Call to the Public Sarah Bennett, 10582 Livingston St., addressed the Board regarding the Crossing at Lakelands Trail development. She stated the residents adjacent to the development are not convinced that enough has been done to ensure that their residential roads won’t be used by the apartment complex. She stated she is concerned with safety on Washington Street. She stated the Master Plan calls for a walkable community and she would like to see sidewalks installed, along with repairs made to the streets. She requested that a safety engineer review the plan, and determine the need for a left hand turn lane on M-36. She requested that the sanitary pump station be moved away from adjacent residential homes.

Correspondence Clerk Dolan reviewed Correspondence received from Ann Arbor SPARK, in support of the Crossing at the Lakelands Trail development.

Planning & Zoning – The Crossing at Lakelands Trail – Final CPUD

John Jackson reviewed the project to date, and the conditions as moved by the Planning Commission and as outlined in the Zoning Administrator’s memo dated January 3, 2017.

Negri stated he would like to address the concerns raised during Call to the Public. He asked if the left turn lane was feasible. John Jackson stated the left turn lane is not warranted at this time, but ultimately will be up to MDot. Pacheco stated the concerns over the pump station have been addressed by the developer. Negri asked about available ADA units. Mr. Nunez, representing developer, stated that the amount of ADA units exceed the requirement. Motion by Hohl, supported by Koeble, to approve the final site plan for The Crossing at Lakelands Trail, a 208 unit apartment complex with a club house, to be developed at the property formerly known as Hamburg Elementary, based on the plans received December 5, 2016, along with the revised lighting plan as presented, and with the 7 contingencies as described: 1. Finalization of landscaping plan which addresses tree replacement, street trees, and vegetation species / placement, landscaping walls, and mechanical screening. 2. All building unit signage to be pin-mounted with individual cast letters / numbers, black in color. 3. The site plan shall be revised to include a note which states: “As future development occurs adjacent to the subject site and a connection is deemed appropriate by the Planning Commission, appropriate connections must be provided.” 4. Breakaway bollards shall be installed at the East Washington Street entrance until Washington and Livingston Street are resurfaced. The Township shall request that any improvements to these streets include sidewalks along one side if possible. The Washington Street access point shall be opened and the breakaway bollards shall be removed by January 1, 2021 regardless of any roadway improvements. 5. In the Development Agreement, between the developer and the Township, wording shall be included that will dedicate a curb to curb easement in perpetuity that includes Trailway Blvd, West and East Washington and Crossing Lane (this easement will be dedicated to any government entity that may now and in the future control the roadways and wishes to except the easement and make the roadways public). Wording shall also be included that all through traffic on the site has open access along Trailway Blvd, West and East Washington or Crossing Lane either from current development to the west and north or future developments to the south or east. 6. The applicant shall submit sufficient information regarding the pump station to address all the engineering consulting comments. The applicant should provide the pump capacity, total dynamic head, and odor details as indicated in the November 22, 2016 letter from the township engineering consultant. In addition the developer shall also work with the township engineer with any odor control measures requested on the pump station. 7. Michigan Department of Transportation and Livingston County Water Authority approval of the project will be required prior to issuance of a land use permit. The request to MDOT for the access to and from M-36 shall include a turn lane on Trailway Blvd to M-36. Roll Call Vote:

Pacheco reviewed the Planning & Zoning Text Amendment 16-004, which replaces any reference to HERB with the option that the Planning Commission, Zoning Administrator and Township Board can hire a sub-contractor to perform an environmental review should they deem it necessary. Planning & Zoning – Sign Policy Discussion

Pacheco stated signage on Township property is a policy issue, and he suggested a policy be drafted. He stated Zoning can’t regulate based on content. Motion by Hohl, supported by Koeble, to direct the Township Attorney to work with the Township Supervisor and Zoning Administrator to draft a policy to address use of Township owned property for display of temporary signage, with special consideration to Township entities and Non-profits. Hohl provided background on proposal by Greg Attwood to install an adult work-out station in Manly Bennett West, and has provided funding to do so. He is interested in Bob White Beach being linked to the backside of West Park.

