Description of Service Six visits a year tailored to suit the needs of your school. The visits can cover any financial aspect you wish to focus on; see examples below.

Maintained Schools - Premium Service

This service is flexible to the needs of your school and entitles you to up to 6 visits each year. Your dedicated assigned officer can plan with you how you wish to use your 6 visits depending on which areas you wish to focus on. Our officers have a proven record of delivering quality financial advice and support for the key financial areas in school; this could include: -

Financial planning Monitoring and management System support and reconciliation Deficit avoidance or recovery plans Planning for the most effective use of excess surplus Planning for pupil premium. Audit of school funds

With our Financial Services SLA you also get the full advantage of support from experienced managers as well as your dedicated officer. The key elements on offer are: Financial Planning - Budget templates building short to long term plans with a full audit trail - Full name by name analysis of staffing budgets, verified to payroll information and the plans of school - Advice and support on scenario planning by dedicated finance officers - Customised written reports giving clear, concise and prioritised advice and information to governors - Assistance with the input of the budget onto the financial system - Financial benchmarking reports, highlighting historic trends and comparisons with similar schools to enable head teachers and governors to use this information to aid their planning - Onsite support for staff and governors on financial benchmarking with a focus on decision making to achieve value for money, improve use of resources and target spending effectively Financial Monitoring & Management - System checks to provide assurance on the integrity of the accounts and ensure that the information is complete to enable well informed decision making - Budget monitoring reports, system driven, to compare actual and forecast income and expenditure to budget - Payroll forecasting based on payroll provider information, on a name by name basis and compared to budget - Written reports giving clear, concise and prioritised advice and information to governors

In addition to these key financial areas support can be offered in the following areas of finance support. Within the schools finance team there are a range of officers with expertise in different areas of financial support in addition to the areas highlighted above advice can be offered on the following areas. These days can be taken as part of the 6 visit allocation or paid for as additional days. -

Financial governance – including support/advice on SFVS and review of current processes/procedures within the school. Strategic planning review – link between SDP and budgets in future years. Funding review – analysis of likely scenarios in the schools funding profile in future years. Cash flow – establishment of cash flow monitoring process Audit of school funds – an independent audit of the school fund is recommended, this can be undertaken within our team. External funding – advice and guidance on submitting bids for external funding Review of contracts – analysis of key contracts in the school and recommendation as to alternative options.

£3,800 + VAT if using Chequemate £4,300 + VAT for schools not using Chequemate,

Additional days: Daily charges: £360 + VAT for Premium Service customers. *Where schools amalgamate/close during the year a full year charge will be made. *For schools with extended activities such as registered day care, vocational learning or community activities we also offer a complete business support package (see below).

Extended activities - Additional Support

For governing bodies managing a complex mixture of service. A financial package for Children’s Centres, childcare provision, collaborative work such as networks, consortiums or vocational learning, teaching schools or any other extended or community provision. The range of services provided or managed by governing bodies can be complex and difficult to keep separate for reporting and decision making. In some circumstances it is necessary to hold the data for these services in a separate financial database to assist governing bodies in reporting on these areas of responsibility separately. We provide support in both the set up and on-going management of the financial system. 4

Costs -

For schools with additional database o System support & budget monitoring £3,800 o System Support only - £2,450 For schools accounting for extended activity within school database o Budget monitoring support - £1,550 this could include your 2 year old provision.

Additional days: Daily charges: £360 for Premium Service customers. The Business Support currently offered to Children centres (6 days support) is currently funded directly from the Children Centre allocation, therefore no costs levied, however if Children centres wish to purchase additional days then the cost will be £360 per day. Childrens centres are charged for database support at £2,450 per centre.

System and School Support

It is important that your financial systems are kept up to date. From time to time you may need additional support or training for staff on your finance system. Often this will be when a new member of staff is appointed. In addition sometimes school may wish to replace their database to ensure more efficient processing of data or to establish a new database when schools amalgamate. However sometimes staff benefit from refresher training to ensure they are keeping pace with changes and best practice guidance. You may have staff absent and need support, or feel that the system structure itself is no longer working to your requirements and want help to change or replace it. We are happy to consider any request for support and provide tailored estimates. The menu below gives some typical examples of services available. Services Available -

