Process Analysis PROVIDED AS AN OPEN DISCUSSION REGARDING THE ADVANTAGES AND DISADVANTAGES OF VARIOUS POTENTIAL BID PROCESSES

Advantage

Disadvantage

RFP: a bidding process used by a potential client to solicit proposals from perspective bidders. Prior to an RFP a customer usually Pre-Qualifies bidders so that the bidders that respond to the RFP are of the caliber and quality the potential client is willing to accept. The RFP process typically allows the perspective bidders to propose products and best methods of construction. The RFP must specifically outline what the required scope of work is and the projects parameters.

The RFP process is very cost efficient as it streamlines the bidding process and allows vendors to make suggestions of the best construction methods, while not requiring them to conform to a ridged specification. An RFP can produce creative solutions to project challenges that the perspective bidder might have unique solutions for, based on their experience and knowledge. Allows flexibility in choosing the contractor that presents the best proposal.

The RFP process can produce an environment where it is difficult to compare bids in an “apples” and “oranges” type situation. If the scope of work is not clearly defined, and the potential client does not fully analyze the RFP, things can be missed, which will lead to potential delays in the project, and hidden costs for elements that are not covered in the proposal. Comparing the bids can be very complicated and confusing as you try to select the best vendor for the project and determine the actual differences

Hard Bid

Hard Bid: a bidding process that requires the potential client to determine a very detailed specification. This specification must clearly define the scope of work and outline what products are acceptable for use in the project. The hard bid must clearly define every aspect of the product and it is very common for the Hard Bid document to contain a fill in the blank style section where the numbers line item costs are clearly defined.

The Hard Bid process provides a very clear and organized environment to compare different bidders in an “apples” to “apples” analysis. As a Hard Bid requires a very ridged set of specifications being circulated to the perspective bidders to bid on, it is typical that very little is missed in the scope of work, leading to few surprises as the details are determined well in advance.

The Hard Bid process provides for very little flexibility, it is as the name would imply a very hard and ridged process. If a potential client does not Pre-Qualify vendors for the project, they could get stuck with a vendor they do not see eye to eye with, but also have little confidence in. Provides for legal challenges based on the bidding process if a conforming bidder is low bid and not chosen for the project. Does not allow for perspective bidder to suggest alternate solutions. It is not very cost efficient as all the decisions need to be made in regard to the project before the Hard Bid is issued.

Low Bid

Low Bid: A bidding process that has a very detailed specification and scope of work and requires the potential client accept the lowest responsible bidder. The key to a successful Low Bid process is to build a specification that clearly defines the quality requirements. Remember this is going to be awarded to the lowest bidder, but the potential client gets to determine and set the standards for the products and what a perspective bidder needs to qualify.

The Low Bid process provides for the lowest available purchase price. It requires competitors to provide very aggressive pricing. Legal challenges are not as typical assuming that potential bidders meet the requirements to bid. Determine what the right quality product is and be very detailed in the specifications,…then hope to get the best price for the quality standard you have set.

The Low Bid process provides for the bidder to present the most competitive price to win, therefore if the specification is not very well written then the competitor that has the lowest price might very well have shaved the most corners. A Low Bid process can make it very hard to get a credible vendor and a good quality project. To overcome this disadvantage it is important to determine what the right quality product is and be very detailed in the specifications,…then hope to get the best price for the quality standard you have set.

Design Build

Design Build: A bidding process that requires the potential bidder to provide the design elements and procure the construction of the actual process.

The Design Build process provides a single point of responsibility for design, estimating, construction, cost, quality and scheduling. May provide for faster completion due to the elimination of bidding periods and the overlap of design and construction

The Design Build process does not always involve an outside professional, and as such there is no one to protect your interests and ensure you are getting what was promised. This process does not provide for a system of checks and balances. The perspective bidder may not have the certification requirements which might cause delays if they are not familiar with local regulations.

Evaluated Bid

Description

Evaluated Bid: A bidding process that takes into consideration multiple elements such as: Perspective Bidder’s History, Product Quality, Price, Proven Track Record, References, etc. The concept of a Eva Bid is to provide a percentage weighting for each element being considered and score each perspective bidder in each element, the totaled of each elements score for the vendor produces the perspective bidders score. The perspective bidder with the highest score is awarded the job.

The Evaluated Bid process allows for the potential client to select the most reliable perspective bidder, with the highest quality product at the best price. The Calculate Bid Process allows the potential client to determine “Best Value”. Where athletes safety and surface performance is concerned more then price should be considered. It is an extremely fair and transparent process that allows the potential bidder to select the best overall offer.

The Evaluated Bid process requires the perspective bidder to do more homework and actually rate the vendor on multiple elements.

