Chamber in Action Great Progress Is Being Made Right Now Through The Chamber Reduction in the Tax Rate for Businesses • During the past 5 years, the Chamber has successfully advocated for a reduction in the commercial tax shift rate in the City of Fall River. For the second year in a row, the commercial tax shift rate has been reduced from the maximum 1.75 rate to 1.69% for fiscal year 2015. A reduction in the commercial property tax shift is meaningful relief to businesses, who would be paying significantly higher taxes but for the advocacy of the Chamber. • In 2014, the Chamber worked with the City Council to establish a $10,000 commercial personal property tax exemption to assist businesses. The personal property tax exemption was continued in 2015 thanks to Chamber advocacy.

Zoning and 43D District • The Chamber worked closely with the City of Fall River to draft and implement a new comprehensive zoning ordinance along with a new Medical District. • The Chamber provided technical assistance in establishing and advocating for a Waterfront District along the Fall River side of the Taunton River. • The Chamber advocated for and helped in the establishment of LED Sign ordinance in Fall River that now allows businesses to promote themselves with modern technology. • The Chamber also assisted in the creation of the largest 43D District in Massachusetts that allowed for the potential of Amazon.com to locate in Fall River.

Legislation • The Chamber has testified on the Sick Pay Leave Law, the State Economic Incentive Bill, Gateway Cities legislation, the State Budget, non-compete agreements, a revision to the independent contractor laws and repeals or amendments to numerous taxes and regulations impacting local businesses. • Working with our partners across southeastern Massachusetts and Rhode Island, the Chamber impeded, and helped stop implementation of the tolls on the Sakonnet Bridge. • At the national level, the Chamber is part of a coalition seeking a continued extension of a waiver for Massachusetts from the onerous conditions within the Affordable Care Act. • The Chamber is currently working to address the high cost of energy in New England and Massachusetts.

Branding • The Chamber is currently working with the City of Fall River in producing a video and other marketing materials that spotlight area assets in order to attract and retain businesses. • The Chamber is working with the City of Fall River and AHA! Fall River to develop a year round anti-litter and urban beautification campaign.

Infrastructure • The Chamber successfully advocated for replacing the water tower in the Industrial Park that services over seventy businesses, the north end of Fall River and the new Life Sciences and Technology Park in Fall River. • The Chamber was successful in working with the City of Fall River, the Industrial Park Association, FR Development Corp., FROED and Comcast to resolve the infrastructure issues in the Industrial Park that impeded the availability of broadband internet and phone services. • Broadband cable was recently laid down Pocasset Street and throughout the Waterfront District due to Chamber advocacy. • The Chamber worked with FROED and the City of Fall River to bring in high speed ferry service from Fall River to Block Island and Newport. The Block Island Ferry, a Chamber member, began its Fall River service in 2014. • The Chamber worked with FROED and Battleship Cove to find a solution that reopened the Fall River Carrousel.

Education and Workforce Development • The Education Committee is in the midst of implementing a sustained multi-media marketing campaign aimed at raising educational aspiration levels throughout the region. The “EdUp” campaign may prove to be one of the most important initiatives undertaken by the Chamber. • In 2014, the Education Committee established the first area College Day. 18 area schools in Fall River participated. The second College Day expanded participation to Somerset and Westport schools. College Day is now part of the Chamber’s annual programming. • Education Committee also continues to stand up for increased funding to area schools. • The Education Committee additionally worked to expand the role of Teach For America in the Fall River schools and assisted in the introduction of the UAspire financial counseling program that helps students plan for funding a college education.

• The Chamber has been directly involved with the planning and design of the $200 million improved Interstate 195/Route 79 interchange system along the Fall River waterfront. The result is that Bristol County is now able to better promote the region’s many tourism assets.

Chamber Health Insurance Coop • The Chamber Health Insurance Coop was introduced in 2012 to lower the cost of health insurance for local small businesses. This is a group purchasing plan that helps make health insurance more affordable for small businesses with 1 to 50 employees.

