Welcome. Chip Vincent, Co-chair, City of Renton, called the meeting to order at 9:35 a.m. There were around the room introductions.

Chair Vincent reviewed the topics from the May 19 meeting and the topics on the current agenda. He introduced Pauline Anne Ferrero, a Development Management Officer with Mindanao Development Authority (MinDA), in the Philippines. She was hosted by PSRC’s Economic Development Department during the month of May.

Pauline introduced herself and thanked the committee. Chair Vincent then recognized Yorik StevensWajda, PSRC, who will be taking a job with Snohomish County. Yorik most recently appeared in front of the committee with reports on the year-long process of comprehensive plan review, which was completed in June, 2015. Committee members thanked Yorik for his work with the committee over the years. 4)

a. Regional Open Space Mapping Tool. Erika Harris, PSRC, introduced the topic, reminding the committee that PSRC is part of a consortium of partners that secured funding to develop a regional open space strategy. PSRC boards and committees have heard presentations on the strategy over the past five years. The Regional Open Space Strategy (ROSS) team is wrapping up a strategy document and has worked with the Trust for Public Land to produce a mapping and ecosystem/open space services valuation tool. Erika introduced Tracy Stanton, Urban Waters Partnership, who provided a presentation and discussed the goal of accommodating growth while protecting open space. She stated that there has

been no tool to factor in the positive economic value of open space. Local governments make decisions that affect the open space network that spreads across the region, and the new tool can help make decisions that meet the regional objectives of protecting Puget Sound and the broader environment. Paul Kundtz, Executive Director of the Trust for Public Land, a national non-profit organization, stated that a key tool for the organization is the mapping and ecosystem/open space services valuation tool which uses GIS to create customized maps for clients and to prioritize areas for acquisition and conservation. Fred Gifford, Trust for Public Lands, demonstrated the tool, remotely. Paul Kundtz stated that they would like the committee to provide feedback on how the tool could best be used. Committee members asked if the ROSS team was looking for local government partners to provide data for beta testing. Erika Harris, PSRC, offered to connect the team with committee members’ jurisdictions who were interested. Chair Vincent stated that the committee would like to be kept updated on the ROSS b. Transportation 2040 Update: State of the System, Part 2. Ben Brackett, PSRC, first summarized information presented at the April committee meeting. He continued the presentation by providing an overview of the condition of state highways, highway bridges and overpasses, transit coaches and Washington State Ferry assets. Additionally, Ben provided an update on the WSDOT fish-passage barrier removal program and the amount upstream habitat that has been reclaimed since the program’s inception. Ben also discussed asset classifications for which PSRC has little data, including bicycle and pedestrian infrastructure, stormwater facilities, ADA treatments, operations infrastructure, and city streets. Ben asked for committee member’s opinions on how the PSRC can support the improvement of transportation asset conditions. Members agreed that more information on sidewalks as they relate to transit and school access was important, and offered data from their jurisdictions. Ben stated that the biggest challenge is how to help smaller cities and towns to provide consistent information. Members pointed out that stormwater data has not always been considered, but that there is a large intersection between stormwater and transportation facilities. Chair Vincent pointed out there is also a large intersection between stormwater and land use. Members stated that larger cities have pavement management systems and coordinate with their county on GIS data bases. Smaller cities often don’t have the budget for this type of data collection, and criteria to assign “good”, “fair” and “poor” ratings varies widely. The formation of a group to develop a local street data base was suggested. Members asked how painting and striping of streets figures in. Data on safety related maintenance is also needed. Ben stated that PSRC is reconvening a group to review state of good repair data and the issue of financing. He invited members to contact him if they would like to volunteer. Members cautioned that the participation of local experts on areas where data is lacking is critical for the success of the group. Charlie Howard, PSRC, stated that how the transportation system, including state of good repair, can be funded is being researched and will be considered as part of the update to Transportation 2040. The committee will get a detailed briefing in the next few months. Members concluded by saying that data on sidewalk and crosswalk conditions is crucial for regional growth centers, where the policy focus is on increasing active transportation such as walking and biking. c. Transportation 2040 Update: Technology. Gary Simonson, PSRC, stated that the technology presentation was presented at the Transportation Policy Board in April, and is one of a series of presentations on issues that will be addressed in the update to Transportation 2040. Gary provided a presentation and stated that there is a lot that is unknown about how technology will affect transportation in the future. Technological advances can provide benefits in safety and travel time and decrease emissions. There is also the potential for significant disruption to the transportation system as modes and methods change however. Gary reviewed current technologies and stated that the Regional Traffic Operations Committee meets at PSRC bi-monthly to discuss and coordinate investments in traffic operations and ITS technologies. Gary then discussed the evolving and potentially transformative technologies of Autonomous and Connected Vehicles. He discussed the potential benefits as well as the challenges involved in planning for these technologies.

