Le Corbusier’s speculative Plan Voisin, Paris, 1925, envisioned the bulldozing of central Paris, replacing it with 60 storey cruciform towers separated by green space and highways. It also did away with the street. Influential on developments globally, Plan Voisin inspired a Hong Kong land policy and late capitalist vision for Tseung Kwan O, one of Hong Kong’s 9 new town, whose inhabitants are obliged to put up with bleak concrete pathways and landfill sites nearby.
