DESIGN-BUILD EXPERIENCE Merrick is a leader in the design-build arena for DoD clients. Beginning with our first design-build project at FE Warren AFB in 1997, Merrick has spent the past 15 years perfecting our processes and procedures to ensure successful design-build projects. During that time, Merrick has designed projects with a construction value of over $300 million. We have worked with multiple contractors and are experts in developing design packages that can be built efficiently and economically while retaining high quality. As evidence of our ability, Merrick was tasked by AFCEE to develop a DesignBuild handbook for use by AFCEE project managers. This handbook outlined RFP development; solicitation, evaluation, and award; final design and construction; and closeout procedures. Our design-build experience ranges from $1 million renovation projects to $100 million highly visible mission critical projects with varying levels of complexity. We have worked with small and large business contractors to execute successful design-build contracts. Table 1 shows a partial listing of past design-build projects. Design-Build Project

DESIGN-BUILD PRO JECT E XPERIENCE Design-Build East Gate Realignment; Peterson AFB, CO. Under a design-build contract, Merrick provided design of a gate realignment project at Peterson AFB. The project included design of an ID check station with a canopy; guard booth; gatehouse; commercially owned vehicle (COV) inspection facility; privately owned vehicle (POV) inspection pull-out areas; vehicle overwatch facility; HVAC, fire protection, communications, lighting, energy management control systems; access roads, and security barriers. Design-Build Air Traffic Control Tower; Dobbins ARB, GA. Under a design build contract, Merrick provided design of an air traffic control tower consisting of eight administrative and equipment levels as well as a catwalk and a cab level to provide space for air traffic control operations, personnel training, crew briefings, electronic equipment maintenance, radio and telephone support equipment, environmental control equipment, and controller administrative functions. The project also provides supporting facilities including connections to existing utility systems, backup power, new vehicular circulation, and site preparation and improvements. LEED Gold Certified. Design-Build Maintenance Hangar, Phase III Addition, New River MCAS; Camp Lejeune, NC. Under a design-build contract, Merrick provided design services for a 45,918 SF, high-bay Type I aircraft maintenance hangar addition to provide hangar bay, shop space, flight line operations, and maintenance functions. The hangar addition will join the existing aircraft parking apron and will include a multistory crew/equipment/administrative area at the rear of the hangar bay. Design-Build Unit Maintenance Company Operations Facility; Fort Carson, CO . Under a design-build contract, Merrick provided design for a new unified Company Operations Facility (COF). This project provides design and construction of a single permanent facility which includes a combined administrative area, readiness bay, and attached covered hardstand with associated hardstand paving and utility connections. LEED Silver Certified. Design-Build MI Complex Company Operations Facility; Fort Carson, CO. Under a design-build contract, Merrick provided design of a new MI Complex which includes a single Company Operations Facility (COF) for six companies (700 personnel); a UAV maintenance and mtorage building, an organizational storage building for six companies, along with the associated site grading, utilities 25KW PV array, and landscape improvements. LEED Gold Certified. Design-Build Strategic Planning Development Facility; Andrews AFB, MD. Under a design-build contract, Merrick provided A-E design services for a facility that houses meeting and conferencing functions and includes: a 265-person auditorium (orchestra and balcony), a 150-person executive conference room, a 300-person multi-function room, a 50-person large meeting room and a 60-person meeting room. Ancillary spaces include six private offices for distinguished visitors, six workstations for use of assistants to the distinguished visitors (DV), a private DV conference room, two enclosed management offices for permanent employees, ten workstations for permanent management employees and working areas (TSWA). LEED Gold Certified. Design-Build Access Control Points; Fort Drum, NY and Fort Detrick, MD. Under a design-build contract, Merrick provided design services to provide Automated Installation Entry (AIE) system infrastructure for four Access Control Points (ACPs) at Fort Drum, New York and three ACPs at Fort Detrick, MD. The main goal of the design for access control points was to result in little or no delay under force protection conditions (FPCON) Bravo or greater. SOQ601 - 2014

