THE CITY ORGANIZATION Monrovia is a general-law city operating under the Council-Manager form of government. The five-member City Council appoints the City Manager, who is responsible for the strategic direction and day-to-day operations of the overall City organization. The City Manager leads a full-time staff of 240 employees and a part-time staff of 150 employees while administering a Fiscal Year 2015/16 Budget of $65 million. Monrovia is a full-service municipality that coordinates its operations through six departments, including the City Manager’s Office, Administrative Services Department, Public Services Department, Community Development Department, Police Department, and Fire Department. Unique among California cities its size, Monrovia also operates its own water system and library operation. The City organization has recently been engaged in an exciting initiative of renewal, and the evolving culture of the Monrovia organization has been described as entrepreneurial, collaborative, team-based, visionary, service-minded, and committed to civic engagement. PUBLIC SERVICES DEPARTMENT The Public Services Department consists of three divisions: Community Services, Public Works and Water Production. The Public Services Department has 60 full-time employees and an operating budget of $20.2 Million. The Public Services Department is responsible for environmental programs compliance, water production, delivery and conservation and regulatory compliance, engineering, grants, contract administration, streets, sewers, storm drains, parks, trees and open space, recreation and leisure services and the Library. THE POSITION The City of Monrovia is looking for a special individual to serve as a Project Manager in the Public Services Department. The position will appeal to individuals who are inspired by the challenges and opportunities presented in working with an engaged and active community. The Project Manager will report to the Public Works Division Manager. Individuals who are committed to serving with humility, and who can demonstrate high emotional intelligence, will be successful in the role. Competitive candidates will have a hunger to continually search out for better ways of doing things and should also be able to demonstrate loyalty to the organization and community. The selected individuals will also need to be smart, creative, independent workers, and intuitive thinkers and decision makers. The Project Manager will play a critical role in the Monrovia Renewal. Monrovia Renewal is the largest Public Works project in the City’s history and will make citywide repairs where they are most needed to our water and sewer pipelines, water facilities, streets, sidewalks, curbs, and gutters. These repairs and improvements are estimated to take 4-5 years to complete and cost $51.7 million. This position will analyze, supervise, and coordinate Public Works capital improvement projects; represent the City and serve as a liaison with architects, engineers, contractors, city departments and community groups. He/she will be working on special assignments that will include: •

Develop RFPs and Competitive Procurements in adherence to California Public Contracts Code and City Purchasing Policy

Develop CIP Budgets and Needs Assessments and manage Project Budgets and Expenditures Take lead in working with the architects, engineers and contractors in the repair and construction of public spaces including but not limited to: Roads, Water, Sewer, and Facilities Manage contracts with architects, engineers, and contractors; complying with local, state, and federal regulations Manage Grant Funds and associated projects Support and promote excellent customer service to all internal and external customers

QUALIFICATIONS Any combination of education and experience that would provide the required knowledge, abilities and skills is qualifying. A typical way to obtain the qualifications would be: BA/BS in Public Administration, Business Administration, Construction/Project Management or related field and five (5) years of experience in project management. MA/MS desirable.

Knowledge of State and Federal Funding Procedures is highly desirable. LICENSE OR CERTIFICATE Possession of a valid Class C Driver’s License and a good driving record SELECTION PROCEDURE Those candidates whose training and experience best meet the needs of the City will be invited to participate in an oral interview. COMPENSATION AND BENEFITS The salary range for the Project Manager is $84,873 – $113,738 per year. Additionally, the City provides a generous benefit package, including: 

Retirement CalPERS 2.7% @ 55 (classic members) or CalPERS 2% @ 62 (new members). The employee pays the full employee portion of the retirement contribution, and the City does not participate in Social Security.



Health, Welfare, & Savings Cafeteria benefit allowance of $800 / month for use towards enrolling in any of the City offered health, dental, and vision plans. Any employee that wishes to cash out their cafeteria allowance shall receive 25% of the allowance as taxable income or deferred compensation.



Long Term Disability 60% of base salary for 2 years if not fully disabled; to age 65 if fully disabled



Short Term Disability 60% of base salary for a maximum of $1,250 per week

Vacation Leave 80 hours of annual vacation accrual, increasing up to 160 hours based on years of service



Sick Leave Accrued at eight hours per month, with a maximum accrual of 960 hours



Tuition Reimbursement Tuition reimbursement is available upon completion of probationary period. Tuition is reimbursed based on California State University rates. An additional $50 per semester is reimbursed for the cost of books.
