ADDITIONS AND DELETIONS TO THE AGENDA None SUPERINTENDENT’S REPORT The Superintendent opened his remarks by congratulating and naming the academic ‘Top Ten’ students in the Class of 2015. He also named and congratulated the state champion Academic Decathlon students and wished them luck in the national championship. The Superintendent then gave an overview of a recent conference he attended, spoke about a heroin task force that he was helping to organize with a variety of mental health care providers, counselors, and law enforcement. He also mentioned a committee he is serving on that is going to help to facilitate a BOCES-wide school improvement process. The Superintendent talked about the start of spring sports, the date for the Culture Fair, and ended with an overview of budget advocacy efforts to date and presented a letter for the Board of Education to sign along with the president of the Teachers Association. OPEN FORUM Todd Freeman spoke of Denice Del Favero who is retiring from the West Genesee School District after fourteen years of service. As a community member, Denice started in West Genesee as a volunteer in the classrooms of her children and then became a Teaching Assistant. She said she loves the people she works with and is looking forward to a new beginning in retirement. Todd Freeman then noted Jean Pelton and her fifteen years as a Teaching Assistant at Split Rock Elementary. Some of her favorite memories include field trips with kindergarten students. Jean will miss the people she works with and retirement will be a new adventure. Michael Caraccio spoke of Jan Spillett and her fourteen years providing academic support to the students at West Genesee. She is looking forward to retirement and spending time with family and friends but will miss interacting with students and staff. We wish her the best. Paul Pelton recognized Ronald De Yulio’s retirement and his nineteen years with the West Genesee School District as a bus driver. He has a great work ethic and truly enjoys his job. Ronald is looking forward to traveling with friends and following the NASCAR circuit during retirement. APPROVAL OF MINUTES A.

STUDY SESSION TOPICS Strategic Plan Update – Todd Freeman summarized the 2015 Strategic Planning session held in February. He recognized the participants and reviewed the updates to Strategic Plan Focus Areas, Objectives, and Actions, making recommendations for the Board of Education for the 2015-2016 school year. Steven James arrived at 7:31 p.m. 2015-16 Budget Presentation – Dr. Brown presented the proposed 2015-16 budget. The presentation summarized our recent accomplishments and implementation of strategic plan focus areas. He noted the budget was conservative but does have some uncertainty until the State Aid numbers are released. We are prepared financially for whatever comes out. OPEN FORUM Neil Widrick noted the High School musical was outstanding. Vladimiro Hart-Zavoli spoke of the joint letter to the New York State Education Department and asked that it be placed on the website if approved. Several Board members spoke regarding the content of the letters. Karen Fruscello noted that the Superintendent’s evaluation was in process and one topic that has been continuously in the forefront for seven years is Policy 1540. She felt that an additional proposition should be placed on the May 19, 2015 ballot. Kimberly Sacco asked if Mrs. Fruscello was making such a motion. James Soper spoke of the Heroin Task Force and what the restrictions are. Tommy Kehoskie, 120 Shire Way, said we have come a long way with naming of the field. He noted the issue can be resolved without a referendum. He suggested modifying the policy regulations. Ike Sisson, 100 Heather Lane, stated that the Board of Education gave Dr. Brown the ability to create regulation and can request he revisit the regulation. Robert Knapp, 105 Semloh Drive, thanked Dr. Brown for his instructional leadership and appreciated the Board’s discussion. David Paczkowski, 106 Merriweather Drive, said the responsibility of the Board of Education is to create policy. Be careful to change policy based on community pressure. He also questioned what the required process was to place a proposition on the ballot. Keith Newvine thanked Dr. Brown and the Board of Education for co-authoring a letter to the New York State Education Department. David Paczkowski mentioned the GEA Bill is out there and asked to lobby legislators to support the elimination. Patty Marvin, 6711 Canton Street, let everyone know that the next meeting of the West Genesee Special Education PTSA is March 25, 2015 at 6:30 p.m. in the high school library.

SCHOOL BOARD GOVERNANCE AND OPERATIONS ORGANIZATION OF THE BOARD Board Reorganizational Meeting The Board of Education recognizes its obligation to hold an annual reorganizational meeting. The purpose of the reorganizational meeting shall be to elect officers of the Board and make the proper appointments and designations of other district employees for the proper management of the school district during the school year. The Board shall also perform such annual functions as are designated by law. The annual reorganizational meeting of the Board of Education is generally held the first Tuesday in July, or on Wednesday if Tuesday is a legal holiday. The Board of Education may, however, by resolution, determine that its annual meeting be held at any time during the first fifteen (15) days of July. The meeting shall be called to order by the District Clerk, who shall preside until the election of a new president. The order of business to be conducted at the reorganization meeting shall include the following items required or implied by state law and/or regulation: I.

