Firm Overview

JRB Engineering, LLC (JRB) is a geotechnical engineering, construction materials testing, and environmental consulting firm. Through our offices in Houston and Dallas, we provide professional services throughout Texas to a broad range of clients representing a wide variety of industries. Our staff of engineers, project managers, and technicians offers extensive knowledge and expertise refined by decades of experience. JRB was established in 2008, and is a Minority-owned Business Enterprise (MBE) owned by Mr. Eric Garcia. JRB is also recognized as a Small Business Enterprise (SBE), Historically Underutilized Business (HUB), and a Disadvantaged Business Enterprise (DBE). JRB is licensed by the Texas Board of Professional Engineers. JRB functions as an integral part of the design and construction team. We work closely with clients to develop priorities, identify potential concerns, and implement practical, cost-effective solutions. JRB maintains in-house capabilities for most field data gathering, instrumentation, and laboratory testing to support its geotechnical, environmental and construction materials testing projects. Our laboratory includes state-of-the-art equipment for the measurement of soil, concrete and asphalt properties most frequently needed for materials compliance confirmation. JRB is accredited through the American Association for Laboratory Accreditation (A2LA). We have developed and implemented an internal QA/QC program for the benefit of our clients. Our program is built around three key building blocks.

• First, we provide access to training and continuing education for our employees through internal resources as well as external resources. • Second, our program involves regular verification of equipment calibration and compliance. • Third, JRB performs random audits of field personnel as they perform their services in the field on a daily basis. We also regularly perform internal reviews of laboratory testing procedures, report review procedures, project staffing requirements. We document the findings.

Construction Materials Testing

JRB’s construction materials department offers a complete range of construction materials testing/inspection services for all phases of your project. Our capabilities include: • • • • • • • • • • •

Our construction materials personnel can provide on time testing/inspection services as required for the project. With our state of the art ElmTree System, JRB is able to provide online reporting on a daily and/or weekly delivery schedule. We will create and implement such a delivery schedule as may be required to meet the needs of our client and their project. Our lab meets the requirements of ASTM D3740 and ASTM E329, and is an active participant in the Cement and Concrete Reference Laboratory (CCRL) proficiency sample system. In addition JRB Engineering is accredited through the American Association for Laboratory Accreditation (A2LA).

Geotechncial Engineering

JRB offers a complete range of geotechnical services for onshore and near-shore projects. Our technologydriven capabilities include preliminary site characterization and feasibility studies; integrated geophysical and geotechnical site surveys; drilling sampling and in-situ testing; laboratory testing of soil, rock and construction materials; detailed geotechnical analysis and foundation design as well as research and consultant services. Our geotechnical engineers design the subsurface investigation specific to the type of structure and geologic setting. Through the use of state-of-the-art techniques and standard test procedures, our geotechnical engineers develop comprehensive recommendations and solutions. JRB’s environmental division offers a full range of environmental services to both private industry and government. Eric J. Garcia Manager Professional Experience Mr. Garcia is a native Texan and has over 17 years of combined professional experience in the construction materials testing and geotechnical engineering industry. He has served positions as Field Technician, Laboratory Technician, Regional Business Development Coordinator, Business Development Manager, and most recently Owner and Manager of JRB. Mr. Garcia started in the construction materials testing industry as a field technician while attending college. He gained experience in the geotechnical field by assisting the department with field and lab work. Mr. Garcia gained extensive experience in pier inspection, concrete inspection, reinforcing steel inspection, post tension inspection, and laboratory testing procedures. After graduating from the University of Texas at Arlington, Mr. Garcia moved into the marketing department for an international engineering firm, where he worked on preparing proposals and qualifications packages at a regional level. He then moved into a business development role for a small, Dallas-based geotechnical engineering, construction materials testing, and environmental consulting firm. His knowledge of the technical aspects of the engineering industry combined with his professional experience in marketing was instrumental in helping this company grow from eight employees to thirty-five during their fourth year in business. In 2008, Mr. Garcia acquired ownership of JRB Engineering. He is an active member of his community, including the local chapter of Big Brothers Big Sisters. In June 2010, he was nominated for the Regional Hispanic Contractors Association (RHCA) Emerging Leader Award. In November 2012, he was recognized by the Greater Dallas Hispanic Chamber of Commerce (GDHCC) as the Pacesetter of Year at the 19th Annual Quality & Excellence Entrepreneur Awards.