Communications and Reaching Out • The Chamber maintains a website at www.Fallriverchamber.com that is rich in content. • In its 7th season, the Chamber airs over 50 installments throughout the year of the “Voice of Business” radio program every Wednesday at 1:00 p.m. on WSAR1480AM. Past shows are available at www.wsar.com for podcast listening. • In September 2013, The Chamber debuted the Workforce Connection Television Show. The Workforce Connection is a production partnership between the Chamber, Bristol Community College and FRCMedia. The show spotlights workforce development and education issues while also drawing attention to opportunities for area employers that benefit the area workforce. • The “Business World” weekly radio program on Radio Voz do

Emigrante/WHTB1400AM, connects the SE Massachusetts and Rhode Island Portuguese speaking community with the issues impacting area businesses. This effort is a collaboration between Radio Voz do Emigrante and the Chamber. Commerce & Industry

The American Industrial Revolution took root in Southern New England because of an abundant mix of recourses. By 1920, Fall River’s 100 mills supported a population of 130000 people. Many of these individuals were of Portuguese, French Canadian or Irish immigrant origins. Each of the groups brought with them a very strong work ethic as they sought to elevate their economic status. As the region developed, Fall River became recognized as the “Spindle City” that led in manufacturing, health care, culture and vocational education. Led by private, government and education partners a collaborative effort has been underway since the 1990’s to redesign the 1960’s infrastructure and renovate area assets in order to cultivate existing and emerging industries. The goal is development of a diversified economy built on niche manufacturing, green technology, life sciences, transportation, distribution, professional services and a creative economy. Diversification of the local economy is the key to sustainable growth and employment. The renaissance of Fall River and the neighboring towns is clearly observable. Significant transportation projects are either underway

or have been completed. The Veterans Memorial Bridge project, which replaced the Brightman Street Bridge, was completed in 2011. It serves as the primary connection point for both Fall River and Somerset. The Veterans Memorial Bridge also directs commuter traffic northward to Boston as it interconnects with the northern section of Route 79. The opening of the Veterans Memorial Bridge compliments the completed Route 24 exit 8B project. That $50 million infrastructure investment created direct highway access to the newly established SouthCoast Life Sciences and Technology Park in Fall River. This is where Mass Biologics is now located. Mass Biologics and the state’s largest solar farm will soon be neighbors to the 1 million square foot Amazon.com distribution center. The removal of the 1960’s spaghetti ramps system has been a long sought after economic objective by local businesses. As time passed, the twelve bridges within the interchange system aged and deteriorated to a point where they became structurally deficient and in need of serious rehabilitation. An opportunity to correct past mistakes had arisen. Replacement of the spaghetti ramps with a waterfront boulevard that connects Route 79 to Route 24 is a critical step toward Fall River’s economic sustainability. Upon completion this project directs motorist through Fall River’s waterfront attractions while also opening up approximately nine acres of land for commercial

The new boulevard also adds to the quality of life for area residents by providing an enhanced multipurpose waterfront walking and biking pathway which passes Commonwealth Landing, Battleship Cove and several marinas. Most of the Route 79 Interchange project is slated for completion in 2016. An unobstructed view of the waterfront from areas of downtown Fall River is noteworthy recent benefit. From upper Pocasset Street across from Government Center you can clearly see the “Gates of the City,” the Battleship Massachusetts and vessels navigating the Taunton River. The $200 million Route 79 project is significant, but it is only one of several important infrastructure investments to Fall River. The old railway lines running along the waterfront are also active once again. Commercial freight moved by Mass Coastal Rail is brought in and carried away daily. The commercial rail infrastructure is currently being upgraded and expanded for higher speeds. These investments (made with both private and public funds) lay the foundation for tourism and commuter rail services to Fall River. High speed ferry service from Fall River to Newport and Block Island is another feature available at the Stateline Pier facility in Fall River. Industry is also using the deep water Taunton River for niche short sea shipping operations at the Stateline Pier facility. An additional opportunity during the summer months of 2015 will be visitations by passengers on cruise vessels serviced by American Cruise Lines as part of a scenic New England cities voyage. As businesses and government are investing in the infrastructure of the Fall River area, new jobs are being created through a resurgence in niche manufacturing. Many older manufacturers are adapting and finding inventive ways to compete and grow. This is particularly evident with the rise of local niche manufacturing of high end products that cannot be replicated by cheap and unskilled labor from abroad. In both the 500 acre Fall River Industrial Park and the 160 acre Commerce Park, over 70 businesses employ approximately 6000 men and women. Products ranging from medical sutures to solid state lighting fixtures are designed and manufactured by such prominent international and domestic firms as Lightolier – Phillips, Blount Fine Foods, Millstone Medical, H&S Tool and Engineering, Rex-Cut Products, Inc. and John Matouk and Company. New to the Fall River area is the long awaited 300 acre Life Sciences and Technology Park. Drug development and manufacturing for clinical trials play a critical role in the advancement of new medical treatments. The 300 acre “Biopark” has been express zoned as the Commonwealth’s largest 43D district that accommodates biotech manufacturing, medical device manufacturing, life science, IT and other industries. Abutting Route 24, building sites are adjacent to all existing utilities and it can accommodate water usage of 1.5 to 2.0 million gallons per day. MassBiologics - SouthCoast facility in public-private partnership with the University of Massachusetts is the park’s first operating tenant. Amazon.com is currently planning the construction of a 1 million-square-foot, large-item fulfillment center to be located on a 90-acre site in the biopark. The proposed project is anticipated to create 500 or more area jobs.