Academies Premium Service We offer a fully inclusive service to provide quality advice and support for the key financial areas in an academy. This includes financial planning, monitoring and management, system support and reconciliation. This service is bespoke and flexible to the needs of your school and entitles you to up to 6 visits each year. You will be assigned a dedicated officer with a proven record of delivering quality financial advice and support. Your officer can plan with you how you wish to use your 6 visits depending on which areas you wish to focus on each year. With this service you do not only access advice and support from your dedicated officer but can take full advantage of the support of experienced managers where required. Costs Each academy has different requirements; we can offer bespoke packages according to individual academy requirements from the services highlighted above. As an indication our standard daily rate is £360 + VAT. Packages for an annual agreement can be negotiated please enquire if you have specific requirements. Example of bespoke package: - Funding Forecast - Verify annual GAG statement including Post 16 - Update budget forecasts in March in consultation with the school, working up a number of different scenarios across a five year period. - September/October review based on actual pupil numbers - Regular update on National changes - On site visit to give overall strategic advice from fully qualified and experienced staff This package would cost £1,000 +VAT for 4 days support.

Description of Service Why choose the SEAT HR Support Service?

The effective and timely handling of HR and personnel issues will result in a motivated and dedicated staff team. However, get it wrong and not only will your good relationships with staff be undermined, you could also face a claim for unfair treatment or discrimination and be ordered to pay a hefty penalty by an employment tribunal, which in some cases could be unlimited. With unions eager to question any change or management decision and solicitors more than ready to make a potential claim out of any area of disagreement its no wonder that in the midst of such matters minimising all potential risks becomes so vitally important. The SEAT team offers a supportive service to ensure your concerns are minimised. You will have a dedicated, fully qualified HR Adviser who will work closely with you through each step of any HR process and, as we work closely with the legal team, any relevant legal aspects can be considered from day one. Your dedicated Adviser will want to fully understand your requirements and ideal results and will discuss options with you to alleviate any concerns. We will fully assess the situation with you, offering advice and support to ensure the situation is managed effectively, having full regard to current legal requirements and best practice. Our Advisers act as a critical friend to provide creative solutions which best fit the individual needs of your school staff and pupils. We understand that the education and welfare of pupils is your priority in your school. We work with you on HR matters to ensure your focus is not diverted. Unlike many providers our support is offered to you via on-site, face to face meetings as we believe this is the best way to understand the situation and your perspectives. You are guaranteed an honest appraisal of the situation based on sound HR experience from staff who keep themselves fully updated. Where appropriate, your Adviser will accompany you at meetings with staff and fully assist with written correspondence in order to take the uncertainly out of managing any employee relations issue. The team members have a proven track record working with union representatives and can liaise on behalf of the school when appropriate. As part of School Improvement Liverpool we work closely with our school improvement colleagues to ensure HR support is targeted appropriately to support the drive to raise standards and the quality of teaching and learning. Whilst it is our role to ensure you get the support you require when you need it, your Adviser cannot be with you at all times. As such, one of the advisers is office based each day so you are assured of an immediate response and initial advice for any enquiry. In addition to the annual support service, the SEAT team offers complimentary HR Services charged separately. These services are offered to all schools when they are required, including those who do not purchase the SEAT SLA. The offer of these services is dependent upon available resources; however schools purchasing the SLA will be given priority.

The SEAT Annual Support Service If you opt to purchase the SEAT annual Service Level Agreement you will benefit from the following services: Employee Relations Support**(see note below) SEAT will provide specialist advice, support and guidance on employee relations issues. This includes: - Advice and guidance on the procedural aspects of managing and investigating individual employee matters including absence, conduct, performance capability and matters associated with employee complaints. - Full advisory and consultative support for whole school or departmental staffing reviews, including redundancy. - Assistance with collective disputes and assistance with negotiation / consultation arising from trade union disputes. - Support and advice from a designated Adviser at grievance / disciplinary / capability / competency internal hearings and appeals. - Advice and guidance in the application of school appraisal policies - Support at multi-agency / strategy meetings on safeguarding matters relating to staff - The drafting of non-standard correspondence in relation to all of the above. - Interpretation of all aspects of employment law both current and planned. - Correspondence to Head teachers and other named school representatives via a regular HR Newsletter providing updates on key HR and legal issues. Staff Contracts and Terms and Conditions of Employment - Advice and guidance on the nature, interpretation and application of all terms and conditions of service, including the various national schemes, as they apply to school based staff - The provision of advice and guidance on the potential effects of any changes to contractual terms and conditions of employment, including reference to other contractual / financial risks or benefits involved. Advice and guidance on recruitment paperwork, including the provision of standard offer letters, statement of particulars and reference request templates, including those required for fixed term appointments. Then appropriate, negotiation with recognised trade unions on relevant changes to local terms and conditions of employment. Trade Union / Professional Association Consultation and Negotiation: Communication with trade union representatives, when appropriate, to assist with the management of employee relations casework. Provision of advisory and consultative support on school staffing reviews (including redundancy) and liaison with union / association representatives on such matters.

