Parks & Recreation Activity Enrollment 3 REGISTRATION DATES

ADDITIONAL INFORMATION

Residents of Shelby Township and Utica - REGISTER NOW! Unless otherwise noted, enrollment from residents using any of the methods listed will be processed upon receipt.

Event Reservations - Any reservations not made in person will be assessed a $2 mailing fee per family unless a receipt can be e-mailed. This does not apply to class enrollment. Event reservations are not available on-line.

Non-Residents - Beginning WEDNESDAY, NOVEMBER 6, enrollments from non-residents will be processed according to date received. Non-residents must add $7 for each activity unless description denotes a different fee.

Enrollment Confirmation - Walk-in enrollment is confirmed at the time of registration. A receipt will be e-mailed for any enrollment not taken in person if an e-mail address is provided.

ACTIVITY REGISTRATION

Walk-in - Registrations are taken IN PERSON at the PRM Office. It is not necessary to complete a form for walk-in enrollment. Payment can be made by cash, check, VISA, MasterCard or money order. Mail-In - Please complete and sign the REGISTRATION FORM on the next page and include it with your check. Do not mail cash. On-Line - Enroll for most classes and activities by visiting the Parks, Recreation and Maintenance Department page of the Shelby Township website: www.shelbytwp.org. Look for the registration link in the left column and follow the prompts. Event and facility reservations and ticket sales are not available on-line. Fax-In - COMPLETE THE REGISTRATION FORM on the next page and fax it to 586-726-7228 with your VISA or MasterCard payment only. You may request confirmation of receipt on your fax form. Phone-In - PHONE the Parks, Recreation and Maintenance Department at 586-731-0300 to enroll using your VISA or MasterCard for payment. A receipt will be e-mailed to any household that has an e-mail address on file; otherwise your credit card bill is confirmation of your enrollment. Drop-Box - Please place your completed REGISTRATION FORM in an envelope with payment. DO NOT deposit cash. The drop box is located next to the entrance door at the PRM Department and is accessible 24/7.

DEPARTMENT POLICIES

Anti-Discrimination - The Parks, Recreation & Maintenance Department does not discriminate on the basis of race, color, national origin, sex, religion, age, gender identity, expression of sexual orientation, or disabled status in the employment of or the provision of services. Insurance - While the Parks, Recreation & Maintenance Department is committed to the safety of all of its participants, it takes no responsibility for personal injuries or loss of personal property while using township facilities or participating in activities. It is recommended that anyone enrolled in a program or using the facilities make provisions to provide adequate coverage with their own insurance program. Photo Policy - The Parks, Recreation and Maintenance Department frequently takes photos or video images of event and activity participants, visitors to our parks, and persons utilizing our facilities. These photos and video images are the sole property of the Department and may be used for promotional and marketing purposes at its discretion.

PRM Department & Nature Center Refunds

 Refunds for most classes will be honored if the request is made before a class meets for the second time.  See league information for refund deadline dates, fees and policies for our athletic leagues.  Refunds for 1-day events or classes, camps or programs that meet for consecutive days must be requested at least five business days prior to the scheduled date.  $7 per enrollment will be deducted from refunds for processing unless description denotes a different fee.  A check will be mailed 3-4 weeks from date of request for cash and check transactions.  Your card will be credited for VISA or MasterCard refunds.  Refunds will not be issued for any fee of $7 or less.  No partial refunds can be issued. Check Return Policy - Any check returned for non-sufficient funds, or for any other reason will be subject to a processing fee payable before further participation or registration. Cancellations - Shelby Township PRM reserves the right to cancel an activity or program due to lack of enrollment or other circumstances beyond its control. If a cancellation is necessary, enrollees will be contacted by phone and a full refund will be processed. Senior Discount - Enrollees age 65 or older are eligible for a 10% discount on their class enrollment upon request at the time of registration. If applicable, the discount is taken after the non-resident fee is added. A senior discount is not available for facility, park or event reservations. Notice to Students - Instructors and/or staff members are not permitted to sell any product, service, or espouse any spiritual or religious activity while performing duties as an instructor or facility member for the Charter Township of Shelby. Said employees must state their occupation and commercial role at the first class meeting. In addition, literature with commercial content and/or business cards may be made available to students only upon the student’s request. The Charter Township of Shelby, its Parks, Recreation and Maintenance Department and its staff are not responsible for any activities that may take place inside or outside the classroom or off township properties.

