REPORT FROM THE VESTRY OF ALL SOULS PARISH This Sunday at All Souls is a day of joy and new beginnings. It is Advent: the beginning of the new liturgical year and a season of renewal and preparation. Today we welcome our new rector, Father Jadon Hartsuff, on his first Sunday with us. We also welcome The Right Reverend Mariann Edgar Budde, Bishop of Washington, for her official visitation to the parish. Canon law requires diocesan bishops to visit each congregation in their diocese at least once every three years. The canonical purposes of a visitation are for the bishop to examine the condition of the congregation, oversee the clergy, preach, confirm or receive members, preside at the Eucharist, and examine parochial records. The Book of Common Prayer also assumes that the bishop's visitation will be an occasion for baptism and that the bishop will preside. Given the arrival of Father Jadon and the Bishop’s visitation, as well as the close of our fifty-four weeks without a permanent rector, the vestry decided to issue a report for them and for everyone in the congregation that covers the past year. Let’s see where we’ve come from and use that perspective to look forward to our future. The Vestry

Communicants in Good Standing In November 2015 there were 175 and as of the end of November 2016 there were 202. A communicant in good standing is someone for whom we have a Baptism record, who contributes time, talent and treasure to the church and who attends faithfully. We have grown the number of communicants in good standing over the last 12 months by asking people to provide their date of Baptism and by asking them to make a financial commitment to the parish. Service to Others in Need • 60 Christmas gifts to formerly homeless children through Housing Up! (December 2015) • 15 School backpacks to formerly homeless children through Housing Up! (August 2016) • $8,000 through individual donations and matches to Heifer International. This was doubled to $16,000 by a matching grant from the Endowment Fund, and this in turn was doubled by a matching grant offered to Heifer International by an outside party. Therefore the total value of our contribution to Heifer was $32,000. • $2,308 to Episcopal Relief and Development for Haitian Hurricane Relief through a loose plate offering • Regular service to others as Christ’s hands and feet: o Christ House: cooking weekday meals o Capital Area Community Food Bank: food donations o Sandwiches to Martha’s Table: sandwiches for the homeless o Samaritan Ministry o Housing Up! (Formerly Transitional Housing Corporation)

The All Souls Endowment Our $2.1 million endowment fund is invested in a conservative portfolio of securities. Distributions from the endowment are primarily limited to: (1) capital improvements to the Parish; (2) outreach ministries and grants; (3) seed money for new ministries or special one-time Parish ministry projects; (4) and such other purposes as are specifically designated by donors to the Parish whose gifts are included in the endowment fund. The endowment does not support the operating budget of the Parish except to fulfill the purposes described above. This year, All Souls donated the entire 2016 disbursement of $88,998 to outreach grants. Here is the complete list of the 19 grants recommended by our Endowment Board and approved by the Vestry of All Souls.

Local Grants Bishop Walker School ($5,000) – This grant funds general operating expenses. Bishop Walker School is a tuition-free school for low-income boys operated by the Diocese. All Souls has supported the school since it was in the planning stage. Christ House ($10,000) – The grant is to offset the cost of medical supplies. Christ House is a 24-hour residential medical facility for homeless men and women. It is the only facility of its kind in the Washington, DC, metropolitan area where over 6,000 people experience homelessness every day. Parishioners from All Souls volunteer at Christ House, primarily by preparing and serving meals to the residents.

Church of the Epiphany ($2,000) – The grant provides 800 meals for the homeless over the course of 4 weeks through Epiphany’s The Welcome Table program. The mission of The Welcome Table is to feed the hungry, build diverse and inclusive community, worship as one, and give and receive the love of Christ. Cleveland & Woodley Park Village ($5,000) – The grant will underwrite Village memberships for 9 individuals and 2 households, as well as the annual cost of background checks for volunteers. Cleveland & Woodley Park Village assists seniors who need help to remain to live in their homes. DC Recovery Community Alliance (DCRCA) ($1,088) – This grant will provide transportation services for 9 weeks of an 18-week program for 20 clients. DCRCA provides support for people seeking wellness and recovery from the effects of substance use and/or mental health challenges in a safe and affirming environment. A recovery group meets regularly at All Souls. Jubilee Jobs ($5,910) – This grant will cover placement costs for 6 applicants. Jubilee Jobs is a nonprofit workforce development provider in the Greater Washington Region. Jubilee Jobs programs offer hope for jobseekers all over Washington, DC as they strive to overcome often-extensive barriers that result from unemployment, learning disabilities, former incarceration, and alcohol/substance abuse. Kid’s Corner ($1,000) – The grant defrays the cost of scholarships for students from Ward One who live near the church. Kid’s Corner Day Care Center is a bilingual non-profit community organization working to create a safe and rich environment for children. Rachel Carson Landmark Alliance ($1,000) – This grant allows Rachel Carson Landmark Alliance to expand to a digital format the successful, innovative “Intergenerational Virtual Bird Walk.” Samaritan Ministry ($10,000) – This grant will go toward implementation of a shared participant database, support for a family & community caseworker at the Bishop Walker School, hiring an Assistant Program Director, and sustaining the work of the Next Step program. Twelve Episcopal churches in the Washington, D.C. metropolitan area founded Samaritan Ministry in 1986. Every year, Samaritan Ministry of Greater Washington helps improve the lives of more than 1,000 people who are homeless or otherwise in need through their innovative Next Step program, which provides housing and employment search guidance, coaching, referrals to partner service providers and more. Seabury Resources for Aging ($2,000) – This grant funds equipment and supplies for the Age-In-Place program, which provides free yard work and house cleaning to older adults over the age of 60 in wards 4, 5, and 6 of Washington, DC. Serving All Souls/Martha’s Table ($2,500) – This grant provides Serving All Souls (All Souls’ outreach committee) with the money to purchase food for Martha’s Table. Martha’s Table addresses emergency needs in the community with food and clothing programs, and works to ensure a bright future for children and families through education and family support services.