Public Input session for 2017 Road Improvement Program

Supervisor Hohl introduced the members of the Livingston County Road Commission as well as the Livingston County Commissioners who were present. The topic of discussion for the meeting will be how the road repairs will be prioritized now that the millage has passed. Mike Craine presented the history to date regarding the roads in Hamburg Township over the last 20 years and explained the process by which roads were selected for repair each budget year. Hohl stated if anyone is interested in seeing the supporting documents developed over the last few years relating to road concerns, to contact him and he would be happy to provide copies of all of the data he has. He reviewed the process to follow for Call to the Public. Open Public Comment – 7:20 p.m

Neil Mackey, 8760 Tamarack Dr., Brighton, MI addressed the Board. He stated his priority road is Winans Lake Road from the roundabout to Chilson. He stated he would also like the Road Commission to roll the cold patch after it is put down. Lex Kinter, 8474 Scotia, Pinckney, MI addressed the Board. He represents the Rush Lake Property Owners Association and stated their priority road is Rush Lake Rd. He questioned Mike Craine on drainage improvements and why the County would mill off structure if there is plenty of asphalt base. David Flowers, 3230 Rush Lake Rd, Pinckney, MI addressed the Board. He stated his priority road is Rush Lake Rd. He stated the current conditions are a danger to kids when cars dodge the potholes, and provided pictures to the Board of the conditions. Judy Urban, 8720 Tamarack Dr., Brighton, MI addressed the Board. She stated her priority road is Tamarack Drive. She stated their requests for repairs have been turned down many times over 20 years. Her second priority would be Winans Lake Rd. Bob Jones, 10898 Hamburg Rd., Hamburg, MI 48139 addressed the Board. He stated his priority road is Hamburg Rd. He also requests that 25 MPH signs by the horse farm be installed as traffic currently drives by his house at 50/60 MPH. Walter Sebastian, 9920 Curie, Lakeland, MI addressed the Board. He stated his priority road is Kress Rd. He stated that the condition of the road puts wear and tear on the fire/public safety vehicles. He suggested making the lanes wider to protect the sides of the board from damage. He stated a bicycle path would help. Sandy Taylor, 6837 Kestrel Ridge Rd, Brighton, MI addressed the Board. She stated her priority road is Winans Lake Rd. from Chilson to the Roundabout. She stated people cross the yellow line because of potholes, and had $1,500 worth of damage to her vehicle because of the conditions. Randy Schires, 8700 Tamarack Dr, Brighton, MI addressed the Board. He stated his priority road is Winans Lake Rd., along with his personal road Tamarack Dr. He asked when the smaller streets will get attention. Duane Morris, 2585 Swarthout Rd., Pinckney, MI addressed the Board. He stated his priority road is Hamburg Rd. south of town and Winans Lake Rd. from Chilson to the roundabout. He stated his own road is fine. Anne Riggs, 10461 Kress Rd., Pinckney, MI addressed the Board. She stated her priority road is Kress & Cordley Lake on the sharp curve. She stated cars end up in her front yard trying to avoid potholes. Christie Wagner, 10388 Cedarvale Lane, Pinckney MI addressed the Board. She stated her priority road is Kress & Cordley Lake, and feels it should be at the top of the list for repairs. She suggested it be made wider and a bike path be included. Mary Serino, 3389 Habitat Trail, Pinckney, MI addressed the Board. She stated her priority road is Kress & Cordley Lake. She concurs the road should be widened. Jeff Rhoades, 9194 Eagle Run, Brighton, MI addressed the Board. He stated his priority road is Winans Lake Rd. He recommends starting at Chilson and working east if the entire stretch can’t be done at one time. He stated Hamburg Rd. is in bad shape also. Matthew LaViola, 2898 Masters Ct., Pinckney, MI addressed the Board. He is representing the West Pointe Woods Homeowners Association (which has a total of 43 homes) and stated their priority road is Rush Lake Rd. He stated out of town guests have also commented on the rough condition of the road. Jim Gardner, 9601 Kress Rd., Pinckney, MI addressed the Board. He stated his priority road is Kress Rd. He provided the Board members with a 3 page memo of suggestions for Kress Rd. to be attached to the minutes. Sarah Bennett, 10582 Livingston, Hamburg, MI addressed the Board. She stated her priority is to do Hamburg Rd, along with Livingston, Washington and Stone street in the Village of Hamburg last, in order to allow the village time to adjust to the increased traffic anticipated from the Crossing at Lakelands Trail development. Larry Gauthier, 5099 Lisch Drive, Whitmore Lake, MI addressed the Board. He stated his priority road is Hamburg Rd. He asked how the Board plans on prioritizing the order of roads to be repaired and if there would be a Citizens Committee formed. Linda Wozniak, 4810 Downing Dr., Lakeland, MI addressed the Board. She stated her priority road is Kress Rd. first, then Hamburg Rd. She stated the current conditions are an embarrassment. Kim Briscoe, 10041 Pearson, Lakeland, MI addressed the Board. He stated his priority road is Kress Rd. Shannon Destrampe, 2736 Masters Court, Pinckney, MI addressed the Board. He stated his priority road is Rush Lake Rd., which is nearly impassable in spring. Cheryl Jensen, 8669 Pebble Creek Dr., Pinckney, MI addressed the Board. She stated her priority road is Rush Lake Rd., and she is concerned with the safety of pedestrians. Tim Little, 4288 Cordley Lake Rd., Pinckney, MI addressed the Board. He stated his priority road is Kress Rd. He suggested asking Police patrol officers for their input on which roads were in the worst need of repair. He stated he hopes a contractor other than who was used on M-36 a few years ago will be used. Rick Beaudin, 9676 Zukey Dr., Pinckney, MI addressed the Board. He stated the County and Road Commissioners should make-up for Hamburg Township being short-changed over the years. He stated Hamburg Township has the largest population in Livingston County. Peggy Pietras, 3252 Rush Lake Rd., Pinckney MI addressed the Board. She stated her road priority is Rush Lake Rd., and then Kress. She echoes what Rick Beaudin just said, nothing was done in the last year. Dale Rogers, 10132 Ogemaw, Pinckney, MI addressed the Board. He stated his road priority is Kress Rd. He stated he is part of the Log Acres subdivision off Cordley Lake Rd., which has about 50 homes. Shell Mullett, 4654 Downing Dr., Pinckney, MI addressed the Board. She stated her road priority is Kress Rd. She stated trucks do damage and make her house shake. She stated she had 3 alignments to her car last year. Charles Hansen, 10035 Pearson, Pinckney, MI addressed the Board. He stated his road priority is Kress Rd. He stated he would not bicycle on Kress Rd. Nancy Dickman, 10497 Hamburg Rd., Pinckney, MI addressed the Board. She stated her road priority is Hamburg Rd. She wondered if there would be weight restrictions placed once roads are repaired.