PRM Mission Statement The Shelby Township Parks, Recreation and Maintenance Department staff has made it their mission to provide organized sports, and progressive leisure, cultural and educational programs, as well as to protect our natural resources and offer outdoor recreational opportunities to members of the community in a safe, healthy, and enjoyable environment. Register for Activities On-line! You can enjoy the convenience of enrolling for classes from your computer. Just visit Shelby Township’s website: www.shelbytwp.org, then from the “Departments” tab go to the Parks, Recreation and Maintenance Department, click on the link for on-line registration and follow the prompts - any time - day or night! IF YOU HAVE NOT previously done business with us you will need to call us first to be placed into the system. After that you can log on and enroll at your leisure. IF YOU HAVE previously done business with us you are most likely already in the system. Just use your Household ID Number/User Name found on the top left portion of your receipt under the payment date (or call us) to log on. Your phone number, including area code, is your password the first time you log on - after that you’ll be prompted to choose your own password. 6 Parks & Recreation News and Information Greetings from the Director Dear Residents: As autumn turns to winter, and falling leaves turn to falling snow, the parks in Shelby Township provide outstanding opportunities for area residents to enjoy a wide variety of outdoor recreational experiences. From athletic fields to picnic shelters to miles of trails, the Shelby Township park system has something for every outdoor enthusiast. We here at the Parks, Recreation and Maintenance Department are excited to have a beautiful addition to our park system. The newly developed Chief Gene Shepherd Park located on 23 Mile Road east of Dequindre is near completion. Dedicated in memory of the late Fire Chief, this park features a firefighter themed tot lot, soccer fields, horse shoe pits, and bocce ball, tennis and volleyball courts, as well as an asphalt pathway and a pavilion. We anticipate Chief Gene Shepherd Park to be a popular place for all ages to enjoy. Shelby Township has an extensive trail system that our maintenance crew continues to groom and maintain. We’re also working with Macomb County and some local organizations to develop more trails that will connect to existing ones. Soon hikers, bikers, runners and walkers can go the distance from one community to the next via the River Bends Park/Macomb Orchard Trail Pathway. Held in August, the 30th annual Shelby Township Art Fair was our largest attended event in quite some time. We’re proud of our crew and the Art Fair Committee for working together to provide a great family oriented community event. Plans will soon be underway for the 2014 Fair. Also this summer Shelby Township was chosen as a host community for an installation of The Detroit Institute of Art’s Inside|Out Project. Six specially made reproductions of classic art from the DIA were displayed outdoors on township properties for three months. Funding from this project came at absolutely no cost to the taxpayers, as it is part of a grant to the DIA from the Knight Foundation. This fall we hosted several seasonal events and activities such as the Halloween Spooktacular at River Bends Park, the Haunted Nature Center, and Fall Color Wagon Rides. This winter we’ll be celebrating the holidays with Shelby Aglow, Breakfast with Santa and Friends, Dinner with Santa, and more. You’ll find information about these events and others inside this edition. Here at Shelby Township Parks and Recreation we follow the Michigan Recreation and Parks Association motto: “We Create Community through People, Parks and Programs”. It is our wish to provide the residents of Shelby Township with recreational opportunities that they can share with family, friends, and neighbors. Parks & Recreation News and Information 7 Heritage Gardens Reservations

The picturesque Heritage Gardens located on the Shelby Township Municipal Grounds makes a beautiful setting to hold your outdoor wedding. You may also reserve time for wedding or family photos. The gardens are surrounded by ornate wrought iron fencing and maintained by members of the Shelby Gardeners Club and the Parks, Recreation and Maintenance Department. Amenities include a 10 foot gazebo in a gated formal garden area adjacent to a 2 ½ acre spring-fed lake, and a brick walkway leading from the rear of the municipal building to the gazebo.

Park Pavilion Rentals

Looking for a great outdoor location for a grad party, family reunion, company picnic, birthday party or other get-together? River Bends Park, located on the south side of 22 Mile Road between Shelby and Ryan Roads, has 3 pavilions that can accommodate up to 180 persons each, and you can reserve one for your special occasion. Shelters are equipped with 9 picnic tables, electrical outlets, single barbeque grills, access to water, restrooms, a playground area, sand volleyball courts (net is up, but you provide ball), and horseshoe pits (you provide horseshoes). There is no vehicle fee to enter this park, but a fee is charged to reserve a pavilion. Mapleview Shelter rents for $110, and Bittersweet and Hickory Grove Shelters rent for $170 for the day to Shelby and Utica residents. Non-residents add $30 to their rental fee. A smaller shelter located in Woodall Neighborhood Park is also available for rent. This shelter accommodates up to 60 people and rents for $100 for residents and $130 for non-residents. Amenities include 6 picnic tables, a single barbeque grill, water in restrooms only, and electricity. Woodall Park is located on River Bends Drive, east of Ryan Road between Auburn and 22 Mile Roads.

