Why are risk management and vulnerability assessment important? Ilkka Laitinen Executive Director, Frontex Ilkka Laitinen is the Frontex Executive Director, a post he has held since May 2005. Born on 22 August 1962, he has dealt with border control issues both on national and European level for the past 30 years. In his home country Finland, he has reached the rank of Brigadier General. Mr. Laitinen started his career with the Finnish Border Guard working on the border with the USSR. He later joined the Finnish Permanent Representation to the EU in Brussels and was heavily involved in the performance of Schengen evaluations. He was co-chairman of the FRONTIERS Council Working Party and a director of the EU Risk Analysis Centre. Ilkka Laitinen frequently travels between Warsaw and Helsinki, where he enjoys spending time with his family and participating in sports activities.

Kęstutis Bučinskas Chairman, European Union Strategic Committee of Immigration, Frontiers and Asylum, SCIFA, Lithuania Kęstutis Bučinskas is currently the chair of the EU Strategic Committee for Immigration, Frontiers and Asylum, and the Deputy Director of the International Cooperation Department of the Lithuanian Ministry of the Interior. Over the past 15 years, he has worked in the Ministry of the Interior as Deputy Director for the Migration Department and the Public Security Department, and as Director of the Policy Department. In addition, he has also served as an expert on migration and freedom of movement at the Organization for Security and Co-operation in Europe (OSCE) and the International Organization of Migration (IOM). Between August 2012 and May 2013, Mr. Bučinskas was the Chief Advisor of the Ministry of the Interior regarding immigration, frontiers and asylum issues, before acceding to his current posts. Mr. Bučinskas holds a Master’s degree in Information Management systems from Kaunas University of Technology.

Belinda Pyke Director of Schengen Directorate, Directorate-General for Home Affairs, DG HOME, European Commission Belinda Pyke is the Director for Schengen in the Home Affairs Directorate of the European Commission. She has worked in the European Commission since 1986 in a range of policy areas including as Director in the Enterprise, Employment and Justice Directorates General.

Edgar Beugels Interim Director, Capacity Building Division, Frontex Edgar Beugels is a lawyer by education. He worked for 15 years for the Immigration Service (IND) of the Netherlands before joining Frontex right from its foundation in 2005. Since 2007 Mr. Beugels has worked for the Frontex Research and Development Unit, which he currently heads. His unit contributes to and follows up on research and developments which are of relevance for the security of the external border of the EU for the benefit of the Member States of the European Union and the European Commission. The unit also participates in short, mid and long term border security related projects being executed at the EU level. The development of best practice guidelines, common (technical) requirements and standards at the EU level for technical equipment to be used for border checks and border surveillance is one of the focal points of this work. Over the past years the Research and Development Unit of Frontex has built up and rolled out the EUROSUR Communication Network which forms the backbone of the EUROSUR system.

Brigadier Obaid Mehayar Bin Suroor Deputy Director General, Directorate of Residency and Foreigners Affairs, Dubai, United Arab Emirates Brigadier Obaid Mohair bin Suroor graduated in 1991 from the Dubai Police Academy, with a Bachelor of Law and a Diploma in Police Sciences. He is currently Deputy Director General at the Directorate of Residency and Foreigners Affairs of Dubai. Brigadier Obaid Mohair bin Suroor is a member of the High Committee for Security and Justice in the Government of Dubai, IATA/CAWG, the Dubai Foundation for Women and Children, the Federal Supreme Committee for Residency and Foreigners Affairs, the High Committee of Edison and the High Committee for Residency and Foreigners Affairs in the Gulf Cooperation Council Countries (GCC). Additionally, he is a member and Vice Chairman of the Permanent Committee for Workers Affairs, and Chairman of the Development Committee at the General Directorate of Residency and Foreigners Affairs.

Gocha Kupradze Head of “Imereti” Border Control Unit, Patrol Police Department, Ministry of Internal Affairs, Georgia Gocha Kupradze is the Head of “Imereti” Border Control Unit at the Patrol Police Department, MIA Georgia, and Police colonel. He served the USSR army from 1988 till 1990 and graduated from the faculty of law at Tbilisi State University in 1996. Mr. Kupradze entered the Police Academy and also continued his law studies between 1999 and 2005. Since then, he has worked for the Ministry of Internal Affairs of Georgia as Chief Inspector of the Isani District Division; Inspector of the Criminal Investigations of the Airport Unit in the Transport Regulation Police; Deputy-Head of the First Subdivision of the Tbilisi Airport and as Head of the Atchara-Guria Main Division of the Patrol Police Department. Since 2012 he has held the position as Head of “Imereti” Boarder Control Unit (Kutaisi Airport) of the First Line Division of the Imereti Main Division of the Patrol Police Department of the Ministry of Internal Affairs.