Supportive Business Climate and Workforce Sustainable economic development cannot exist without the participation of the business community. A key partner in Fall River’s business development efforts is the Fall River Office of Economic Development (FROED). FROED was established in

1978 as the city’s one-stop shop for economic development with the very clear objectives of creating new jobs, retain existing jobs, and assist local businesses in their efforts to grow. FROED offers an array of incentives to startup, expanding and relocating businesses, including low-interest financing, tax exemptions and connection with employee recruitment and training services as well as site selection assistance. FROED also provides technical support for permitting, infrastructure, licensing and various other business needs. These programs can be packaged with other private and public sector incentives. All FROED services are offered free of charge. FROED and local government incentives serve as a complement to Fall River’s favorable business climate that is demonstrated through a newly revised business friendly zoning system. Streamline permitting, preferential business districts, lower business costs and a unique collection of business advantages and natural resources make Fall River an ideal city for businesses to expand or locate. Real estate, including raw land and existing space, is inexpensive when compared with other parts of Massachusetts. The city’s tax, water and sewer rates are also among the lowest in the state. Electric and gas costs are competitively priced with neighboring Rhode Island and Connecticut and our state-of-the-art multi-communication network meets the highest technological standards. The common thread to Fall River and the SouthCoast region are the amazing people who live here. As the tenth largest city in Massachusetts, Fall River boasts a diversified workforce. Explore the Fall River Area

The secret is out. The Fall River area offers a wide selection of attractions, beaches, vineyards, wholesale and artisan outlets and sporting venues. The best part is that they are all easily accessible. Whether it is a day trip on the USS Massachusetts or a night in the Lizzie Borden Bed and Breakfast, the Fall River area is a sure bet if you are seeking great cuisine, history, nature or cultural activities. A must see is the World famous Battleship Cove. Battleship Cove is home to the USS Battleship Massachusetts (BB-59). Each year hundreds of thousands of visitors are drawn to the largest collection of retired naval warfare vessels. This truly unique floating museum provides visitors with amazing hands on access to the USS Battleship Massachusetts, the attack submarine USS Lionfish, the destroyer, USS Joseph P. Kennedy, Jr., two P.T. boats and a Soviet era Russian missile boat. Only a short walk from Battleship Cove is the Marine Museum. Housed in the museum is an extensive collection of model ships and memorabilia from the golden era of the great ships and luxury steam liners that frequented Fall River during the height of the American textile industry. There is even a one ton model of the Titanic on display. The Fall River Railroad Museum is another attraction, which is across the street from Battleship Cove.

Also located at the door front of Battleship Cove is the Fall River Carousel. Incredibly restored to the splendor of its first days of use at the historic Lincoln Park, this century old Philadelphia Toboggan Company Carousel #54 is fully operational. A little known fact is that the Fall River Carousel is the oldest functioning carousel of its kind in the United States. Looking for a genuine haunted experience? The Lizzie Borden B&B/Museum has been cited by CNN Travel, Huffington Post and MSNBC as the place to go! You know the story. On August 4, 1892 a wealthy businessman and his wife were found brutally murdered in their Victorian home in Fall River, Massachusetts. The accused murderer was their youngest daughter, Lizzie, who