Reservations are accepted on an hourly basis for a fee of $35 for residents or $110 for non-residents. • There is a two hour minimum for wedding ceremony reservations. • A maximum of ten chairs may be placed in the Gardens for those who may not be able to stand throughout a ceremony. • Wedding parties may bring their own chairs or choose to rent our white stacking chairs for $5 each. The Garden Attendant will set up and remove our rented chairs. • Reservations will be accepted up to one year (by the month) in advance in person or by phone. PLEASE NOTE! Photographers or other professionals that use the Gardens for paid services are encouraged to make a reservation with the Parks & Recreation Department. The reservation fees collected offset operating and maintenance costs. Reservations also allow for exclusive use of the Gardens area and assure that the gates will not be locked during the time reserved.

The shelter at Mae Stecker Park can accommodate 25-30 and has limited availability for rental. There is a playscape, ball diamonds, and volleyball courts nearby. Basketball and tennis courts are located at the other end of the park. Mae Stecker Park is located on the south side of 24 Mile Road, east of Van Dyke and the shelter rents for $50 for residents and $80 for non-residents. Reservations for up to one year in advance (by the month) will be accepted in person or by phone. Shelby Community Center Room Rentals

Weddings at Historic Hope Chapel

Classroom type room (20-30 person capacity) $25/hour resident, $35/hour non-resident

Are you recently engaged to be married? Shelby Township’s Historic Hope Chapel located on the Shelby Township Municipal Grounds may be the perfect setting to take your vows in front of up to 80 guests. • Reservations will be accepted by the Parks, Recreation and Maintenance Department for up to one year (by the month) in advance. • Fridays, Saturdays and Sundays are available for weddings with Thursdays reserved for rehearsals. • The fee is $335 for Shelby and Utica residents or $435 for non-residents for a 2 ½ hour time block and a one-hour rehearsal (must reserve time). • The wedding party is responsible for contracting its own clergy or officiant to perform the ceremony.

Need a room for a business or organization meeting? Are you planning a birthday party or shower and need a space larger than your home can provide? We can provide rooms, complete with tables and chairs for up to 100 people at the Shelby Community Center Monday through Thursday from 5:00 to 9:00 pm and during limited times on Saturday and Sunday. Available dates are also limited. Please note that the kitchen is not available and no alcohol is permitted on the premises. Call 586-731-0300 for more information.

Our sponsors play an important role in the success of our annual free or low cost family events and youth athletic leagues. Their support helps to purchase supplies and offset necessary operating costs. There are four support levels that offer a variety of benefits. They are as follows: Platinum Partner Sponsor - Monetary contribution of $1,000 and up for one event Gold Level Sponsor - Monetary contribution of $500-999 for one event Silver Level Sponsor - Monetary contribution of $250-499 for one event Bronze Level Sponsor - Monetary contribution of $100-249 or goods or services donated to one event

Lost and Found Cancellations Due to Inclement Weather

When the weather calls for enough rain or snow to cancel games, practices or classes, the Parks, Recreation and Maintenance Department will place a phone message at 586-726-4556 and post it on the Parks and Recreation section of Shelby Township’s website www.shelbytwp. org/departments/prm and on our Facebook page. Please check them before phoning the Parks, Recreation and Maintenance Department.

Found items from our parks, events, and games typically end up at the Parks, Recreation and Maintenance Department. Items will be tagged with where and when they were found, and when possible we will contact the owner to let them know we have the item they lost. • All lost and found items will be kept for 30 days at which time they will either be disposed of or given to a local charity. • If you have found an item in one of our parks or facilities, please drop it off at the Parks, Recreation and Maintenance Department so we may attempt to find the owner. • If you have lost an item, please call or e-mail us with a description and we’ll keep an eye out for it.

Feed the Need

Join the Shelby Parks, Recreation and Maintenance Department in our mission to help our neighbors in need this winter. During the months of November and December we’ll be collecting non-perishable food items at the Parks, Recreation and Maintenance Department and at all of our holiday events. Collected items will be distributed locally to those in need through the Shelby Township Lions Club Holiday Food Basket Program. If you have extra, please be generous. You must successfully complete a snowmobile safety course if you are at least 12 but less than 17 years of age without direct supervision of a person 21 years of age or older possessing a valid snowmobile safety certificate. Snowmobilers may not cross a highway or street without immediate certificate proof. There are countless hazards associated with operating a snowmobile and training is a crucial factor in safe, responsible snowmobile operation. Did you know that the Senior Center operates four buses every day Monday through Friday? We are fortunate to partner with Smart and provide community transit for seniors or residents with disabilities that reside in Shelby or Utica and are members of the Senior Center. Uti For medical appointments we travel north to 27 mile, south to 18 mile, east to Romeo Plank and west to Livernois. For shopping we stay within Shelby and Utica. Bus tickets are 50 cents each way. Contact the Senior Center anytime, Monday through Friday from 8:30 am to 5:00 pm. Please note that we need two weeks advance notice for medical appointments and one week advance notice for personal appointments.