Luis Gouveia Deputy National Director, Immigration and Borders Service, Portugal Luis Gouveia, 48, holds a degree in Law. He has served as Deputy National Director of the Portuguese Immigration and Borders Service (SEF) since December 2012. Previously he held the post of Borders Central Director (from March 2010). He has been a Senior Inspector at SEF since 2008. In July 2008 Mr. Gouveia was appointed by the European Commission as member of the Expert Group on trafficking in human beings, of which he is currently Vice-Chair. He has been part of the Portuguese delegation in several Working Parties of the Council of the European Union, including SCIFA, the High-Level Working Group on Asylum and Migration, as well as the Schengen Evaluation and Frontiers Working Parties. He is an alternate member of the Frontex and EASO Management Boards. He has also participated as an expert in a number of EU Fact finding missions in the fields of border management, migration, visa and asylum (Latvia, 2001; Macedonia, 2002; Estonia, 2002; and FYROM, 2005).

Pasi Nokelainen System Manager, Finnish Border Guard, Finland Pasi Nokelainen has worked for the Finnish Border Guard since 1992. In his current position as a System Manager for Border checks at the Finnish Border Guard Headquarters (since June 2010), he is responsible for the technical development and implementation of border checks related technologies at the Finnish border crossing points. From 2007 to 2010, Mr. Nokelainen was seconded as a national expert to the unit for Large-scale IT-systems and Biometrics of the European Commission, where he contributed to the establishment of the Visa Information System and in particular to assessing the technical feasibility of potential new systems, such as the Entry-Exit system and Registered Traveller Programme. Prior to his secondment Mr. Nokelainen worked as an Inspector at the Border Guard Headquarters and was responsible for border check technologies and for arrangements to prevent document fraud.

James Ferryman Associate Professor, University of Reading, United Kingdom Dr. James Ferryman leads the Computational Vision Group (CVG), within the Computing Research Group, in the School of Systems Engineering, University of Reading, UK. CVG is a leading and internationally recognised academic research group with a present focus on automated CCTV analysis for safety, security, and threat assessment. Dr. Ferryman has been co-chair of the IEEE series of international workshops on Performance Evaluation of Tracking and Surveillance (PETS) since 2000. He has also acted as a Director of both the British Machine Vision Association (BMVC) and Security Information Technology Consortium (SITC). Dr. Ferryman has received extensive funding from the EU and UK Research Councils, as well as industry, and has been Principal Investigator on a number of EU projects including the EU Framework 6 Aeronautics project SAFEE and Framework 7 security/cognitive systems projects CoFriend (airport apron monitoring) and EFFISEC (efficient integrated security checkpoints). Dr. Ferryman is currently leading the work on traveller identification and monitoring in the EU FastPass project (http://fastpass-project.eu) which aims to develop a harmonized, modular reference system for all European Automatic Border Control (ABC) systems.

Pascal Millot Deputy Head of Unit, Transeuropean Networks for Freedom and Security and Relations with eu-LISA, DG HOME, European Commission Pascal Millot is Deputy Head of the Unit on Transeuropean Networks for Freedom and Security and Relations with eu-LISA at DG HOME. The mission Mr. Millot’s unit is to develop the policy and regulatory framework for the establishment of IT networks for freedom and security, notably in the areas of Schengen border management and police cooperation. This includes participating in negotiations for the establishment of the Smart Border package, consisting in an Entry/Exit System (EES) and a Registered Traveller Programme (RTP); monitoring the implementation by the Schengen States of the Second Generation Schengen Information System (SIS II), including the process for exchanging supplementary information on SIS II alerts (SIRENE); monitoring the implementation by eu-LISA of SIS II, the Visa Information System (VIS), and EURODAC; and developing a policy approach on biometrics at EU level, as a cross-cutting dimension of the above IT systems and networks. Previously Pascal Millot was Deputy Head of the Unit on LargeScale IT systems and Biometrics and was deeply involved in the development of various large scale IT/biometric systems such as SIS II, VIS and EURODAC as well as of the technical specifications for the EU Passport. He has a scientific background and holds several degrees in chemistry, biochemistry, information technology and financial management. Before joining DG HOME in 2001, he worked for most of his career as an IT manager in different subsidiaries of Rhône-Poulenc/Aventis.