Administration of Oath The District Clerk shall administer the oath of office to newly elected Board members. Such oath shall conform to Article XIII-1 of the Public Officers Law; the Clerk shall countersign the oath. No new Board member shall be permitted to vote until he/she has taken the oath of office.

II. Election of Officers The Board shall elect a president and vice-president for the ensuing year, and the District Clerk shall administer the oath of office to them. A majority of all members of the Board shall be necessary for a valid election. III. 5020.1 STUDENT POLICIES STUDENT POLICIES GOALS Equal Educational Opportunities Section 504 of the Rehabilitation Act of 1973 It is the policy of the West Genesee Central School District not to discriminate against any otherwise qualified individual with a disability, solely by reason of disability, in admission or access to, or treatment or employment in, any program or activity sponsored by the District. The 504 Case Manager for each student with a disability is to inform each regular education teacher, special education teacher, related service provider, teacher assistant, teacher’s aide, and other provider or support staff person assisting in the implementation of the 504 plan of his or her responsibility to implement the recommendations on a student’s 504 plan, including the responsibility to provide specific accommodations, program modifications, supports and/or services in accordance with the 504. That professional employee is to maintain a record of each individual to whom such information is provided. Any 504 plan that requires review of an Emergency Care Plan (ECP) or Diabetic Medical Management Plan (DMMP) prior to the beginning of the school year will be reviewed with all appropriate staff (including bus drivers) by the last business day preceding the commencement of the school year. 6410 FISCAL MANAGEMENT DEPOSITORY OF FUNDS Authorized Signatures The Board of Education authorizes the single signature of the District Treasurer on all district checks for the payment of all salaries, bills, expenses, obligations, and liabilities of the district. In case of the Treasurer's absence or inability to perform the Treasurer’s duties, the deputy Treasurer is authorized to sign in the Treasurer's place. Extra-classroom activity checks shall be signed by both the Treasurer and the Building Principal responsible for the extra-curricular activity fund. The Board authorizes the use of a machine check-signer and digital signature to affix school district checks with the required signature. The check signing device must be a recognized manufactured product with safeguards for the school district's protection. The Treasurer has the responsibility of preventing unauthorized use of these devices this device. The Board authorizes the District Clerk, Treasurer, and/or President of the Board to sign such contracts, documents, papers, agreements, writings and other instruments in writing as are authorized by the Board or required by law to be executed. 8134.1 SUPPORT SERVICES COMMUNICATIONS Cellular Telephones It is recognized that carrying cellular telephones assists specific district employees to meet their job responsibilities. The District shall provide and establish the level of service contract for each employee. If an employee exceeds the maximum level of monthly service provided for their cellular telephone, said employee will be required to reimburse the District for identified nonbusiness calls and data usage that are in excess of the level of service provided for their cellular telephone. The Assistant Superintendent for Management Services shall maintain a listing of users and monitor the cellular telephone usage for all employees on a monthly basis.

INSTRUCTION INSTRUCTIONAL TECHNOLOGY Internet Use and Safety When used appropriately, the Internet is an important resource for students and staff. It provides a connection to a variety of information sources, educational institutions, and users throughout the world; fosters the development of researchers and investigators; and encourages resource sharing, innovation, and communication. The District will control access to the Internet. This school district reserves the right to monitor all Internet activity including transmission and receipt of E-mail. Internet access will be provided to students in accordance with the terms of this policy. Internet access from school computers is reserved solely for educational purposes, including use by the West Genesee Adult Education program. Use by student clubs and organizations is limited to those times when the Internet access points are not in use for instruction, and shall be limited to educational programs, under the supervision of a teacher, and governed by this policy. Access to the Internet will be under the direction and supervision of the staff assigned to the particular Internet access area or computer. The school district does not guarantee or imply that access to the Internet will always be available when students want access or that the software provided by the district will always work as intended. The school district is not responsible for failures in the operation or technical functioning of the Internet or the computers or software used to access the Internet. In compliance with the Children’s’ Internet Protection Act (CIPA) and Regulations of the Federal Communications Commission (FCC), the District will enforce the use of technology protection measures on all District computers with Internet access. These technology measures apply to preventing Internet access by both staff and students with regard to visual depictions that are obscene, child pornography, or, with respect to the use of computers by minors, considered harmful to such students. Additionally, appropriate monitoring of online activities of minors will also be enforced to ensure the safety of students when accessing the Internet. No computer in the district, having Internet access, shall be operated by a student unless Internet access from the computer is subject to filtering software. Such filtering software shall be designed and it shall operate so that images which are obscene, pornographic or harmful to minors shall not be displayed. Such filtering software shall also be designed and it shall operate so that images or language which advocate or promote violence or hatred against particular individuals or groups of individuals or promotes the superiority of any racial, ethnic, or religious group over another shall not be displayed. For purposes of this policy, the phrase harmful to minors means any text, picture, image, graphic image file or other visual depiction that, taken as a whole, and with respect to