To participate in Senior Activities you must be a registered member of the Shelby Senior Center. Membership must be renewed every year and the cost is $3 for residents of Shelby Township and the City of Utica, and $4 for nonresidents. The monies collected are used to offset the cost of publishing the Senior Newsletter. Membership is required for all programs.

Choosing Exotic Pets Carefully Every year Shadbush Nature Center, (and likely most nature centers), receives a large number of calls seeking adoption for various kinds of exotic pets. While we would like to help these callers we often cannot. We have a full set of animals that we teach with and rarely do we know of someone who would be willing to take an exotic. By their very definition, exotics are not from here and therefore may not be released into the wild. When released, most exotics would not survive – meaning they would likely meet a harsh death, but worse, some might live and even reproduce causing terrible problems for native wildlife. Some folks, to placate sensitive owners, say that the animal will be happier in the wild but Michigan is not its natural habitat. Only native caught pets can be released back into the wild at appropriate locations and at appropriate times, without fear of negative impacts on the animal or the environment.

Even when owners want to keep their pets they find many exotics to be difficult to keep healthy or even to keep alive. Many visitors start stories with “we used to have a pet… but it died”. Most people are able to successfully keep dogs and cats in good health but when it comes to reptiles or amphibians, they are much less successful. We often advise people to do their homework before buying an exotic so that it can be kept in the best of health and provide them with a positive pet experience. But even when pets appear healthy there are often other considerations. Turtles, properly cared for, live from 40 to over 100 years and Iguanas kept in captivity rarely develop correct bone structure. These are just two things that some folks don’t realize when choosing pets. One aspect of getting a pet is to plan for keeping it throughout its life because “re-homing” it can be very difficult. Sometimes people try a pet once, find out how much work it is to care for, and forgo getting another pet of that kind. They learn from the first experience but often at the expense of the animal. Another common mistake we see is that sometimes parents buy pets for children that are too young or inexperienced to properly care for them. The pet suffers and sometimes dies from the neglect or within a very short time a parent is caring for the pet – often unwillingly. While we have knowledge of basic care of some exotics, we are by no means

qualified to substitute as a veterinarian when people call with questions. Even veterinarians vary in regards to their specialties and it is wise to check out whether a vet is available in your area for the kind of animal you are considering. You may even want to check out the cost of treating that kind of animal because the cost of medical care for pets has increased significantly in recent years. Some people respond to children’s requests for non-traditional pets by capturing one from the wild, holding it for a few weeks, and releasing it into the wild. This is often a good idea but be certain of the wild animal’s identity. Occasionally in Michigan there are encounters with venomous animals either native or non-natives released by someone else. So be careful. A garter snake can be a good short-term pet. It eats earth worms, does not need extra heat, and can be kept in a 10 gallon tank that is cleaned as needed, snake feces is very stinky. Lots of folks have said when visiting BurgessShadbush that they come out to the center to share our animals with their children or grandchildren. Some visitors even help us maintain them here for the public by adopting them for a year – in honor of the child or children involved. We welcome these adoptions and strive to make visits to the center rewarding for our visitors as time allows.

Adopt a Critter

Why not adopt one of our critters in honor of someone you know? Your name and the name of a person or a business will go on the animal’s aquarium for the year. Adoptions are $40 for larger animals and $20 for smaller critters. Some animals will require more than one adoption fee to pay for its care for the entire year. General donations are also welcome to fund an occasional trip to the vet or other special care situations. Thanks for supporting the critters at Burgess-Shadbush and those that enjoy seeing them.

The Nature Center is in need of the following ng items for craft projects: seeds (all kinds), yarnn (all colors), nuts (all kinds), beads (all types), pine cones, pom-poms (all sizes & colors), and dried flowers and other dried decorative plants.

The Friends of Shadbush welcome donations ns of used books (not paperback novels) for resale. The Friends help with a number of projects here at the center and the sale of books help. Our count totals will be added to the Macomb County Audubon Society’s annual Christmas Bird Count held that day.