Paolo Salieri Principal Project Officer, Security Research and Development, Directorate-General for Enterprise and Industry, DG ENTR, European Commission Paolo Salieri is a Principal Scientific and Policy Officer in the Directorate General for Enterprise and Industry of the European Commission. As part of the Security Research unit, he is responsible for activities in the area of Border Security. Paolo Salieri has been working for the European Commission for more than 20 years. Previously he was with the Directorate General for Research associated to Space Policy, and before to R&D related to Industrial Technologies, in particular Standards, Measurements and Testing. Before joining the European Commission, he was a scientist in Quantum Optics at the Italian National Institute of Optics (Florence). In 1985-1986 he was research associate at the Department of Electrical Engineering of the University of Southern California. He holds a PhD (Laurea) degree from the University of Pavia (Italy) and a Master degree from MIT (in Electrical Engineering and Computer Science).

Michal D. Hogan Standards Liaison, NIST Information Technology Laboratory, United States, and Convener of ISO/IEC JTC 1/SC 37/WG 4 on Biometric functional architecture and related profiles Mr. Michael D. Hogan has worked as an electronics engineer at the US National Institute of Standards and Technology (NIST) since 1974. As the Standards Liaison for the NIST Information Technology Laboratory, he represents NIST at national and international fora that advance measurement science, testing, and standards in support of more interoperable, usable, scalable, reliable, and secure Information and Communications Technologies (ICT). Since September 2003, Mr. Hogan has served as the Convener of the international standards group: ISO/IEC JTC 1/SC 37 Working Group 4 – Biometric Functional Architecture and Related Profiles. From February 2007 to November 2012, Mr. Hogan served as the CoChair and then Chair of the Standards and Conformity Assessment Working Group of the NSTC Subcommittee on Biometrics and Identity Management. Mr. Hogan is also serving as the Co-Convener of the public NIST Cloud Computing Standards Roadmap Working Group, which was established in January 2011. Mr. Hogan graduated with honors (member of Eta Kappa Nu) with a B.S. degree in electrical engineering from the University of Maryland in 1973. In 1967, he was a Distinguished Graduate of the Infantry Officer Candidate School at Fort Benning, Georgia. During 1968 and 1969, Lieutenant Hogan served in Vietnam as an executive officer, an operations officer, and a platoon leader for U.S. Army units attached to the 199th Light Infantry Brigade and to the 1st Infantry Division.

Lisa Angiolelli-Meyer Project Manager for Passenger Facilitation, International Air Transport Association, IATA Lisa Angiolelli-Meyer joined IATA in February 2007 and works as a Project Manager for Passenger Facilitation. Her role is to work with industry stakeholders to drive change throughout the endto-end passenger journey focusing on regulatory areas to provide a seamless, secure and efficient passenger experience. The IATA Passenger Facilitation Program is focusing on improving passenger flows at airports through automation and self-service. Prior to joining IATA she was part of easyJet Switzerland Senior Management Team, where she was substantially involved in the start up of the business at its headquarters in Geneva. As Head of Cabin Operations she was responsible for the development and implementation of management strategies, standards, and policies with a focus on safety, cost, punctuality and customer experience. Lisa holds a post- graduate degree in executive management and leadership from the University of applied science in Basel, Switzerland.

Joseph Atick Chairman, Identity Counsel International, United States Dr Joseph Atick is a recognized identity industry veteran, having been involved in this area for more than 20 years through a series of companies that he has co-founded and led as President and CEO from the early development phase through validation and commercialization. These include Visionics, Identix, and L-1 Identity Solutions, until the latter was acquired by Safran Morpho in July 2011. Shortly after that, he founded Identity Counsel, a strategic consultancy and advisory forum which provides counsel to CEOs, company boards, investors, governments and international development organizations on strategic, operational and policy matters related to all aspects of identity. Dr. Atick is the cofounder and director emeritus of the International Biometrics and Identification Association, representing the leading companies in this domain. Dr. Atick holds a Ph.D. in Mathematical Physics from Stanford University.

Philippe Van Triel Project Officer, Transeuropean Networks for Freedom and Security and Relations with eu-LISA, DG Home, European Commission Philippe Van Triel is a project officer at the Unit on Transeuropean Networks for Freedom and Security and Relations with eu-LISA of DG HOME. In this position, he is involved in the negotiations for the adoption of the Smart Borders package and the development of the EU Entry Exit System and Registered Traveller Programme. Mr. Van Triel has also been part of the project management team that delivered the SIS II, one of the largest border control and police information systems worldwide, and the VIS, which allows the exchange of alphanumeric and biometric visa data among the EU Member States. Before joining the Commission in 2004, Philippe Van Triel was an associate director in a major consultancy firm and had gained 20 years of experience as an IT consultant and project manager for public sector clients. He has a Master of Science degree in engineering from the University of Brussels and a degree in business administration from the University of Louvain (Belgium).