minors, appeals to prurient interest in nudity or sex; depicts, describes or represents in a patently offensive way with respect to what is suitable for minors an actual or simulated sexual acts, or a lewd exhibition of the genitals and, taken as a whole, lacks serious literary, artistic, political, or scientific value as to minors. Further, the selection of appropriate teaching and instructional materials and activities will be monitored by administration to enhance the schools’ programs; and to help ensure the safety of staff and students by educating minors about appropriate online behavior, including interacting with other individuals on social networking Web sites and in chat rooms and cyber bullying awareness and response prevention. Prohibited Conduct No user shall while using a computer or other device connected to the Internet: 1.

Access, transmit, or retransmit material which promotes violence or advocates destruction of property, including information concerning the manufacture of destructive devices, such as explosives, fireworks, smoke bombs, incendiary devices, or the like.

2.

Access, transmit, or retransmit any information which is harmful to minors as that phrase is defined in this policy.

3.

Unauthorized disclosure, use, and dissemination of personal information regarding minors.

4.

Access, transmit, or retransmit material which advocates or promotes violence or hatred against particular individuals or groups of individuals or advocates or promotes the superiority of one racial, ethnic, or religious group over another.

5.

Use or possess bootleg software. Bootleg software means any software, which has been downloaded or is otherwise in the user's possession without the appropriate registration of the software, including the payment of any fees owing

to the owner of the software. 6.

Transmit credit card or any other personal identification information, including home address, or telephone numbers from any school district computer (except when authorized by the Superintendent or designee).

7.

Transmit E-mail through an anonymous remailer.

8.

Use an instant messenger service or program, Internet Relay Chat or other forms of communication, or enter a chat room without the express permission of the staff member supervising the computer resource.

Commit or attempt to commit any willful act involving the use of the network which disrupts the operation of the network within the school district or any network connected to the Internet, including the use or attempted use or possession of computer viruses or so-called hacking or other unlawful activities online.

10.

Disable or attempt to disable filtering software.

Regardless of the effectiveness of filtering software, all users are to be accountable for their conduct as it relates to the use of the Internet. Despite best efforts, a determined user may be able to gain access to inappropriate or unauthorized services on the Internet. Students may gain access to information and communications that they (or their parents) find offensive or controversial. Parents and guardians assume this risk and responsibility by consenting to allow their students to participate in the use of the Internet. 4510.10 INSTRUCTION INSTRUCTIONAL TECHNOLOGY Security The District shall implement prudent security measures to ensure that only authorized individuals have access to technology equipment and resources including software applications and that such resources are physically secure. The Director of Technology or Superintendent’s Designee will have overall control of these measures. The building administrators will authorize use of technology for staff and students. Only devices approved by the Director of Technology or Superintendent’s Designee and acknowledged by building level technical assistants may be connected to the network. Anyone who knows of a breach of security shall report this misuse immediately to the Building Principal or the Director of Technology or Superintendent’s Designee.

INSTRUCTION CURRICULUM Instructional Materials – Loaning of Library Material

The school library media program provides a robust collection of library materials, both print and non-print, that are used by staff and students for classroom instruction as well as pleasure reading. In order to maintain the integrity of our collections, all patrons are responsible for returning books and materials to the media center on time. If a library item is not returned, all libraries in the district will follow these steps, in order: • • •

A letter or overdue notice is given to the student A bill, indicating the value of the lost or missing item, is sent home A library staff member or school administrator will discuss the missing material privately with the student

If a student has overdue items on their account, check out privileges may be suspended unless the library materials are deemed necessary for class assignments. The West Genesee School District does not collect fines or late fees for overdue items. In the event that an item is lost or damaged beyond repair, a request for payment, no greater than the actual value of the item, or a request for a suitable, new replacement will be made. Partial payments for items may be accepted at the discretion of the librarian.

As described in Board Policy 1530, it is the policy of the West Genesee Central School District that there be no smoking; including tobacco, e-cigarettes, and vapor use inside District buildings, on school buses, or on District grounds at anytime.
