Report (Heiman) III. Old Business (Heiman/Others) • Program update from 13/14 Minnesota Educational Policy Fellow Program (EPFP), Lillian Levine. The goal of EPFP is to develop leaders for learning who can work effectively in turbulent policy environments. This is an experiential experience to enhance knowledge of policy development and implementation. Lil has attended several meetings thus far with much more to learn. The experience will include a trip to the capital of MN and also to Washington DC .

• Continue review of SNOM member membership on MN agencies, special committees and task forces. See spreadsheet. Power point presentation of the executive board’s job descriptions. Job descriptions were updated . See attached. • Continue review of SNOM Job Descriptions / Review SNOM Organizational chart: Break into workgroups to review and edit committee job descriptions. Discuss final stages for posting and use of the edited job descriptions. Lynn Brun will take this information and create a brochure with the organizational chart and job descriptions. Cost will be less than $200.00. Last updated in 2010. Power point presentation per M Heiman of suggested job descriptions (attached).

VII. NASN Director’s Report (Hiltz) Strategic planning for NASN over the next 3-5 years continues to be a focus and will be finalized in January 2014 at the next NASN board meeting. NASN is investigating hiring a public relations firm to help with the national school image. Legislative priorities this winter are: NASN Legislative Priorities for 2014 v With pending legislation in both Houses of Congress (H.R. 3532 and S. 1546) concerning the protection of student athletes from concussions, NASN requests that the bills reflect the many essential aspects in school nurse involvement in addressing concussions. As the school-based clinical professional on the team of stakeholders, the school nurse has the knowledge and skills to provide concussion prevention education to parents, students and staff; identify suspected concussions; and help guide the student's post-concussion graduated academic and activity re-entry process. Members of Congress are urged to enact comprehensive concussion legislation with appropriate inclusion of school nurses in health care definitions and stakeholder teams.

v As the Congress continues to work on the reauthorization of the Elementary and Secondary Education Act (ESEA), NASN requests the inclusion of specialized instructional support personnel (SISP) throughout legislative language. As essential members of specialized instructional support personnel, school nurses are serving as a critical link to school success for many students. Now that both the House (H.R. 5) and Senate (S. 1094) have reauthorization bills, it is imperative that the more inclusive Senate language in “Strengthening America’s Schools Act” be reflected in the final version of ESEA legislation. Members of Congress are urged to enact comprehensive legislation, which includes SISP and the importance of prevention and intervention services for students. v The Student-to-School Nurse Ratio Improvement Act of 2013 was reintroduced in the House on May 7, 2013. The Act would create a pilot demonstration grant program allowing federal assistance for local educational agencies most in need of improving their ratio. All students should be able to have their health needs safely met while in the school setting. Current reality is that although students today have greater medical needs than in past generations, caseload assignments for nurses vary greatly throughout the U.S. and within states. NASN is asking Members of the House of Representatives to become co-sponsors of Representative Carolyn McCarthy’s (D-NY-4) House bill (H.R. 1857). A Senate bill has not yet been introduced during the 113th Congress. Senate Members are asked to consider being an original co-sponsor of a companion bill. Member support of this critical piece of legislation will work towards ensuring that needed evidence of the positive impact of improving ratios will be demonstrated. With regards to the court ruling and who is allowed to deliver diabetic care in California NASN sent the following letter of support to the California affiliate: The National Association of School Nurses (NASN) commends the joint project between the California School Nurses Association (CSNO) and the American Nurses Association (ANA) to take the lead in development and provision of a medication administration training program taught to California unlicensed assistive personnel by California school nurses. NASN supports school nurses as leaders of school health teams who take determine training needs for unlicensed assistive personnel on school health services topics. SNOM has contributed $380.00 toward the NASN Endowment Fund through collections this year.

VIII. Committee Reports a) Awards Committee (Nokleby/ Martin) On November 2, 2013, SNOM awards were given to three school nurses at the conference luncheon. Lois Whittet, school nurse from Anoka Hennepin School District, was the 2013 School Nurse of the Year. She also received a scholarship to attend the Harvard Leadership program this summer. Dawn Willson, school nurse from Burnsville-Eagan-Savage School District, is the 2013 School Nurse Administrator of the Year.