Cost: £43.00 + VAT per employee. **Please note all HR and related employment queries should be directed to the SEAT Advisers. SEAT has secured an arrangement with Legal Services to enable SEAT to seek its own legal advice on relevant HR and related employment matters. However where schools seek legal advice and support on any other matter, including employment law matters which fall outside the current SLA offered by SEAT (for example actual and/or potential Employment Tribunal Claims), schools will need to consider entering into separate arrangements directly with Legal Services. 10

Bespoke Services

If you require assistance with any employee relations or HR related issue that doesn’t appear within the annual SEAT SLA offer, or you chose not to buy the annual SEAT SLA but require assistance with a particular issue, then we are more than happy to discuss your needs and tailor a bespoke service. £300.00 per half day and £500.00 per full day. All prices are subject to VAT

Independent Investigation Service

To help schools save senior leadership time and reduce the risk of internal conflict we provide a specialist, independent HR investigation service. Firstly, the investigator will consult with you to understand the background to the case and the parties involved. Then all relevant evidence will be gathered to establish the facts. Where necessary this will include recorded interviews with all parties involved.

The evidence will be collated and summarised - with a corresponding chronology of events - so that the school is fully informed and able to determine the appropriate course of action. Once the investigation is complete a detailed report will be written and presented that outlines the allegations, documents all the supporting evidence and sets out the key findings. If required, the investigator will attend any governor hearing and present the findings. £300 per half day and £500 per full day. All prices are subject to VAT

Intensive HR Support Package

Our Intensive HR Support Package enables you to purchase on-going dedicated time from a qualified and experienced Schools HR Adviser. The Adviser spends time located on your school site focussed on managing all HR issues. Ideally suited to those schools who need some timely HR expertise on site but cannot justify a full time HR manager, this package is ideally suited to situations when the time required to effectively deal with HR matters seems to outweigh the number of hours in the day. The service provides you with your own expert who ensures matters are prioritised and dealt with. Acting as your on-site, HR business partner, your adviser will quickly gain an insight into the issues, discuss your requirements, manage the necessary arrangements, prepare all necessary documentation and engage in meetings with staff. This means HR matters are fully and effectively managed and you are fully and personally supported. The service has been trialled successfully and a number of schools have seen the benefits. To date the service has been offered on a ‘one day per week’ basis. However, each individual package can be tailored to meet your requirements. For a package of one day per week on-site support - the charge is £3000 + VAT per 6 week period. 11

Contract Preparation Service

As part of our continued partnership working with schools we have developed a service which we hope will streamline the preparation of statements of particulars for staff. Every member of staff is entitled to a written statement of particulars, setting out the basic contract terms between employer and employee, within two months of their start date. Once provided with the relevant details our experts can formulate and quality assure statements of particulars ready for sharing with staff. This can be done singularly at the point of recruitment or as part of a fuller school or departmental review. £20.00 + VAT per contract

Mediation Service

SEAT offers a fully ACAS accredited Mediation service undertaken by HR and / or school improvement professionals. This bespoke service is charged separately and offered on a case by case basis. Mediation can provide an informal and speedy solution to workplace conflict and it can be used at any point. It offers a safe and confidential space for participants to find their own answers and resolutions to workplace conflict issues. Most mediations take a maximum of just 1-2 days and can be set up very quickly.

Research has shown that Mediation is the most effective approach to resolving conflict in the workplace. Most mediations cost a fraction of the costs of failing to mediate which include manager’s time, sickness and absence costs, the cost of individual and/or team underperformance and time spent on formal grievance procedures. The Mediation Service is charged at £300 per half day and £500 per full day. The charge includes full preparation time, involvement at meetings and the preparation of any follow up paperwork. All prices are subject to VAT.

Training Courses / Briefing Sessions

In order to foster a proactive approach to managing people, training sessions are available covering many aspects of school employment policies and procedure relating to the effective management of staff. A menu of training sessions will be included in the 2014/15 School Improvement Services documentation / Intranet site and include: -

Managing Sickness Absence Issuing Contracts Carrying out Effective Investigations Managing Disciplinary Matters Managing Grievances Managing Flexible Working Requests Recruitment and Selection – good practice Managing Difficult Conversations An Introduction to Employment Law Appraisal and Capability

All training is delivered by experienced and trained human resource professionals. In order to continue to provide a needs-led service, we are happy to add topics to our list or to deliver training or shorter briefing sessions on specific subjects to individual schools, networks and collaborative groups. In order to ensure compliance with the School Improvement Quality Standards, delegates will be asked to participate in an evaluation process at the end of training sessions.

