Introduction of fuel from illegal sources onto the market,

Grey zone: according to the estimates of the Polish Organisation of Oil Industry, the grey zone for crude oil is determined at the level of about 6 – 10% of the market.

COMPULSORY STOCKS – CHANGES



Calculating the minimum required level of compulsory stocks: 90-day average daily consumption of crude oil and petroleum products will be changed to 90 days of average daily net transport of crude oil from abroad,



Lowering the obligation imposed on producers and traders concerning the held stocks of crude oil and fuels (excluding LPG), from 76 days to 69 days in the years 2013-2017, and from 2018 onwards to 53 days,



Increasing the obligation imposed on the Material Reserves Agency from 14 days

to 21 days in 2013-2017, and from 2018 onwards to 37 days.

IMPACT OF THE GREY ZONE AND CHANGES IN THE LAW ON THE STORAGE MARKET



Grey zone: according to the estimates of the Polish Organisation of Oil Industry, the grey zone for crude oil is determined at the level of about 6 – 10% of the market,



With the introduction of changes in compulsory stocks, the demand for storage capacity will decrease by about 4%,



Reducing the need for storage capacity by a minimum of 10%.
