The weight and value for each line is the total weight or value for all items on that line. The country of origin is the country in which the goods were manufactured or finished.

Exportation / Re-importation Counterfoils

The yellow pages are for use in the United States and contain pairs of Exportation and Re-importation counterfoils. Each time you depart the United States, an Exportation counterfoil must be completed by a customs official. When you re-enter the U.S. a Re-importation counterfoil must be completed by a customs official.

Although the counterfoils are generally completed in their entirety by a customs official, It is acceptable for the Holder (or Authorized Representative of the Holder) to complete section 1 by entering the line item numbers of the goods that will be exported or reimported. Note: The Exportation and Re-importation counterfoils do not have corresponding vouchers.

IMPORTANT: Obtaining a customs validation upon reentry into the U.S. is your last line of defense against a claim from foreign customs. There will be enough Exportation and Reimportation counterfoils available in your Carnet to correspond with the number of trips you indicated you would be taking at the time of your application Any sets of counterfoils beyond the number originally requested will be marked as “VOID” across the face of the counterfoil and may not be used. If additional sets of Exportation/Re-importation counterfoils are required for continued travel, contact your issuing office.

Exportation / Re-importation Counterfoil Reverse

The reverse side of the yellow Exportation and Reimportation Counterfoils will contain additional sets of counterfoils.

If your Carnet application noted that you would be making more than two trips out of/into the U.S., these counterfoils will be numbered and may be validated by U.S. Customs and Border Protection.

If you did not request these sets of counterfoils with your original application, they will be marked as “VOID” across the face of the counterfoil and may not be used. If additional sets of Exportation/Re-importation Counterfoils are required for continued travel, contact your issuing office.

Importation / Re-exportation Counterfoils

The white pages are for use in foreign countries and contain pairs of Importation and Reexportation counterfoils. White Importation and Reexportation Counterfoils also have corresponding vouchers (see following pages). The counterfoils will be retained in the Carnet as your proof of importation and reexportation of your goods.

1 Each time you enter a foreign country, the Carnet must be presented to foreign customs and an Importation Counterfoil AND its corresponding voucher must be completed. IMPORTANT: Goods must be exported by midnight of the “Final date for reexportation” (section 2 of the Importation Counterfoil).

When you depart the foreign country, the Carnet must be presented to customs and a Re-exportation Counterfoil AND its corresponding voucher completed. Any sets of counterfoils beyond the number originally requested will be marked as “VOID” across the face of the counterfoil and may not be used. Additional sets of Importation/ Re-exportation Counterfoils may be obtained by contacting your issuing office. IMPORTANT: Failure to have the Re-exportation Voucher validated when departing a foreign country will result in a foreign customs claim.

Importation / Re-exportation Counterfoil Reverse

The reverse side of the white Importation and Re-exportation Counterfoils will also contain sets of counterfoils.

If your Carnet application noted that you would be making more than two trips to foreign countries, these counterfoils will be numbered and may be validated by foreign customs.

Transit Counterfoils

US3 / 07 99999

The blue Transit pages may or may not be included in your Carnet depending upon whether or not you indicated at the time of your application that you would be transiting countries. Transit Counterfoils and their corresponding vouchers are generally required only when transiting through one country by land en route to a final destination country. They are not used for connecting flights between countries.

Upon entry, foreign customs will indicate items being transited in section 1 and will assign a final date that goods must exit under section 2. The official will complete sections 4-7 of both counterfoils. Upon departure from the foreign country, customs will complete the Certificate of Discharge on the second counterfoil.

The Transit Counterfoils will remain in the Carnet as proof that goods were imported and then reexported from the country through which they were being transited through. Any sets of counterfoils beyond the number originally requested will be marked as “VOID” across the face of the counterfoil and may not be used.

If additional sets of Transit Counterfoils are required, you will need to contact your issuing office.

ATA Carnets are issued for a specific category(ies) of intended use. See cover page 1 of the Carnet to confirm which applies to your merchandise. Your ATA Carnet may only enter a country which accepts that category. The category codes are: CS --- Commercial Samples, EF --- Exhibitions/Fairs, PE --- Professional Equipment. These three categories are accepted by all Carnet countries, except where indicated.

The countries in which the Carnet may be used and their Guaranteeing Associations are located are listed on page 4 of the Green Cover.

The Carnet is the property of the USCIB. Therefore, upon final use of the Carnet, it should be returned to Roanoke Trade Services at the address noted on the document. Roanoke Trade will review your document and will forward to USCIB for closure.

Failure to return the Carnet will delay final closure of the document and could result in a foreign customs claim.