was found not guilty. Stay at the beautifully restored Greekrevival home of the Borden family. It is now a first-class bed & breakfast with a catch. People swear that the home is haunted. If sleeping in a haunted house is not your thing then maybe it’s time to enjoy a day at the beach. Spread across nearly 600 acres of barrier beach and salt marsh, Horseneck Beach is one of the most popular recreational facilities in the Massachusetts State Forests and Parks system. Located at the western end of Buzzards Bay, the sandy, southwest-facing, 2-mile long beach is breezy all year round, providing excellent wind surfing and a dependable respite from sweltering inland temperatures. The combination of ocean beach and estuary habitat also makes Horseneck one of the premier birding locations in New England. Behind the dunes near Gooseberry Neck (a rocky headland at the eastern end of the Reservation), is a 100-site campground. The 13,600 acres Southeastern Massachusetts Bioreserve is another amazing place within Fall River, Lakeville and Dartmouth where residents can hike, cross country ski and mountain bike. There are also designated areas for horseback riding and dirt bikes.

Then again, there is always the mill outlets. Fall River is still a mecca for those who love factory-outlet shopping. What can you find? When it comes to clothing, everything! Shoes, sweaters, raincoats, accessories, designer labels, coats, handbags, jewelry, children’s clothing, cosmetics, luggage. Branch out a bit and you’ll find kitchenware, gifts, furniture, braided rugs, curtains, crystal, candy and nuts, greeting cards and giftwrap, toys, towels, linens, baskets, brass—even wallpaper. End the day at one of the many great area restaurants Needless to say there is a lot to see and do in the Fall River area. Other noteworthy day trips include the Narrows Center for the Arts, Fall River Heritage State Park along the Fall River Waterfront, the expansive river walk and the Fall River Historical Society. Fall River Carousel Located on Fall River’s spectacular waterfront, Carousel #54 of the Philadelphia Toboggan Company has been completely restored to the original splendor of its early days at the historic Lincoln Park. Fall River Fire Museum The newly-born Fall River Fire Museum is a project spearheaded by a volunteer group of firefighters. The fire museum has entered into an agreement with the city, which looks at the possibility of locating the museum at the Anawan Firehouse No. 6, located at 1181 North Main Street in Fall River. This building housed a fire and police station when it was built in 1873. Designed by Harwell and Swazey, this Italianate style structure is listed on the National Register. The centerpiece of the proposed museum will be a 1936 Maxim pumper that served the city of Fall River years ago.

Fall River Historical Society Founded in 1921, the Fall River Historical Society’s mission is to preserve and protect all manner of artifacts relating to the rich and varied history of the city of Fall River, Massachusetts. The Historical Society is housed in a granite mansion, built in 1843 in the Greek Revival style for Andrew Robeson, Jr., a prominent businessman. A one-time station on the Underground Railroad, the house was to change hands several times over the next quarter century. Lafayette-Durfee House A historic house located at 94 Cherry Street in Fall River, Massachusetts. The house was originally located at the site of the current Fall River Superior Courthouse on North Main F A L L R I V E R CHAMBER.COM

Street, and owned by Judge Thomas Durfee. While the exact date of its construction is not known, it is estimated to have been built before 1750. In 1872, the house was moved to its current location on Cherry Street. The house was added to the National Register of Historic Places in 1982. Today, a non-profit group maintains the house and gives tours during the summer months.

Lizzie Borden Bed and Breakfast/Museum

The story of Lizzie Borden is a hair-raising tale that lives on through her home that is now a bed and breakfast/museum. Lizzie’s room, as well as that of her father and stepmother’s, is available for stay if one feels brave enough to do so, but be warned that the house is known for its paranormal activities. Maplecroft House Maplecroft was the house that Lizzie Borden purchased and lived in after she had been acquitted of the murder of her parents. Lizzie lived at Maplecroft, a grand residence, from 1894 until her death in 1927. Her funeral was held at Maplecroft before she was laid to rest in Oak Grove Cemetery. The Maplecroft House was recently purchased and the grand 14-room home is currently being restored with plans to operate as a bed and breakfast in 2016. Marine Museum at Fall River The Marine Museum is a historical and nautical museum with memorabilia, artifacts, and ship models of the Fall River Line and RMS Titanic. The museum houses a diverse collection which includes more than 150 scale models, 30,000 photographs, videos, uniforms, audio recordings and more. The museum also claims to host one of the largest Titanic exhibitions in the world, which includes a 28-foot (8.5-meter) long scale model of the RMS Titanic used in TwentiethFALLR IVERCHAMBER . The Oak Grove Cemetery is a historic cemetery at 765 Prospect Street in Fall River, Massachusetts. The cemetery was built in 1855 and added to the National Register of Historic Places in 1983. Notable burials include Lizzie Borden.

