Letters to Santa Santa’s mailbox will be located in the Municipal Building parking lot from November 21 thru December 9. Santa answers all letters so be sure to include your name and address. Light Up Madeira This annual event will be held on Saturday, December 3 at 6:00 p.m. at the Millennium Fountain Plaza located at Miami and Dawson. At Sunset, the lighting of the tree marks the beginning of the holiday season. The evening’s ceremony will include a variety of holiday music. St. Nicholas Sleigh Ride St. Nicholas will be visiting Madeira on December 5 beginning at 5:00 p.m. until 9:00 p.m. Look for posted signs for the times St. Nicholas will be in your neighborhood.

Home Decorating Contest The Madeira Woman’s Club will be judging holiday decorations during the week of December 11. All participants should have their decorations up and their lights on in the evening during this week. Winners of the contest will be honored at the City Council meeting on January 23, 2012. Pictures with Santa Santa and Mrs. Claus will be at the Municipal Building on Saturday, December 10 from 10:00 a.m. to 2:00 p.m. Come share your holiday wishes and have your picture taken with Santa. The cost is $5. If you have questions regarding any of these events, please call the Municipal Building at 561-7228.

From the Desk of the City Manager… Dear Friends and Neighbors: Even though it is nearing the end of the year, it is still a busy time for City Council and the Administration. Perhaps by the time you read this, the council elections will have been held: December 1st a new council will be seated. Council will hold a special meeting that evening to administer the Oath of Office to new members of council as well as to choose a Mayor and Vice Mayor for the next two years. Council committee assignments will also be made at this evening. If you have the opportunity, I would encourage you to visit the Municipal Building on December 1st at 7:00 PM to visit with the new council. Development News. Earlier this year, Hills Developers explored the potential of building an apartment community on the site of the former Kutol Products site on Camargo Road in back of Walgreens. Hills Developers withdrew from the project and a new company is evaluating the site for a similar proposal. Griewe Development has approached City Council about the potential of building 200+ apartment and townhouse units in the form of an “urban design” development plan. Because of the very desirable location adjacent to the business district, we were not surprised to be contacted by another developer. Mr. Griewe and his partner, North American Properties, has most recently developed the Emery Park project in Mariemont. As I noted in the last edition of the Madeira Newsletter, the development of this property is very important to the community, but the proposal to develop an “apartment neighborhood” is a significant departure from the city’s single-family zoning. City Council will be giving very careful consideration to any changes in the zoning code to make certain that any proposed development will be in the very best interest of the city in the short term as well as into our long term future. Within the business district, the City Council continues to work toward attracting new businesses to the city. We have been talking with potential restaurant and retailers about sites in Madeira. While we have no official announcements to make at this time, we hope to have some of these finalized before the end of the year. City Council has made it a priority to improve the retail and commercial development in the business district to help improve the local tax base. The city continues to see permits for new homes around the city. We have recently reviewed several “infill” or “tear down” houses. With the lagging economy and the depressed housing market, real estate forfeitures have become attractive for builders to demolish the existing homes and build new houses in the $350,000-$400,000 price range. The Madeira Zoning Code presently permits this type of development. The new homes are required to meet all of the existing zoning regulations. Should the lot or new structure not meet the zoning requirements, the development must be approved by the city’s Planning Commission before permits are issued. Waste Collection Contract. The city’s contract with CSI/Republic Services ends on December 31, 2011. We are in the process of re-bidding the contract for another five year period. At the time of this report, we had the interest of four companies including CSI/Republic Services. Bids are scheduled to be opened in early November; City Council will evaluate the bids and is expected to approve a new contract in December. The cost of the city’s waste collection service in 2011 (including the June Large Item Pick-Up) is $580,000. This amount does not include the cost of the city’s leaf collection and brush/limb collection programs. 2012 Budget. We are finalizing the spending plan for 2012. City Council is expected to approve next year’s budget on December 14th. A Budget Workshop for City Council will be held during the regular council meeting on November 28th. The Budget and Finance Committee has been continually monitoring the city’s finances/spending each month to make certain we are on track through these difficult economic times. As I noted in previous reports, we are expecting very significant reductions in revenue in 2012 and 2013 as a result of several factors. These factors include reduced property values, as appraised by the county auditor, which relates to reductions in property tax revenue for the city (-7% for 2012). We will feel the first full effects of the

reduction in the state Local Government Fund (LGF) by the state legislature. We are expecting $70,000+ less in 2012 as a result in the change in policy by the state. Finally, the “big hit” occurs in 2013 when the Estate Tax expires. The city receives an average of $600,000+/year from the Estate Tax of which over 65% is used for capital repairs and improvements (most notably the Street Repair Program). City Council will need to make some difficult decisions as to how we are going to address these large losses in revenue because of the impact to both services and maintenance. Watch for additional information in future editions of the Madeira Newsletter. Legislative News. There are several legislative issues in front of City Council at this time: Commercial and Charitable Solicitation. As a result of recent U.S. Supreme Court cases, our regulations regarding door-to-door solicitations have been determined to be “unconstitutional” because we presently prohibit all forms of commercial solicitation in residential areas. In order to bring our code into conformance, City Council is amending the code to require commercial solicitors to register with the city at which time they will be provided with time restrictions and other applicable rules and regulations. The proposed legislation is considering