Andreas Reisen Head of Division ICT Strategy of the Federal Police, Modern Border Control Management, Federal Ministry of the Interior, Germany Mr. Andreas Reisen is the head of the ICT strategy division within the Federal Police Directorate-General at Germany’s Federal Ministry of the Interior, a position he has held since June 2012. Mr. Reisen’s responsibilities include the automation of border control, the ICT strategy for the Federal Police and corresponding ICT security issues. Mr. Reisen took up his current post after having headed the Federal Ministry division responsible for passports and identity documents from 2005 to 2012. He and his team successfully introduced the first- and second-generation ePassports in Germany (2005 and 2007) and the eID card in 2010. From 2002 to 2005 he was in charge of the federal eGovernment initiative BundOnline 2005. He is a physics graduate with a master’s Degree from Aachen University of Technology.

Ram Walzer Biometric Applications Commissioner, Prime Minister’s Office, Israel Ram Walzer was appointed as the Biometric Applications Commissioner in the Israeli Prime Minister’s Office in October 2011. He is responsible in particular for recommending a comprehensive policy concerning the use of biometric applications within the State of Israel and supervising the implementation of legislation concerning the use of biometrics in passport and IDs and regulating the establishment of the biometric database.

Jürgen Wächtler General Operations Manager, Hamburg Airport, Airport Council International, ACI World Jürgen Wächtler started his career in aviation in 1967 as an air traffic control student in the German Military Services. When he left the Navy in 1971, he was a graduate tower controller. The following years Jürgen Wächtler was an employee of Pan American World Airways, being responsible for the dispatch of the Intra German Service before he joined the Austrian Airlines/Swissair Group as station supervisor in Munich. In 1978/79 Mr. Wächtler moved to the Munich Airport Authority where he took over various responsibilities in airport operations with a focus on terminal services, schedule coordination, ground handling and resource management. Since 1984, as a General Operations Manager, Mr. Wächtler is responsible for Safety Management and other jobs related to the aviation sector. Mr. Wächtler retired in April 2013 but is still involved in a number of projects at Hamburg Airport as a Project Manager and Consultant. He is also a member of the ACI Europe and ACI World Facilitation and Customer Services Committee, representing ACI Europe in the ECAC Facilitation Working Group, as well as in the Sub Group on Passengers with Reduced Mobility.

Sadhbh McCarthy Director, Centre for Irish and European Security, CIES, Ireland Sadhbh McCarthy, as co-founder and director of the Centre for Irish and European Security (CIES), has built extensive experience, reputation and network capacities in the security industry across Europe. She has worked in roles ranging from Committee Chair for EU Commission Policy Groups to leading and participating in projects and groups within the European Security Research Programme (ESRP). Ms. McCarthy, with the creation of the Societal Impact Expert Working Group and the guidelines that followed, has led the European debate on societal impact of security policy on privacy and fundamental rights. Sadhbh balances her commitments at the CIES with advisory board roles in European projects, NGOs & private companies. Back in Ireland, Sadhbh is Chair of Women in Technology & Science (a not-for-profit group that encourages more girls and women to choose careers in technology and science), and is a regular radio and television contributor on European policy and development issues.

Andreas Kriechbaum Engineer and Project-Manager, Austrian Institute of Technology, Austria Andreas Kriechbaum is an Engineer and Project-Manager at AIT. He studied Telematics with a focus on “Computer Vision and Graphics” and “Telecommunication Systems and Mobile Computing” at Graz University of Technology, Austria. He has worked in the field of computer-vision and automated surveillance since 2000. Mr. Kriechbaum has participated in a number of EU projects such as FascinatE, porTiVity, K-Space, Polymnia, MECiTV, Detect and VIZARD. Toni Ahonen Research Scientist, Research Scientist, Technical Research Centre, VTT, Finland Toni Ahonen (MSc in Electrical Engineering) works as research scientist at VTT Technical Research Centre of Finland. Toni has an extensive career in the areas of dependability management and risk management, as well as maintenance planning and industrial services development in a wide spectrum of businesses. This includes national and international research projects and industry assignments in mechanical engineering industry, machine building, mining industry, renewable energy production, pulp and paper industry and food processing. Toni is currently in a PhD programme for Industrial Management at the Tampere University of Technology in Finland.

Stephan Veigl Software Engineer, Austrian Institute of Technology, Austria Stephan Veigl has an MSc in Computer Science from Vienna University of Technology. He is a software engineer at AIT focusing on image processing. Mr. Veigl has researched and implemented tracking algorithms for embedded systems. Currently, he is working on the software design of a multiple real-time, high throughput video analytics system for large video archives, and real time context based visualization interfaces for ABC systems.