Mary Aarness, retired school nurse formerly of St. Francis Schools, was recognized for the continued work she has done on the annual SNOM conferences.

b) Bylaws: (Hudlow) No report. c) Education: Annual Fall Conference (Aarness) The annual fall conference was held Nov 1 and 2 at the Marriott Northwest. There were 198 in attendance on Friday and 135 on Saturday. The Marriott was a new location and comments from those attending the conference were very positive. The conference will be held there for the 2 years. The awards luncheon was held on Saturday afternoon with 100 attending. The evaluations had many favorable comments regarding the speakers, vendors, food, and location of conference. The number of on-line registrations increased from last year. The process worked well for those registering with the new vendor Constant Contact. The committee will continue to work on a process to coordinate the mail-in and on-line registrations. Midwest Dairy helped with sponsorship of the yogurt bar again this year giving us $900.00. This was greatly appreciated. The number of vendors this year increased to 52 bringing in $10,300. This was a large increase from previous years. The location for the vendors was liked by those attending and also the vendors. The committee would like to thank you Lil for your great work with the vendors. The income for the conference was $46,000 with expenses $33,000. Lil Levine has agreed to chair the program committee for the 2014 conference which will be November 7th and 8th, 2014 at the Minneapolis Marriott Northwest. I would like to thank everyone I have worked with over the last years for your dedication to making our conference one that we can be very proud of.

New LSN Orientation (Hudlow) School Nurse Orientation is planned for August 12th and 13th, 2014 at MDE. The Education Committee will be reviewing the evaluations and making recommendations for the planning. The evaluations are available.

Website content was updated with the President’s Column, Current News, new Job Postings as well other new forms and information as needed. tdg Communications performed two maintenance tasks in October for a total cost of $180. There were 10 “web inquiries” which were responded to. Inquires ranged from SNOM members needing assistance to log into Member Only section, job postings and inquires about our profession. 4 LSN job openings were posted for members and 1 for non-member school districts for a $100 fee.

Our domain name will be expiring. Our domain has been renewed for 5 years at a cost $65.00. Next Steps: • Update website contents as needed.

g) Legislative: (Zeno) •

Presented at Fall Conference both in general on building relationships and advocacy, and on specific issues SNOM has been involved with. When asking members about epinephrine, the response was clear that many members would like guidance from SNOM in developing policies regarding stock epinephrine. Developed policy guidelines regarding stock epinephrine and distributed to executive committee. Waiting to meet with MN School Boards Association before posting on SNOM website under Members-Only tab. Correction to what was reported in October - it is not necessary to have an individual prescription for epinephrine if obtained from a drug manufacturer or drug wholesaler licensed by the Board of Pharmacy. Contacted by Rep. Gruenhagen about supporting his bill (HF 1577) which would make scholarships available for parents of K-12 special ed students wanting to hire their own special education providers. SNOM will not support the bill. Meetings are being held on the 4th Monday of each month at 4:30 pm. All are welcome.

Special Education Committee Members include: Paula Thomas, Jill Stewart, Ann Fate, Janet Lowe, Jennifer Nordstrand, Janet Lowe (Chair), Kari Thein The committee established the following meeting dates for the 2013/2014 school year. December 17th, 2013 January 28th, 2014 February 25th, 2014 March 25th, 2014 May 13th, 2014 The Special Education Committee discussed the relationship of the committee with the SNOM Board. The SNOM Board is aligning the special education committee with the Education and Research committee under the Vice President (organization chart). Plan to communicate with Becky Hudlow and ensure that we have research citations in our work. The committee is exploring other web based platforms for meetings in order to make the committee accessible to more MN members and also make it easier for committee members who are having difficulty getting to the meeting. o Pricing starts at $19/mo for up to 5 attendees, $49/mo for up to 25 attendees or $69/mo for up to 100 attendees. You can save 20% by switching to an annual plan which comes out to $182/yr for 5 attendees, $468/year for the 25 attendee plan, or $662/yr for up to 100 attendees.

The committee also reviewed the goals of the Special Education Committee: Professional development for all Minnesota school nurses related to the school nurse's role in the special education process Partnering with other agencies and facilities to expand professional development available to nurses These goals are in alignment with SNOM’s Goal #1, Elevate the quality and practice of school nursing through research, education, and advocacy. There was discussion on ideas for a spring forum that would incorporate the nurse’s role in the special education process with a special emphasis of a category of special education. A tentative date for the Nurses Spring Forum is April 30, 2014. Thank you to Ruth Ellen Luehr, MDE, who has a room reserved at no cost. The Third Party Billing forum will be on Tuesday, April 30, 2014. • Janet talked with many nurses from around the state at fall conference and they liked the idea of the webinar that was a half day. They said that they easily were able to get onto the Webinar and then get back to their noon medications and did not need a sub. They asked if we could do something similar this year. • The special education committee is focusing on the area of Autism this year. The committee is exploring ideas from Phil Sievert, MDE; the Autism Society of MN; Fraser; possibly a nursing panel with experts feeing, teaming with OT, Speech; resources. There will be further discussion at the next Special Education Committee Meeting on January 28th, 2014.