the creation of a “do not call” list for which that residents can register. The list would be supplied to the solicitor. This legislation is expected to be completed before the end of the year. In the meantime, you still have the right to ask any solicitor to leave; if they fail to do so, we encourage you to call the Madeira Police Department and report the situation. Commercial Zoning Regulations. Planning Commission recently recommended new zoning regulations for a “Residential Scale Business District” along Laurel Avenue from Centre Street (near the Post Office) to Euclid Avenue. The purpose is to continue to permit commercial development while maintaining a “residential character” for future developments, to protect the adjacent residential areas. A public hearing will be held by City Council on November 14 th before final approval of these new regulations. Euclid Avenue Transitional Residential District. A proposal to create a zoning district for the property on Euclid Avenue to the rear of the Miami Avenue Fire Station will be considered by City Council in the near future. The proposal would allow the construction of 6 “cottage” style single family units on the 2 acre parcel. City Council is expected to vote on this proposal after the first of the year. The proposal is presently under consideration by the Planning Commission. They will make a recommendation to City Council to either approve or not approve the proposal as submitted by the property owner and developer. Internet/Sweepstakes Cafes. A number of communities have expressed concern about the potential location of this type of business because the perception is that they are a type of gambling. The State of Ohio has not yet ruled on this matter. Madeira’s Zoning Code does not address them as a prohibited use. City Council recently approved a 180 day “moratorium” on the issuance of any zoning permits/licenses for this type of business until additional legislation is considered. The moratorium began on October 24th. Duke Energy Electric Endorsement Program. City Council recently approved a renewal of the electric supply discount program that was offered by Duke Energy in 2010. In the next 2-3 weeks, you will receive a letter from Duke and the City giving you the opportunity to sign up for the discount rate of 6.39 cents/kwh. This is an “opt-in” program whereby you must call Duke and sign-up. It is not automatic and City Council’s action does not “lock” you into using Duke Energy; you are still able to sign up with one of the other retail electric suppliers. Last year over 1,000 Madeira households signed up for the program with an average savings of $193 during the last 18 months. Mayor Moments Shared Services – The Wave of the Future It is ten PM the night before my newsletter article deadline. I had a Mayor’s Moment all ready to submit for publishing. However, here I am again in front of the computer rewriting my article. I have just returned home from a joint meeting of the First Suburb’s Consortium and the Hamilton County Municipal League. Tonight’s topic of discussion focused on how municipalities can work closer together and share various services to drive greater efficiency in our local government. Because of the importance of this topic, I decided to modify my article so I could share my observations of the meeting. With the coming funding cuts that were passed by the legislature in Columbus, municipalities all across the state are exploring ways of reducing our annual budgets. One of the best ways for local governments to gain more efficiency and become more productive is to join together and leverage the products, services, and buying power each community currently possesses. Exploring these options is a very worthwhile exercise and has the potential to offset some of the lost revenue we previously received from the state. The guest speaker tonight was from the Center for Local Government (CLG). This organization was created to assist smaller cities, like Madeira, to do more with less. Their mission statement clearly states the goals they wish to achieve: “To improve public service delivery by the cities, townships, and villages in the Greater Cincinnati metropolitan area, especially among its member jurisdictions, through improved information exchange, cost reductions, shared resources, inter-jurisdictional collaboration, and new approaches to capital equipment and skills acquisition.” Madeira has been a member of the CLG for years. We already take advantage of many of the services the CLG has to offer. Through our membership, Madeira is able to join with other communities in a health care pool giving us access to rates we could not receive by ourselves. We share proposed legislation with other cities in order to reduce our outside legal expense. Wage and salary information is made available in order to check our city’s levels versus the surrounding communities for similar positions. Our association with the CLG also gives us a forum to discuss ideas and share lessons learned all with an eye toward providing a better and more economical service to our residents. There are other ways Madeira is working together with surrounding communities to drive greater efficiency. One of the most visible shared services arrangements is the long standing Madeira / Indian Hill Joint Fire District. We also have agreements with our neighbors to provide mutual aid and backup police and fire services. This arrangement allows Madeira to staff our departments for normal demand levels and call for assistance in times of greater need. Other safety related shared services include our contract with Hamilton County to provide 911 services rather than have our own dedicated call center. We are able to share the expense of a police situational trainer that rotates between departments to greatly lower training cost for our officers. With the extent to which we are already utilizing shared services highlighted in the speakers presentation, when asked by the show of hands whether there was a shared arrangement for their police and fire departments, joint community salt purchases and members of a health insurance pool, etc., I found that I was raising my hand to almost every question the speaker asked. I was also surprised to see, I was one of approximately 25% in the room that consistently raised their hand on each question. I came away from the meeting with an overall good feeling that Madeira is ahead of many communities in our area with regards to looking for ways of sharing resources and working together with other communities. This allows us to keep our staffing levels manageable as well as maximize the return on your tax payer dollar. Shared services are the wave of the future in order for smaller local governments to survive in these challenging economic times. I can attest to the fact that the City Council and the Administration are continuing to explore all options for additional ways to lower our annual expenses.