Nature Night

What a great way to spend a Friday evening! Come out and visit the Nature Center, see our critters, walk our trails, or participate in programs designed for fun as well as for learning. Pre-registration not required – walk-ins welcome. Programs typically begin at 7:00pm and are held only on dates listed below. There is no cost for Nature Nights but donations are welcome. Campfire Cookout and Free Family Fun Night usually includes a cookout and short walk or nature activity. Weatherpermitting, these programs start at 6:15pm. Please call in advance if you want to know if weather will affect any event. Skunk Cabbage Trek #332450-A3 Sat Mar 22 1:00-3:00pm Each year presents a challenge to find the first wildflower of the year and Skunk Cabbage always wins. We will look for this strange flower that literally melts away some of winter’s snow and ice in lowlands and along streams. Bring your camera and dress for the weather. Winter Outing #332450-A1 Sat Jan 18 1:00-3:00pm Our park “north” of the Clinton River, on the 22 Mile Road side offers miles of trails and abundant opportunities for encountering wildlife. Meet at the nature center prior to the walk. Fee: $2 Adults and children ages 4 and up.

Spring Wildflower Walk #332450-A4 Sat Apr 26 1:00-3:00pm Wild spring flowers only bloom for a short time but provide some of the most memorable events of the season. Because they are weather dependent, we cannot predict which species will be in bloom, but Trillium, Spring Beauty, Round-lobed Hepatica, Blood Root and Skunk Cabbage are possible sightings for this walk. Fee: $2 per person age 4 and up.

Winter Hike and Cookout #332450-A2 Sat Feb 1 Noon-3:00pm We’ll have lunch from Noon to 1:00 pm the hike one of our favorite trails to look for signs of winter wildlife. Bring hot dogs, your drink, chips, etc., and enjoy a winter cookout and a marshmallow roast around the fire. Preregistration is appreciated but “walk-ins” are very welcome. Be sure to dress for the weather, and bring walking sticks or ski poles, binoculars, and cameras. Fee: $2 Adults and children ages 4 and up.

Home School Programs – now on Wednesdays!

Home School programs are held on the first Wednesday of each month, or later in the month when the center’s schedule conflicts, starting in November. Programs are available for any child age 4 and up and cover a variety of natural science, heritage, and outdoor topics. Younger non-participating siblings are welcome. Preregistration is encouraged but walk-ins are welcome. Cost is $3 per participating child. We will make a track cast and weather permitting, go out to track some of the park’s many wild mammals. Michigan Mammals #212845-D1 Wed Mar 5 1:30pm-3:30pm We’ll provide an introduction to Michigan Mammals and a sample quiz. Parents are welcome to help children and learn about this important topic. All Scout Groups Welcome

Burgess-Shadbush Nature Center is pleased to announce that individual scout groups are welcome to schedule programs with us. Call or email us for a listing of topics that we offer. You may choose a badge or achievement that is nature related or come out for a general topic.

You can hold a special birthday party at BurgessssShadbush Nature Center for your child. The party can include a chance to touch, hold, andd be photographed with some of our live animals.s. It also includes our popular nature walk (weatherr permitting). Your reservation will include the use of our Multi-use Room for 4 hours. This room holds about 24 total adults and children. You bring decorations, food, table covers, cake, and party favors. Parties are available on select days, (typically Saturday or Sunday afternoons), when other Nature Center events don’t conflict. The fee is $120 for Shelby residents and $145 for non-residents. The reservation is confirmed when payment is made. You can register in person at the center with cash or check. Boy Scouts, Girl Scouts, and all other scout groups are welcome to attend our other scheduled events but please notify us in advance. At least one scout leader is required for each event. The Shelby Township Library Welcomes New Director, Dale Parus Dale has served the last twelve years as director of the Harper Woods Library, and previously worked as the assistant library director in New Baltimore. In his vision for the Shelby Township Library Dale states: “The modern library is a place for people to access information, become inspired and improve the quality of their lives in countless ways. Books and reading are still the important core mission of the library, but there are so many new ways that the library can help its residents on a daily basis. I believe that if a community values this new version of the public library, then it has the ability to transform lives.” Besides intellectual pursuits like solving the New York Times crosswords, Dale’s hobbies include backpacking, hiking, kayaking, bowling and cooking.

A MedReturn drug collection unit has been installed at the Shelby Twp Police Department for the public to discard prescription medications in a safe and environmentally-friendly manner. It is available 24 hours a day in the lobby of the police station. Citizens Police Academy The Shelby Township Police Department has found that education is most effective in gaining understanding and support from the community. The Citizens Police Academy offers citizens insight into how police officers perform their duties and how the Shelby Township Police Department serves the community. Introduced in 2010, this program is held twice a year (spring and fall). Instruction consists of a 2.5-hour class held once a week for six weeks from 6:30 to 9:00 p.m. This instruction is comprehensive, covering two different areas of police service each week. Certified police officers, supervisors, and civilian instructors with particular expertise will conduct each topic. More information, as well as a link to the application and turn-in deadline, can be found on the Shelby Township web site. Applications may also be picked up at the front desk of the Police Department and turned in any time, as they will be kept on file.