Hong Wei Senior Lecturer in Computer Science, School of Systems Engineering, University of Reading, United Kingdom Dr. Hong Wei is currently a senior lecturer in the School of Systems Engineering at the University of Reading. Her research interests cover most aspects of computer vision and its applications. She was a PI/Co-I of two KTP (Knowledge Transfer Programme) projects in the area of optical character recognition and visual surveillance. She has also taken active part in various projects in the Computational Vision Group (CVG) in the University of Reading, e.g. EU projects of AVITRACK (airport surveillance), Co-friend (criminal events detection) and the EPSRC project of REASON (robust monitoring of people in public spaces). She has successfully supervised PhD students in various projects in the area of computer vision, such as fusion of remotely sensed data in land-cover classification, face authentication, and RGB-D in action recognition. Dr. Wei is author/co-author of over 60 research papers and two text books. She is an established researcher in the area of image analysis and pattern classification. Her current research focuses on biometrics in automated border control (ABC) within the collaborative project FastPass, funded by the European Commission under the 7th Framework Programme.

Paul Adamson Director, Deloitte Business Consulting, United Kingdom Paul Adamson is a Director in the Public Sector industry of Deloitte Management Consulting. Leading in the Homeland Security practice he works for clients in the fields of Defence, Security and Justice, both in technology delivery and organisational design programmes. He has held border security positions in the UK and internationally for 16 years before joining the Deloitte Programme Leadership practice in 2008. He has senior level experience within central government in border security operations, infrastructure delivery, IT programme management, business transformation and complex procurements. During his career in border agencies, Mr. Adamson engaged in a number of programme board level roles on a wide variety of government programmes in the areas of policing, identity and border security. Kier-co Gerritsen Coordinating Specialist and Programme Manager, Ministry for Security and Justice, the Netherlands Kier-co Gerritsen (42) is currently a Programme Manager at the Ministry for Security and Justice in the Netherlands and a Coordinating Specialist for the Federal Police in Belgium concerning the implementation of the ABC project at Brussels Airport(foreseen for summer 2014). He is also advising the Aruba Government and Airport to restructure their passenger ground processes, e.g. biometric enrollment, self-service passport and boarding control. Until September 2012 Mr. Gerritsen was Project Manager of Self Service Passport Control, Schiphol Airport. This was a Public-Private initiative under the responsibility of the Dutch Ministry of Interior and Kingdom Relationships, in close cooperation with Amsterdam Airport Schiphol. Over the past years, Mr. Gerritsen has successfully managed a number of (IT) projects for the Dutch government, e.g. logistics, governance on Visa procedure with the Ministry of Foreign Affairs and change management programs. Before joining the Dutch Government in 1999, he worked in the Public Health Sector.

Carey T. Davis Acting Executive Director, Admissibility and Passenger Programs, Office of Field Operations, US Customs and Border Protection, United States Carey Davis, the Acting Executive Director, Admissibility and Passenger Programs at CBP, is responsible for the development, implementation and application of Admissibility and Passenger Programs for U.S. Customs and Border Protection. This includes the Immigration Advisory Program and trusted traveler programmes such as Global Entry. Mr. Davis has been an Immigration Officer for 21 years. As a United States Immigration Inspector, Mr. Davis served at Atlanta, Nassau Preclearance and the Detroit Windsor Tunnel. He later worked as Chief of Detention of the Atlanta district for INS. Mr. Davis was appointed the first Team Lead for the Immigration Advisory Program at Schiphol Airport in Amsterdam and later served as the CBP Attaché to the Netherlands as well as Belgium, France and Scandinavia from 2006-2009. Returning to the United States, Mr. Davis became Watch Commander and later Assistant Port Director, Tactical Division for CBP at the Port of Atlanta. In 2012, Mr. Davis completed the CBP Leadership Institute at the University of Chicago’s Booth School of Business. He then served as the Director for the Immigration Advisory Program and Deputy Executive Director, Admissibility and Passenger Programs.

Lori Pucar Acting Director, Border Programs Modernization Division, Canada Border Services Agency, CBSA, Canada Lori Pucar began her career with the Government of Canada in 2002 at the Department of Citizenship and Immigration. She subsequently spent a number of years with the Treasury Board of Canada Secretariat (the management board for the Government of Canada) working in program and financial analysis as well as risk management. Lori joined the Canada Border Services Agency (CBSA) in 2008. She is currently the Acting Director of the Border Programs Modernization Division where she is responsible for a number of projects aimed at improving traveller and commercial processing at ports of entry.

