3.2 Regular Amendment Intervals 3.2.1 Regular amendments to the AIP will be issued once a year or at shorter intervals if necessitated. 4

Procedure for Foreign Military or State Aircraft into or across Sri Lanka Airspace

3.4.1

All Foreign Military or State Aircraft intending to land at or overfly Sri Lanka shall obtain diplomatic clearance for such landing or over flight from the Ministry of External Affairs, Sri Lanka, by application made through the respective Embassies / High Commission of their country at least five working days in advance of the operation.

3.4.2

All applications for diplomatic clearance should be in the format given in page GEN 1.2-9.

GENERAL

1.1

Commercial air transport aircraft operating in Colombo FIR must adhere to the provisions of ICAO Annex 6Operation of Aircraft, Part 1, Chapter 6 (Aeroplane Instruments, Equipment and Flight Documents) and Chapter 7 (Airplane communication and Navigation Equipment).

2.3.1

SPECIAL CARRIED

2.1

It is mandatory that all aircraft (SKED/Non-SKED/TRNG) operated in the controlled airspaces of Colombo FIR should be equipped with Mode A and Mode C transponders.

2.2

2.2.1

EQUIPMENT

TO

a) be included in the Type Certificate issued by the Civil Aviation Authority of the country of manufacture, or b) installed as a modification approved by a regulatory authority acceptable to the DGCA, Sri Lanka and the modification validated by the DGCA, Sri Lanka.

It is mandatory that all turbine engine aeroplanes of a maximum certified mass in excess of 15000 Kg or authorized to carry more than 30 passengers shall be equipped with an Airborne Collision Avoidance System (ACAS II version 7.0 ) when operated in the Sri Lanka airspace.

GPWS with predictive terrain hazard warning system fitted on the aircraft shall;

The EGPWS fitted to the aircraft shall comply with FAA TSO-C 151 class A equivalent requirement.

FLIGHT DOCUMENTS CARRIED

3.1

Flight Documents to be carried are as per subsections GEN1.2 and GEN 1.5.

It is mandatory that all turbine engine aero planes of a maximum certified take-off mass in excess of 15000kg or authorized to carry more than 30 passengers shall be equipped with Enhanced Ground proximity Warning System (EGPWS) (GPWS with predictive terrain hazard warning) when operated in the Sri Lanka airspace.

d) The airline has the option to tow out bays. e) Aerobridge will be retracted and re-docked at any time on request by the airline. The charges will be calculated based on total occupancy time of the aircraft kept docked at the aerobridge, considering as a single operation. However, in such situations, US$ 15 will be levied as an additional operational charge. Use of step ladders in place of aero-bridges is not permitted. f) Long lay over aircraft: If aerobridge is not required for any other operation, the TWR may decide to allow the aircraft to continue parking at the aerobridge to a maximum period of six (06) hours. Aerobridge may be retracted or continued to be docked based on the requirement of the airline. i. if the airline needs the aerobridge be docked continuously, the charges will be calculated as specified in para 2.2.1 above. ii. if the airline need to retract the aerobridge and re-docked , the charges will be as specified in para 2.2.2, item e).

b) Credit period for Aerobridge invoice to 59 days from the date of the invoice. c) Government taxes such as value Added tax (VAT) imposed by the government from time to time will have to be paid in addition to the Aero Bridge Charges.

2.3

2.3.1 With effect from 01st January 2016, each airline shall pay to the Director General of Civil Aviation Sri Lanka a sum of Thirty United States Dollars (US $30) or Sri Lanka Rupees Four Thousand Two Hundred (Rs.4200/=) as the Embarkation Levy in respect of each passenger carried by the airline from Sri Lanka on an international flight, unless such passenger is exempted from the payment of Embarkation Levy. . 2.3.1.1 Srilankan Airlines is entrusted to collect embarkation levy from passengers who are leaving the country on all private aircraft/airlines and remit such collection to the Civil Aviation Authority (fortnightly depending on the need). 2.3.2 Exemptions

2.2.3 Exemptions and Reductions a) Ten per centum (10%) discount on the rates will be given to any airline having a frequency to BIA exceeding 100 flights per month. b) Five per centum (5%) discount on the rates will be given to any airline having a frequency to BIA above 60 flights and up to 100 flights per month.

Children under 2 years of age.

Any member of operating crew of the aircraft who is on duty.

(c)

Any transit passenger who depart from the international airport on a connecting flight within twenty four (24) hours from the time of arrival.

2.3.3

The competent authority in all matters in relation to the charging embarkation levy from persons leaving Sri Lanka by aircraft is the Director General of Civil Aviation.

2.4

Charges for other Facilities and Services

2.2.4 Payment of Charges a) The charges for a particular month should be settled in full on or before the last working day of subsequent month. Airline is required to produce a bank guarantee to cover charges accumulated during the credit period. Penalty rate for delayed payment is two per centum (2%) per month.