Pavithra Parthasarathi, PSRC, continued the presentation, discussing shared mobility, which increases mobility choices and helps facilitate first mile/last mile connections to transit. She noted that one of government’s roles in the rapidly changing transportation environment is to seek equity so that all residents are able to benefit from the new technologies and mobility opportunities. Pavithra then discussed the various initiatives happening related to transportation technology at the Federal, State, and local levels. She reminded committee members that following the RSC meeting there would be a peer networking session on current travel technology and tools in use by local governments. She closed the presentation by requesting committee member’s input on how staff should be planning for technology in the update to the Transportation 2040 plan. Chair Vincent pointed out that planning cannot just happen at the local level on this issue and that the region needs to have a coordinated plan. He encouraged PSRC to take a leadership role and mentioned the peer networking session on Transformative Transportation Technologies that was scheduled to follow the RSC meeting. Ike Nwankwo, Washington State Department of Commerce, announced that committee member and agency representative Jeff Wilson was no longer with the Department of Commerce and that the agency was engaged in a recruiting effort to find his replacement. He requested committee member’s questions or candidate references. 5)

Regional Staff Committee Information Item Board Reports The Economic Development District Board met June 1, 1-3 p.m. The board ratified the appointment of Tony To, as Board President. To is Executive Director of HomeSight, a non-profit organization dedicated to affordable homeownership, business development and community advocacy in the Puget Sound region. The board heard a presentation by PSRC staff and consultant Community Attributes on a draft outline of the new Regional Economic Strategy, including key objectives and focus areas, as well as an update on the development process and timeline on the draft. The Transportation Policy Board met June 9, 9:30 – 11:30 a.m. The board recommended the Executive Board’s approval of the 2016 Adjustment of PSRC’s Federal Transit Administration (FTA) Funds and distribution of funds to the FTA Regional Contingency List of Projects. The board was briefed by PSRC staff on special needs transportation and the work of PSRC’s Special Needs Transportation Committee. The board heard a report by PSRC staff on regional travel trends. As part of the long-range performancebased planning process, PSRC is involved in ongoing tracking of a variety of regional demographic and transportation trends. Staff discussed how travel behavior has changed by examining an array of these metrics. Regional Staff Committee INFORMATION ITEM Subject:

Assessment of 2015/2016 Comprehensive Plan Updates

In Brief:

PSRC staff will brief the committee on a proposed approach to carrying out the work program task “Assessment of 2015/2016 Comprehensive Plan Updates.” The project will include a working group of local staff and other methods to gather and analyze information on local planning successes, challenges, regional issues, and lessons for ongoing implementation of and a future update to VISION 2040.