Eric Byukusenge IT-Manager, Rwanda Directorate General of Immigration and Emigration, Rwanda Eric Byukusenge has a Bachelor’s Degree in computer Engineering and Information technology. In 2010 he was employed by the Rwanda Directorate General of Immigration and Emigration as ICT Officer in charge of Systems administration and application support. In this role he contributed to the efficient implementation of the Rwanda Single Entry Visa online, whereby all visitors to Rwanda can currently apply and be issued a visa online within three days. In 2012, as IT Manager, Mr. Byukusenge participated in the implementation of an Automated Passenger Clearance System in Rwanda. As a Project Manager of the APCS project, he managed the installation of two eGates at the Kigali International Airport (in operation since February 2012). Currently, all Rwandans entering the country at the Kigali International Airport can use the APCS. The system has been found helpful in improving service delivery to travelers and is being extended to the land borders. eGates are currently in the testing phase at the busiest land border in Rwanda.

Glen Wimbury Assistant Director, Border Systems Programme, BSP, Border Force, United Kingdom Glen Wimbury joined the Home Office in 1991 and has worked for the Prison Service, Her Majesty’s Passport Office and the Border Force in a number of roles, including leading the counter-fraud and intelligence team in the London Passport Office and establishing a UK-wide major investigations team to handle high profile national and international identity fraud. He has undertaken and given training courses on fraud matters and achieved accreditation as a Counter-Fraud Specialist at the University of Portsmouth. Since joining Border Force in 2005, he has worked on several high profile projects and programmes including IRIS (Iris Recognition Immigration System), Project miSense (a Registered Traveller proof of concept) and the ePassport Gates (ABC) systems. Recently, he led the procurement of 2nd Generation ePassport Gates which are currently being rolled out across UK airports (15 ePassport Gates are being installed in Gatwick in October 2013). Mr. Wimbury’s current role includes technical assurance and strategy for the provision of IT to the Border Force in the UK. He leads the Border Systems Programme which aims to increase the security and efficiency of the UK Border by the intelligent deployment of automation and technology capabilities.

Marten Dijkstra Sr. Security Officer, Schiphol Airport, the Netherlands Marten Dijkstra is Sr Security Officer of Schiphol Airport since 2003. Prior to his work in the private sector, Marten Dijkstra has served into several police forces in the Netherlands and Aruba (1986-1989) since he graduated from the Dutch Police Academy as police- officer in 1981. He has been executive commander of a Riot-police squad, commander of a SWAT-team and Head of the Dutch Information and Analysis Centre of Smuggling of Human Beings. He also served as chief of a department in the Royal and Diplomat Protection division of the National Police Force (KLPD). His work at Schiphol Airport is to provide the strategic facilitation of (public) border agencies.

Ignacio Zozaya Research Officer, Research and Development Unit, Frontex Ignacio Zozaya joined Frontex as a Research Officer in January 2010. He previously worked for the Boeing Company managing border security, homeland security and air traffic management research programs. He also managed different projects in the space and telecommunications sectors. He holds an MSc in Radio Communications, an MBA in Finance (IESE Business School, Spain) and a certificate in Advanced Risk Management & Decision Making (Stanford University). His areas of expertise and interest at Frontex involve ABC solutions, Advance Passenger Information/Passenger Name Record systems, passenger intelligence, cost effectiveness analysis, and breakthrough solutions for the facilitation of bona fide travelers.

Ted Dunstone Chair of the Technical Committee, Biometrics Institute, Australia Dr. Ted Dunstone is the CEO and founder of Biometix and the chair of the Technical panel of the Biometrics Institute. He has been involved in biometrics and authentication for over fifteen years, both academically and commercially, and has specialised in the government use and analysis of biometric identity systems. He is also the convener and chair of the first international group of biometric vulnerability experts which has members from seven different countries, including the US (NIST) and the UK (Homeoffice). Dr. Dunstone established Biometix in 1998 to provide experienced, independent biometric consulting resources to governments and organisations. In 2002, Biometix successfully implemented the prototype of SmartGate, the world’s first fully operational face recognition system, in addition to pioneering techniques in the areas of testing and assurance. As principle consultant in Biometix, Dr. Dunstone has also been involved with providing advice, amongst others, to the Immigrations departments in Australia, Hong Kong and New Zealand, the UK Home Office and the US Department of Homeland Security. He is the co-author of the first dedicated book on data analysis and biometrics “Biometic System and Data Design”.

