Dr. Caron was selected to complete the 2008 UNH Faculty Instructional Technology Summer Institute (FITSI); the 2015 Academic Technology Institute (ATI); and the 2012 and 2015 UNH Fundamentals of Online Instruction Course to further integrate technology into undergraduate and graduate courses in the HMP major and MPH Program, respectively. She was also selected as a 2015-2016 Ambassador for the Open Educational Resources initiative at UNH. In addition, Dr. Caron has worked with the following select initiatives sponsored by the UNH Center for Excellence in Teaching and Learning to continuously grow her teaching skills: Cognition Toolbox, Tegrity at FITSI, and Learning with Multimedia. Dr. Caron’s research interests reflect the multi-disciplinary nature of public health and based on her professional and academic experience, her research efforts are focused on two centrally associated themes: 1.) community health research, and 2.) research on public health education at the undergraduate and graduate levels. Specifically, Dr. Caron utilizes community-based participatory research methods to examine how academic-community partnerships can reduce public health problems, such as childhood lead poisoning, in urban settings. Dr. Caron also employs the cultural-experiential model of risk to understand and improve how public and environmental health risks are communicated in diverse communities. In addition, Dr. Caron 3

utilizes a theory to practice paradigm to examine how to improve pedagogy in undergraduate and graduate public health education so public health professionals will be better prepared to enter the workforce. Dr. Caron also conducts research on how to apply and standardize the skills and knowledge offered by the public health science of epidemiology to the related branch of undergraduate and graduate healthcare management education. Program Director, Master of Public Health (MPH), Department of Health Management and Policy, CHHS, UNH, Durham, NH Dr. Caron administered all programmatic development and management aspects (e.g., advising, budget preparation, marketing and recruitment, policy development, implementation and evaluation, re-accreditation assistance, etc.) for the Master of Public Health (MPH) Program (5060 students) at the University of New Hampshire. The MPH Program is physically located at the UNH Manchester campus’ Center for Graduate and Professional Studies. The MPH Program consists of an interdisciplinary, year-round curriculum (offered in the evening) that is designed for experienced public health professionals and those just starting out in the public health workforce. The MPH Program is accredited by the Council on Education for Public Health (CEPH), the national association for the accreditation of programs and schools of public health. In addition, as part of its Continuing Education Program, Dr. Caron oversaw the graduate Public Health Certificate (PHC) Program that is also offered through the MPH Program. Dr. Caron mentored a junior colleague in the HMP Department to be able to assume program development and management of the MPH Program and PHC Program, thus leaving these graduate programs well-positioned for further growth and future faculty leadership. This service also contributed to the professional development of a departmental colleague.

2005-2006 Senior Toxicologist, Eastern Research Group, Inc., Lexington, MA Selected examples of Dr. Caron’s project experience are provided below. Toxicity Values for Priority Threat Agents. Client: Environmental Protection Agency (EPA). The Rapid Risk Assessment Team, under the auspices of the National Homeland Security Research Center at EPA's Office of Research and Development, is charged with evaluating health risks associated with an intentional attack on buildings and water supply systems throughout the country. To strengthen EPA's scientific and technical capabilities in making timely and appropriate decisions when responding to a terrorist threat or an actual terrorist attack, (1) toxicity and infectivity information, risk assessment methods, dose-response data, health effects information, and chemical-physical properties for chemical warfare agents, toxic industrial chemicals, biotoxins, and microbiologicals of interest were compiled, and (2) the usefulness and validity of using non-traditional data sources for evaluating some of the agents of potential concern were evaluated. Research efforts directly supported EPA's development of rapid risk assessment tools focused on responding to threat scenarios associated with chemical and biological agents in water and air.

Evaluation of Tribal Emergency Response Needs. Client: Agency for Toxic Substances and Disease Registry (ATSDR). EPA and ATSDR’s Office of Tribal Affairs (OTA) initiated a project aimed at gathering information about tribal emergency preparedness and emergency response capabilities. Like other jurisdictions, tribes may encounter chemical, biological, and radiological emergencies that require a prompt and emergent response. Since tribal lands are often in rural settings and/or cover large areas, a tribe may be the primary governmental entity available to respond to a major emergency. ATSDR’s OTA led an effort to evaluate the readiness of tribes to respond to an array of emergency scenarios and to identify tribal emergency preparedness support needs, with special emphasis on strategies that will enable the development of culturally relevant training and education programs. To support this effort, resource materials, contact information, and checklists to alert tribes of critical actions needed immediately following an emergency event were developed.

Public Health Assessment (PHA) for the Oak Ridge Reservation. Client: Agency for Toxic Substance and Disease Registry (ATSDR). Evaluated exposure via vapor intrusion to the off-site east end volatile organic compound groundwater contaminant plume at the Oak Ridge Reservation. Developed a fact sheet for the Public Health Assessment: Evaluation of Potential Exposures to Contaminated Off-Site Groundwater from the Oak Ridge Reservation. Evaluated various media (air, water, soil, fish, and vegetation) exposure pathways to mercury releases from the Oak Ridge Reservation for inclusion in the PHA.