The Eagle Performing Arts Center is beautifully restored historic 1920’s building, with a rich oval wood interior designed by Maude Darling Parlin. This venue is a favorite for local comedians, meetings, private functions and charity events.

Old Colony & Fall River Railroad Museum The Old Colony and Fall River Railroad operated from 1854 to 1863, and later as part of the extensive Old Colony Railroad system. The museum is located directly across from the former Fall River Line Terminal, part of the Old Colony’s “boat train” service between Boston and New York City. The museum has a collection of railroad equipment including a former Pennsylvania Railroad P-70B, a New Haven RDC, a former New York Central Caboose, and a New Haven Boxcar. Fall River Symphony Orchestra The Fall River Orchestral Club was founded in 1925 by a group of fifteen players who wanted the opportunity to play orchestral music. Pack a lunch and enjoy a secluded picnic in a traditional timber frame “Ed Shed” before exploring further reaches of Copicut along the new Meadowhawk and Soggy Bottom Trails.

Buzzards Bay, the sandy, southwest-facing, 2mile long beach is breezy all year round, providing excellent wind surfing and a dependable respite from sweltering inland temperatures every summer. The combination of ocean beach and estuary habitat makes Horseneck one of the premier birding locations in New England.

Mountain bikers will find plenty of options, too. And, when the snow flies, the relatively flat terrain and broad trails are ideal for crosscountry skiing enthusiasts and snowshoers. About the Fall River Area Fall River: The Spindle City

Fall River was originally called “Quequechan,” which meant “falling water” by the Wampanoag Indians. The Wampanoag’s named the area for the small river that turned into steep falls before flowing into the Taunton River. Quequechan was the ancestral home of the Wampanoag Indians until King Phillip’s War in 1675. An abundant water supply along with access to the Taunton River made “falling river” a great place to settle during the colonial period prior to the Revolutionary War. Ultimately the Quequechan River attracted thousands of people from all over the world. These people provided Fall River with a diversity of character held together by cohesion built on local pride that characterizes the spirit behind Fall River’s resurgence as America’s “Spindle City.”

The mills of Fall River had built their business largely around one product, which was print cloth. World War I sustained the print cloth industry a little longer. Many of the mills in New England benefited during this time, but the post-war economy quickly slowed. Also hurting the industry was that production had finally outpaced world demand. By 1920, Fall River’s mills were now facing serious competition from their southern counterparts as labor was cheaper in the resurgent South. The South also had the benefit of transportation and machinery investments from the North. As production moved to Tennessee and other southern states, the mills in Fall River began to consolidate, or close. Many low skill jobs were lost in the process.

Manufacturing is not new in Fall River. While no one city can lay claim to being the birth of American manufacturing, Fall River was a key contributor to the origins and success of the American Industrial Revolution. Driving Fall River’s early growth was a booming manufacturing industry founded on print clothe production. Construction of the Durfee Mill heralded the beginning of tremendous growth and prosperity. By 1850 the railroad connected Fall River to Boston and New York resulting in people seeking opportunity to pour into the area in vast numbers. become occupied by several smaller companies. Taking advantage of cheap mill space and an eager workforce was the garment industry of New York. The New York garment industry established itself into Fall River during the period immediately after World War II. An economic resurgence followed. By the mid 1940’s, nearly one-fifth of the city’s workforce was employed within the garment industry.

Veterans Memorial Bridge project, which replaced the Brightman Street Bridge, was completed in 2011. It serves as the primary connection point for both Fall River and Somerset. The Veterans Memorial Bridge also directs commuter traffic northward to Boston as it interconnects with the northern section of Route 79.