Eric Schaufele, 8402 Scotia Rd., Pinckney, MI addressed the Board. He stated his road priority is Rush Lake Rd. He suggested focusing on experiencing speed limits and load limits. Paul Lichau, 11666 Pleasant View, Pinckney, MI addressed the Board. He stated his road priority is Pleasant View, which is the only entrance into his sub-division and is in very bad condition.

Donald Mullett, 4654 Downing Drive, Pinckney, MI addressed the Board. He stated his road priority is Kress Rd. He hopes that the County and State can come up with matching funds. Dennis Wysocki, 10027 Margaret Dr., Pinckney, MI addressed the Board. He asked how Pettys road got done. Who paid? Charlotte Jones, 10047 Pearson, Pinckney, MI addressed the Board. She stated her road priority is Kress Rd. Bonnie Swanson, 11463 Lauderdale Ct., Pinckney, MI addressed the Board. She agrees with matching funds and agrees with Mr. Lichau that the entrance to Pleasant View needs fixing. Gary Parsons, 2585 Signature Circle, Pinckney, MI addressed the Board. He advised Recording Secretary that his road priority is Rush Lake Rd. Janet Morgan addressed the Board by email. She stated her road of priority is Kress Rd. Richard & Donna Brown addressed the Board by email. They stated their road priority is Hamburg Rd. from M-36 to Old Hamburg Rd. 8.

