Overview The purpose of this document is to provide guidance in identifying where training meeting the intent of the CAPP Atlantic Canada Offshore Petroleum Industry Standard Practice for the Training and Qualifications of Personnel (CAPP Standard Practice) can be obtained. This document also provides notes regarding specific training, including, where appropriate, discussion about what is considered equivalent training from other jurisdictions. This document is maintained by the Atlantic Canada Training and Qualifications Committee and is updated from time to time. Introduction

Training and qualifications requirements for the offshore petroleum industry in Atlantic Canada are defined by the CAPP Atlantic Canada Offshore Petroleum Industry Standard Practice for the Training and Qualifications of Personnel (CAPP Standard Practice). In some cases the Atlantic Canada Training and Qualifications Committee (TQC), the management committee responsible for maintaining the CAPP Standard Practice, has identified training certificates that are recognized as meeting these requirements. These TQC-recognized certificates are listed within this document. This document also provides notes regarding specific training, including, where appropriate, discussion about what is considered equivalent training from other jurisdictions. 2

Accreditation

Neither the TQC or CAPP accredits or approves courses or training institutions; nor do the TQC or CAPP formally audit courses. The TQC monitors, to the best of its ability, the quality of course delivery through the resources and participation of its membership and has instigated a quality review process for various safety courses required by the CAPP Standard Practice that do not have independent or third party audits/reviews (Refer to Section 6 below for further detail). 3

Scope

The requirements within the CAPP Standard Practice are made sufficiently broad to allow their application to each type of installation and vessel likely to operate in the Atlantic Canada offshore area; this document matches that scope. Not all training requirements specified by the CAPP Standard Practice have associated recognized certificates. Only training for which the TQC has identified a recognized certificate is listed here. For a complete list of training refer to the CAPP Standard Practice. This list of recognized certificates is accurate at the time of publication. 4

Equivalency

Equivalent training, including in-house, can be considered where that training provides for an equivalent level of competence as per the requirements in the CAPP Standard Practice. Determinations of equivalency are left to the discretion of the operator with oversight by the energy authority. When making such a determination operators must clearly document the basis for equivalency and the level of management which approved the equivalency. Operators must also notify the energy authority and appropriate personnel within their organizations who may have need to be aware of such information, e.g. the installation manager. Pursuant to the Committee’s Terms of Reference all determinations of equivalency may be subject to review and audit by the energy authority and documentation supporting the determination must be available upon request. The energy authority reserves the right to deny any determination of equivalency or to issue an order to an operator relating to equivalency if the process is abused.

These provisions only apply to training and qualifications as listed in The CAPP Standard Practice and do not apply to requirements prescribed by legislation or by agencies having authority outside that referred to in this document, e.g. Transport Canada’s authority to require certification for specified marine and aviation positions. Where there are specific requirements prescribed in the “Accord Legislation” the energy authorities have developed a “regulatory query” process to deal with equivalencies. 5

Definitions & Acronyms

For the purposes of this document, the following definitions apply: Atlantic Canada Offshore Petroleum Area

Refers to the combined offshore area regulated by the CanadaNova Scotia Offshore Petroleum Board (link: CNSOPB) and the Canada-Newfoundland and Labrador Offshore Petroleum Board (link: C-NLOPB).

CAPP Standard Practice

CAPP Atlantic Canada Offshore Petroleum Industry Standard Practice for the Training and Qualifications of Personnel. Available on the CAPP website (link: CAPP Publications Atlantic Canada)

Operator

A person or company who has applied for or has been issued a Work or Activity Authorization by either the CanadaNewfoundland and Labrador Offshore Petroleum Board or the Canada-Nova Scotia Offshore Petroleum Board.

TQC

Atlantic Canada Training and Qualifications Committee – the management committee responsible for the maintenance of the CAPP Standard Practice. The TQC is formed by the Offshore Petroleum Boards, CAPP and CAODC and includes representation from the offshore workforce and training providers.

Other possible definitions: Enform, IADC, IWCF, CAODC, OPITO

Recognition of a Certificate

There are three principle methods by which the TQC will list a certificate as recognized within this document: membership’s firsthand knowledge; courses that are accredited or approved by third party process; or via the TQC quality review process. The TQC reviews and discusses the addition of each certificate prior to its being listed. Each of these methods is outlined in further detail below.

6.1

TQC Membership’s Firsthand Knowledge

The TQC is comprised of technical experts in the area of training and will list a certificate as recognized where the TQC, on the basis of the membership’s first-hand knowledge or substantiated documentary evidence, is satisfied that: 1. the course meets the criteria and objectives set out in CAPP Standard Practice; 2. the qualifications of the instructors and the instructor to student ratio is such that the training can be delivered effectively; and 3. the institution, company or individual delivering the training has access to equipment and facilities that are appropriate to deliver the training. 6.2

Courses Having Accreditation or Approval

The TQC may also list as recognized certificates from courses that have been accredited or approved by reputable government or industry bodies (e.g. Transport Canada or Enform). 6.3

Course Quality Reviews

The TQC identified several safety training courses required by the CAPP Standard Practice that are not accredited or audited by third party independent means. The TQC commissioned a process whereby training institutions in Atlantic Canada offering these specific courses are reviewed for quality. The ‘quality review’ is conducted following specific and defined processes and the courses are reviewed against the following criteria: 1. the training provider has appropriately qualified instructors and an appropriate student to instructor ratio to deliver the course effectively; 2. the training provider has an appropriate facility and the necessary equipment to deliver the course effectively, as per the Standard Practice; 3. the training provider has appropriate course materials and training aids to deliver the course effectively; 4. the training institution effectively manages logistics and time to deliver the course efficiently with maximum benefit to the students; 5. the course delivery accurately reflects the curriculum and training objectives; 6. student attendance, participation, examination and other measures of successful completion are properly monitored and recorded; 7. the training provider demonstrates appropriate levels of document control and general quality management over all aspects of course delivery; and 8. the training provider has an appropriate safety management system in place.

The outcome of each quality review is an assessment of whether the course as offered meets the intent of the CAPP Standard Practice and includes any identified recommendations for improvements in quality. 7

Therefore, the course list below is not a complete list of required training as per the CAPP Standard Practice. For training and qualifications requirements refer to the CAPP Standard Practice. Note: While most international basic survival courses are not acceptable for regular rotation personnel they may be acceptable for visitors, i.e. personnel who spend less than seven days offshore during any twelve month period. Generally, if an operator can verify and document that a visitor has a current basic survival training certificate that includes a HUET module that is recognized as valid and current by a major national industry association, then the visitor need not complete the OSI course. Note: HUET may not be required training in some countries so individuals who have certificates from such countries must also have specific proof of having completed a HUET course. Additionally, a compressed air Helicopter Underwater Emergency Breathing Apparatus (HUEBA) is used in Atlantic Canada; to fly offshore individuals will need to be trained in its use. If no other course encompassing HUEBA training has been taken a standalone compressed air HUEBA course will be required (Note: the HUEBA training must be with equipment representative of that used offshore in Atlantic Canada).
