1.0 Introduction Fort Vancouver Regional Library District (FVRL), requests statements of qualifications from firms with library architecture and interior design expertise interested in providing design services for two library branches. FVRL is a library district in southwest Washington State, providing library services in Clark, Skamania, and Klickitat Counties, and in the city of Woodland in Cowlitz County. FVRL serves a population of about 475,000 with 14 library facilities and two bookmobiles. The two library branches in need of services are located in Goldendale and Stevenson. Goldendale The library in Goldendale is a historic 1914 Carnegie library with a modern addition. The library serves the community in and around Goldendale, and operates a bookmobile that serves communities all across Klickitat County. The building has a basement with a public meeting room, staff work areas, storage and a garage for the bookmobile accessed from the rear of the building. The library collection is on two stories, with stairs and an elevator to move between floors. An addition in 1985 added two wings on the first and second story with access to an outdoor terrace. The total square footage of the building is 15,660. It has been over 15 years since the carpet was installed and the paint was refreshed. Much of the furniture and some of the shelving has been acquired at different times and from different vendors, often to replace a broken piece or solve a specific issue. The library has not had a comprehensive refresh for many years. Stevenson The library in Stevenson is a 1968 building with two levels, on a hillside overlooking the Columbia River. The library serves the residents of Stevenson, as well as surrounding communities in Skamania County. Library staff operate a bookmobile that serves more farflung communities in Skamania County, as well as parts of Klickitat County. The lower floor of the building has a garage for the bookmobile, storage, a staff break room, public restrooms and a community meeting room with an exterior entrance. The main floor houses the library collection, service desk, staff work room and the librarian’s office. The Stevenson library is 7,980 square feet. The carpet in the main public area of the library is in good shape. Newer carpet in the children’s area does not match well with the existing design. Furniture and casework in the main public area have been added or replaced at different times, using different vendors and contractors. There is a large, freestanding, wooden sculpture, as well as several large plants kept in the public area. There are also decks off the south and west sides of the building for the public. 1.1 Project Description Both libraries have similar and unique needs to be addressed. For each library, there will need to be at least one public meeting to gather input from community stakeholders, and at least one meeting with staff of the library to gather information about working in the building and community. For each project, a comprehensive and unified vision for the whole building interior is needed, addressing the carpet, paint, furniture (including the front service desk) casework and shelving for the building, in both public and staff areas. All major service areas should be considered, and
recommendations given for creating or rearranging spaces for different age groups, including children, tweens, teens, and adults. In addition, at Goldendale: ● A portion of the basement currently being used for storage and as a staff work area needs to be renovated to make room for a publicly accessible digital media lab, as well as improved staff work space and some storage. The digital media lab will be a space where the public will have access to computers and equipment to support digital media creation and manipulation. Equipment that will be included in the media lab includes an image scanner and a microfilm reader. ● The exterior main entry staircase is in need of repair or replacement. ● Interior design should enhance the library’s historic significance as a Carnegie Library, maintaining the integrity of the original structure and developing greater harmony between the older and newer areas of the building. At Stevenson: ● An area between the downstairs community room and the bookmobile garage needs to be transformed into a meeting room suitable for 812 people. The estimated total budget for both projects is $750,000, with about $250,000 for Stevenson and about $500,000 for Goldendale. The timeframe for renovating the two libraries is April or May of 2017. To ensure enough time to secure subcontracts and order recommended furnishings, fixtures and equipment, the abovedescribed design work should be completed by early January, 2017. 1.2 Scope of Services ● The successful firm will meet with stakeholders and staff of the two communities, and work with a core design team from FVRL to develop a comprehensive interior design for each library. ● The firm will work with FVRL to prioritize elements of the designs that can be completed within the projected budget for the project. ● The firm will provide a design document for each location, detailing recommended changes and providing specifications and product numbers for all furnishings, paint, carpet, fixtures, and other elements of the design. ● The firm will provide, as part of the final design document, CAD files of the design recommendations, to be used by FVRL in executing the design. ● FVRL will act as contractor and purchasing agent for the projects, determining which aspects of the designs can be carried out inhouse and which will require subcontractors. Purchasing of furniture, fixtures and equipment will be carried out by FVRL. The Consultant may include any additional information that is believed to be pertinent and helpful but not specifically requested elsewhere in this RFQ. 2.0
General Information FVRL reserves the right to continue with the Consultants selected or has the option to conduct a new selection process for future services beyond those services advertised above.

During preparation, direct all communications regarding this RFQ to Sam Wallin, Special Projects Coordinator. All other communication will be considered unofficial and nonbinding. 2.2 Selection Process Consultants will be considered based on a 100 point scale: ● Consultant’s approach to quality control, project management and product delivery; (10) ● Prior relevant projects or experience; (20) ● Previous civic or governmental work experience; (5) ● Knowledge and expertise of individuals that will work the projects; (10) ● Readiness, availability, and familiarity with the area; (20) ● A proven track record of providing quality work on time; (15) ● Meets all applicable licensing requirements; and (5) ● Response of references. (15) FVRL’s Evaluation Committee will perform technical evaluations, rank submittals, and make selection recommendations based on consensus. The Evaluation Committee will evaluate statements of qualifications, and may ask a shortlist of Consultants to participate in an interview process. A selection will be made within ten (10) business days of the submittal deadline. All Consultants submitting statements of qualifications will be notified of our selection. Statements will be reviewed and a firm will be selected by 4:00 p.m. on September 19, 2016. 2.3 Submittal Requirements Please submit one (1) hardcopy with requirements below and one (1) reproducible digital copy in pdf format delivered on digital media. Statements should be submitted on company letterhead with the information required in this RFQ. Submittals shall be limited to a total of ten (10) pages, numbered, excluding cover letter. Submittals that exceed the maximum number of pages will be rejected. Submittals should be stapled or paper clipped, please NO binders.
At a minimum, the submittal must contain: ● A letter of interest signed by the firm principal with a statement of availability to complete the work. ● Identification of Consultants, including name, address, and telephone number. ● Name, title, address, and telephone of contact person during period of proposal evaluation. ● Signature of a person authorized to bind Consultant to the terms of this proposal. ● An itemized list including the amount and pricing of all materials and services being proposed. ● General information about the firm’s experience and capabilities in the services to be provided. ● Firm’s approach to quality control, project management and product delivery. ● Previous project experience on similar types of work, including municipal work experience. ● Proposals and experience of the staff that would be actually assigned to the project. Work experience should be specific as to the individual’s actual tasks performed on other projects. ● Ability to meet the FVRL’s requirements for readiness, availability and familiarity with the area upon execution of agreement. ● Include three (3) references with the following information: the name of the current and previous clients with similar contract, scope of work provided, estimated project cost, and the name, address, and telephone number of the contact person. 2.4 Proprietary Information / Public Disclosure Materials submitted in response to this solicitation shall become the property of Fort Vancouver Regional Library District.