TECHNICAL APPROACH TO DESIGN-BUILD Merrick’s 14 years of involvement in design-build projects with various construction contractors has allowed us to develop best practices to ensure successful project delivery. These include: ƒƒParticipation of team members in DBIA and other professional organizations to stay current on design-build issues and methodologies, latest codes and standards, and innovations in our field. ƒƒDeveloping long-term, multiple project relationships with construction contractors to create synergy and trust in executing design build projects. ƒƒUnderstanding that the construction contractor who holds the prime contract with the owner is our client. ƒƒProviding the best value technical solutions that meet the intent of the RFP while staying within budget and on schedule. ƒƒWorking together as a team to provide the owner a positive experience as well as a successful project. ƒƒUtilizing the strengths of the individual Design Build Team members: the construction contractor providing constructability reviews and continual construction cost estimating during design, and the design team providing timely responses to questions during construction. ƒƒParticipating in review and observation during construction in a timely manner. ƒƒUtilizing proven quality assurance procedures that include a design basis review, a discipline coordination review, an independent technical review, and constructability reviews throughout the design process with the construction contractor.

Design-Build Philosophy Merrick understands that our client is the prime contract holder, and that we must uphold the intent of the design-build RFP within the proposed budget. We have had the most success when the Construction Team has been continuously and integrally involved with the Design Team right from the start. Merrick understands the importance of meeting design deadlines and resolving issues in a timely manner; i.e., we understand how one minor structural change can affect hours/days of changes in the mechanical/electrical designs. Our intent is to foster an integrated team focus and provide consistency by sharing knowledge and by continually evaluating project issues. Merrick’s experience shows that to ensure the success of the design-build process, the team must be organized to maximize horizontal communications between all parties who have related roles and responsibilities. By communicating horizontally, time is saved and efficiency increased. Additionally, it is imperative that approvals and final direction move vertically, since these represent key, final decisions. Our intent is for the design-build team to continually conduct comprehensive design and constructability reviews throughout the design process. The purpose of these reviews is to eliminate ambiguity, identify details that will not meet performance or quality objectives, and assist the construction contractor in monitoring construction costs. By eliminating ambiguity, we gain clarity ensuring the documents are constructible within budget, and fully maintain the design intent of the RFP. These reviews also assist in coordinating the design among the various disciplines. Merrick continuously strives to improve through transparency in design and construction by building consensus between design and construction members of the Design-Build Team, and when possible, by collaborating with subcontractors to gain valuable experience through knowledge sharing, thereby increasing the understanding amongst the entire Design-Build Team. Through this type of continuous process improvement, our Team can execute the design-build project with better submittals that are approved the first time and with fewer delays in the field. Communication Communication and interaction within the whole team remains critical in the successful construction and timely completion of a design-build project. The full and open communication established during the design phase addresses the many challenges that typically arise during construction. Our communication during construction speeds resolution of those challenges, allowing the Construction Team to focus more on the construction activities related to schedule, quality and coordination. To that end, the Merrick design team will remain intact during the construction phases.

Execution Merrick’s execution approach includes working as a team in collaboration with the construction contractor to provide a high quality, technically sound design that will result in a successful construction project that will be a source of pride to all.

Table 2 shows a partial listing of Merrick’s design projects RECENT E X AMPLES OF DESIGN E XPERIENCE Merrick has extensive experience in the preparation of design-build RFPs. A sampling of our experience is provided below. Southern Command Facilities Design-Build RFP, Miami, FL. Merrick developed a Design/Build RFP for a building complex to support United States Southern Command (SOUTHCOM) and their collaborative partners. SOUTHCOM HQs Facility includes administrative space and support facilities for 2,883 personnel. The total programmed area is 630,000 SF. Required functional areas include: administrative office space, access control with security layering, business operations centers for collaborative planning, command/emergency operations center, conference center, sensitive compartmentalized information facilities (SCIF), computer server centers, and training areas. The facility also includes a medical clinic, physical fitness center, child development center, family service center, and a central mailroom. DB RFP Preparation for Consolidated Security Forces Operations Center Lackland AFB, TX. The $18 million facility was planned in two phases. The first phase of the project funded at $10 million houses the following major entities: Command, Operations, Supply & Mobility, Standardization and Evaluation. Features of the facility include: administrative offices, orderly room, Emergency Control Center (ECC), Base Defense Operations Center (BDOC), short-term Confinement cells, armory, guardmount, supply/issue & mobility, vehicle maintenance, Emergency Service Team (EST) room, and stray animal holding. The second phase of the CSFOC project, funded with an additional $8 million houses the following major entities and features: Installation Antiterrorism Office, Investigations, Training, and Plans & Programs Branch. Features include: classroom, administrative offices, Firearms Training Simulator (FATS) and Wing Combat Skills Training (WCST) room.