Richard Sanders, P.E. Senior Geotechnical Engineer Professional Experience Mr. Sanders has 37 years of geotechnical and materials testing experience in the Texas and Louisiana Gulf Coast area. During this time, Mr. Sanders has performed hundreds of geotechnical and foundation engineering studies. Hanover Southampton is a 426,686 square foot 206 unit mid-rise apartment complex conveniently located on the corner of Morningside and Dunstan, overlooking Rice University, Southampton, Downtown and the Medical Center. The 12-story complex will offer unit sizes ranging from 745 square feet to 1,260 square feet for a one bedroom and 1,300-2,000 square feet for a two bedroom. The 12th floor amenity level will feature a resort style pool deck with private cabanas, a movie theater, fitness room, bar and lounge, private dining space, entertainment room with outdoor access, and a covered outdoor living room with cooking facilities. The third floor will also include a lushly landscaped courtyard complete with seating and water features. JRB Engineering is providing construction materials testing services for this project. The Hanover Company controls approximately 4.5 acres in Rice Village, where it developed a Class A multifamily and retail mixed-use property in the much desired Rice Village sub-market of Houston, Texas. Ashton Rice Village is comprised of five levels of wood-frame construction over one level of concrete podium. This project features 381 luxury residential units with approximately 22,635 square feet of ground floor retail and restaurant space. A multi-level parking garage is located on the south side of the site.

Construction of the development started in July 2011. JRB provided construction materials testing services for the project. The project was completed in late 2012.

Northpark Building 10 is located at 100 Northpark Central Drive in Houston, Texas. It consists of a 108,160 SF rear load facility divisible to 21,840 SF with BTS office, 24'clear height, 37 dock doors/4 ramps, 52' x 45' typical column spacing, 52 x 50' staging bay, ESFR sprinkler & ample parking (156 spaces). This facility is part of the master planned Prologis Park Northpark, which at total build out is expected to reach 1.2M SF.

JRB’s engineer, Mr. Richard Sanders, P.E., performed the geotechnical investigation for NorthPark Building 10. Soil conditions were determined by a total of 6 borings drilled to a depth of 20 feet below existing ground surface in the building footprint. Mr. Sanders was also the geotechnical engineer-of-record for Building 6 (135,540 SF), Building 7 (79,360 SF), Building 8 (198,440 SF), Building 9 (52,846 SF), Building 11 (146,700 SF), and Building 12 (174,200 SF). In addition, JRB performed construction materials testing services for NorthPark Building 10. Our scope of services included testing the building pad earthwork, paving subgrade earthwork, utilities earthwork, building concrete, and building hardscape and paving concrete. It also included inspection of the piers and structural steel. The project was completed in 2013.

Segments 1 and 2W of the North Tarrant Express (NTE) consist of a $2.55 billion design/build construction project. JRB Engineering provided the geotechnical investigation for the eastern section of the NTE, Segment 2W, which consists of reconstructing 6.9 miles of SH 121/183 from IH 820/Northeast Interchange east to Industrial Boulevard. It involves rebuilding six existing general purpose lanes and frontage roads with auxiliary lanes, and adding four new managed lanes. Segment 2W increases capacity from six lanes to ten lanes, plus frontage roads and auxiliary lanes. Segment 2W includes the design and construction of bridges, drainage structures, MSE walls, drilled shaft walls, tie back walls, toll gantries, sign gantries, high mast light posts, operation and service buildings, pavement sections, embankments and approach fills, and underground utilities. We completed approximately 350 borings for a total depth of approximately 16,000 feet. In order to meet the scheduling requirements, we had up to six drilling rigs working on the project for about three months, which involved significant coring through shale, sandstone, and limestone in the Woodbine and Fort Worth Limestone formations.

This $1.1B TxDOT project consists of the design and construction of approximately 38-miles of new toll road. This controlled access parkway with four lanes, two lanes each direction and intermittent access roads is comprised of more than 120 bridges, frontage roads and associated drainage, as well as utility infrastructure. Segment F-1 (11.9 mi.) will connect Highway 290 with Highway 249. Segment F-2 (12.1 mi.) will connect Highway 249 with Interstate 45. Segment G (13.6 mi.) will connect Interstate 45 with Highway 59. These segments are part of 180 miles of scenic parkway that will encircle the Houston region. JRB provided the contractor’s quality control testing for this project. Our services included testing the paving subgrade earthwork, utilities earthwork, paving concrete, utility concrete, asphalt, and aggregate. In addition, we provided base coring for thickness, and concrete coring.
