The Oil and Gas Conservation Act ________ BIGSTICK SECOND WHITE SPECKS GAS POOL MRO 602/98 PO 26. Pursuant to section 17 of The Oil and Gas Conservation Act, MRO 573/98 PO 24, dated August 12, 1998, is rescinded and it is ordered that the provisions in the following schedule shall apply to the drilling of, and production from, gas wells in the “Bigstick Second White Specks Gas Pool”, effective September 1, 1998. Dated at Regina, Saskatchewan, September 8, 1998.

THE SASKATCHEWAN GAZETTE, SEPTEMBER 18, 1998 Schedule 1 The drainage unit for the drilling and completion of a gas well shall be one Section with the exception of the following drainage units which shall be: (a) the fractional Section containing approximately 140 hectares (ha) within the area described in clause 2(a); (b) the north half of a Section and the south half of a Section within the area described in clauses 2(b) and (d); (c) the fractional north half of a Section and the fractional south half of a Section containing approximately 105 ha within the area described in clause 2(c); (d) the east half of a Section and the west half of a Section within the area described in clause 2(e); (e) the north-east, north-west, south-east and south-west quarters of a Section within the area described in clauses 2(f) and (g); (f) the fractional quarter Section containing approximately 40 ha within the area described in clause 2(h). 2 Within a drainage unit, the sides of the target area shall be 500 m from the sides of the drainage unit with the exception of the following: (a) For lands lying West of the Third Meridian: In Township 15, Range 30: fractional Sections 1 and 12: (i) the west side of the target area shall be located 609 m from the east side of the drainage unit; (ii) the east, north and south sides of the target area shall be located 200 m from the corresponding sides of the south-east quarter; (b) For lands lying West of the Third Meridian: In Township 12, Range 25: Sections 14 to 23, and 26 to 35; In Township 13, Range 25: Sections 1 to 12, 15 to 22; In Township 12, Range 26: Sections 6 to 9 and 13 to 36; In Township 13, Range 26: Sections 1 to 24; In Township 12, Range 27: Sections 1, 2, 10 to 14, the south half of Section 17, Section 26, the south half of Sections 27, 34 and 35; In Township 13, Range 27: Sections 1 to 3, 11 to 14, 23 and 24; In Township 12, Range 28: the north half of Section 24; In Township 13, Range 28: the south half of Sections 7, 17, and 18, Sections 34 and 35; In Township 13, Range 29: Sections 1 to 12, the south half of Sections 17 and 18, the north half of Sections 23, 24, and 25, Section 26, the south half of Section 35; In Township 14, Range 29: Sections 1 and 2; In Township 13, Range 30: Sections 1 and 12, the north half of Sections 24 and 25; In Township 14, Range 30: Sections 24, 25 and 36: (i) in the north drainage unit of the Section, the sides of the target area shall be located 200 m from the corresponding sides of the north-east quarter; (ii) in the south drainage unit of the Section, the sides of the target area shall be located 200 m from the corresponding sides of the south-west quarter; (c) For lands lying West of the Third Meridian: In Township 13, Range 30: fractional Sections 2, 11, 23, 26 and 35; In Township 14, Range 30: fractional Sections 23, 26 and 35: (i) the east and west sides of the target area shall be located 406 m from the corresponding sides of the drainage unit; (ii) the north and south sides of the target area shall be located 200 m from the corresponding sides of the drainage unit; (d) For lands lying West of the Third Meridian: In Township 13, Range 27: Section 15, the north half of Section 32;

3 Unless otherwise ordered by the minister, wells drilled within the target area and producing from the Bigstick Second White Specks Gas Pool shall not be subject to a production allowable with the exception of wells drilled outside the target areas specified in section 2 and the following off-target gas wells which shall produce in accordance with their latest established Daily Allowable: Coseka et al. Hatton 6-20-14-26; and Coseka et al. The Pharmacy Act, 1996 ________ SASKATCHEWAN PHARMACEUTICAL ASSOCIATION — REGULATORY BYLAW AMENDMENTS 1 Amend the title of bylaw 4.0 to read “Licences”. 2 Bylaw 4.2 is amended by deleting the term “Pharmacy”. 3 Bylaw 4.3 is repealed and replaced by: 4.3 Every applicant for a proprietary pharmacy permit will apply therefore to the Registrar in writing, giving the following information: 4.3.1 the name and address of the owner of the pharmacy; 4.3.2 the address of the pharmacy in which the business will be carried on; 4.3.3 the name of the pharmacist who will have the management of the pharmacy; 4.3.4 the names of all pharmacists employed in the pharmacy, or whom it is proposed to employ in the said pharmacy; 4.3.5 where the owner is a corporation, the corporation’s name and Official address of the head office, and the names of all Directors of the Corporation. 4 Bylaws 4.4 and 4.5 are amended by deleting the term “annual”, while bylaw 4.4.1 is amended by deleting the term “stating”, and bylaw 4.4.3 is amended by deleting the term “giving”.

