This Request for Qualifications is issued for professional design, engineering and consulting services by Equity Residential (the “Owner”) and HKS Architects (the “Architect”). The Project site is located in the Mission Bay South Project Area, and is referred to as Block 13W (West). HKS is seeking statements of interest and qualifications from firms with experience in high density, multi-family housing, built of Type I and Type III construction. PROJECT OVERVIEW Block 13 West is located in the City of San Francisco’s Mission Bay Project Area. The site is west of 4th Street between Channel Street and Long Bridge Streets. Mission Bay Park runs parallel to Channel Street, northwest of the site. The project will consist of 273 residential units within a single structure; A five (5) story podium level to the northeast and a 16-story high-rise tower on the southwesterly side of the site. There will be an enclosed parking garage for 273 cars on the first two levels of the building. DEVELOPMENT TEAM Equity Residential NYSE: EQR is a member of the S&P 500, a publicly-traded real estate investment trust based in Chicago, IL. Equity primarily develops, owns, and operates apartments. It also sells condominiums, and operates a corporate housing division throughout the United States. Equity Residential owns or has an interest in more than 550 apartment communities in 23 states and the District of Columbia.

The development team is committed to making a good faith effort to contract with professional services organizations certified with SFRA as Minority-owned (MBE) or Women owned (WBE) or Minority/Women owned Business Enterprise (W/MBE). The participation goals are as follows; MBE WBE

THE SAN FRANCISCO REDEVELOPMENT AGENCY MBE / WBE CERTIFICATION PROCESS Attached is the link to The San Francisco Redevelopment Agency’s new Certification website. The site allows prospective firms seeking to apply for Minority-owned (MBE) or Women-owned (WBE) Business Enterprise certification, to do so on-line, including the ability to upload supporting documents. https://www.iucp.com/Default.aspx?agency=SFRA FRIST YOU WILL NEED TO REGISTER, and create a log-in identification (your email address) and password to access the website. After you have registered, you will receive an email to activate your account. Click the link in the email to activate your account. If you do not receive the email, then check your spam/junk folder. You will be able to fill out your application and upload the supporting documents by logging onto the link after you have registered. It is important to select “New Application” not the “Recertify” option for the first time with entering your application on the site. This way we will have all of your required documents uploaded and recertifying next time will be more efficient. Please use the check list to identify the documents you are required to submit. If you are not able to supply the required supporting documentation (tax returns, business license, etc.) in electronic format, then you may set an appointment with us to have them scanned. If you have us scan them, they must be single sided and contain no staples. Before setting an appointment, you must have at least submitted the application on line. If you are unable to submit your SBE Application due to technical problems, please call Elation Systems Technical Support at 510-764-1870 ext. 100. SUBMISSION OF QUALIFICATIONS In order to be selected, respondents must submit a complete response to the RFQ. The response should be prepared simply and economically, providing straightforward and concise answers. Respondents must submit their RFQ and any related information to Architect by email. Facsimile or verbal responses will not be accepted. Electronic (PDF Format via email or CD) responses are strongly encouraged. Respondents will receive an email confirmation of receipt of their qualifications. STATEMENT OF QUALIFICATIONS Your statement of qualifications must be concise and shall consist of the following information in the order indicated. 1. Cover letter stating interest in the Project with signature of authorized principal and contact information. a. Please note clearly at top of cover letter the relevant services for which you are providing a statement of qualifications. Please note if you submitting qualifications in more than one category. b. If applicable, provide statement in cover letter verifying certification with the SFRA as either, a Minority-Owned Business Enterprise (MBE), Women-Owned Business Enterprise (WBE), or Minority/Women-Owned Business Enterprise (W/MBE). 2.

Description of Qualifications, including the following; a. Provide examples of experience with comparable projects (i.e., multi-family, mixed use, urban, new construction, mid or high rise) with Project owner, general contractor, and architect contact personnel, addresses, and telephone numbers listed. b. Provide list of key staff and personnel that will be assigned to the project their relevant experience. c. Provide statement of available insurance, and ability to meet the requirements delineated at the attached HKS Consultant Insurance Requirements, dated March 26, 2010.

SELECTION PROCESS AND CRITERIA Selection Process After reviewing the statement of qualifications, the Owner and Architect may develop a shortlist of firms from each category from whom they will request written fee proposals and schedule interviews. Following receipt of proposals and participation in an interview process, it is the intent of the Owner and Architect to enter into agreement with a selected firm in each category described above for professional services.

Firms may be selected to enter into an agreement with either the Owner or Architect based on the factors described above, evaluation of fee proposals, quality of presentation during interview, and based on other criteria that are deemed to be in either the best interest of the Project and/or the Owner and Architect.