Cost of Training / Briefing Sessions £100* per delegate, per ½ day course. £150* per delegate, per full day course Bespoke training delivered on site is offered at a cost of £300.00 per ½ day. Shorter, on site briefing sessions are offered at £85.00 per hour or part thereof. All prices are subject to VAT *when booked via the on-line system www.ednet.co/training

Service Delivery SEAT consists of experienced and highly qualified HR professionals who work closely with the Authority’s legal team, school improvement and other colleagues as well as with partners from the Local Government Association, trade unions and professional associations and other external partners. Members remain professionally updated in all aspects of HR management, with a particular emphasis on employment and education law. This is achieved via their professional body, the Chartered Institute for Personnel and Development (CIPD), via subscriptions to specialist publications and attending relevant seminars. Advantage is taken of regional events and networking opportunities with other school HR colleagues across the North West region. All queries should be referred to the school’s designated adviser, who operates between the hours of 8.30am and 5.00pm, Monday to Friday. Given the nature of the work of the team, the Advisers are often out of the office visiting schools. At times when they are unavailable call divert systems will be in operation. All messages left on answer phone services will be responded to within two working days. There is also a designated office line for queries requiring immediate or urgent responses. All of our Advisers operate on a flexible working basis to ensure that they are available to meet service needs in terms of attendance at early or evening meetings when necessary.

Terms and Conditions associated with SEAT services In order for SEAT to be able to deliver the best possible level of services within this agreement, we ask all establishments to adhere to certain timescales and protocols as shown in relevant policies and procedures. In essence, these requirements constitute what may be regarded as good practice in such a contractual relationship. General Requirements: - SEAT can only comply with appropriate deadlines when the School has complied, in full, with their responsibilities to supply the correct information, in the correct format and in accordance with the appropriate timetable. The preferred format for supply of information is via e-mail to the designated Adviser. - The arrangement of interviews and hearings will be undertaken by the School in accordance with normal procedural requirements. Similarly, the attendance of a representative from SEAT at any procedural hearing will require the same notice. Attendance at ad hoc meetings, where necessary, will be accommodated by mutual agreement. - Schools who decide not to renew the annual SLA service will be required to give SEAT three months’ notice, in writing. Schools who do not respond to the renewal offer for the SLA will be regarded as having continued with the Agreement. - All Schools are required to ensure that they adhere to the employment policies and procedures adopted by their governors; and, where advice is sought, that they provide full information to the designated Adviser before advice is given, and thereafter as circumstances require. - Where the dismissal of staff is involved, governors are reminded of the requirement to follow a fair procedure and that the Authority may charge any resultant compensation against a school’s budget share where it has reason to believe that a fair procedure has not been followed or advice from SEAT has been disregarded. - In occupational health cases, schools will meet the additional costs of any medical examinations, reports from the employee’s General Practitioner/Medical Specialist or independent occupational counselling sessions authorised by head teachers. - Where litigation is commenced against governing bodies and/or the Authority, head teachers will be required to provide all information identified by the Authority’s officers, to enable strict compliance with all court procedures and time-scales. Governors who choose not to purchase the SEAT annual SLA are reminded that the City Council remains the employer of staff in community, voluntary controlled and community special schools and has, therefore, statutory responsibilities in managing employment law matters related to conditions of service and the contractual rights of employees in these schools. In situations where dismissal or a claim of unfair dismissal is a potential outcome, the appropriate officers need to be kept informed of the progress of proceedings and be invited to attend any hearings. This will help determine if governors have acted fairly and reasonably and consequently whether the Authority should meet any compensatory awards. Similarly, where governors choose to defend or settle claims of public or employer liability, via for example settlement agreements, the LA will need to be satisfied that any payment in damages is reasonable.

Key Elements of the Service

The service ensures schools have access to high quality and experienced staff able to deliver a wide range of assessments, casework and targeted interventions including delivery of all statutory enforcement processes and procedures. -

Helping schools to manage the key performance area of Persistent Absence (PA) Early intervention in cases where attendance is starting to cause concern. Establishing effective home-school links and ensuring parents and carers understand their legal responsibilities A casework service to support regular school attendance by identifying and helping to address any pupil and/or family needs linked to attendance. The option for early intervention and preventative work linked to single time limited referrals. Delivery of all statutory enforcement duties to secure school attendance through the courts and other legal sanctions. Cross-border working protocols with neighbouring local authorities to ensure pupils attending Liverpool schools are engaged irrespective of living out of authority. Representing schools as requested at a range of multi-agency forums supporting families and pupils, including safeguarding meetings. All staff are fully supported by experienced Service Managers who provide an additional level of operational advice, guidance and direction. Tracking pupils who have moved away from school and accessing specialist services via the Children Missing Education Team. Supporting the development of best practice in school by auditing and review of attendance management practice and procedures. Advice on attendance data management.

