Today, as I sit here thinking about what my inspiration to Wayne Township readers will be, I can’t help but think and I am saddened by a few incidents which have recently occurred. I know these are not topics we normally like to discuss, but as a father/parent and as a leader in the community, I feel we need to. I cannot fathom receiving news that my 15 year old daughter was strangled and set on fire or my 6 week old baby who was “ripped” from my arms as I lay unconscious. I recently experienced my first teen suicide victims assistance run and I will never forget it. These recent events have inspired me to find what resources are available for our youth. Do we have awareness programs available, prevention programs for our youth? The Metropolitan School District of Wayne Township is where I started. I know there are students and teachers heartbroken over the loss of Dominique Allen. Ben Davis said this week they will have additional counselors available for our students and staff who may need assistance. I thought that was a wonderful resource to help our youth cope with this tragic situation, but do we have prevention programs? Are there any programs to talk to our youth regarding safety, anti-bullying, diversity? Here is what I found and would like to share with you. Ben Davis High School has a list of Clubs and Organizations to keep our youth involved and informed. I am the President of the BD Dads, so I knew some of the resources available. My daughter, Alexis, graduated last year, and I knew the activities she was involved in, but I still didn’t know exactly what was out there as far as prevention programs. Our children are our future and with Alexis, now in college, people ask me why I remain the president of the BD Dads and stay involved with the school. Our children, all of our children, are an investment. I do believe it takes a village to raise a child. I want our Township to be the best it can be, including our youth. We can do neighborhood clean-ups as a community group to make our area look nice, but are we bringing our children to teach them to clean up, so they can teach their children? If we aren’t then it will end with us. I lead by example and I hope the people of Wayne Township has experienced this with me. I have put together some resources and prevention programs that are available for our youth on the next page. Please lead by example and let’s make the youth of Wayne Township the best they can be. Let’s give them every opportunity and help they deserve. I will continue to always look for ways to help and I will keep the families and friends involved in these recent incidents and all of you in my thoughts and prayers. God Bless, ~Trustee

Final report, Wayne Township Investigations Practical Training Upon conclusion of three weeks of preparation and three days of training exercises, I am happy to report that the training at Wayne Township has exceeded all expectations. Dozens of investigators from Wayne, IFD/ IMPD Arson Squad, SFMO, township investigators, and special agents from the Indianapolis Field Office of the BATFE, put hundreds and hundreds of hours of sweat equity into cleaning out and rehabilitating the building of town homes used for training.

During the first two days of building rehab, ten inmates from Community Corrections also assisted in cleaning. For the following six days, 6 to 10 investigators per day worked all day cleaning, hanging drywall, patching, taping, and sealing holes in walls and ceilings. One kitchen was fully furnished with wall cabinets, base cabinets, countertops, and a full complement of appliances. Partition walls were made, and compartments were furnished with donated furniture for the scene examination scenarios. The ATF funded the purchase of most of the building supplies required for the rehabilitation. Investigators reached into their own pockets to purchase other needed supplies. A special thank you to Supervisory Special Agent Pat Hand of ATF Indianapolis, Indianapolis Homeland Security Chief Gary Coons, IMPD Arson Unit Lieutenant Tammy Kaser, Wayne Township Fire Chief Gene Konzen, and Indiana State Fire Marshal Jim Greeson for their generous allocations of manpower for the work details and training practical's. Even more thanks go to all the individual police and fire investigators who literally put their blood and sweat into this project, especially Wayne Township Deputy Fire Marshals Sean Lynch and Adam Brandlein. Their initial idea of a local practical fire scene training blossomed into a huge project with a national fire service impact. On Tuesday 8/12, ATF CFI candidates and research personnel from the ATF Fire Research Lab in Beltsville, Maryland wired sacrificial cameras and temperature sensors in four units. Their research burns would address fire hose failure rates, and continue the study of flow path ventilation as it applies to fire travel and rate of spread. This research addresses several civilian and firefighter fatality fires and other ongoing ATF cases. The results of their burns will be published and disseminated nationwide to fire investigators and the fire service in general. ATF S.A. Dan Shirley, CFIC, and Fire Research Engineer Adam St. John have been invited to present the results of their research at the 2015 Indiana Fire and Arson Conference. On Wednesday