It takes about four to six (4-6) weeks to get your passport, unless you choose to “expedite” the process, in which case you may receive your passport in two to three (2-3) weeks. A passport costs $135 for an adult and $105 for a child under 16 years old. The fee to “expedite” your passport is an additional $60 each. Your passport will expire in ten (10) years for an adult, and five (5) years for a child. If you wish to obtain a passport for a child, you may want to call our office as there are special rules for obtaining a passport for a minor.

FLOOD HAZARD AREAS

FLOODPLAIN PERMIT REQUIREMENTS

Portions of Shelby Township are encumbered by the 100-year floodplain. The areas that are most susceptible to flooding are along the Main and Middle Branch of the Clinton River. Smaller floodplain areas exist proximate to the Harris, Longstaff, Decker, Dunn and Bannister Drains. Of course, any drain, stream, river or other body of water in the township poses a flooding risk.

All development within the 100-year floodplain (not just construction of buildings, but filling, excavation, fences, etc.) is required to obtain a permit from the Shelby Township Building Department. Other state and local permits may be applicable too. Applications must be made prior to doing any work in a floodplain area. Please contact the Building Department to receive all the information you will need in order to properly develop in the floodplain at (586) 731-5969. You may report any unlawful development activities to the above number as well.

Information on whether your property is in the 100-year floodplain can be obtained by coming into the Charter Township of Shelby Building Department and having a Building Inspector assist you with floodplain maps. The township keeps records of elevation certificates for public view. Maps can also be reviewed online at www.fema.gov or by visiting the Building Department portion of the township website at www.shelbytwp.org to access the link. FLOOD SAFETY The following common sense guidelines can help you from the dangers of flooding:  Do not drive through a flooded area. More people drown in cars than anywhere else. Do not drive around barriers.  Do not walk through flowing water. Currents can be deceptive. Six inches of water can knock you off your feet.  Stay away from power lines and electrical wires. If your house is about to be flooded, turn off the power at the service box. Electrical current can travel through water. Electrocution is the 2nd leading cause of death during floods.  Be alert to gas leaks. Turn off the gas to your house before it floods. If you smell gas, please report it to a Township official or your gas company. Do not use candles, lanterns or open flames if you smell gas or are unsure if your gas has been shut off.  Keep children away from the flood waters, ditches, culverts and storm drains. Flood waters can carry unimaginable items that have dislodged themselves. Culverts may suck smaller people into them rendering them helpless.  Clean everything that has been wet. Flood water will be contaminated with sewage and other chemicals which pose severe health threats.  Look out for animals, especially snakes. Small animals that have been flooded out of their home may seek shelter in yours.  Do not use gas engines, such as generators, or charcoal fires indoors during power outages. Carbon monoxide exhaust can pose serious health hazards.

PROPERTY PROTECTION MEASURES If your property is susceptible to flooding, there are many flood damage reduction measures you can employ.  Watertight seals can be applied to brick and block walls to protect against low-level flooding.  Utilities such as heating and air conditioning systems, water heaters and other major appliances can be elevated to higher floors in the structure or on raised platforms.  Temporary measures such as moving furniture and other valuables to higher floors or sandbagging exterior openings will also help.  Elevating or relocating the entire structure may also be a feasible option.

SUBSTANTIAL IMPROVEMENT/DAMAGE For buildings within regulated floodplains, the National Flood Insurance Program requires that if the cost of improvements to a building or the cost to repair damages (from any cause) exceeds 50% of the market value of the building (excluding land value), the entire building must be brought up to current floodplain management standards. Building improvement projects include exterior and interior remodeling, rehabilitation, additions and repair and reconstruction projects. FLOOD INSURANCE If you do not have flood insurance, talk to your insurance agent. Most homeowner’s insurance policies do not cover damage from floods. Flood insurance is only available to participating communities in the National Flood Insurance Program (NFIP), such as Shelby Township. Our commitment to floodplain management helps to minimize flood hazards and enables us to be a part of the NFIP. Additionally, because Shelby Township participates in the Federal Emergency Management Agency’s Community Rating System program, flood insurance premiums are discounted. Be sure to check your policy to ensure you have adequate coverage. Usually these policies cover the building structure, but not the contents. Contents coverage can also be obtained by asking. There is a 30-day waiting period before flood insurance coverage becomes effective. Plan ahead; do not wait until a flood is predicted before purchasing flood insurance. If you are building within a floodplain, the purchase of flood insurance is mandatory if using a federally regulated/insured bank for a loan.