Delivery Mechanism -

The service is available to schools on the basis of a 35 hour week across a 38 week academic year EWS staff will support schools in accordance with the requirements of the setting within a school-led action plan The School and EWO will agree an appropriate cycle of meetings to discuss referrals and exchange information. The EWO will make contact with cases within 5 working days of receipt of referral and provide written feedback to the school within 10 working days on any actions taken advice given and outcomes achieved. The EWS statutory remit includes all pupils of legal school age across all sectors of schools.

It is expected that a member of staff is present during the language lesson All primary teachers and other staff members involved in the project have the opportunity to attend MFL training sessions. Schools should allow the FLAs to attend training days provided by the MFL Team during the first week of term in September and one other day per term

Comprehensive range of advice, guidance and practical support relating to governing body meetings and their proceedings

Description of Service -

Liaison with Headteacher/Chair to agree the agenda; preparation and distribution to each governor of agenda and supporting papers to be received by governors at least seven days prior to the meeting A named officer to attend and record each meeting of the governing body Conducting election of Chair Advice and guidance on school governance legislation Minuting of meetings of the governing body and/or its committee(s) Draft minutes shared with the Headteacher/Chair prior to circulation Approved minutes to be despatched to each member of the governing body within an agreed timescale Professionally presented minutes and agenda conforming to the SIL corporate identity and meeting the requirements of school governance and finance regulations Monitoring of attendance at governing body meetings including identification of governors failing to meet attendance requirements Clerks will be trained on the role and duties of the governing body and receive a termly briefing

School Responsibilities

Headteachers/Chairs to respond to drafts within three working days Headteachers/Chairs to confirm the agenda and provide supporting papers at least fourteen days ahead of the meeting

Additional Services External Review of Governance

An External Review of Governance follows a national, prescribed model and is usually undertaken by schools either as part of their own self-evaluation and development or having being required to commission one following an Ofsted inspection. The purpose of the review is to enable the governing board to evaluate how effectively it carries out its three core functions, to: -

set the strategic direction and vision for the school;

hold the school’s leadership to account; and

-

ensure financial probity;

to identify areas for development.

The process involves a facilitated self-review session resulting in an agreed Governing Board Development Plan.

National Curriculum Design and Technology Programmes of Study – Cookery A cost effective high quality service that supports the schools work when implementing the National Curriculum design and technology cookery programmes of study. Pupils will be taught how to cook and apply the principles of nutrition and healthy eating through the provision of practical cooking sessions; to link with the whole school in preparation for Ofsted inspections. -

Our team will provide a professional, courteous service to the pupils and staff on a termly or yearly basis SIL will ensure compliance with statutory and sector requirements and best practice relevant to the schools operations Our team will provide risk assessment documentation, sample information parents letters for school to distribute and we will follow all H & S requirements of the school

You can expect us to: Provide a professional food worker for one full day each week during term time to deliver practical food and healthy eating sessions Consult with your school staff to prepare long term planning and individual lesson plans Arrange for the delivery of food provisions and supplies required to deliver practical food education Provide all the necessary equipment and support documentation for the students’ to utilise and follow during practical lessons Promote self-esteem and confidence in all pupil food related activities Respond and discuss with school any alterations or changes that may be necessary Provide a service that will be reflective of and sensitive to the age, ability levels and cultural diversity of the school population. There will be no barriers to participation in the process. Provide dedicated project management throughout the service period Conduct quality assurance procedures to assess the success of the project. We would expect the school to: - Have a designated named member of staff as a contact person for all enquiries and support - Provide suitable rooms and funds for the purchase of ingredients for all practical food activities - Provide admin support as required i.e. photocopying and access to IT equipment whilst our staff are on site - Ensure a member of the teaching staff is accessible when lessons are taking place - Have full insurance cover for staff whilst on the school premises. - Inform SIL of any planned and unplanned or emergency closures

Cost £2500.00 + VAT (one day per week per term) or £7000.00 + VAT for full academic year (one day per week for 3 terms)