This formula provided by the Department of Housing and Urban Development (HUD) is the single best ranking to compare a systems ultimate performance. This ranking assists in determining a Synthetic Turf System’s durability, playability, safety and performance. Infilled System’s should have a target Density Rating minimum of 600, and a Maximum of 800. Non Infilled System’s should have a target Density Rating Minimum of 3000, and a Maximum of 4000.

Tufting Gauge:

Tufted Synthetic Turf Systems are constructed using rows. The spacing between these rows is the Tufting Gauge. An example of tufting gauge is 3/8”, which means that the void space between the rows is 3/8 of an inch in gap. Tufting Gauge can vary between 3/8” to 3/4”. The larger the Tufting Gauge the more likely the infill can be displaced or will fly up with play, often referred to as infill flyout.

Number of Backing Layers:

As with most technology rich products, multiple layers of Primary Backing can be utilized to add different features to your Synthetic Turf System. Primary backings exist that can add dimensional stability, increase tuft bind or improve seaming properties. More important than the number of layers, is which layers are they and what do they add to the product?

Accreditation:

Many different sports have governing bodies that require accreditation for specific levels of play. These accreditations are granted after the surface has been found to perform appropriately for a specific sport. They often include not only playability requirements such as ball roll, but also safety requirements such as skin abrasion. Determine if an accreditation exists for your use and whether it is necessary for your use. Examples of Accreditations’ are: FIFA, FIH, IRB, etc.

Insured Warranty:

Warranty insurance is intended to provide the client with third party protection in the event that the original provider is unable to honor the Warranty provisions due to bankruptcy. Some of the policies on the market provide legitimate client protection, and some don't. Like any insurance policy, the key is to understand what is covered and under what circumstances. Remember also that the insurance is only as good as the Warranty itself. If something is not covered in the Warranty, it will not be covered by insurance. For example, a Manufacturer's Warranty may only cover the turf carpet itself, exclusive of infill, materials, and labor. Also, if the Warranty contains restrictions on hours of use or types of sporting activities, it may be difficult to collect on an insurance policy unless compliance can be fully documented. A comprehensive Warranty, and its insurance, should cover the entire system, inclusive of turf, infill, materials and labor to install, with no unusual restrictions.

Type of Yarn:

Synthetic Turf Systems can be build utilizing a variety of yarn materials. Most system’s today utilize a form of Polyethylene. There are several advanced yarns that utilize high performance resins in their molecular structure. Many non-infilled system utilize nylon, for sports such as field hockey.

Face Weight:

Face Weight is the measurement of fiber per square yard. Face weight is a major factor in the overall durability, safety and performance of the Synthetic Turf System. Face Weight can be as low as 33 ounces, and typically not higher than 55 ounces. The difference in face weight can produce as much as 25 million more blades of grass on a typical field, and as a result should be considered a contributor to increased durability.

Fiber Matrix:

Fiber Matrix is a combination of the Gauge (spacing between the rows) and Stitch Rate (number of tufts per three inches). It is generally accepted that having an equal spacing of the tufts in all directions (a gauge and stitch rate that provides for equal spacing both across and along the surface) produces as system that plays equally in all directions and has no grain to the surface. This is a major contributor to the safety and performance of the surface.

YARN CONSTRUCTION

Yarn composition refers to the form in which the fiber is extruded. There are three types:

Each of these distinct yarn constructions will contribute to the performance and durability of the system. Each construction has very specific Advantages and Disadvantages. Please consult your local sales representative to discuss these effects further.

Denier:

Yarns are available in deniers ranging from 3,800 to 14,000 denier. This is a case where the higher the number, does not necessarily mean a better product. Denier however, is more about balance and how it is engineered to work with the surfaces other characteristics. Typically the wider the fiber the higher the fibers denier, conversely the lower the denier the narrower the yarns width. This would seem somewhat insignificant, but if the blade is wider it takes fewer tufts to reach a desired face weight, if the yarn has a lower denier it takes more tufts to reach a desired face weight. A typical Denier in professional Synthetic Turf Systems today is generally 9000.

Microns:

Microns is a thickness measurement of the actual fiber blades. Microns are typically available in 80, 90, 100, 110, 115. The thickness of the fiber provides for durability of the grass blades. Higher Micron numbers generally provide better UV stability. This is an important characteristic of the performance of the overall Synthetic Turf System.

Primary Backings: The Primary backing is the multiple layers of fabric that the yarn is actually tufted into. It is instrumental to the tufting process and can provide many unique advantages to the product. The multiple layers of primary backing determine these advantages, and companies would choose different products to establish certain product characteristics.

Examples of different layer benefits would be:

PolyBac: The higher the number of the “Pic” the tighter the weave. Dimensional Stability Layer (DS): Keeps turf from contracting, expanding, wrinkling & relaxing.