Board Comments Hohl stated that we have numerous sub-divisions in the Township that arranged to have a single hauler for waste, which would help with the weight concerns on the road. He stated that potholes should be reported, and he will help facilitate those calls to the County or State. He stated there are sub-divisions that have agreed to tax themselves to have their road fixed. He suggested that perhaps some partnerships could be looked at moving forward between Township, County and the Residents. Dolan stated the sub-divisions that have public roads would be the ones that could be included. He stated the single-hauler waste service will be important to reduce wear and tear on the roads. Hahn stated that the County will be providing matching funds, which will provide more money for projects moving forward. Koeble thanked the residents for coming out and sharing their concerns.

01/12/17 To: Hamburg Township Board From: Tony Randazzo Re: DPW Wage Adjustment Jonny Sharp has recently passed the Class “C” Wastewater licensure exam. In order to recognize his achievement and the extra value he is providing to Hamburg Township, I recommend that we increase Mr. Sharp’s hourly rate from $19.00 to 21.50 per hour and it be made retroactive to December 26th, 2016. This is consistent with the raise that we gave other employees when they passed the same exam and keeps his pay at a competitive level. This also fulfills one of our department goals, which is the continued development our own employees.

Last summer, the four bridges on the Lakeland Trail in Hamburg Township were inspected by Chuck Dennison, Manager of the Pinckney Rec Area, and Steve Krzesicki, PE, Engineer, State Trail Division of the DNR while accompanied by Pat Hohl. Most of the bridges were in good shape. However, the inspection revealed that the decking on the bridge that is 375 ft. to the east of Kress Rd. is failing and should be replaced in the near future. An RFP was sent out a month ago to select a contractor for the work. Winter is an ideal time to perform this job because pedestrian traffic is lower on the trail and more contractors are available. We received four bids for this project ranging from $6,850.00 to $25,200.00. I recommend that the Township Board select Brighton Building Company, Inc. to perform the work for this project as their bid was the lowest for the RFP. In addition to that, we’ve worked with them in the past and are confident they can perform this job to our satisfaction.

Parks and Recreation Committee Appointment

An opening exists on the parks and recreation committee for a citizen at-large position. Deby and I met with Mr. Jeffrey Muck who previously expressed interest with serving on this committee. We were impressed with Mr.Mucks knowledge of parks and recreation at this level and his knowledge of Hamburg Townships parks system and programs. Mr. Muck and his wife have lived in Hamburg Township since 2000 and are regular users of the Lakelands Trail. He experience includes being the current director of parks and recreation for the City of Novi, previous director of recreation for Huron Valley Schools, and was the program director for SELCRA from 2000-2017. I ask that you support Jeffrey Muck’s appointment to the parks and recreation committee with a term expiring January 1, 2019.

MEMORANDUM Date: January 9, 2017 To: Hamburg Township Board of Trustees From: Pat Hughes, Deputy Clerk Subject: Election Coordination Agreements for School Elections General Ledger #: Not applicable for this agenda topic Number of Supporting Documents: Five (5) supporting documents (one for each of the school districts) This is a request to authorize the Hamburg Township Clerk to “opt-in” to conduct the in-county and/or out-county school district elections for the Pinckney, Brighton, Dexter, Livingston Educational Service Agency (LESA), and Washtenaw Intermediate School Districts by passing the following motion: Sample Motion: Move to authorize the Clerk to “opt-in” and sign the School District Election Coordinating Committee Agreements to conduct the in-county and/or out-county school district elections for Pinckney, Brighton, Dexter, Livingston Educational Service Agency (LESA), and Washtenaw Intermediate School Districts. Election arrangements made by participating in the School District Election Coordinating Committee Meetings are binding on the participating jurisdictions for at least 4 years after the report is filed, and each jurisdiction continues to be bound until an altered report is filed. Since 2005 it has been our practice to conduct school elections at our polling locations for the Pinckney, Brighton, Dexter, and LESA and Washtenaw Intermediate School Districts.
