Making Education Work for Rural America

Nearly a quarter of our nation’s public school students attend rural schools. Often financially challenged and separated by geography, rural school districts need opportunities to share and leverage ideas, strategies, and effective practices to accelerate college- and career-readiness for every student. Because educational attainment and economic development outcomes are closely linked, it is important for rural Americans to see the value of advanced education beyond high school, and the role it plays in creating jobs and improving local communities. The Rural Education National Forum is a unique opportunity to advance conversations around rural education and prosperity through collaborative action.

The Forum is Designed to:

• Connect and strengthen collaborative rural education and prosperity efforts across the country; • Highlight powerful instructional and leadership practices in rural districts; • Focus strategic conversations around rural opportunities and challenges with national and local experts; and • Build a network for collaborative action.

Who Should Attend?

• Rural district, building, and teacher leaders • Board of education, business, and civic and community leaders • State department of education leaders • Established collaboratives/networks of education, business, and/or community organizations • Economic development leaders and venture capitalists • Rural and non-rural education associations • Philanthropic foundations • Others interested in strengthening rural education, economic/workforce development, and civic/community engagement efforts • Leaders from higher education institutes

Keynote Speakers

Arne Duncan, U.S. Secretary of Education

Arne Duncan is the ninth U.S. Secretary of Education. He has served in this post since his confirmation by the U.S. Senate on Jan. 20, 2009, following his nomination by President Barack Obama. Duncan’s tenure as secretary has been marked by a number of significant accomplishments on behalf of American students and teachers. He helped to secure congressional support for President Obama’s investments in education, including the American Recovery and Reinvestment Act’s $100 billion to fund 325,000 teaching jobs, increases in Pell grants, reform efforts such as Race to the Top and Investing in Innovation, and interventions in low-performing schools. Under Duncan’s leadership at the Department, the Race to the Top program has the incentives, guidance, and flexibility it needs to support reforms in states. During Duncan’s tenure, the Department has launched a comprehensive effort to transform the teaching profession.

Patrick Carr, Author & Associate Professor of Sociology at Rutgers University Growing Your Own: The Key Role of Education in the Fight Against Brain Drain As many small towns and rural areas face up to the debilitating effects of brain drain, this presentation will focus on the key role that education and educators have in combatting this problem. Specifically, educators should devote resources to all youth to ensure that those who are the mainstays of rural America are prepared to lead and thrive in the modern economy. Additionally, education has a key role in convening local and regional stakeholders and in planning for the future. Jeff Charbonneau, 2013 National Teacher of the Year Welcome to Another Day in Paradise 2013 National Teacher of the Year, Jeff Charbonneau, greets his students every day with the words, ‘Welcome back to another day in paradise.” Jeff believes that paradise must be built, maintained and improved by removing the words ‘can’t,’ ‘too hard’ and ‘impossible’ from our vocabulary. He understands that many students feel the “hard” sciences are too difficult and it is his job to support their learning by breaking down the content and creating interactive learning experiences. Jeff speaks passionately about teaching more than just chemistry, physics, engineering and technology—he helps his students foster self-confidence, academic success, collaboration and dedication. Learn what makes Jeff the teacher he has become and how to create the conditions that enable teachers like Jeff to grow and develop in every school. Emily Pilloton, Founder & Director, Project H Design If You Build It: Design, Education, And Possibility Emily Pilloton, educator, designer, and builder, will tell the story of 13 students who transformed the face of their hometown. Using creativity and citizenship as their tool box, Emily and her students designed and built a new future for a rural southern community and make the case for design-based STEM education as a community catalyst. Dr. James W. Mahoney, Executive Director, Battelle for Kids Highly Effective Teacher Research: Connecting Teachers with Powerful Practices For over five years, Battelle for Kids has been conducting research on highly effective teachers to answer the question, “What makes some teachers more effective than others?” This research shows that great educators integrate their practice across the four dimensions of effectiveness of the BFK•Connect™ Framework: Relationships; Continuous Improvement; High Expectations; and Stable Environment. Attend this session to hear about the research findings, and learn how the BFK•Connect™ Framework helps teachers assess their strengths and stretch core instructional practices into more powerful integrated practices. Participants will develop an understanding of how rural education leaders can connect to the powerful practices that accelerate student achievement.

Learning Session Topics

Unlike traditional conferences where attendees come and listen to speakers and experts, this Forum is designed to facilitate two-way conversations. Learning sessions will provide attendees the opportunity to hear from educational leaders and practitioners from around the country on critical rural education issues, then participate in discussions with presenters and other attendees.

Learning sessions will focus on timely, relevant topics, including: Educator Effectiveness—What’s Working for Rural Schools & Students?

Effective educators increase student achievement by encouraging students to discover their unique strengths and limitless potential. These sessions will investigate how to advance rural-oriented innovations that expand educator effectiveness, extend the reach of the most effective educators, strengthen principal/teacher/team leadership capacity, and support greater student ownership.

Community Engagement—Collaboration Among all Stakeholders to Listen, Inform, and Influence Decisions that are Mutually Beneficial. Rural schools need to be globally competitive and locally relevant in terms of increasing student outcomes. These sessions will explore how rural districts can leverage new ideas and strategies to respond to a global reality and better prepare students for college, careers, and life.

Economic Development—Connecting Schools, Jobs & Communities for Rural Prosperity Research suggests that a strategic, well-designed, and supported local education and economic development framework correlates to lower unemployment and poverty rates, and higher graduation rates. These sessions will look at how to design and sustain local/regional collaborative leadership around college- and career-readiness to improve education and economic outcomes for rural communities.