8/13, four research burns and four burns for fire scene examination practical training were completed without incident. Wayne Township, Avon, Plainfield, Brownsburg, Decatur Township and Speedway supplied suppression crews and apparatus for the full day of burns. ATF FRL personnel provided still and video documentation of all 8 burns to local investigators. On Thursday, 44 investigator students enrolled and completed five separate fire scene examinations for 8 tested hours of continuing education. After each scene exam was completed, the students were given the opportunity to interview role players provided for each scenario. The experience levels of the student body ranged from novice to seasoned. Most of the students were police and fire investigators from IFD, township investigators, doughnut county investigators, and some as far away as Portland, Jay County. The five scenarios included accidental and incendiary fires, including one arson homicide. This training is applicable to the mandatory in-service training requirements for Indiana law enforcement officers. Approximately 30 support personnel from Wayne Township, ATF, and IMPD Arson filled various roles in the training. Arson K9's from IMPD Arson, Anderson FD, Whitestown FD, and the Morgan County Arson Task Force were present and available all day as immediate resources for student use at the scene exam scenarios. The four K9 handlers were strangers at the beginning of the day. By the end of the day, they all agreed to meet and train together on a monthly basis. Logistical support for the day included 5 large tents, tables and chairs, an RSU provided and staffed by the Indianapolis Fire Buffs, and the MCOPS mobile command van provided by the Indianapolis DPS/ Homeland Security. Other support included Gatorade and PowerAde donated by Tony Stewart Racing, 75 Panera Bread box lunches provided by Ron Bryant (Erie Insurance and the Indiana Chapter of the International Association of Special Investigation Units) and plenty of bottled water and ice provided by Wayne Township.

Established in 2010 to honor those killed in 9/11 attack, Indianapolis has it’s own memorial consisting of two 11,000 pound beams from the Twin Towers. Behind the beams stand a pair of six-foot tall black granite walls inscribed with remembrances of the events in New York City; Washington DC; and Shanksville, Pennsylvania. Perched atop one of the beams is a bronze, life-size sculpture of an American Bald Eagle, with wings outstretched and gazing east toward New York City. If you haven’t seen this yet, it would be a great time to take your family or friends on September 11, 2014

Volume 3 Issue 9 The Indiana Chapter of the International Association of Arson Investigators is now offering up to a $5,000 reward for information leading to an arrest. Two fires started about the same time, one on Roena Street and one on South Fleming. “Life safety is a huge issue here, not only for the firefighters but also for the civilians that live around these two areas,” said Capt. Michael Pruitt. “There are other homes in close proximity and this fire could spread quickly.” The home has been vacant for years, now owned by the Pentecostal Bread of Life Church. Reverend Boyd Warren stated “I am trying to figure out what it was. We’ve had all the power, gas, water, sewer, all disconnected.” Reverend Boyd stated they were tearing down the house anyway and in no way will this blaze delay their plans for a parking lot. At the end of August, Hendricks Regional Hospital conducted neonate training with our department Paramedics. During this training WTFD paramedics practice various skills such as EZ-10, medications, clinical assessment and interventions, and Airway Management and new born resuscitation. This type of training establishes open and clear communication between the Paramedic and different agencies. Firefighter paramedics are responsible for a range of knowledge and skills and with the new technology WTFD stays current and up-to-date on their training to provide the ultimate and most recent care from the advanced emergency medical field to our Wayne Township Community. “We are grateful for our partnerships like Hendricks Regional Hospital who allow us to grow and gain exposure to new knowledge and skills to serve our community to the best of our ability.” stated Wayne Township Trustee Andy Harris.