5 Bylaw 4.5.1 is repealed. 6 Bylaw 4.6 is repealed. 7 Bylaws 4.7 to 4.10 inclusive are re-numbered as 4.6 to 4.9, respectively. 8 Bylaw 4.6 is amended by deleting the term “annual”. 9 Bylaw 4.7 is repealed and replaced with: 4.7 Any member, intern or pharmacist requiring duplicate copy of his certificate or licence, may, on the production of satisfactory evidence to the Registrar that the original thereof has been lost or stolen, obtain the same upon payment of an amount as may be set from time to time to cover the costs of preparing a replacement. 10 Bylaw 4.8 is repealed and replaced with: 4.8 When a pharmacist is suspended by Council, his licence to practise as a Pharmacist shall be suspended during that period. Any permit issued in his name shall be invalidated but may be amended upon application. 11 Bylaw 5.0 is repealed and replaced with: 5.0 INTERNSHIP 5.1 Every person desirous of becoming an intern shall make application therefore to the Registrar on the prescribed form accompanied by: 5.1.1 certificates from two reputable citizens of the community, each of whom has known said applicant at least two years, certifying that the applicant is a person of good moral character; 5.1.2 a registration fee of $50.00. 5.2 After registration as an intern, the term of internship shall be 1040 hours under the direction and personal supervision of a pharmacist, 700 hours of which may be served at any time following completion of the second year of study in the pharmacy curriculum of the College of Pharmacy and Nutrition at the University of Saskatchewan, and 340 hours of which must be served after the completion of the course leading to the degree in Pharmacy from the University of Saskatchewan. 5.3 Except as provided herein, to receive internship credit, the intern shall work a minimum of 20 hours per week and a maximum of 40 hours per week, of which at least one half of the hours worked per week must be served in the dispensary. Once an intern has been credited with 400 hours of internship time served in accordance with Bylaws 5.2 and 5.4.1, time served under the supervision of a pharmacist in a pharmacy may be credited at a minimum of 40 hours per month, of which at least one-half of the hours are served in the dispensary. 5.4 Conditions of Internship 5.4.1 Except as provided in Bylaw 5.4.2, time served by an intern under articles of internship shall not be counted as part of his period of service unless it is served under the supervision of a pharmacist, licensed under a Pharmacy Act of a Province of Canada, in a pharmacy which maintains a dispensary for the dispensing of prescriptions, and where all prescriptions accepted by the pharmacy for dispensing are compounded on the premises; or in the dispensary of a hospital, and in conformity with Bylaw 5.2. 5.4.2 An intern enrolled in a program that relates to the practice of pharmacy which is either not associated with a pharmacy, such as the Pharmaceutical Manufacturers Association of Canada Pharmacy Studentship Program, or is associated with a pharmacy but does not include service in the dispensary, may receive half-time internship credit to a maximum of 340 hours, provided that the Registrar: 5.4.2.1 receives a Certification of employment from the intern’s supervisor, including dates of employment; 5.4.2.2 receives a report from the intern describing the activities undertaken, and which is endorsed by the intern’s immediate supervisor; and 5.4.2.3 is satisfied that the time served is relevant to pharmacy practice; and also provided that at least 700 hours of internship is served in a pharmacy and in accordance with Bylaw 5.2.

