Baltic Workboats has delivered the new multifunctional port tug ‘Liva’ to the Latvian Freeport of Riga. Liva is the second vessel of the builder’s ice going shallow draft tug series designed by ILS designers of Finland. 2011 delivered Panda (see picture) was first of these new-generation tugs with very low draft what makes it ideal for operations in the small ports, which have reduced maneuvering spaces and are especially limited in depth. With a number of changes compared to Panda, Liva meet the owner requirements on vessels more versatile use and functionality. Extended in length Liva has now 63m2 working deck. This extension allows also an improved layout to the living quarters. The new model measures 23.80m x 7.2m beam with a draft aft of max (full load) 2.1m. Full load displacement is 170 tons. Liva is powered by a pair of VolvoPenta D16 MH main diesels, each developing 441 kW at 1800 rev/min. These turn Rolls Royce stern mounted US 105 P6 FP azimuth thrusters in configuration with propeller diameters of 1300mm. The vessel’s electrical needs are supplied by the Agco SISU Power 420 DG generator set of 35kW. Below main deck the forward accommodation area features one single cabin, twin berth cabin, four-berth cabin and separate WC and shower compartments. On main deck there are galley and office room arrangement. Other changes and improvements over earlier versions include two DataHidrolik 5 tones hydraulic winches aft driven via main engine PTO. Aft deck features FASSI 100 AP deck crane with 8 tons lifting capacity. Vessel is built according RMRS rules and has notation RMRS KM + Ice 2 R3. The navigation bridge boasts a wonderful 360degree view, with huge floor-toceiling windows. The bridge is fitted with all the specific equipment required for navigation in A1 region what is among other equipment installed around centrally stationed navigator seat.
For buoy handling operations there is in the wheelhouse separate operators seat with controls over deck equipment and excellent view to aft deck. The tug is designed to be operated by a crew of two, and carry 8 passengers in cozy passenger lounge. (Press Release Baltic Workboats) 2/25

The Maputo Port Development Company (MPDC) on Thursday inaugurated two new tugs, each of 1,750 horsepower. MPDC is the consortium which has a lease to operate the port up until 2033. It is a consortium between the publicly owned port and rail company, CFM (with 49 per cent of the shares), and its private sector partner Portus Indico, with 51 per cent. Portus Indico is formed by DP World of Dubai, Grindrod of South Africa, and the local firm Mocambique Gestores. According to the MPDC Chief Executive Office, Osorio Lucas, the two tugs, the “Sereia” and the “Bulani”, were specifically designed for the needs of Maputo port, and between them cost around 15 million US dollars. They are operated by P & O Maritime, which in 2012 won the contract to provide MPDC with marine services including pilotage, mooring services and the crewing and maintenance of tugs, pilot boats and mooring craft. Lucas told reporters this was an example of the MPDC policy of outsourcing services which it does not regard as forming part of its core operations. The new tugs are part of the port master plan under which total investments of 1.8 billion dollars are to be made in order to raise the port's handling capacity to 50 million tonnes a year by 2033. Maputo port has steadily increased the amount of cargo handled over the past decade. According to MPDC, the figure rose from five million tonnes in 2003 to 15 million tonnes in 2012 and to 17 million tonnes in 2013. This is a growth of 260 per cent. In that period, MPDC undertook investments of 362 million dollars. Perhaps the most significant improvement was dredging the access channel, deepening it from nine to 11 metres. This increased the maximum size of ships that could dock at the port to rise from 40,000 to 60,000 deadweight tonnes. Quays and warehouses were rehabilitated and new port equipment acquired. Nonetheless, several of the quays are out of operation, putting a physical limit on how much cargo the port can handle. The MPDC master plan includes spending 107 million dollars on upgrading these berths, which amount to 770 metres of quay. The access channel will be deepened again, to 14 metres, at a cost of 50 million dollars, allowing ships of up to 82,000 tonnes to dock. But the largest investments will be the expansion of the Matola coal terminal (834 million dollars), expansion of the container terminal (300 million), and the construction of a new bulk cargo terminal (110 million). The focus is shifting from the port's 3/25

Maputo terminal to the adjacent Matola terminal. Maputo has a current capacity for 12 million tonnes of cargo, and MPDC plans to raise this to 20 million tonnes by 2033. But capacity at Matola is expected to quadruple, from 7.3 to 30 million tonnes, most of which will be coal. (Source: All

