RESPONSIBILITIES AND OBJECTIVES The District Fire Warden is the person responsible for prevention, detection and suppression of wildland fires on all non-federal wildland within the County. He is the official representative of both the State of Utah and the County in all wildland fire matters. The purpose of this mobilization plan is to identify key personnel of all agencies involved in wildland fires, to list sources of equipment and supplies and to prescribe procedures for reporting fires, requesting assistance and responding to fires. This mobilization plan should serve as an aid to all Fire Wardens and to other agency personnel. The primary objective of fire suppression is to prevent loss of life or property by fire. Wildland fires do not justify an action, which might risk a human life. All suppression actions will be conducted in a safe manner calculated to minimize any danger to involved personnel. Beyond that, suppression action taken on any fire will only be to the extent justified by the resource threatened by fire. The guideline to be used is that suppression actions should be taken to minimize the loss by fire while minimizing the cost to the county or state. This plan was developed to expedite locating equipment, personnel, service, etc., located in Juab County proper, neighboring counties, and State and Federal Agencies.

II.

FIRE REPORTING PROCEDURES All fires should be reported by calling the Juab County Sheriff's office (435-6231344 or 911), the Interagency Fire Center in Richfield (435-896-8404 or after hours, cell 435-979-8404), or the District Fire Warden (435-681-0035).

MANNING THE FIRE ORGANIZATION (on State and Private Lands)

1.

Initial Attack - usually handled by the District Fire Warden and engine. Immediately upon receiving a report of a fire in the District, the District Fire Warden will be notified. He/she will take initial action on the fire. If another agency or, possibly a fire department takes initial attack, the fire wardens will be notified as to the size and reinforcements necessary. If the fire is beyond the control efforts of the initial attack force, sufficient forces will be dispatched to the fire.

2.

Obtaining Manpower a.

Support will be furnished by local and area resources. These include Volunteer Fire Departments, State, BLM and Forest resources

b.

Additional resources will be obtained when the fire exceeds the capability of local and area resources. Requests for outside resources will be made through Richfield Interagency Fire Center.

AREAS OF RESPONSIBILITY A fire agreement exists between the Utah Division of Forestry, Fire and State Lands Acting for the Six County area, through the Area Manager and the Uintah National Forest, Manti-LaSal National Forest, Fishlake National Forest, Capitol Reef National Park also the Richfield BLM office and the Salt Lake BLM office. These agreements Define zones of responsibility for initial attack on fires, financial compensation Procedures, limitations of expenditures by each member of the agreement, and other information to make the control of wildfires easier for all concerned. Each agency has a copy of these agreements and maps with the control zones delineated.

VIII.

AREAS OF CONCERN The area has several areas that are considered special hazard and risk areas. The Urban Interface problems around Eureka, Rocky Ridge, Levan and other Various locations through out the county are of special concern. The Railroad right-of-ways that extend along I-15 through the Juab Valley, the Right-of-ways that extend along Hwy 6 / Hwy 36. I-15, Hwy 6, Hwy 132, the West Desert area of Little Sahara and Yuba Reservoir areas are highly influenced by people. There are several areas that are highly susceptible to lighting strikes, the Mountains east and west of the Juab Valley, the Gilson Mnts., Tintic Valley the area south of Levan. The cheat grass fuels in all of these areas and the West Desert allow fires to Grown and spread rapidly.