NATURAL & BENEFICIAL FUNCTIONS Floodplains play a valuable role in providing natural and beneficial functions to the area around, and including, Shelby Township. Floodplains that are relatively undisturbed provide a wide range of benefits to both human and natural systems. These benefits provide aesthetic pleasure as well as function to provide active processes such as filtering nutrients. Significant areas in Shelby Township’s River Bends and Holland Ponds Parks are located within floodplain associated with the Clinton River. Both enhance waterfowl, fish and other wildlife habitats and provide feeding/breeding grounds. And lastly, such floodplain areas provide natural erosion control and open space so further flooding damage does not occur.

DRAINAGE SYSTEM MAINTENANCE

As simple as it may sound, simply keeping smaller ditches and streams free of debris can dramatically improve the run-off capacity of low-lying areas, as well as greatly reduce the occurrence blockage that significantly contributes to flooding. It is illegal to dump materials into a required waterway and violators may be fined. If you see someone in the act of dumping in one of our watercourses, please report it to the Shelby Township Building Department at (586) 731-5969 or the Macomb County Public Works Offices at (586) 469-5327.

Common Ordinance Violations WEEDS/GRASS ORDINANCE

During the summer months, the Ordinance Department receives numerous complaints about the height of weeds/grass in the Township. The Shelby Township Weed Ordinance falls under Section 74-92. This is a reminder that the following rules apply: 1. On any property that has a home or a commercial building, weeds/grass are not permitted to grow to a height exceeding 6 inches. If the parcel is unimproved or is under construction, the height is 10 inches. 2. On any parcel that is 3 or more acres of vacant land, weeds/grass are not permitted to grow to a height exceeding 10 inches within 30 feet of the road right-of-way. BOATS/CAMPERS/TRAILERS/RECREATIONAL VEHICLES These items are not permitted to be parked/stored forward of the front building line of any property and are required to be five feet from any structure and/ or property line. Storage of commercial trailers in a residential area is also prohibited. If you are planning on having these items in your driveway, please call our office at 586-726-7248 and let us know. We will more than happy to allow these items for a short period of time.

SOLID WASTE/YARD WASTE Solid waste/trash/yard waste is not allowed to be put at curbside prior to 5:30 pm the night before scheduled pick-up. Yard waste pick-up is the first week in April through November. You may call Rizzo Services at 1-866-772-8900 for specific guidelines or with any questions regarding solid waste disposal. UNLICENSED OR INOPERABLE MOTOR VEHICLES No motor vehicle shall be kept or stored in any zoning district, unless it shall be in operating condition and properly licensed or located inside a building. The only exception to this provision shall be licensed auto dealers or another approved use. BLIGHT Shelby Township ordinances prohibit the accumulation of junk, cast-off materials, junk automobiles and other debris. It also prohibits the storage of building materials except with a valid alid building permit and the materials are intended for use on the property. COMPOST PILES Shelby Township ordinance allowss for a compost pile however the compost st pile shall be maintained so as to prevent nt the attraction or harborage of rodents and so as to prevent anaerobic conditions.

The Shelby Township Department of Public Works building is located at 6333 Twenty Three Mile Road, between Van Dyke and Mound, behind Shelby Township Fire Station No. 1 Thank you to our customers for the opportunity to provide service to your homes and businesses. The following is information we hope you will find helpful.

Water Bills Water bills are mailed quarterly and may be paid by mail, at the DPW Office, or at the Treasurer’s Office (52700 Van Dyke). Twenty-four hour drop boxes are available in front of the DPW building and at the 24 Mile Road entrance to the Municipal Building. Please do not put cash into the drop boxes. For the convenience of our customers, we have three ways to pay your water and sewer bills:  Cash or check made payable to “Shelby Township DPW”. Please include your barcoded payment stub and/or account number with your payment to insure that credit is given to the correct account and to avoid a delay in processing.  Automatic bill payment - customers authorize the DPW to have their payment electronically withdrawn from their checking or savings account.  Credit card payments may be made by phone at 800-272-9829 or online at www.officialpayments.com. A convenience fee of $6.50 is paid to Official Payments for this service. You will be asked for Shelby Township’s jurisdiction code which is 7006.  At this time, we are unable to accept credit or debit card payments in the office. Please note: regardless of which payment method you use, bills are not considered paid until the payment reaches the DPW. Please consider this when making on-line payments and make them in advance of the due date.

Street Signs, Snow Plowing & Road Maintenance The maintenance and replacement of all Township street signs is handled through the Macomb County Department of Roads. To request a replacement sign, call the traffic division at 586-463-8671. The Department of Roads also handles snow plowing and the filling of potholes in the Township. The number for the maintenance division is 586463-8671.