5.5 Internship served in a dispensary of any hospital of the Canadian Forces, under the direction and supervision of a pharmacist, shall be allowed. 5.6 An intern who fails to continue the course in the College of Pharmacy and Nutrition at the University of Saskatchewan and who remains out of the College for more than one academic year shall have no status as an intern except that Council may, upon satisfactory proof of extenuating circumstances, approve an extension of the internship period. 5.7 A pharmacist shall be deemed eligible to train an intern if, in addition to compliance with the provisions of the Act and the Standards of Practice, the Council is satisfied that the amount of prescription work is sufficient to provide adequate practical experience for the intern and that the intern will receive such practical experience. 5.8 An intern under the immediate supervision and in the presence of a pharmacist may dispense any prescription, recipe or formula, or may compound any drug or medicine. 5.9 The supervision of practical training of interns shall be exercised by the Council, and complaints in respect thereof may be made to the Registrar-Treasurer. 5.10 Before commencing employment as an intern, that person shall notify the Registrar-Treasurer of the name of his preceptor and the place of employment and shall notify the Registrar-Treasurer of any subsequent change of internship employment. 5.11 Pursuant to subsection 17(1) of the Act, a student enrolled in a pharmacy degree program in a province other than Saskatchewan and which is accepted by Council, may register as an intern in Saskatchewan provided that the student: 5.11.1 submits a statement from the head of the program to confirm his enrolment in the pharmacy degree program and the year of the program he has completed; 5.11.2 submits a statement from the provincial licensing body to confirm: (a) his status as an intern; (b) that he is of good moral character; and 5.11.3 completes the required application form and submits the required fee. 12 Bylaw 6.0 is repealed and replaced with: 6.0 REGISTRATION 6.1 University of Saskatchewan Graduates 6.1.1 Any person having been granted the degree of Bachelor of Science in Pharmacy from the University of Saskatchewan prior to January 1, 1998, may register as a member upon completing the internship requirement pursuant to bylaw 5.2, completing the prescribed form and paying the prescribed fee. 6.1.2 Any person having been granted the degree of Bachelor of Science in Pharmacy from the University of Saskatchewan in 1998 and thereafter, may register as a member upon completing the internship requirement pursuant to bylaw 5.2, completing the prescribed form, paying the prescribed fee and providing evidence of holding a Certificate of Qualification from the Pharmacy Examining Board of Canada. 6.1.3 Application for registration as a member must be made within three years after the applicant has obtained the degree referred to in section 18 of the Act, but under extenuating circumstances Council may extend this time limit by unanimous vote. 6.2 Registration of Medical Practitioners 6.2.1 Any Medical Practitioner desiring to become registered as a pharmacist, shall make application in writing to the Registrar, accompanied by the necessary fee, and submit therewith a certificate from the Registrar of the College of Physicians and Surgeons of Saskatchewan, that he is in good standing as a Medical Practitioner and before carrying on business he shall make application for, and receive the necessary proprietary pharmacy permit and licence.

6.2.2 A Medical Practitioner who is registered and carrying on business as a Pharmacist shall be required to observe the provisions of the Act and Bylaws thereto and shall personally be present and in charge of the pharmacy or have another pharmacist present and in charge of the pharmacy whenever it is open for business. 6.2.3 No Medical Practitioner shall be granted a licence to carry on a business as a Pharmacist if there is a proprietary pharmacy carrying on business within 20 miles. 6.2.4 If eligible for a proprietary pharmacy permit, the Medical Practitioner must live in the community for which the permit is to be granted. 6.2.5 Registration of Locum Tenens Notwithstanding any of the provisions contained in Bylaws 4.1 and 4.5 of these Bylaws, the Registrar of the Saskatchewan Pharmaceutical Association may, on the request of any Medical Practitioner duly qualified as a member of the Saskatchewan Pharmaceutical Association in good standing and holding a valid and subsisting licence and resident and engaged in the active practise of his profession as a Pharmacist in Saskatchewan, and on it being certified to the Registrar by any such member that he wishes to engage the services of another Medical Practitioner as locum tenens during his proposed temporary absence from his practice, and on application by the person on whose behalf the request is made, register such Medical Practitioner as a member of the Association and pharmacist for a period not exceeding 60 days. 6.2.5.2 The application of the proposed locum tenens shall be made to the Registrar-Treasurer on a form to be supplied by the Registrar-Treasurer and shall be accompanied by a fee of $150.00. At or before the expiry date of the period for which a registration has been issued, the Registrar may, on written request of the holder of the registration and on payment of a further fee of $150.00, renew the registration for a further period not exceeding 60 days, provided the holder of the registration is in good standing on the records of the Association and the Registrar is of the opinion that it is under all the circumstances just and expedient to renew the registration. Such registrations may be renewed for up to one year from the first registration. 6.2.5.3 The applicant for the registration shall furnish proper evidence of his qualifications and comply with all other requirements prescribed for admission to the Association as far as same are applicable. 6.2.5.4 With his application for registration the applicant shall sign an undertaking to engage in practice only as a bona fide locum tenens for a Medical Practitioner duly qualified as a member of the Saskatchewan Pharmaceutical Association and to pay the prescribed fee forthwith and complete his registration before commencing practice as a pharmacist. 6.2.5.5 The holder of this registration and licence shall be subject to the jurisdiction of the Council as if he were a fully registered member and pharmacist; notwithstanding that the period fixed for registration may not have expired, the Registrar may cancel the registration if the holder ceases to act as a locum tenens, and upon such cancellation all rights of the holder shall cease. 6.3 to be published by the Association at a later date 6.4 Non-Practising Membership A member who has voluntarily ceased to practise as a Pharmacist in Saskatchewan, may, upon payment of a non-practising membership fee as shall from time to time be prescribed by Council, continue as a member and shall be entitled to receive notice of and attend meetings of the Association but shall not be entitled to vote thereat and shall not be entitled to nominate or vote for any candidate for election to Council or hold office and shall not be entitled to carry on the business of a pharmacist or to become a pharmacist except in accordance with the Act and Bylaws.