Actor Randolph Mantooth and Mike Garvey from IDHS present Wayne Township's Jeff Owens with the Fire and Life Safety Educator of the Year Award. The award was presented at the Indiana Emergency Response Conference. In 1995, Jeff Owens started the Kasey Program to teach children about fire and life safety. Jeff and his dogs have trained nearly 400,000 kids since the beginning.

Wayne and Decatur Twp Fire / EMS crews responded to a serious auto accident with entrapment at Stout Field. Due to the extent of the entrapment it took rescuers 40 minutes to free a single male driver from the car. The driver was transported to Eskenazi ER in critical condition. Crews on scene stated that quick medical care by Soldiers at Stout Field could very well have saved the drivers life. The cause of the accident is unknown. Michael L Smith stated, “Thanks to the Brave soldiers of the Indiana national Guard and them quickly putting the fire out, and their quick first aid, the injured male was in surgery last I knew.” The Medic who came back after transporting said the injured male was lucky the crash happened where it did, and the Soldiers acted quickly and saved the his life. They are Heroes even at home, God Bless the members of the Indiana National Guard.”

7th Annual Neighborhood SAINTS IN THE STREETS “Sweeping Away What Separates Us So We May Live In Unity” Holy Trinity Catholic Church - 337 N. Warman Ave., 46222 “Saints in the Streets” is a neighborhood clean up day organized in 2008, to celebrate the richness and vibrancy of the near Westside of Indianapolis. Recognizing that God had richly blessed each of us in different ways, we wanted to be a blessing to others, to have a ‘miracle day” when we might be vessels of God’s grace and bounty to others. As the event has grown, the initial partners of Holy Trinity, St. Anthony, and St. Barnabas Catholic Churches has expanded to include West Park Christian Church, Friendship Missionary Baptist Church, the neighborhood associations of Haughville, Hawthorne & We Care, as well as Keep Indianapolis Beautiful and the Marion County Health Department. We have drawn volunteers from additional churches, as well as Roncalli High School, Providence Cristo Ray High School, Marion University, IUPUI, and the neighborhoods. We are hoping you will join us as well. This year’s “Saints in the Streets” event will be Saturday, October 4th. The day begins at 8:00 AM, with opening prayer and work assignments at St. Anthony Catholic Church, 337 N. Warman Ave. The teams will spread out in the community to clean the streets and alleys, work in elderly neighbors yards and do some small painting projects. We supply all materials needed. The teams will work till noon when lunch will be provided for all volunteers by Firehouse Subs. Please consider joining us on October 4th. Come for as much of the day as your schedule will permit. Together, may we “sweep away that which separates us so we may live in unity” Please join us to make a difference in this near Westside neighborhood.

On August 4, 2014 you responded to our house call emergency. On that night you did everything you could to revive my husband, Mr. Eugene Yonts. Mr. Yonts was a volunteer firefighter back in his younger years. It was only fitting that he was in your care in our home with his last breath. I want to compliment the fleet of first responders, the chaplain for their work, response, compassion for our family and Gene during this difficult evening. We are grateful. On that night, there was another first responder, Wally Carroll. He graduated from Ben Davis High School. Ironically, he was accepted into the Fire Science Program at Vincennes University. He was there with me, attempting to revive Gene. He stayed, when I could no longer, and even stayed to make sure WTFD was in place before seeking out my daughter, Kristen Yonts, to comfort her. She was the one that called 911. During this tough times, these 2 young people rose to the emotional challenge of the evening, along with your staff. From the bottom of our hearts, please forward our warmest regards and gratitude to the department. If at all possible, please provide me with the names of those that made the run to our home.

I always look forward to getting your newsletters. They provide great information about all the services Wayne Township (Trustee and Fire Department) provides while noting the many things your teams does. It also shows happenings within the township.