Replacement of the Route 79 spaghetti ramps with a waterfront boulevard that connects Route 79 to Route 24 has been a critical step toward Fall River’s economic resurgence. This $200 million project directs motorist through Fall River’s waterfront attractions while also opening up approximately nine acres of land for commercial development along the scenic Taunton River. The new boulevard also adds to the quality of life for area residents by providing an enhanced multipurpose waterfront walking and biking pathway which passes Commonwealth Landing, Battleship Cove and several marinas. Worship While the urban landscape of Fall River has many notable features, one cannot help but be impressed by the dozens of steeples and cathedral spires that grace the city skyline from almost any point of entry into the city. Consistent with the diverse cultural backgrounds of the workers, merchants and mill owners who settled throughout the Fall River area during the nineteenth century, the city and region has always been a welcoming home to people of various faiths. Acceptance and respect for diversity of faith is an area strength and it continues to this day. The early population of Fall River was either Congregational, Baptist or Quaker in faith. The First Baptist Church, established in 1781 at the Narrows, moved to its present location on North Main Street in 1825. The First Congregational Church was organized in 1816 and the Society of Friends was organized in 1819. New congregations formed and church buildings went up steadily including the First Methodist in 1826, the First Christian in 1829, the Unitarian in 1832, the Episcopal Church of the Ascension in 1836, Central Congregational in 1842, the Second Baptist and United Presbyterian in 1846, St. Paul’s M.E. in 1851 and the Church of the New Jerusalem in 1854. The first Catholic Church, St. Mary’s, was organized in 1836 followed by the Sacred Heart in 1873. The first Jewish synagogue was also established shortly thereafter. Fall River is now home to the Diocese of Fall River, which was established as a division of the Diocese of Providence in March

1904. The Diocese covers an expansive 1194 square miles from Attleboro east to Cape Cod and the Islands. Around 1900, the essayist Lyman noted, “At the present time there are about forty Protestant churches, besides several missions, fifteen Catholic churches and three Jewish congregations. The constituency of the Catholics far outnumbers that of the Protestants; and their church building are both more spacious and of a more solid character.” Near many of these edifices are church schools, where some thousands of children receive elementary instruction. Some of the parish schools carry the instruction up to the high school grade. The history and contributions of Fall River’s religious leaders during the 19th and 20th centuries in many ways rivals that of the workers and owners of the cotton mills and textile industries. Strong parish organizations, many of which included large schools run by an amazingly diverse group of Catholic Sisters and Brothers, provided high quality education to thousands of young people, often in bilingual settings. These included both day schools and boarding school and included schools with specialized curriculums in classical, commercial and nursing courses. The Catholic Church also ran orphanages and established asylums, nursing homes, hospitals and later, dozens of credit unions, each attached to its own church parish. Today, new congregations are mixed with the old respectively. The continued religious diversity of our city symbolizes that Fall River is intensely and openly religious as a community, but equally tolerant and receptive to all.

Pursuing Excellence Bristol Community College

The middle name of Bristol Community College (BCC) is Community. From humble beginnings in a single building in downtown Fall River, BCC has grown with the community to provide services from sites in Fall River, New Bedford, and Attleboro, as well as satellite locations around Bristol County. The multi campus college offers innumerable opportunities to join the community of educators and students who enrich their lives at their convenience Bristol Community College is a comprehensive community college offering more than 120 careers and transfer programs of study that lead to an associate degree in science, arts, applied sciences, and certificates of accomplishment or achievement. Since 1968 BCC has helped more than 28,000 Bristol County learners fulfill their goals to earn a degree, access work-related training, and find additional educational and leisure opportunities. Students are able to transfer to many baccalaureate colleges throughout the state and country. An important division within Bristol Community College is the Center for Workforce and Community Education that is conveniently located at the Commonwealth Landing complex on Devol Street in Fall River. The Center and the newly established Workforce Institute are the one-stop contact and resource for BCC’s comprehensive training, consulting, and pre-employment services for individuals, organizations and companies. The Center also specializes in educating students about green technologies through the Green Center. They additionally assist corporate clients to obtain alternative sources of funding for customized training programs, continue education programs on line and face to face. Another BCC resource is the CATCH Institute, which merges the culinary and hospitality offerings at BCC with studies in gaming and casino operations.

