The next screen is as below;

The screen has links to the various e-auctions conducted by RINL 3. Click on the Purchase e-auctions link to go to the e-auctions login page. The next screen is as below;

4. Enter valid Login ID and Password and click the button “Log In”. 5. After Login the Vendor can view the Current Auctions link as shown in the screen below.

6. There is a ‘logout’ link in the top right corner of the screen. It is recommended that you logout from the auction site when you want to leave the site to prevent misuse of your userid. USER MANUAL FOR PURCHASE E-AUCTIONS

7. Click on the link “Current Auctions” link and a screen will display the list of auctions, if there are any active auctions going on at the moment for which the vendor is authorized.

8. Vendors can now go to the bidding screen by clicking on the “auction title” of the respective auction in the active auction screen. 9. The vendor has to agree to the terms and conditions for viewing the auction screen and participating in the auction. Vendors are authorized by RINL to participate in an e-auction and only those vendors who are authorized can view the bidding screen and place bids. The terms and conditions screen is as below

The bidder has to go through the terms and conditions and if he agrees to the terms and conditions he has to click on the check box at the bottom of the screen and press the ‘I AGREE’ button.

On pressing the ‘I AGREE’ button the bidding screen is displayed. The screen is as below.

10. The main screen displays the auction details and the bidding screen is displayed in a pop up window. If the bidding screen is not displayed (for some reasons like enabling of popup blocker, etc.), then click on the link “Click here for Bidding screen” and the bidding screen will be displayed.

A Detailed Explanation of some important terms used: STARTING BID There is no starting bid price, so the person making the first bid has to be careful while making the first bid. MINIMUM BID DECREMENT The minimum bid decrement is displayed at the bottom of the screen, so any bid has to be less than or equal to the Current L1 bid minus the minimum bid decrement. CURRENT LNCP L1 BID Current LNCP L1 Bid as shown above on the bidding screen is the lowest bid at any point of time during the auction. MY BEST BID This is a particular Vendor’s best bid displayed only on his bidding screen. MY BID This is text box for the Vendors to put in his bid during the auction. CHECK ITEM This check box item selects the item for which the Vendor intends to bid. START AND STOP TIME The date, start and stop time of the auction will be mentioned in the active auction screen. The remaining time is displayed at the bottom of the bidding page .The system display time is final. The Remaining time will be automatically refreshed for every 10 seconds. (If the remaining time is not displayed then download and install the MDAC. A link is provided to download under the remaining time.) BIDDING SCREEN REFRESH The Vendors need to refresh the auction bidding screen by pressing F5 on their keyboards to see the latest status of the current auction bidding screen. BIDDING DECREMENT Any bid has to be less than or equal to the Current L1 bid minus the minimum bid decrement. AUCTION CLOSING TIME EXTENSION The system provides an automatic closing time extension for an auction if any bid is received when the remaining time is less than 4 minutes..

Bidding Process The bidder has to enter his bid in the My Bid Text box and check the Check Item check box and press the Submit button to place his bid. The bid has to be less than the Current L1 bid minus the minimum bid decrement.



The value can be entered up to 2 decimal points.



Do not enter comma (,) , Currency symbol (Rs.) or any other special character other than the decimal point, in the My Bid text box.



Check the value entered in the My Bid textbox and then click on the Check Item checkbox to avoid typing errors during bid entry.



Refresh your screen by pressing F5 to get the latest updates. The values in the screen other than the remaining time do not refresh automatically.



It is recommended to refresh the screen before placing any bid.



The remaining time is displayed at the bottom of the screen and it is refreshed once in every 10 seconds.

If yours is the first bid or your bid is reduced by more than 10 times the minimum bid decrement then there is a prompt message asking for re-entry of the bid value for that particular item. If you enter the right bid value and press OK then your bid is accepted, else if the entered value does not match then the bid is rejected.

If a bid is accepted then it will be shown in the My Best Bid column. It will also be shown in the Current LNCP L1 Bid column as long as it is the lowest bid. If the My Best Bid value and Current LNCP L1 Bid value are equal then it means that the vendor is the L1 party for that particular item.

A bidder can bid for more than one item at a time. The system provides an automatic closing time extension for an auction. If a Vendors bids when the remaining time is last than 4 minutes then the auction closing time will be extended such that there is a time of at least 4:00 minutes between the last bid placed and the auction closing time. The auction extension time is as follows

Remaining time 4:00 min to 3:01 min 3:00 min to 2:01 min 2:00 min to 1:01 min 1:00 min to 0:01 min

Extension in minutes 1 :00 min 2 :00 min 3 :00 min 4 :00 min

The Extension time is added to the current closing time of the auction. After extension the remaining time will become at least 4:00 minutes and at most 4:59 minutes. If there are no bids in the auction for the last 4 minutes before the closing time then the auction is closed.

The screen after the auction closes is as below. Once the auction closes the ‘Submit’ button is disabled.

Summary of Bidding on an Auction: 1. Click on the link “Current Auctions” and then a list of all the active auctions for which the vendor is authorized, are displayed. 2. Click on the auction title and the main bidding screen will be displayed after accepting the terms and conditions. 3. Enter your price for the items you want to bid, check the ‘Check item’ check box and then click "submit" button. 4. If it is the first bid or if the vendor reduces the bid by more than 10 times the minimum bid decrement, a prompt dialog is displayed asking for re-entry of the bid amount in the prompt dialog. 5. A bidder can bid for more than one item at a time. 6. If the Vendors bid amount is less than the ‘Current L1 Bid’ minus the minimum bid decrement, then the bid is accepted and his bid becomes the ‘Current L1 Bid’. 7. Remaining time will be displayed under the submit button. It will be automatically refreshed for every 10 seconds 8. If any Vendors bids on any item within 4 minutes of remaining time then the auction closing time will be extended such that the time difference between the last bid and the auction closing time is at least 4 minutes.