Sébastien Marcel Senior Research Scientist, Idiap Research Institute, Switzerland Sébastien Marcel received a Ph.D. degree in signal processing from Université de Rennes I in France (2000) at CNET, the research center of France Telecom (now Orange Labs). He is currently working on pattern recognition and machine learning with a focus on biometrics. He is a senior researcher at the Idiap Research Institute, where he heads a research team and conducts research on face recognition, speaker recognition and spoofing attacks detection. In 2010, he was appointed Visiting Associate Professor at the University of Cagliari (IT) where he led lectures in face recognition. He is also lecturer at the École Polytechnique Fédérale de Lausanne (EPFL) where he is teaching on “Fundamentals in Statistical Pattern Recognition”. He serves on the Program Committee of several scientific journals and international conferences in pattern recognition and computer vision. In 2013, Mr. Marcel was appointed Associate Editor of IEEE Transaction on Information Forensics and Security. He is also the principal investigator of international research projects including: TABULA RASA (EU FP7 Trusted Biometrics under Spoofing Attacks), MOBIO (EU FP7 Mobile Biometry) and BEAT (EU FP7 Biometrics Evaluation and Testing).

Hans de Moel Policy Officer, Royal Netherlands Marechaussee, KMar, The Netherlands Hans de Moel was trained as a chemical engineer (B.Sc.) in his hometown Amsterdam. After several jobs in different chemical laboratories he was employed at the Netherlands Forensic Institute (NFI) for ten years as a Questioned Document Examiner. In 2006 he transferred to the Royal Netherlands Marechaussee (KMar) to work on automation of passport control in the border control process. After the introduction of electronic passports in 2006, he worked on several projects to verify, authenticate and identify passengers and their documents at the borders as well as unknown aliens in the immigration process. This resulted in the development of the Identity Triangle as a basis for all identifying processes within KMar. Recently, he has been involved in designing, testing and implementing the Self Service Passport Control system at Schiphol Airport.

James Lipsett Senior Analyst, Risk Analysis Unit, Frontex James Lipsett is a Senior Analyst at the Frontex Risk Analysis Unit where he is mainly concerned with the identification and analysis of threats from irregular migration at the external air borders of the EU. He has previously worked for the UK Border Force in immigration control and intelligence analysis, as well as an airline liaison officer in Africa. He has also worked for the UK Serious Organised Crime Agency and the National Criminal Intelligence Service as an overseas liaison officer in Europe.

Principal Researcher, Joint Research Centre, JRC, European Commission Günter Schumacher joined the European Commission’s Institute for the Protection and Security of the Citizen (IPSC) in 2006. European Data Protection Supervisor, EDPS Mr. Hustinx (1945) has been European Data Protection Supervisor since January 2004, and was re-appointed by the European Parliament and the Council in January 2009 for a second term of five years. He has been closely involved in the development of data protection law from the start, both at national and at international level. Before entering his office, Mr. Hustinx was President of the Dutch Data Protection Authority since 1991. From 1996 until 2000 he was Chairman of the Article 29 Working Party. He received law degrees in Nijmegen, the Netherlands, and in Ann Arbor, USA. Since 1986 he has been deputy judge in the Court of Appeal in Amsterdam.

Dalibor Sternadel

Parliamentary Advisor to Ioan Enciu, Member of the European Parliament, Committee on Civil Liberties, Justice and Home Affairs (LIBE), European Parliament Dalibor Sternadel works as a parliamentary assistant and advisor to Ioan Enciu, MEP, in the LIBE Committee of the European Parliament. Ann-Charlotte Nygård

Programme Manager, European Union Agency for Fundamental Rights, FRA Ann-Charlotte Nygård is a member of FRA’s Asylum, Migration and Borders team. Her works concerns in particular the fundamental rights of irregular migrants and rights in the context of borders and visas. She focuses mainly on stakeholder engagement in her work. Before joining the Agency, she managed and coordinated capacity building and research projects as well as inter-governmental policy dialogues to strengthen migration governance at the International Centre for Migration Policy Development (ICMPD). She has elaborated a number of national and regional strategies and action plans, studies and policy recommendations in the field of migration and its various sub-fields. She has also worked at the United Nations Centre for Human Settlements (UN-HABITAT) in Nairobi, Kenya and at the United Nations High Commissioner for Refugees (UNHCR). She holds a Master’s degree in international relations, with a major in public international law and a specialisation in human rights law.

He has served in different positions and headed the branches responsible for visa and policies, enforcement and litigation, and torture claim assessment. He became Deputy Director of Immigration in September 2009 and was awarded the Hong Kong Immigration Service Medal for Distinguished Service (IDSM). Mr. Chan was appointed Director of Immigration in March 2011.

