(9) RUSSIA: COMMENTARY Russia (aka the Commonwealth of Independent States, or CIS) is a vast and constantly changing country, not merely in political and economic terms but also on the more limited scale of the film business. From the Yeltsin years when the film market was flooded with cheap American movies – whose legacy can still be found in some of the VOD catalogues – to the relative stability of the 2010s, Russia has consolidated its position as one of the lynch-pins of the European (and world) film business. True, very few Russian films are exported internationally, and those that are, are almost always destined for a comparatively limited arthouse release. But the domestic market is largely healthy, with Russian films averaging out over the past five years at a market share of 17.6%. Over the same period, the number of screens has increased by 47% and the quality of the cinematic experience for Russian audiences by several times that factor. In terms of stadium seating and 3D-equipped screens, then, the country is more or less on a par with Western Europe. Annual admissions have hovered between 160 million and 175 million, but box office has still to pass the EUR one billion mark (although it comfortably passed the $1 billion mark in 2012). These figures need, however, to be treated with a certain degree of caution, not so much because they have been manipulated (which they undoubtedly have been on occasions), but because they are compiled from a number of different sources, not all of them compatible. Likewise this report’s base currency, the Euro, has fluctuated considerably against both the US dollar and the Russian rouble: figures recorded in roubles, converted to dollars (the most common currency used for international cinema statistics) and converted to Euros can vary along the way by as much as 20%. This may account for the apparent box-office slump in 2015, when the total appears to have dipped by EUR 260 million, or 27%. Much if not all of this can be accounted for by shifting exchange rates. The same is true of average ticket prices. Measured by tickets sold, the Russian film business dipped by only two million between 2014 and 2015 (just over 1%), a perfectly normal variation. There is still some volatility in the market, and a fair degree of churn among Russian distribution companies, with Raketa Releasing and Luxor Entertainment the most frequent buyers of German titles (five and four respectively over the five-year period surveyed). Companies which have tried to build up an arthouse slate like Cinema Without Frontiers have not survived, however, and it may be significant that 17 of the 46 German titles released in Russia between 2011 and 2015 (over a third) were handled by companies that released no other German film.

These caveats aside, Russia is a territory that clearly has a great deal of potential for German films, five of which have taken over EUR 1 million at the local box office. Almost inevitably, the big sellers were films which were not culturally German: THE THREE MUSKETEERS in 2012; CLOUD ATLAS and RESIDENT EVIL: RETRIBUTION in 2013; TARZAN 3D and DIE BIENE MAJA - DER KINOFILM in 2014; and OOOPS! DIE ARCHE IST WEG in 2015. The only one that could be claimed to have real roots in Germany was DER 7BTE ZWERG, which took an impressive EUR 1.7 million in 2015. Indeed, most of the films which have performed well (let’s say above EUR 500,000) follow the familiar pattern of English-language films and children’s animation. But two trends deserve to be noted. One is the relative popularity of German popular comedies and romances – MÄNNERHERZEN… UNE DIE GANZ GROSSE LIEBE in 2012; SCHUTZENGEL, RUBINROT and KOKOWÄÄH in 2013; and SAPHIRBLAU in 2014. The other point that needs to be made is that, with a market the size of Russia, even a moderate success can be rewarding. Over the five-year period surveyed here, German films took over EUR 48 million at the Russian box office, making it (after France and the US) the third most lucrative of all overseas territories for German cinema. On the home entertainment front, Russia is one of the world’s fastest expanding countries when it comes to VOD. Particularly relevant to German cinema professionals is the range of titles – especially German – available from leading VOD platform ivi.ru, which collaborates with the annual German film week in Moscow, launching the featured titles on VOD day-and-date with their theatrical screening. Some of the figures for ivi.ru in Section (8) above are estimates, albeit carefully sourced ones; but we are confident that the list of German films in that same section – at 44 titles one of the highest on any VOD site – is fully accurate. While figures recording these films’ performance on ivi.ru are not available, the range and depth of titles available, together with the comparatively high market share for German films theatrically – just under 5% in 2012, compared with the 0.5% or less we have encountered in most territories – are grounds for both optimism and continued promotional activities on the vast Russian market, whose population is equivalent to about a third of the entire European Union.
