SPECIFIC PROCUREMENT NOTICE – IT CONSULTING SERVICES Procurement type: Title: Deadline:

Consulting Services Invitation for Express of Interest of IT Consulting Firms January 8, 2017

The Asian Infrastructure Investment Bank (AIIB) now invites Expression of Interest (EOI) from qualified IT consulting firms, for consideration by AIIB in determining a shortlist of firms.

Shortlisted consulting firms will then be invited to participate in tendering for a Frame Agreement of IT projects. Tendering of the first consulting service is envisaged for the first quarter of 2017.

Depending on the number of the EOIs received and the qualifications of the firms, the shortlist may be adjusted as needed, and AIIB may or may not shortlist all firms who have submitted EOIs.

Consulting firms should submit all related documents as required under Annex A and B to the following authorized representative, before 5:00 PM, 8th January 2017 (Beijing time).

Annex A: Terms of Reference 1. Introduction

The Bank intends to tap on valuable external expertise within the established professional consulting firms to ensure the timely implementation of IT projects. The consulting firm’s concrete input for each project will be defined by the Bank in accordance with the specific needs and requirements of the project itself. Subject to project-specific requirements, the following tasks and responsibilities are envisaged: (1) Business requirement analysis and management

• The focus business domain includes investment management, loan process management, financial operation, treasury, accounting, payment, trade management, budget & planning, involved party management, risk management, legal, corporate secretary, project procurement and corporate procurement, human resource, etc. • Analyse and documents business processes, scenarios, and information flow • Support development of business cases for IT projects • Ensure strategic business goals are documented • Evaluate urgent business requirement, define, analyse and confirm business requirement. • Define business & technical requirement management principles, standard, processes and templates. • Set up and manage unified business & technical requirement baseline, conduct requirement change management. • Assist AIIB to conduct feasibility studies to evaluate solutions available on the market based on AIIB’s architecture design principle, requirement management principles and technical standards • Work with project management office and implementation service providers to trace, evaluate and ensure requirement realization during implementation.

(2) Enterprise architecture design and governance

•The domain includes but not limit to business and application architecture, information/data architecture, technical architecture, and security architecture. • Develop solution architecture to align with business requirements

• Define architecture governance policies, standards, and guidelines • Manage the domain’s architecture governance process • Conduct impact analyses with support from domain architects and supports development of business cases for IT projects • Analyse business processes, scenarios, and information flow, develop application architecture, recommend tools and standards to be used in development of, work with project management office to ensure no deviation between the architecture design and project implementation • Performs an active role in identifying need for and evaluating emerging technologies • Analyse, recommend and document system environments, including networks, operating systems, servers, middleware, etc. • Analyse and document business information (logical and physical) and associated relationships • Recommend data architecture based on information use and requirements • Ensure data standards are adhered to • Oversee and document IT security aspects of the enterprise architecture, including vulnerability assessment, design, access, and authentication • Define temporary solution for urgent business requirement • Evaluate and approve individual system solution and architectures

(3) Project management office

• Build up a common set of practices, principles and templates for managing projects • Ensure standardization and integration across projects • Capture and prioritize project requests, coordinate domain experts to identify solutions available on the market • Manage a group of IT projects from a financial, organizational, and schedule perspective • Conduct unified risk & issue management and facilitate issue resolution and decision making • Conduct quality assurance management

For each individual project, specific terms of reference will be prepared and used as the basis of formal competitive tendering among shortlisted consulting firms.

The consulting services shall be rendered by a team of experienced and qualified experts. All experts shall have a proven track record in financial industry. The experts shall be backed by an expert pool available at the consulting firm’s home office.

To ensure timely engagement of the necessary consulting services for each individual project, the respective tender will follow a simplified competitive procedure based on project-specificterms of reference.

Please note that applying consulting firms are not recommended to associate with other firms in the form of an association or consortium to enhance their qualifications. 2. Instructions for Express of Interest

2.1 General The consulting services shall be provided by a consulting firm that is familiar with the broad spectrum of advanced, modern technologies as well as with the relevant implementation experience of financial institutions. Only firms with substantial knowledge and proven skills covering the following profile will be considered:

• Sound experience in providing IT consulting service for various business areas of global financial institutions (e.g. investment operation, loan disbursement, treasury, etc.) • Knowledge of various technical options/solutions;

2.2 EOI Documents

Intended firms are requested to present EOI documents in English. The documents shall substantiate their experiences, key staff resources and general ability to perform the consulting services required as well as their global financial industry knowledge as illustrated below.

The EOIs shall have the following structure and content and shall be presented in the same sequence as shown below:

Cover Letter, comprising the consulting firm’s name, address, contact person, telephone, fax and email; Presentation(s) of the firm (maximum 10 pages), including clear and brief statements of type, references and experiences if applicable. Statements and Declarations:

a) Declaration of submitting a proposal in case of being short-listed; this declaration shall be valid for a period of one years as of notification of shortlisting.

List of project references of the firm covering the last five years and strictly related to the envisaged consulting services demonstrating in-depth knowledge in global financial industry or multilateral development banks. List of expert pool, format in Annex B, with information about their expertise and experience. This list shall allow a profound judgement on the consulting firm’s general ability to provide the required personnel having the specific experience for the project in case of an offer.

Interested consulting firms are requested to submit concise, clear and comprehensive documents which adhere to the above structure.
