BACKGROUND International Union Against Tuberculosis and Lung Disease - The Union is an International Nonprofit Organization based in Paris, France. The Mission of The Union is to bring innovation, expertise, solutions and support to address health challenges in low and middle-income populations. The Vision of The Union is health solutions for the poor. Over a decade, The Union has been providing technical support and capacity building initiatives to the Ministry of Health and Sports(MoHS), Department of Public Health (DoPH), the National Tuberculosis Program (NTP) and the National AIDS Program (NAP) and has strengthened their capacities to deliver high quality services. The Union Office in Myanmar has implemented the “Integrated HIV Care (IHC) Program for People Living with HIV/AIDS” in collaboration with NAP, NTP, DoPH, MoHS and WHO since 2005. The IHC Program is operating HIV OPDs in government hospitals of Mandalay, Pakokku, Taunggyi, Lashio, Monywa, Myingyan, Myeikhtila, Sagaing, Kalaw and Yangon (Thar Ke Ta). Moreover, IHC Program is conducting Chronic HIV Care OPDs in Township Health Centres of Mandalay 7 townships. The Program to Increase the Catchment of Tuberculosis Suspects (PICTS) projects 1, 2 and 3 with the support of NTP and DoPH covers 15 townships in Upper Myanmar. In addition, from year 2015 onwards, The Union office in Myanmar is also implementing two “Community Based MDRTB Care” projects, which addresses the drug resistant TB at community level. The Union is working on community base care for multi-drug resistant TB cases (CBMDRTBC) project under 3MDGF to give psychosocial (counselling) and socio-economic (travel allowance, contribution for lodging, ancillary drugs etc.) support to MDRTB patients. Now, The Union Office in Myanmar is looking for an efficient, motivated, initiative and experienced individual to fill-up the position of PSM Associate in Mandalay.

HIERARCHY Under the direct supervision of PSM Officer, overall supervision from PSM Unit Manager, Program Coordinator, and Senior Program Coordinator, overall support from the Country Director, and in accordance with The Union’s policies, procedures and practices, the PSM Associate will deliver the following duties and responsibilities: 1. Procurement duties and responsibilities: 1.1. To carry out procurement activities with The Union’s rules, regulations, policies and strategies efficiently and effectively 1.2. To perform the procurement processes including preparation of RFQs, RFPs documents, receipt of quotations, bids or proposals, their preliminary evaluation, preparation of purchase orders and contracts, recurring purchase orders for contracting of services, vendor creation, suppliers’ profile, and maintenance of the filing system

1.3. To negotiate contract terms and conditions, and maintain supplier relationships 1.4. To ensure timely and safe delivery of goods and services; take up logistics coordination responsibilities as and when required 1.5. Processing of invoices for goods and services delivered ensuring accuracy and completeness of documentation and timely payment; Follow up to completion and inform clients 1.6. Efficient and effective procurement of goods in accordance with program’s requirements 1.7. To perform the stock management as per requirements of projects

2. Logistic arrangement duties and responsibilities: 2.1. To prepare a logistic plan for collection and transportation of commodities such as blood samples, investigation results, letters, etc. 2.2. To supervise the logistic activities of Warehouse Assistants such as keeping log book of office vehicles, fuel consumption and maintenance, etc. 2.3. To arrange the transportation of supplies according to the request from service delivery areas 2.4. To generate the list of packages to be transported i.e., delivery notes, packing list, etc. 2.5. To arrange the transportation of supplies to the designated location and to ensure timely delivery of goods 2.6. To analyse and check the supplies before dispatching them to the designated location 2.7. To ensure that the delivered goods are safely arrived to the right site in a timely manner and to make regular follow-up of the delivery.

3. Stock Management duties and responsibilities: 3.1. To ensure the arrangement for the arrival of supplies and sort the incoming supplies 3.2. To check and store the supplies according to the storage requirements, manufactures’ direction in accordance with The Union’s SOP 3.3. To prepare the documents needed for receiving supplies as per The Union’s SOP 3.4. To supervise and monitor the stock environment on continuous basic 3.5. To ensure stores and equipment are being well maintained; and the supplies are stored safely, securely and properly 3.6. To prepare the supplies according to the request from service delivery areas 3.7. To supervise Warehouse Assistant in packing the ordered supplies with appropriate measures 3.8. To update and maintain inventory related documents and files 3.9. To monitor the stock level in order to prevent expiry and shortage 4. To examine and segregate returned supplies for redistribution ; to carry out disposal of nonusable/expired supplies as advised

5. Data recording and reporting duties and responsibilities: 5.1. To maintain all records on related documents and files in line with The Union’s SOP 5.2. Is responsible to check and monitor the log books of Office Vehicles, fuel consumption, and maintenance, etc. 5.3. Is responsible for financial process such as claiming for transportation charges, fuel charges, vehicle maintenance, etc. 5.4. To prepare weekly/monthly/quarterly reports of all kinds as per the program’s requirements 5.5. To ensure timely submission of these reports to PSM Officer 5.6. To conduct stock verification visit to service delivery areas and to report the findings to PSM Officer in a timely manner 6. Coordination duties and responsibilities: 6.1. To coordinate with program team for the activities of the main and sub medical store (pharmacist/nurse) in ordering, receiving, dispensing, reporting and stock verification in order to avoid expiry and shortage of the supplies

6.2. To coordinate with laboratory team for transportation of blood samples and investigation results 6.3. To arrange the transportation of monthly financial reports and other communications 6.4. To supervise the activities of Warehouse Assistants 6.5. To assist the PSM Officer in identifying/ analysing the needs and gaps of the supply chain management 7. To perform the additional tasks to meet the programmatic requirements

RECRUITMENT CRITERIA Required Qualification  B. Pharm and any related field  Formal training in Procurement and Supply Chain Management will be an added advantage. Required Working Experience  At least two years of work experience in related field  Experience of work in a multicultural and multidisciplinary environment is desirable. Required Skills  Flexible and positive attitude  Good organization skills, Communication skills, ability to take initiative, and work meticulously  Good documentation skills  Good command of English, both written and spoken  Motivated to work in the field and/or remote areas  Team work: good interpersonal skills, demonstrated ability to work in a multicultural, multiethnic environment and to maintain effective working relations with people of different national and cultural backgrounds  Willingness and physical fitness to travel  Ability to work successfully as leader of a team and ability to multitask in an environment of changing priorities