In the last Tugs Towing _ Offshore Newsletter i have asked you for help to find out details of the tug which was pictured as Zambeze. I have received the following. The Zambezi is the former Portuguese tug Diu. Built in 1963 by Est. Sao Jacinto / Aveiro under number 58 for the Government of Lourenco Marques. According the Lloyds Register from 1989-1990 already renamed Zambezi in 1979. The tug has a length of 29,34 mtrs a beam of 7.65 mtrs and a draft of 3.71 mtrs. She has a two stroke 7 cylinder Maschinenfabrik Augsburg/Nürnberg, 235x330 connected to a pitch propeller. The name could be changed into Zambeze as a Mozambique language-word for the Portuguese Zambezi. The tug was classed Lloyds Register of Shipping nr. 5403219. In the picture is seen that on starboard engine some cylinder heads have been removed and/or disappeared. To portside engine I think they have started to take valve clearance because the caps are removed. If they don’t see insight to further maintenance on the engines is not known, but that it looks not great is clear. (Thanks to Jaap Bijl and Henk de Winde; Photo via Anton Rijsdijk)

On April 14, 2014 SVITZER was awarded for their “Training and Angolization programme in Soyo, Angola” as a nominee in the ‘Investment in People’ category by the respected global maritime recognition schemes, Seatrade Awards 2014 in London, UK. SVITZER tailored an entire program for training future Angolan seaman, with no local history or prior experience in seafaring. Providing careers and opportunities for local communities SVITZER undertook a comprehensive localization program when establishing a new 20-year towage contract with the Angola LNG terminal in September 2011. The objective was to ensure that at least 90% of the positions would be covered by Angolans within 10 years. A complete training package was developed and tailored to educate and prepare Angolans for life and work at sea. They were provided with an internationally recognized and STCW certified education, developed in co-operation with recognised maritime institutions and the Danish Maritime Authority. SVITZER’s Head of Business Development in AMEA, Philipp Knebel commented on the recognition: “Our dedicated employees in SVITZER Angola have set the bar for SVITZER's ambitious training efforts high. The Seatrade Award comes as recognition for the great work and confirms our belief in the lasting value of training and local content development for our operations around the world." The program was designed to ensure that these future seamen are enabled to assume control of their own careers; Angola’s past history ravaged by civil wars has left many Angolans with limited opportunities to support their families and recreate social structures. SVITZER expects to make the first promotions amongst the trainees this year. SVITZER has also successfully trained and developed local communities in seafaring in the Sultanate of Oman.

completion of trials, the vessel will then be sailed to Port Chalmers by a delivery team organised by Damen. Having been ordered in mid-2013, the tug is consequently expected to arrive at Otago in the early part of July 2014. The vessel is valued at NZ$11 million (US$9.4 million). Christened ‘Taiaroa’, the newbuild is a standard design azimuthing stern drive (ASD) 2411 tug. She will have a bollard pull of 68 tonnes. Port Otago chief executive Geoff Plunket said the 24-metre-long and 11-metre-wide vessel forms part of his port’s preparations to handle the anticipated largergeneration of containership callers. “We have the ‘Rangi’ and ‘Karetai’ which were built in the 1970s and the new tug will replace those,” he said. Understood to weigh 250 tonnes, the ‘Taiaroa’ will provide an additional 12 tonnes bollard pull capability compared to the other vessel in the Port’s fleet, the ten-year-old ‘Otago’. (Source: Baird)

Ocean Basques will not be with us in Halifax for very much longer. The former Pointe aux Basques has been alongside the Svitzer Canada dock all winter, awaiting her turn for refit at Industrie Ocean Shipyard in Ile-auxCoudres, QC. The tug sailed this evening for what turned out to be a sea trial, and returned to the dock for adjustments before the long trip back to Quebec. On completion of the refit, she will likely return to her old home port of Sept-Iles, QC to rejoin Ocean Sept-Iles the ex Pointe Sept-Iles to continue with ship berthing in the ports of Sept-Iles bay. This will of course leave the Svitzer Canada dock once more bereft of tugs - a real loss the Halifax waterfront where little commercial shipping activity takes place any more. She had openings amidships for line handling and an awning rigged over her foredeck. Tugs like the Sweepstakes worked late into the season and often encountered winter gales with snow and ice. C HESTER ’ S W RECK R EDISCOVERED