Request of the Committee: Provide guidance on scope and process for carrying out this task. Background Information:

As a next step in the implementation of VISION 2040 and in preparation for the update of VISION 2040, the PSRC FY 20152016 Budget and Work Program includes under task 7b an “Assessment of 2015/2016 Comprehensive Plan Updates.” The Growth Management Act requires that local jurisdictions conduct periodic updates of local comprehensive plans. Jurisdictions in King, Pierce, and Snohomish counties were required to complete plan updates by June 2015. Kitsap County jurisdictions have a June 2016 deadline. Newly adopted plan updates adopted by cities and counties in the region are expected to address direction provided in the VISION 2040 Regional Growth Strategy and Multicounty Planning Policies. PSRC is concluding review and certification of the major plan updates this year. This milestone is the culmination of years of work on the part of regional and local staff and elected officials, including adoption of VISION 2040 in 2008, updates to Countywide Planning Policies, outreach and technical guidance, development and adoption of local plans, and detailed review by PSRC staff of those plans highlighting both best practices and needs for further work. PSRC now has an opportunity to work with local jurisdictions to identify and evaluate issues that emerged through the plan updates, consider different approaches to address those issues, and to identify areas where PSRC might refine VISION 2040 strategies and Multicounty Planning Policies in a future VISION 2040 update. To carry this out, PSRC will convene a working group to evaluate and assess significant issues identified in these local update processes, and produce a report documenting findings and

recommendations. Specifically, the project will consider the following questions: o How and in what policy areas have local comprehensive plan updates been successful in implementing VISION 2040? o What aspects of VISION 2040 have been challenging to address through local plan updates and why? o What do counties and cities need (e.g., resources, technical assistance, regional coordination) to enable them to more fully and effectively implement the Regional Growth Strategy, goals and policies, and actions contained in VISION 2040? o How did the PSRC review of draft plans and certification process contribute to successful adoption of VISIONconsistent local plans? In what ways could the process be improved in the future? o What lessons are there for a future VISION 2040 update along with effective implementation of regional policies and strategies? The answers to these questions will have both local and regional value, highlighting innovative policy solutions and opportunities for adopting best practices, areas where future work is needed improve implementation of VISION 2040 and the Growth Management Act, and important issues that PSRC should examine through the regional plan update. PSRC staff will carry out this project in consultation with the Regional Staff Committee. PSRC will provide materials intended to support a well-informed regional discussion by identifying themes, examples of successful implementation, and issues drawn from regional plan review process. Broad input from local jurisdictions and other key stakeholders will be obtained through various approaches, which may include focus groups, surveys, individual interviews, or outreach to countywide planning coordinating bodies. PSRC will work closely with a smaller working group of local planning staff to analyze the information assembled through this process and draft a final report with conclusions and recommended next steps. The final report would be completed by the start of 2017 PSRC staff briefed the GMPB on this topic at its meeting on June 2. The purpose of today’s presentation and discussion is to provide the Regional Staff Committee with information on the project, including a proposed schedule of work. The committee will be asked to provide guidance on the following: o Questions to address through this project o Membership of working group o Methods of engagement and data collection o Desired outcomes and expectations for final report Regional Staff Committee

Transportation 2040 Update: Work Plan Development

In Brief:

The 2018 update to Transportation 2040 is different from past plans in that many of the plan’s investments are (or will be, depending on election outcomes) fully funded. This plan update provides the opportunity to highlight those investments that will be made over the plan’s horizon, to focus on the few remaining investment needs, and to prepare the region for significant technology and other changes that can be anticipated by 2040 and beyond. PSRC staff has already begun presenting information to the Transportation Policy Board which will help the Board decide on the appropriate scope of work for the 2018 Update to Transportation 2040. This presentation will lay out work planned over the next several months to brief and inform the Transportation Policy Board.

Request of the Committee: At its June 2016 meeting the Regional Staff Committee will be briefed on topics that will be presented to the Transportation Policy Board, and their input will be sought on these topics. Background Information:

The work plan for the 2018 update of Transportation 2040 is now being developed. The Transportation Policy Board will review various topics that may form part of the proposed work plan at the next few meetings, and will recommend a work plan by January 2017.