DTE Service Streetlight burned out? If you’re a DTE Energy residential or business customer, you can report it online at www.dteenergy.com/streetlight. To report a street light out at a residence or business, customers need only to fill in the address on the online form. If an outage is spotted elsewhere, customers can simply type in the Township location, the intersection nearest to the affected light, and their contact information. In addition to the online system, customers can report street light problems by calling DTE Energy toll-free at 800-477-4747. If you are unable to make the report through these methods, the DPW can assist you. When you call, please provide us with the address where the light is located or the nearest intersection. There is also a tag on each light post with the street light number. It would be very helpful if you would also provide that number since it can aid in getting the repair done as quickly as possible.

Area Maintenance Meters Those customers who are connected to both municipal water and sanitary sewer may purchase a second meter at the Shelby Township DPW office. The use of this area maintenance meter eliminates the sanitary sewer charges for water used outdoors. Be a Water Detective A leaky faucet or toilet can waste hundreds of gallons llons of water every day. If your faucet drips, even a little, e, replace the rubber washer in the faucet head. If the detector is moving, it indicates you have a leak somewhere in the home – possibilities include shower heads, water heater, furnace humidifier, ice maker, outside faucets, water softener, and lawn irrigation system. If you have a water powered back-up sump pump, make sure it is in good working order. A malfunctioning pump can use an exorbitant amount of water.

The beautification committees of Shelby Township, Sterling Heights and Utica teamed up to host the Quarterly Meeting of the Beautification Council of Southeastern Michigan (BCSEM) on Thursday, September 26 at the Sterling Heights Senior Activity Building. Government officials and volunteers gathered to learn about each community’s beautification efforts and to focus attention on Macomb County’s Blue Water Initiative and the common natural resource shared by each municipality – the Clinton River. Shelby Township Supervisor Rick Stathakis and Mayors Jackie Noonan from Utica and Richard Notte from Sterling Heights welcomed the group. Joe Youngblood, Director of the Parks, Recreation and Maintenance Department presented for Shelby Township, speaking of our parks, pathways and waterways. Shelby Township Fine Art Society Do you enjoy painting or drawing? The Shelby Township Fine Art Society offers an open invitation to all budding and experienced artists. If you live in Shelby Township or its surrounding areas, come join us at an upcoming meeting. The Society meets on the second Wednesday of each month from September through June. Meetings are held from 7:00 to 9:30 pm in the Card Room at the Shelby Community Center located at 51670 Van Dyke, one light north of 23 Mile Road. As a group we provide artist demonstrators, teaching workshops, and opportunities for our members to display and sell their two-dimensional artwork. Informal general meetings include a short time set aside to provide updates and information about current and future activities. Following a short break for refreshments, a seasoned artist gives a demonstration of watercolor, oil, or acrylic painting, pastel, color pencil, or drawing for approximately 1½ hours. The Shelby Gardeners are cooking up a Garden Extravaganza slated for July 2014! Donning their new work aprons for the first time, the Shelby Gardeners Club paused for their annual group photo before charging ahead with many projects to beautify our township. In addition to planting and managing the Heritage Gardens at the municipal building, the 34-member group is planning another successful biannual Garden Walk to be held on July 18, 2014. Earnings from this event finance the Club’s Heritage Gardens efforts, support local charities, corsages for the Parks & Recreation Department’s annual Daddy-Daughter Dance, and volunteer services for the area’s Regency Manor Nursing Home.

Free Electronics Recycling For 2014 Shelby Township, in conjunction with Vintage Tech Recyclers, continues to encourage residents to reuse, reduce, and recycle by offering free electronics recycling the last Saturday of each month (except December). Since its beginning in 2011, over 1 million pounds of electronics have been collected for recycling. The program is open to all communities and takes place from 9:00 am to 1:00 pm at the Shelby Township Municipal Grounds. Think of the Shelby Community Foundation as your community non-profit organization. If you have a need for a nonprofit, come to the Shelby Community Foundation to see if you can accomplish your goals. Do you need the non-profit status to raise money for a cause; do you want to set up a scholarship fund or a memorial fund? Do you want to leave a legacy and give back to your community? Do you want to give back to your community through your will? Do you want to set up a foundation? Do you want your values and passions to live on after you are gone? Come to your Community Foundation for help.

Do not bury yourself in needless paperwork! The Shelby Community Foundation has done the paperwork; you do not need to repeat that work. The Shelby Community Foundation is an IRS qualified 501(c)(3), incorporated as a non-profit through the State of Michigan and registered and licensed for fund raising by the Attorney General.
