Through this program employers also have the potential to significantly lower their wage cost through government incentives.

Over 95% of the customers within TBayTel's primary serving area have access to wired or wireless high speed Internet access. A network of over 350Km of installed fibre and a local/regional LAN extension network can provide even higher speed connections to the business community. TBayTel has also recently introduced its DirectIT suite of hosted e-mail, storage, and disaster recovery solutions to allow business to access IT services without capital investment. Wireless high speed will be available in 2009 throughout Thunder Bay with extension throughout the region in 2010.

Confederation College provides over 70 programs at its main campus in Thunder Bay and in six regional campuses in Northwestern Ontario with enrolments of just under 2,800. Among its programs offered with extensive ICT components are Business, Multimedia Production, Animation Production, Computer Programmer Analyst and Engineering Technology.

Lakehead University is one of Canada's most comprehensive universities with enrolments of just under 10,000. The undergraduate programs offered that focus around ICT components include, but are not limited to, Computer Science, Visual Arts, Business Management, and Software Engineering. The Faculty of Graduate Studies oversees 28 Masters programs as well as Doctoral programs in Educational Studies, Business Management, Clinical Psychology, Forest Sciences, Biotechnology and Sociology.

The Northern Ontario Heritage Fund Corporation (NOHFC) is a provincially administered body which provides support for economic development opportunities and job creation in Northern Ontario. The Thunder Bay Community Economic Development Commission is willing to look at working with prospective clients in obtaining NOHFC support for their endeavour.

NOHFC Incentive Example: The Enterprise North Job Creation Fund is just one example of funding that the NOHFC has developed for this region. It is designed to meet the needs of small and medium sized businesses in creating jobs and stimulating economic growth. The fund is designed to provide a maximum of $1 million dollars to a successful applicant with 50% of this potentially in the form of a conditional grant while the remaining 50% comes in the form of a repayable loan. This strong incentive allows employers the ability to expand their business, while significantly reducing payroll costs.

EXECUTIVE SUMMARY Introduction The following labour analysis of graduates from Lakehead University and Confederation College has been undertaken to evaluate the potential of staffing the Whalen Building with Information Communication Technology (ICT) related tenants from 2010 to 2014, in keeping with a 5 year lease up strategy. Upcoming vacancy of leasable space in January 2010 will result in 19,200 square feet of contiguous space (Floors 3, 4, and 5). There will be 30,228.56 square feet of total potential vacancy at the end of 2009. (Table 8) Using an Industry ratio of 1 Full-Time Equivalent (FTE) employee and 125 square feet per work station, this will allow employment of 153 FTE’s for the upcoming contiguous vacant space and 241 FTE’s for the total vacancy. (Table 8) Employee Forecast #1 This analysis is based on the assumption that employees for the Whalen ICT project could be targeted from all faculties of Lakehead University and Confederation College. This assumption utilizes “very conservative capture rates”, ranging from 2% to 5% because of the more broadly based skill sets, and the lack of specialized training specific to the requirements of ICT users. Based on growth projections of 0%, this would yield 4,162 potential graduates per year from 2008 to 2014. Using the conservative capture rates of 2%, 3%, 4%, and 5%, it is estimated that a potential employer could attract from 83 to 208 potential employees per year using these projections. (Table 9) Employee Forecast #2 This analysis is based on the assumption that employees for the Whalen ICT project would be targeted only from those faculties in both Confederation College and Lakehead University that produce students with some proficiency in an ICT related skill set. Under this assumption, it is estimated that the capture rates would potentially be much higher. Based on growth projections of 5% per year, this would yield on average 199 potential graduates per year from 2008-2014. Using more aggressive capture rates of 10%, 20%, 30%, 40%, and 50% per year, it can be estimated that a potential employer could attract from 19-99 potential employees per year using these projections. (Table 10)

Conclusion The Thunder Bay Community Economic Development Commission (CEDC) believes that under the above assumptions, Thunder Bay can offer substantial potential labour for staffing the Whalen ICT project over a five year period. In Summary, under Forecast #1, 83 to 108 potential employees per year could be available for ICT users. Using more conservative analysis as outlined under Forecast #2, between 19-99 potential employees per year could be available to fill the Whalen ICT projects’ opportunity for 153 to 241 jobs. These statistics are very encouraging because they forecast only future potential labour pools that may be available to Whalen ICT users via Confederation College and Lakehead University graduates. These projections do not take into consideration the opportunity to employ existing graduates or individuals already in the workplace or those who may be encouraged to relocate to Thunder Bay if Whalen ICT job opportunities became available.

Assumptions: Based on the selected programs we have assumed a much higher capture rate based on the skill sets. Analysis: Given the breakdown of the numbers we can see that there is enough human capital to staff the Whalen’s vacant space over the next 5 years. It has been analyzed using very conservative projections and capture rates. Given that the Whalen would require at most 241 people to fully staff the premises over 5 years, we can see that even under the most modest estimates the local post secondary institutions are producing enough talent. By breaking it down into relevant programs, it illustrates that both Lakehead University and Confederation College are turning out at least 171 students per year over the next 7 years, and 199 per year on average. These are programs that have been deemed to be the best fit based on technical training and skill set.

Analysis & Assumptions: Based on Industry review, it can be assumed that the Whalen ICT project will require 125 square feet of leasable space per 1 Full Time Equivalent employee. The above table illustrates that at least 3 floors in the Whalen building will be available for prospective ICT tenants. Using the above numbers 241 FTE’s can be employed in the Whalen building over a projected 5 year ramp up starting in 2009.

Analysis: As the above tables illustrate, under the conservative estimates across the faculties for both institutions it can be assumed that the Whalen ICT project could capture anywhere from 83 to 208 students in a given year. Using selected faculties with ICT related component that would require less on the job training, the Whalen ICT project could potentially attract more students. We have used a capture rate much higher to illustrate the potential of attracting these students. The projections indicate a potential of 18-95 student in a given year.