NOAA has found the underwater wreck of the passenger steamer City of Chester, which sank in 1888 in a collision in dense fog near where the Golden Gate Bridge stands today. The announcement was made during a press event at Gulf of Farallones National Marine Sanctuary’s San Francisco headquarters at Crissy Field on April 23. The story of City of Chester will be shared with the public in a future waterfront exhibit NOAA will place at the sanctuary office at Crissy Field. The office is the former U.S. life saving service station built in 1890 in response to the City of Chester incident. The 202-foot long steamship City of Chester had just left San Francisco and was headed up the California coast to Eureka with 90 passengers on August 22, 1888, when around 10 a.m. it was struck by the steamer Oceanic. Impaled on Oceanic, which was arriving from Asia, City of Chester remained afloat for six minutes before sinking. Sixteen people died in the accident. The rediscovery of the wreck restores an important historical link to San Francisco’s early Chinese-American community. Reports at the time initially criticized Oceanic’s Chinese crew in the racially charged atmosphere of the times. Criticisms turned to praise, however, when the bravery of the crew in rescuing many of City of Chester’s passengers was revealed. The wreck was then largely forgotten. “Discoveries like this remind us that the waters off our shores are museums that speak to powerful events, in this case not only that tragic wreck, but to a time when racism and anger were set aside by the heroism of a crew who acted in the best traditions of the sea,” said James Delgado, director of maritime heritage for NOAA’s Office of National Marine Sanctuaries, whose past work has included documenting historic wrecks in California. In May 2013, NOAA’s Office of Coast Survey Navigational Response Team 6 (NRT6), in a 28-foot boat equipped with sonar, rediscovered what they thought was the City of Chester while surveying another nearby shipwreck, the freighter Fernstream, which sank after a collision in 1952. Delgado asked the NRT6 team to extend their survey to try and find the sunken steamer. After working with historic data provided by NOAA historians, the Coast Survey team conducted a multibeam sonar survey and a sonar target the right size and shape was found. The team spent nearly nine months sorting through the data. A follow-up side-scan sonar survey confirmed that the target was City of Chester, sitting upright, shrouded in mud, 216 feet deep at the edge of a small undersea shoal. High-resolution sonar imagery clearly defined the hull, rising some 18 feet from the seabed, and the fatal gash on the vessel’s port side. This NOAA team was not the first to find the shipwreck. It was 125 years earlier that the U.S. Coast and Geodetic Survey, NOAA’s predecessor agency which was charged with responsibility for charting the nation’s coasts and harbors, believed it had located the City of Chester in early September 1888 by dragging a wire from the tugboat Redmond to snag the hulk. A veteran salvage diver of the time, Capt. Robert Whitelaw, also claimed to have relocated the wreck, sending a hard-hat diver down more than 200 feet in 1890 to report City of Chester nearly cut in two, with the tide running through the cut “like a millrace.” No attempt was made to raise the wreck then and there are no plans to do so today. “Connecting to the history of the Chester is sad in one way, but we were also connecting to scientific history on a different level,” said NOAA NRT6 team leader Laura Pagano. “Using our high-tech multibeam echo sounder to re-discover a wreck originally found over a century ago – by Coast Surveyors dragging a wire across the seafloor – 10/25

E RRORS " -E XPERT

Nexus Consulting Group of Alexandria, LLC, a leading provider of private maritime safety and security solutions, announced Tuesday that upon expert review by maritime safety subject matter expert Captain Bill Doherty of reports and statements made by Sewol crew, that the tragic loss of life was culmination of a “fatal chain of errors” which may have started months before the Sewol left port April 16, 2014. “It appears that the sinking of the Sewol and the tragic loss of lives was a preventable final link in a systemic fatal chain of errors, possibly dating back months, when the Sewol was retrofitted with additional passenger facilities on the upper decks, raising the ships center of gravity,” Captain Doherty noted. According to Arirang news in Korea, two weeks before the tragic loss of lives, the crew of the Sewol had requested a repair for the steering system which was giving a “no voltage” warning. “With a recent report that the Sewol had a 36-second power loss just prior to tipping, one has to ask the fitness of this ship to be sailing. The picture being painted in Korea is this was a nicely painted ship, but held together with duct-tape and gum” Captain Doherty went on to say. “From the adding of weight to the upper levels of the ship, thereby raising the ships center of gravity as well as the ships ‘tipping point', to the reports of the Sewol being significantly overloaded with cargo, to reports that many of the containers weren’t secured on the deck, to the 3rd mate at the helm when a power loss probably caused a ‘dead stick’ and just wasn’t trained enough on to be familiar with how to address, to the $521 the ship owner spent on crew training in 2013, to the Captain abandoning the ship first – al la Costa Concordia, to a mere two life rafts being launched, this is tragic systemic fatal chain of errors which could have been prevented.” “Clearly the ship didn’t hit a submerged object [as earlier reported by some experts], but rather the tragic loss of lives, which now seems could have been prevented, was the final and fatal link in a systemic chain of errors. My heart goes out to the families of those who lost their lives in this tragic, preventable event,” Captain Doherty closed with. (Source:

SINOPACIFIC C HRISTENS I TS N EWBUILD AHTS ‘SPA80′ SINOPACIFIC Shipbuilding Group held a christening ceremony for a newly built AHTS SPA80 at its Zhejiang Shipyard on April 22nd 2014. Guests from the Export-Import Bank of China, ICBC Financial Leasing Co., Ltd. and BOURBON were present at the ceremony to celebrate the delivery of the new SPA80, which is an embodiment of the successful cooperation between the state banks, ship owners, shipping financial leasing agencies and shipbuilders. In 2013, BOURBON decided to sell vessels from its fleet and retain them on bareboat charter for a period of 10 years. An operating lease framework agreement was signed with ICBC Financial Leasing Co., Ltd for up to 51 vessels. Christian Lefevre, CEO of BOURBON, considers this cooperation as an important part of BOURBON’s strategic transformation, “This innovative fleet is designed for effective operations and client satisfaction. Based on this perfect platform, BOURBON would like to establish a long and stable relation of cooperation with ICBC Financial Leasing.” All ships under this cooperation agreement have been built or will be built by SINOPACIFIC and are, for the most part, vessels from the company’s own brand “SP”: SPA80 AHTS, SPP17 PSV and SPP35 MPSV. SPA80 was designed by SDA, one of SINOPACIFIC’S in-house design companies. The vessel is a small-sized, hightechnology AHTS. All indicators such as safety, reliability, maneuverability, operational efficiency and environmental friendliness onboard the vessel have reached world class level. SPA80 uses an 16/25

all-electric propulsion system and is equipped with three diesel generator sets, with several thrusters installed both on the bow and stern. Prepared with the Dynamic Positioning Class II capability, the ship also features unmanned engine room control. Such technology guarantees that SPA80 can maintain its excellent reliability and maneuverability even under harsh environments. The ExportImport Bank of China not only witnessed the project, but was also a decisive force in the project, contributing to the cooperation among the shipowner, the ship financial leasing agency and the ship builder. As a bank wholly owned by the Chinese government, the Export-Import Bank of China actively engages in developing China’s shipbuilding industry and has been providing shipbuilding companies with services such as the assurance of acquiring new orders, the collection of advance payment in time, the lowering of financial costs and the reduction of exchange rate risks. SINOPACIFIC has delivered nearly 30 OSV ships in 2013, including the first of the company’s medium-size OSV SPP35 design, which has passed strict tests on key characteristics such as empty vessel weight, speed, vibration and noise and external firefighting capabilities (Fi-Fi 1), which has earned it approval from ship owners and classification societies alike. To date, three SPP35 vessels have been delivered by SINOPACIFIC. After the christening ceremony of this SPA80, the guests were invited to visit the fourth SPP35 which shall be completed soon. After the installation of the subsea structure of the converter platform BorWin beta 125km off the coast in 40 meters water depth in 2013, the topside with a weight of app. 12,000 tons followed today. The tow with BorWin beta had reached the construction site on April 22 after about 24 hours of transit time. For the positioning of the topside above the subsea structure real precision work was required due to the proximity to the transformer platform BorWin alpha .The eight tugs used have successfully completed this task in the night to April 24th. Afterward, the topside was hydraulically lifted into their final position 22 meters above the water surface. BorWin Beta will be connected to the wind farms Veja Mate and Global Tech 1, which will have a combined power generating capacity of up to 800 megawatts (MW). The Platform converts the alternating current power generated by the wind parks to direct current, ensuring only very minimal transmission loss during transportation to the shore. Besides the transport and positioning, SeaRenergy has also developed the transport and installation concept for this project.