THE SASKATCHEWAN GAZETTE, SEPTEMBER 18, 1998 6.5 Honorary Life and Honorary Membership 6.5.1 Honorary Life Membership Any member who, in the opinion of Council has distinguished himself in the practice of pharmacy or related fields and/or who has distinguished himself in service to his community may be awarded an honorary life membership and shall not be required to pay further membership fees excepting the licence fee as required by Bylaw 3.2.4 and otherwise complies with the Act and Bylaws. 6.5.2 Honorary Member Any person who, in the opinion of Council, has distinguished himself in the practice of pharmacy or related fields and/or who has distinguished himself in service of his community, may be made an “Honorary Member” of the Saskatchewan Pharmaceutical Association. Such members may not be ranked as a pharmacist nor practise as a pharmacist unless they comply with the Act and Bylaws. Honorary members may not nominate, nor be nominated, to Council nor vote in elections or general meetings. There shall be no fee for honorary members. 6.6 Reinstatement 6.6.1 Any member whose membership has been allowed to lapse for a period not exceeding five years and who is otherwise eligible for membership may, upon application and upon the payment of arrears in fees and reinstatement fee, have his name re-entered in the register of members, subject to Bylaw 6.6.2. 6.6.2 Any member who has not held a practising licence or who has not been engaged in teaching pharmacy or in the active detailing of pharmaceutical products for 5 years or more and who is otherwise eligible for licensing must, when applying for a licence, satisfy the Registrar-Treasurer that: 6.6.2.1 the applicant has up-to-date experience in the dispensing of prescriptions and on new pharmaceutical products; 6.6.2.2 the applicant has a satisfactory knowledge of all legislation and regulations relating to drugs; 6.6.2.3 the applicant has no convictions on charges arising out of the management of a pharmacy or the dispensing or handling of drugs; 6.6.2.4 the applicant is not a habitual or excessive user of narcotics or controlled drugs or alcohol and has no mental disorders. 6.6.3 The Registrar-Treasurer may require that an applicant obtain up-to-date experience by serving a period of refresher training under a pharmacist for a period of time, to be determined by the Registrar-Treasurer upon the recommendation of the employer, but not to exceed 6 months. The Registrar-Treasurer may require the applicant to pass examinations on dispensing and new pharmaceutical preparations, as set by the Faculty of the College of Pharmacy and Nutrition, University of Saskatchewan, and to pay the examination fee and to pass an examination on pharmacy regulations, as set by the Registrar-Treasurer. 13 Bylaw 14.1.1 is amended by replacing the term “pharmacy” with “proprietary pharmacy”. 14 Bylaw 14.2.7 is amended by replacing the term “apprentice” with “intern”. 15 Bylaw 14.3.1 is amended by adding, in alphabetical order, “permit means a Lock and Leave Permit”. 16 Bylaw 14.4 is amended by deleting the term “community”. 17 Bylaw 14.4.1 is repealed and replaced with: 14.4.1 “Satellite Pharmacy” means a pharmacy for which a permit has been issued to operate in rural Saskatchewan, in compliance with the guidelines as prescribed by Council. 18 Bylaw 14.6(a) is amended by deleting the term “Saskatchewan”, and by replacing the term “the Narcotic Control Act and Regulations” with “the Controlled Drugs and Substances Act and the Narcotic Control Regulations”.

19 Bylaw 14.7 is amended by deleting the term “licensed”. 20 The paragraph immediately preceding Bylaw 14.12 is assigned the number 14.9. 21 Bylaw 16.0 is repealed. 22 Schedule III to the bylaws is amended by deleting “Lidocaine and its salts (in topical preparations for use on the skin, except lozenges)”. 23 Schedule III to the bylaws is amended by deleting the phrase “or more” from the listing for Aloe vera latex.