Passenger Services Charges

Following fees or charges will be levied subject to availability of such facility or services at the airports.

ENR 1.2 VISUAL FLIGHT RULES 1.

Except when operating as a special VFR flight, VFR flights shall be conducted so that the aircraft is flown in condition of visibility and distance from clouds equal to or greater than those specified in Table 1.

2.

Except when a clearance is obtained from an air traffic control unit, VFR flights shall not take off or land at an aerodrome within a control zone, or enter the aerodrome traffic zone or traffic pattern:

3 a)

VFR flights between 20 minutes window on either side of sunrise and sunset, or such other period between sunset and sunrise, as may be prescribed by the DGCA, shall be operated in accordance with the conditions prescribed by the DGCA.

b)

Domestic civil operations at night shall be operated without restriction however flights should not be originated in the night. This relaxation is mainly to facilitate domestic flights including training flights that have proceeded to a destination during day time to return home base at night. The existing facility for local area and circuit night flying for training purpose will continue.

a) When the ceiling is less than 1500ft (450 m): or

b) When the ground visibility is less than 5km 4.

When the height of the transition altitude is lower than 10000ft (3050m) AMSL, FL100 should be used in lieu of 10000ft. (a) Flight visibilities reduced to not less than 1500m may be permitted for flight operating: 1) at speeds that, in prevailing visibility, will give adequate opportunity to observe other traffic or any obstacles in time to avoid collision; or 2) in circumstances in which the probability of encounters with other traffic would normally be low, e.g. in areas of low value traffic and for aerial work at low levels. (b) Helicopters may be permitted to operate in less than 1500m-flight visibility, if manoeuvred at a speed that will give adequate opportunity to observe other traffic or any obstacles in time to avoid collision. ** The VMC minima in Class A airspace are included for guidance to pilots and do not imply acceptance of VFR flights in Class A airspace.

SECONDARY SURVEILLANCE RADAR (SSR)

2.1

Operating procedures

2.1.1

All aircraft (SKED/Non-SKED/TRNG) flying within designated Colombo controlled airspace are required to operate SSR transponders selecting Mode A (4096 codes) and Mode C simultaneously.

2.1.2

Aircraft departing Colombo shall operate transponders in accordance with instructions given by ATC.

2.1.3

Pilots who have received specific instructions from ATC concerning the setting of the transponder shall maintain that setting except in circumstances detailed in following paragraphs 2.2.1, 2.3.1 and 2.4.1 and 2.5.1.

a) High rates of closure between aircraft of track convergence. b) Slow rates of renewal of radar information. c)

When the radar controller expects communications difficulty due to congestion of communication channels.

1.3.4

Levels assigned by the radar controller to pilots will provide a minimum terrain clearance during entire phase of flight.

1.4.

Radar and radio failure procedure

1.4.1

Radar failure

Radio failure In case of controlled aircraft experiencing communication failure and is operating in an area where radar separation is applied, such radar separation shall continue to be applied. If the aircraft is one which has not been identified, the radar controller shall maintain separation between aircraft under radar control and any other unidentified aircraft observed along the expected route of the aircraft with communication failure, until it is known that the aircraft has passed through the airspace concerned or has landed elsewhere.

d) Provide separation and maintain normal traffic flow when an aircraft experiences communication failure within the area of radar coverage. 1.3.3

PROCEDURES FOR THE SUBMISSION OF A FLIGHT PLAN

1.1

A flight plan shall be submitted in accordance with ICAO Annex 2, para 3.3.1 prior to operate:

route structure unless prior permission has been obtained from the appropriate ATC authorities. 1.6

a) Any IFR flight; b) Any VFR flight;

- departing from, destined for or transiting to an aerodrome within a control zone; - across the FIR boundary, i.e international flights. 1.1.1

The format of the FPL shall be as per Amendment 1 to ICAO Doc 4444 15th edition.

1.2

Time of Submission

1.2.1

Except for repetitive flight plans a flight plan shall be submitted 120 hours (five days) at the earliest but not later than 60 minutes prior to the estimated time of departure, taking in to account the requirements for timely information to ATS units within the airspace along the proposed route to be flown. Domestic civil helicopters, float planes and other fixed wing flight operations are permitted to file flight plans with a minimum of thirty minutes in advance notice prior to the intended take off time.

When a specific flight is likely to encounter a delay of 30 minutes or more than the estimated departure time in the RPL, the ATS unit serving the departure aerodrome shall be notified immediately. Designated Agency: Sri Lankan Airlines is the designated agency responsible for the provision of ground handling facilities and services for all aircraft operating to / from KATUNAYAKE/Bandaranaike Intl. Airport Colombo. It is therefore necessary that the operator should arrange with Sri Lankan Airlines for the ground handling of aircraft before landing (web site:http://www.srilankan. aero.groundhandling).