St. Mary’s Court ($5,000) – The grant supports the food service program at St. Mary’s Court, a residential living facility for seniors 62 years of age or older or individuals with accessibility needs that is sponsored by the Episcopal Diocese of Washington. From time-to-time, a priest from All Souls will lead a worship service at St. Mary’s Court for their residents. Transitional Housing Corporation (now called Housing Up!) ($10,000) – This grant provides salary support and funds program supplies for Transitional Housing’s youth tutoring program. Twice a week, volunteers tutor children a 3 of THC’s apartment buildings for those who have been homeless in the city. Through THC, job training and life skills are taught with the goal of moving residents into independent living. All Souls has furnished some of THC’s apartments and regularly holds backpack drives and collects Christmas gifts for children who live in Transitional Housing apartments. National and International Grants Episcopal Relief & Development/Episcopal Church of Cuba ($2,500) – The grant is in support of the Cuban Episcopal Church’s outreach, which functions as a localized version of Heifer International. The program supports sustainable food production, food culture, the rational use of natural resources and alternative sources of energy, ecological animal raising and the use of eco-friendly technology to protect God’s creation. Episcopal Relief and Development ($5,000) – For flood relief in West Virginia. Episcopal Relief and Development ($5,000) – For flood relief in Baton Rouge, Louisiana. Heifer International ($8,000) – This grant for $8,000 matches funds raised through All Souls’ Lenten fundraiser in support of Heifer International. The goal of the fundraiser is to purchase animals for families through Heifer, which links communities and helps bring sustainable agriculture and commerce to areas with a long history of poverty. Their animals provide partners with both food and reliable income, as agricultural products such as milk, eggs and honey can be traded or sold at market. Order of St. John Hospital, Jerusalem ($2,000) – This grant helped toward the purchase of a Mobile Outreach Van, which will travel across the West Bank bringing eye care to isolated communities. The St. John Eye Hospital located in East Jerusalem is a charity ophthalmic hospital in the Holy Land. Trinidad Conservation Project ($6,000) – The grant supported a project to promote family well-being and community health in Santa Barbara, Honduras. The Trinidad Conservation Project (TCP) is a grass-roots community of individuals and churches in the Washington, DC area committed to working with rural farming families in central Honduras to sustainably improve their lives and their environment

Operating Budget Although the Vestry adopted a balanced budget of $576,556 for 2016, as of the end of the October we had a $12,019 deficit in the operating budget. This is primarily the result of a $68,000 shortfall in projected pledge collections, partially offset by less-than-anticipated expenses. While pledge revenue traditionally increases during November and December, unanticipated repairs or other expenses may pose a challenge to ending the year with a balanced budget. Restricted Designated Funds All Souls has approximately $238,636 in restricted designated funds. These funds represent donations made by parishioners for a variety of specific purposes and are accounted for accordingly. Such funds may address operating expenses (such as flowers, hospitality or music); major improvements (such as the organ replacement or lighting improvements); or outreach activities (such as the Rector's Discretionary Fund). Rectory Fund All Souls has $536,861 in a restricted fund established by the proceeds from the sale of the church’s rectory. The income from these funds is dedicated to pay for the rector’s housing allowance, which is part of his compensation package. Financial Review and Procedures Report The Vestry commissioned a report from Fernandes DeGennaro and Associates, Certified Public Accountants to review our financial statements, controls, and operating procedures. The report examined compliance with laws and regulations, sustainability of the parish, and accounting and administrative operations. The vestry reviewed the results of the report in detail and is implementing or has already implemented the recommendations. A report on the findings and recommendations and our progress in implementing them was sent to Paul Cooney, Canon to the Ordinary and Chief Operating Officer of the Diocese in September.

Other Major Vestry Actions Since November 2015 • Chartered a successful rector search committee that wrote a parish profile and winnowed more than 30 candidates down to three finalists through more than a thousand hours of service, many plane flights, countless evening and weekend meetings, dozens of interviews, and nights away from home. • Hired an Interim Rector • Oversaw the annual stewardship campaign to support the 2016 operating budget • Approved a parish operating budget for 2016 • Closed the $2,558,941 three-year All Souls Forward Capital Campaign for our accessibility addition and paid off our construction loan with $359,100 from our Endowment Fund • Approved a Building Use Policy to guide use of the church complex by outside organizations