Public Health Assessment (PHA) for the Savannah River Site. Client: Agency for Toxic Substances and Disease Registry (ATSDR). Conducted comprehensive review of historical documents from this Department of Energy’s site and prepared a detailed narrative of events pertinent to ATSDR's public health evaluation. Critically reviewed available health data sources and a state-run cancer study, reported key findings, identified study strength and weaknesses. Analyzed available on-site and off-site groundwater sampling data and evaluated potential exposure to the surrounding population. Compiled community health concerns; researched demographic information for a 10-mile radius surrounding the site; and updated the background section of the PHA.

Training for EPA’s Cancer Guidelines and Early-Life Carcinogen Exposure Supplement. Client: U.S. EPA National Center for Environmental Assistance. In 2005, EPA published its revised Guidelines for Carcinogen Risk Assessment and Supplemental Guidance for Early-Life Exposure to Carcinogens and sought to develop a training course to educate Agency risk assessors about applying these guidelines. EPA requested assistance to develop a 2-day course to include extensive case studies and student exercises. Assisted in the development of a module for these training courses, including an instructor manual providing step-by-step instructions to help instructors prepare and deliver the module; a set of PowerPoint slides and accompanying instructor text; and all supporting materials, including student handouts, case studies, exercises, and solution sets.

2002-2005

Chronic Disease Epidemiologist and Environmental Toxicologist, Public Health Assessment and Planning Unit, City of Manchester Health Department, Manchester, NH Selected Project Areas: Conducted surveillance of local hospital emergency room admissions for signs and symptoms that may be indicative of a bioterrorist event; communicated results to both local and state levels of public health; collaborated with state public health partners in the development of a National Pharmaceutical Stockpile Plan; developed a risk communication plan; planned and administered community-wide influenza and Hepatitis A clinics; developed bioterrorism emergency response plans and drills; applied for and was awarded an EPA Healthy Communities Grant for an asthma outreach and education program for minority and refugee populations; established the Manchester-Dartmouth Partnership for Health to address childhood lead poisoning; participated in UNH’s INHALE project to address asthma and the role of climate; contributed to the successful passage of municipal water fluoridation referendum; analyzed public health data sets (e.g., hospital admissions, cancer registry, vital records, etc.) for various public health indicators, such as cancer, heart disease, diabetes, asthma, etc. to determine the health status of the local community in reference to the rest of New Hampshire; reported on the chronic disease health status of the most urban and diverse community in New Hampshire through the Manchester Health Department Public Health Report Cards. In this position, Dr. Caron was part of the Supervisory Group representing the Public Health Assessment and Planning Unit at the Manchester Health Department. The opportunity to mentor department colleagues is a part of the operational philosophy of this organization, as is a dedication to lifelong learning and training. During Dr. Caron’s employment, she had the good fortune to mentor colleagues in the area of toxicology for various chemical exposure incidents that occurred in the community. In addition, during her time in this position, she also served as a mentor to UNH MPH students who were conducting their Field Study and Capstone work at the Manchester Health Department. The students’ work resulted in a presentation of their findings to their peers and the administrators of the Manchester Health Department.

2000-2005

Environmental Toxicologist, Public Health Assessment and Planning Unit, City of Manchester Health Department, Manchester, NH Selected Project Areas: Assessed environmental hazards in an urban environment for the design and implementation of programs and/or activities that were developed to alleviate the cause(s); developed, conducted, and interpreted environmental and epidemiology-based studies that identified sources that exacerbated chronic illnesses, e.g., asthma, heart disease, cancer; contributed to the development of the NH Asthma Control Plan; identified environmental hazards, e.g., lead; investigated and reported the first pediatric lead fatality in the nation since 1990; successfully completed the state pesticide application for West Nile Virus and Eastern Equine Encephalitis; participated in the development of a public health intervention program for childhood obesity called Get Moving Manchester; served as a scientific consultant to the various City departments, e.g., fire, health; provided sound risk communication to the Public Health Director and community; conducted statistical analysis, interpretation, presentations, and published; provided health education to the community; developed and analyzed public health policy; coordinated with local and state health divisions on public health data issues.

Chief, Bureau of Health Statistics and Data Management, Division of Epidemiology and Vital Statistics, Office of Community and Public Health, Department of Health and Human Services, State of New Hampshire, Concord, NH Selected Project Areas: Supervised professional staff in the implementation of unit objectives; conducted and reported on the statistical health needs assessment of New Hampshire’s communities in the Primary Care Access Data Report, 1993-1997; developed systems for disease surveillance, public health data (e.g., vital statistics, cancer incidence and mortality, behavioral risk factor surveillance data, U.S. Census, etc.) collection, and policy analysis and evaluation for statewide cancer, chronic disease, and injury prevention programs; assisted in the development of public health-related legislation, administrative rules, and budgets; developed and managed grants and contracts (e.g., NH State Cancer Registry, Hospital Discharge Data) with other agencies by identifying program needs; served as scientific and technical resource; coordinated with other departmental units, state and federal authorities, medical providers, and related public health organizations on health data issues; managed the public health data request and review process. Through this administrative leadership position, Dr. Caron not only supervised a professional staff but she also served as a mentor to them in several ways: analytical processes required to interpret the data; implications and utility of the work the Bureau was conducting; and effective communication of the work. Most rewarding was witnessing how the Bureau’s findings contributed to the public health mission.