Agency Representatives: Pediatric Emergency Education Project (Bennett) I represent SNOM on the EMSC (Emergency Medical Services for Children) Advisory Committee. I attended the quarterly meeting on January 8, 2014. Items of interest for school nurses: •

EMSC discussed sending out a Pediatric Education Survey to pre-hospital providers. The last survey was sent out five years ago. After discussion, the committee recommended focusing the pediatric pre-hospital provider education on Special Needs children, and Mental Health Emergencies in the pediatric population. EMSC will explore speakers and training materials for these topics.



Procedures for Emergency Care: Pediatric Quick Reference Guide flip chart. Revised 2011. The revised version includes the Community CPR revised guidelines.

MDE (Minnesota Department of Education) (Luehr) No report MDH (Minnesota Department of Health) (Smoot) No report MNSIC (Minnesota State Interagency Coordination) (Stewart) No report TeenWise Minnesota (Pain) Outreach to Greater MN. During the 2013-14 year, TeenWise is conducting a needs assessment in 6 Greater MN communities: Red Lake, Leech Lake and White Earth reservations, and Beltrami, Kandiyohi and Nobles counties. These communities were identified based on adolescent sexual health data (rates of pregnancy, STIs, sexual activity, condom use) as well as relevant social determinants of health. The purpose of the needs assessment is to capture the story underneath the data so that, together with communities, TeenWise can develop strategic responses to address the sexual health outcomes of youth in those areas. TeenWise would welcome the support of SNOM as they reach out to the 3 counties participating in the needs assessment as well as in working with those communities to develop and implement strategic activities. MN Department of Education federal grant. This fall, MDE received a CDC/Division of Adolescent and School Health grant to work with 15 school districts across MN. The purpose is to increase the capacity of these districts to deliver evidence-informed sexual health education, increase adolescent access to key sexual health services and safe and supportive school environments for all students. TeenWise has a contract from MDE to assist with this project. Policy/Advocacy. TeenWise is part of a coalition of advocates working with state legislators on the development and introduction of a bill to mandate comprehensive sex education in Minnesota schools. If the bill is introduced this coming session, TeenWise will launch a large communications effort. SNOM input and support would be important on this issue. TeenWise is also trying to make head-way on a couple of other fronts: youth in foster care and youth in correctional settings. Progress in these areas is slow, primarily due to limited funding at this time. Also related to policy, this spring TeenWise will be working on its own policy positions and we will be looking to key stakeholders and experts to inform us as we develop our positions. SNOM is one of the organizations TeenWise would look to for insight on some of the issues to be addressed.

NCSN (National School Nurse Certification) (Hiltz/Kilgore) We currently have 29 nationally certified school nurses in Minnesota. The deadline to register is May 31, 2014. The test time frame line is July 19, 2014 to August 2, 2014. We have a new NCSN MN co liaison. Shelley Kilgore will co-lead this group.

IX. Regional Reports: all regions have upcoming meetings next week. Northern (Munson) No report West Metro (open) No report. East Metro (open) No report. East/Central (Powers) No report. West/S. West (Bauerly) In conversation with regional area school nurses the emerging trend has been a request for guidance in addressing and establishing school policy and procedure to implement the Epinephrine statute within their districts. Cost, liabilities and political implications have raised many questions. LSN's are looking to SNOM for guidance. Action for Healthy Kids Minnesota Steering Committee meets monthly. See the Action for Healthy Kids Web page at www.actionforhealthykids.org to find quality resources for school staff to create healthier school environments. Look for training, grant opportunities, Parent Leadership Series, fact sheets, Learning Connection Report and more. Take the Every Kid Healthy pledge to show your support for the health of children. Action for Healthy Kids will be launching a Social Media campaign soon. It will be passed on to the Action for Healthy Kids Minnesota State Coordinator. The Minnesota AFHK team is waiting for regulations to become final regarding wellness policy requirements.