Train Station / Centennial Plaza Update Work continues on the city’s restoration project centered on the train station. Earlier this year, I solicited assistance from Home Depot to help us with our efforts, and on October 28 th and 29th volunteers from Home Depot’s community outreach program “Team Depot” made some much needed repairs to the exterior of Madeira’s train station. Home Depot and their employees donated their time, materials, and expertise to the project. Behr Paints donated all of the paint (Behr Exterior Ultra-Premium) for the project. Madeira resident, Tom Walter, donated his time and spray equipment which was a saving grace in helping to ensure the project was completed in two days. Kroger provided lunch and drinks for the volunteers. Choo – Choo’s donated hot coffee on the cold mornings and Bruegger’s helped out with supplying bagels to get each morning off right. The contributions of Home Depot, Tom Walter, and Behr Paint saved the tax payers of Madeira approximately $10,000 to $15,000. I cannot thank Home Depot enough for their leadership in making this project a reality. Please stop in to the local Home Depot and thank them for giving back to the community. While slower than I had hoped, progress is being made on beginning construction on the Centennial Plaza in front of the train station. Finishing touches on the construction documents are being completed. Once finished, we will work to line up contractors and break ground hopefully yet this year. End of Year Update The City Manager’s report in this newsletter provides a very detailed overview on the current activity pertaining to the management of the city. Without a doubt, the top priority is to stay in front of the budget issues forced onto us by the state. City Council and the Administration are looking for ways to reduce our budget and drive economic growth in the community. Fiscal year 2013 is when the state cuts will take full effect. Between now and then, council will be reaching out to the community in an education effort to clearly show how and where your tax money is being spent. We will need a dialogue as to what services are important and which ones we can we do without. With this understanding, we will then be in a position to offer the residents a choice in deciding the direction of our future. I am very pleased to report once again that our city’s budget remains stable. I expect Madeira’s 2011 finances to be slightly more positive than budgeted due in part to additional cost cutting measures and stronger than expected estate tax revenues. Our cash reserves are estimated to have increased $100,000 and should end the year holding around $1.5 million. I am very comfortable with our current cash position as we look to the challenges of the future. As my time as Mayor comes to a close after two great years, I firmly believe I have accomplished my goals that I set for myself and the city when I was sworn in as Mayor. Foremost was to maintain the city’s financial health, maintain city services, and drive smart economic growth that complements Madeira’s traditional values. It has been an honor to lead and represent this community for the last two years and especially through our Centennial year. I could not have done this without the loving support of my wife Cathy, who as my “Chief of Staff” spent many hours behind the scenes working tirelessly to support me and this community. My two children, Nathan and Lexi, who for the last two years have served their community with distinction as honorary “Mayor’s Assistants” assisting their dad in his official duties. Finally, a thank you goes to all of you, Madeira residents, for your trust and support over the last two years. Thank you for all the encouraging comments I have received during my term. I have taken them to heart and they helped motivate me in leading Madeira to better position ourselves and face what the future has in store for our great community. will open at the Miller House on December 3 and be on exhibit for two years. This project was proposed by Susan Hill, Connecting Generations Committee Chair, and her committee members to bring attention to the importance of the railroad and promote the interest and knowledge of Madeira history for our younger generation. The exhibit is being constructed by students from Madeira Middle School, Madeira High School, Moeller High School, and St. Gertrude's School with assistance from Amy Burton, an art teacher from Ursuline Academy; Paul Rich and Ed Hopping, technical coordinator of trains and track; Ann Kean, teacher at Madeira High School; Dan Schneider, an Eagle Scout candidate, will direct Boy Scouts in creating and building the buildings that existed in Madeira in 1915; Tracy Paluta, Suzy Floyd, Bob Wick, Doug Oppenheimer, Debbie Hull and Kathy Kennedy-Brunner from the MadeiraIndian Hill Branch Library and former Mayor, Mary Anne Christie.