FLW-Fiber Lock Weave (FLW): Provides increase tuft bind. Q-Web (Reinforcement to hold Seam Stitching):

A net style product that improves the surfaces ability to hold a seams stitch.

Secondary Backing Material:

The term is used to describe attached polymeric back coatings such as acrylic, latex, urethane or foams. Each type of Secondary backing materials has disadvantages and advantages in different applications.

Amount of Secondary Backing:

Secondary backings for sports surfaces usually range between 20oz to 26oz in material weight. The amount of Secondary Backing has an impact on the amount of Tuftbind, which is the measurement in pounds it takes to pull out an individual tuft. Substandard tuftbind can cause a surface to fail

Is the Secondary Backing Continuous or in Strips:

Secondary backing can be applied evenly over the entire surface, or scraped on with a finger bar. It is the opinion of many in the industry that scraping the secondary backing with a finger bar does not provide the best surface drainage for the product and provides for strips of secondary backing which if not positioned properly could provide for insufficient tuft bind. Many believe that having the secondary backing applied in strips may contract, expand and relax at different rates and could weaken the structural integrity of the product.

Drainage:

The drainage of the actual Synthetic Turf System is determined by the secondary backing. Most Synthetic Turf System providers apply the secondary backing continuous and perforate the fabric to allow for positive drainage. A few providers apply their secondary backing in strips and believe the fabric allows for positive drainage if not covered by the secondary backing itself.

Infill System:

The most commonly referred types of infill are rubber crumb, sand, synthetic, organic or EPDM. Typically infill refers to the rubber crumb or rubber crumb/silica sand mixture to fill the void spaces between the face fibers.

Type of Rubber Infill:

SBR crumb rubber for use in artificial turf fields can be processed via two different methods, ambient processing and cryogenic processing, however the performance characteristics of the SBR rubber is the same regardless of processing as the composition of the raw materials is the same SBR rubber (car/truck tire). There is a false pretence in the marketplace that cryogenic processed crumb rubber performs better than ambient processed crumb rubber. Testing has shown that there is no safety/performance difference between ambient processed crumb rubber and cryogenically processed crumb rubber.

Amount of Infill Per Square Foot:

There has been no direct link to the performance of a Synthetic Turf System and the weight of infill. However, the amount of infill can affect the cost. This is typically stated as pounds per square foot. The amount of infill varies between 3 pounds and 10 pounds per square foot. A few vendors utilize higher infill weights to overcome the weakness within their primary backing system, and as such compensate by placing a ballast of sand within the surface.

Mixed or Layered:

In layered artificial turf systems sand is generally used as a ballast on the bottom of the infill layer. Generally, artificial turf systems which lack dimensional stability use sand to prevent the turf system from creeping caused by expansion and contraction. The concern with ballast layers within the infill system is that the sand will compact over time and create an unsafe surface. Pre-blended or homogeneous mixtures allow the sand particles to fill the void spaces between the rubber particles. GMax is a term associated with shock attenuation (shock absorbency) properties to dissipate the energy on impact. The term represents the peak value of the deceleration curve when a body point penetrates the medium to slow down, stop and rebound from the impact. A lower GMax value is associated with better shock attenuation and better player protection from severe impacts. It is generally accepted that anything below 80 is too soft, and anything over 200 is critical. (Maximum Score 30) The lowest responsible Bidder is to receive a perfect score (30 points), then each Bidder there after is to be less 3 basis points, for Example: Lowest Responsible Bidder Score 30 Points Second Lowest Responsible Bidder Score 27 Points Third Lowest Responsible Bidder Score 24 Points Four Lowest Responsible Bidder Score 21 Points Fifth Lowest Responsible Bidder Score 18 Points Based on the Price a Bidder will be given a score based on their position with respect to the other Bidders. This is only applicable to Responsible Bidder, any Bidder found to be a Non-Responsive Bidder will be Disqualified from the process entirely.

Factors in the Score will include but not be limited to: (Minimum of 600 – Maximum of 800) Density Rating (3/8”, 1/2”, 3/4”) Tufting Gauge (minimum 2 layers / maximum 4 layers) Number of Backing Layers (minimum 18 ounces / maximum 26 ounces) Ounces of Secondary Backing (Equal spacing across and along the surface) Fiber Matrix (Minimum 33 ounces and Maximum 55 ounces) Face Weight (Type, Fibrillation Pattern, Microns, Denier, etc) Yarn (FIFA, FIH, IRB, NFL, NCAA etc) Product Accreditations (All Rubber / Rubber and Sand) Infill Material (Battery of 21 commercial tests, Performance G-max) Testing Provided Guideline (1 = unacceptable; 10 = Fair; 15 = acceptable; 20 = exceptional) COMPANY HISTORY (Maximum Score 10) The Bidder will be given 1 point for each year in business to a maximum of ten points.