Joint Communications Squadron Element (JCSE), MacDill AFB, FL. Merrick prepared RFP documents for a new 77,000 SF Joint Communications Support Element (JCSE) Squadron Facility that serves as a central facility and houses four communication squadrons on the JCSE Campus at MacDill AFB, Florida. The structure is a secured state-of-the-art facility with space to support administrative, training, operations, planning, mobility processing, storage for combat and training gear, and other special purpose functions. Major features of the two-story JCSE Squadron Facility include ten first floor troop bays with industrial type work/training areas, a central common area through the center of the structure, a demonstration area located in the central common area, and outside covered areas for each troop bay. The second floor houses the administrative space for each squadron and includes private offices for the squadron commander and Sergeant Major, administrative staff offices, training classrooms, conference rooms with video teleconference (VTC) capabilities, J6 communications server room, operation planning rooms, etc. The facility was designed with multiple classification network including fiber optic network, point-of-present network and tactical equipment interface. RFP Preparation for Hardened COCOM Communications Facility, MacDill AFB, FL. Merrick prepared RFP documents for the hardened Consolidated Communications Facility (COCOM), and renovation of two facilities to relocate Communications Squadron functions and Family Support Center activities. The project supports the 6th Air Mobility Wing and its mission partners such as USCENTCOM, USSOCOM, and JCSE. Project Scoping and DB RFP Preparation of Military Barracks Building, Corpus Christi Army Depot, TX. Merrick led the project scoping conference and developed a DB RFP for the complete renovation of a 20,000 SF, two-story military barrack facility. The project scope included interior demolition and renovation, new fire protection system, new mechanical and electrical systems, new communication and new exterior doors and windows. Recruit Family In-processing & Information Center, Lackland AFB, TX. Design-build RFP for a $21 million, 70,000 SF facility and reception center that includes an auditorium, conference room, reception area, display area, paved formation area, and parking Dental Clinic Addition RFP Development, Fort Leonard Wood, MO. Merrick prepared a DB RFP for a $6 million, 7,000 SF addition to the dental clinic including new office spaces, examining rooms, and laboratories.

Special Operations Command Central (SOCCENT), MacDill AFB, FL. The Special Operations Command Central (SOCCENT) is responsible for planning special operations throughout the USCENTCOM area of responsibility (AOR); planning and conducting peacetime joint/combined special operations training exercises; and orchestrating command and control of peacetime and wartime special operations as directed. Merrick provided architecture and design services for the $17 Million, 55,000 SF facility that was designed to meet Department of Defense (DoD) SCIF standards with numerous internal areas constructed per Controlled Area (CA) requirements and with raised access floor. Airmen Training Complex, Lackland AFB, Texas Merrick provided multi-disciplinary design services for four $60 million, 260,000+ SF dormitories to support the Airmen Training Complex, East Campus at Lackland AFB. Each facility will house a Basic Military Training Squadron including dormitory and administrative space. Each project is designed to accommodate 1,248 recruits; 48 recruits per flight, 24 flights per squadron with 4 reserve bed spaces per flight in order to address surges, gender separation and injured recruits. The facilities are four stories plus a mechanical mezzanine level and a utility crawl space. Floors two through four house eight dormitories per floor, each containing one flight of up to 52 airmen with day rooms, toilet, shower rooms, office and storage per dorm. Dining/Classroom Facilities, Lackland AFB, TX. Merrick provided comprehensive design services for two dining/classroom facilities at Lackland AFB, TX. The dining/classroom facilities house a dining facility and a full-service kitchen on the ground floor. Floors two and three of the DCF include 16 classrooms, each with a capacity of 120 students. The building has the capacity to simultaneously seat 674 trainees in the dining room and to simultaneously instruct 1920 trainees. Classrooms are efficient including features such as tiered seating for optimal visibility, excellent acoustical control, projection systems, and student data connection capability. The project incorporates AT/FP requirements including required standoffs, opening reinforcement, and safety glazing. Unit Operations Facility, Fort Campbell, KY. Merrick & Company provided multidisciplinary design services for the $24 Million 716th MP COF, a 4-company COF with detached two-story Administration Module and Covered Hardstand. The administration building was designed with a unique covered entry over the main entrance to further underline the individualism of each administration building and their unit identity. Interior spaces include offices, conference rooms, mechanical rooms, latrines with showers. The interior arrangement provides executive office suites for all the companies with the majority of platoon offices located on the mezzanine in the readiness buildings.