University of Massachusetts – Dartmouth Distinguished by personalized teaching, innovative research, and full engagement on regional economic, social, and cultural development, UMass-Dartmouth has an enrollment of more than 9400 students in more than 40 undergraduate and 30 graduate programs, including 10 doctorate level programs. The latest addition to UMass-Dartmouth is the Commonwealth’s only public law school. EdUp Campaign Earning a post-secondary degree is no longer just a pathway to opportunity for a privileged few. To the contrary, it has become a prerequisite for the retaining and growing of jobs in this region’s transitioning economy. Improving educational attainment levels in Fall River is also critical to the attraction and retention of businesses. A campaign to raise awareness and aspirations about educational attainment is underway by the Fall River Area Chamber of Commerce and it many partners. EdUp Campaign was established in three stages. Phase one began with the reinstatement of the Chamber’s Education Committee. For the past three years the Education Committee has been advocating on core issues such as support for level funding of services at the Fall River, Somerset, Swansea and Westport public schools. There has also been the introduction and funding of Teach for America teachers into the Fall River school system.

Another initiative of the Education Committee has been the sustained publication of monthly editorials that are printed in The Herald News and the Business News monthly newspaper. They are also heard on WSAR1480AM. Copies of the editorials are chronicled within the “Workforce” section on the Chamber’s website. These early efforts shaped and set the foundation for phase two. Phase two has been the creation of a multi-year marketing campaign that is strategically aimed at raising awareness about the value of educational attainment. The campaign was fashioned from the feedback of research gathered by three marketing research survey projects. A marketing team was then comprised of UMass and BCC administrators, faculty, students and businesses leaders. They produced a brand for the region, which is entitled, “EdUp.” The EdUp community partnership has now shifted into the implementation stage. On Wednesday, September 18, 2013, the Education Committee unveiled the EdUp campaign during a special edition of the Chamber’s “Voice of Business” radio program on WSAR1480AM. The “EdUp” brand has since been expanded. Launch of a local access television show in partnership with Bristol Community College, FRCTV and the Chamber has been another component of the EdUp Campaign. The “Workforce Connection” features interviews and discussions about workforce related issues. It began airing in monthly installments beginning in September, 2013. The Workforce Connection airs on local cable access stations across the SouthCoast region.

Other actions have included the development of a community stakeholder group of parents that meets regularly. It is through the work of this group that the EdUp Campaign’s first large scale public activity called, “College Day,” was inspired. College Day focuses the attention of children and their parents on considering going to college from a very young age, which research demonstrates is a powerful tool for getting children to aspire to college attendance. On College Day children spend the day immersed in activities designed to bring dreaming and achieving to college attainment into their sphere. The first area College Day was held on June 5, 2014. Next steps include higher visibility through bill board signage, the production of EdUp shirts and wrist bands for students and EdUp banners to be produced for placement at area schools. There will also be the creation of EdUp book makers. A significant undertaking in 2015 has been the launch of a resources and information rich website. Visit www.EdUpAspire.org for more information. Participation by the private sector in the shaping of public and economic policy helps government officials understand and appreciate how legislation, ordinances and decisions impact commerce, industry and quality of life. Look no further than recent events and issues for confirmation on the need for active private involvement and engagement. Therefore, it should be no surprise that the medium often leveraged to express the collective views of businesses is through their Chamber of Commerce. The Fall River Area Chamber of Commerce and Industry was created over 100 years ago by area businesses to represent and advocate on their behalf. Chamber members develop the organization’s positions on issues by working through the Government Affairs Committee, the Executive Committee and the Board of Directors. Leaders in business that are involved on these committees, along with the Chamber’s General Counsel, are charged with reviewing and monitoring legislation and regulations that impact industry and commerce. They also preview government meeting agendas and attend and testify at government hearings on ordinances, regulations and legislation. Based on the anticipated impact and the timing, the Chamber may at times prepare a written responses, submit proposed legislation and serve as a medium to educate and engage the membership and the community. Above all the Chamber is an independent voice for businesses and not necessarily a cheerleader. In challenging economic times working in collaboration is very important, but is also important to understand that the Chamber is not a department of any municipal entity, or the state and federal government. Furthermore, the Chamber organization is run on private, not public financial support. The Chamber does not receive operational funding from any city, town or state entity. The Chamber also does not maintain a Political Action Committee (PAC) and does not offer endorsements prior to elections. These long standing practices allow the Chamber to objectively represent business interests without undue political pressure. The Fall River Area Chamber of Commerce and Industry is proud to serve as one of our region’s most ardent supporters.
