MEMBERS Term, Four years; Salary, $20,000 per annum; President receives additional $150 for each day served during regular or extraordinary session or Interim Committee meetings, and $150 for attending to legislative business during the interim. LEGISLATIVE RULE-MAKING REVIEW COMMITTEE Building 1, Room MB-49, 1900 Kanawha Boulevard, East Created as a statutory body by an Act of the Legislature in 1976 and reconstituted as a joint committee of the Legislature by an Act of the Legislature in 1982, the Committee’s current purpose is to review all legislative rules proposed by state agencies, boards and commissions and to make recommendations regarding the proposed rules to the Legislature, which has the authority to approve or disapprove the promulgation of the proposed rules. The Committee is composed of six members of the Senate appointed by the President of the Senate and six members of the House of Delegates appointed by the Speaker of the House of Delegates. The President and the Speaker are ex officio, nonvoting members and appoint the cochairs. Members receive the same compensation and expenses received by other members of the Legislature serving on committees. The Committee is authorized to employ legal, technical, investigative, clerical, stenographic, advisory and other personnel. (Code 29A-3)

Consists of three judges appointed by the President of the Senate and the Speaker of the House of Delegates, by and with the advice and consent of the Senate. Each appointment is made from a list of three qualified nominees furnished by the Board of Governors of the West Virginia State Bar. Bipartisan; term, six years; per diem, $160 for each day actually served, not to exceed one hundred days in any fiscal year (excluding Crime Victims Compensation Fund time), plus expenses based upon legislative reimbursement. The Court of Claims hears claims against the state for money damages. Awards made are subject to final approval by the Legislature. Upon request, it issues advisory opinions to state agencies. It also investigates and hears claims, made by victims of criminally injurious conduct, for awards from the Crime Victims Compensation Fund created by the Legislature in 1981 and funded by additional court costs being imposed upon every person pleading guilty or found guilty of a felony or misdemeanor other than a nonmoving traffic offense.