Tony Smith

Managing Director, Fortinus, and former Director General of Border Force, United Kingdom Tony Smith retired as Director General of the UK Border Force in March 2013, after completing over 40 years’ service in the UK Home Office. Tony was the Senior Responsible Owner and gold commander for the UK Border Agency’s London 2012 Olympic and Paralympic Programme. He is a qualified legal executive and an accredited Programme Sponsor. He started his career as an immigration caseworker in 1972 and has a long and distinguished career in the UK Immigration Services having served at all grades from immigration offices through to Director General, culminating in his appointment as Director General of UK Border Force in 2012. Mr. Smith has the unique distinction of having served as Head of Borders in two different countries – Citizenship and Immigration Canada (2000-2003) and the UK Immigration Service (2005-2007). He played a significant role in the operational response to the terrorist attacks in North America on 9/11 and in the UK on 7/7. He also led the development and establishment of local immigration teams across London and the South East, and the delivery of Home Office PSA targets on removals and case conclusions (2007-2009). Mr. Smith was awarded the prestigious title of Commander of the Order of the British Empire (CBE) in the UK New Year’s Honours List 2013, for his services to the safety and security of the London 2012 Olympics. Annet Steenbergen Advisor, Preclearance Coordinator, Ministry of Integration, Infrastructure and Environment, Government of Aruba, Aruba Annet Steenbergen is the coordinator of the Preclearance project for the Government of Aruba. This unique project aims to facilitate the flow of passenger to the Schengen area from Aruba’s international airport. The project has a wide scope and reaches beyond border control as part of it deals with the passenger flow from curb to gate through the innovate use of biometrics. Key to this “Happy Flow” pilot project is the advanced cooperation between the relevant airline, airport, and government stakeholders. Ms. Steenbergen is a border control specialist with more than 19 years of policy and operational experience in the field of immigration both in Europe, Africa and the Caribbean. She has worked closely with the Dutch border police at Schiphol airport in operational and legal matters. At the Netherlands Immigration Service’s head office she dealt, in the capacity of policy officer, with many politically sensitive issues regarding border control and immigration in close cooperation with various stakeholders. Her career also includes a position as government advisor on immigration in Surinam, and attaché immigration affairs at the Royal Netherlands Embassy in South Africa. In the latter capacity she was also responsible for the non-operational police cooperation between the Netherlands and South Africa, and subsequently had a large contribution to the planning and coordination of all safety and security issues regarding the Dutch team and fans during the 2010 Football World Cup. Ms. Steenbergen has a Master’s degree from Leiden University.

Matt Roseingrave Customs Service’s Counsellor, Embassy to Belgium, Bulgaria, Luxembourg, Romania, Sweden and Mission to the EU & NATO, New Zealand Matt Roseingrave is currently the New Zealand Customs Service’s Counsellor based in the New Zealand Embassy to Belgium, Bulgaria, Luxembourg, Romania, Sweden and Mission to the EU & NATO in Brussels. In this role, Mr. Roseingrave represents the New Zealand Customs Service at the World Customs Organisation covering the full range of Customs related matters including AEO and Security. Additionally, he is responsible for liaising with Customs Administrations throughout Western and Eastern Europe and with other law enforcement agencies in Europe. Mr. Roseingrave joined Customs in 1998 as the National Manager Investigations with responsibility for the New Zealand Custom’s Services’ law enforcement activities. During his time in Customs, he has been a member of the Senior Leadership Team for Customs and has had responsibility for Intelligence function and establishing the New Zealand Custom Service’s Post in Beijing, where he served as Customs Counsellor from 2005-2009. Prior to his role in Brussels, Mr. Roseingrave was the Group Manager for Strategic and Executive Services with responsibility for Customs performance management, communication, Ministerial servicing and the Chief of Staff for the Office of the Comptroller.

Campbell McGhee Biometric Examiner, Police Forensics, Interpol Campbell McGhee is a biometrics expert. He is currently working for INTERPOL on a Facial Recognition project that is expected to go live in late 2014. This project will create the first International facial image database of wanted criminals and fugitives.

João Nunes Director, Lisbon Airport, Portugal João Nunes is the Director of Lisbon Airport. He was recruited for Lisbon Airport as an Airport Operation Officer at ANA, the company responsible for Portuguese airports’ management. He became specialist on Airport Operations and in 1987, he was named responsible for Airport Operations Training for all Portuguese airports managed by ANA. In 1993, he was responsible for Airport Operations consulting and technical support, and appointed as advisor to ANA Administration Board. In 1994, he moved to Macau after being invited to integrate the Airport Structure of the company (ADA – Administration of Airports) in charge for the Macau International Airport opening and operation. Back in Portugal, he was appointed Head of Operations Division of an Advisory Directorate to ANA Administration Board, where he worked until October 2005. During that period he had the opportunity to standardize procedures to be applicable to all Portuguese airports and became the representative of ANA on ACI Environmental Committee. Later that year, he was invited by ANA Administration to return to Lisbon Airport, and assumed the position of Airport Deputy Director. His commitment and passion for airport management and the good results achieved were the main reason to be invited again by ANA Administration, this time to be the Director of Lisbon Airport, in March 2011.
