MISSION

OF PROJECT H.O.M.E.

The mission of the Project H.O.M.E. community is to empower adults, children, and families to break the cycle of homelessness and poverty, to alleviate the underlying causes of poverty, and to enable all of us to attain our fullest potential as individuals and as members of the broader society. We strive to create a safe and respectful environment where we support each other in our struggles for self-esteem, recovery, and the confidence to move toward self-actualization. Project H.O.M.E. achieves its mission through a continuum of care comprised of street outreach, a range of suppor tive housing, and comprehensive services. We address the root causes of homelessness through neighborhood-based affordable housing, economic development, and environmental enhancement programs, as well as through providing access to employment opportunities; adult and youth education; and health care. Project H.O.M.E. is committed to social and political advocacy. An integral part of our work is education about the realities of homelessness and poverty and vigorous advocacy on behalf of and with homeless and low-income persons for more just and humane public policies. Project H.O.M.E. is committed to nurturing a spirit of community among persons from all walks of life, all of whom have a role to play in making this a more just and compassionate society.

The work of Project H.O.M.E. is rooted in our strong spiritual conviction of the dignity of each person. We believe that all persons are entitled to decent, affordable housing and access to quality education, employment, and health care. We believe in the transformational power of building relationships and community as the ultimate answer to the degradation of homelessness and poverty. We believe that working to end homelessness and poverty enhances the quality of life for everyone in our community. We believe that the critical resources entrusted to us to achieve our mission must be managed honorably and professionally.

ELECTION 2007:

VOT E FO R H O M E S ! C A M P A I G N As the facilitator of the Election 2007: Vote for Homes! Campaign, Project H.O.M.E. led a coalition of 75 organizations working to register, educate, and mobilize homeless and low-income voters in the Philadelphia area and educate candidates and voters on issues of housing, jobs, and services. During this election season, the Vote for Homes! campaign registered more than 1,100 voters including 726 homeless and formerly homeless individuals; conducted 70 voter registration events; provided 27 vehicles throughout the city for transportation of an estimated 220 eligible voters on Election Day; and printed and distributed 25,000 copies of the Election 2007: Vote for Homes! Voters Guide. On April 26, Vote for Homes! hosted a Mayoral Candidates Forum at the Arch Street United Methodist Church in Philadelphia. All mayoral candidates were invited to appear and answer questions on issues of homelessness and poverty in Philadelphia. More than 500 people attended, including many currently and formerly homeless per sons. These critical education and advocacy efforts would not have been possible without the valuable partnership of the organizations and individuals involved in the Vote for Homes! Campaign.

EDUCATION &

ADVOCACY

Project H.O.M.E.’s Education & Advocacy Department seeks to ensure that all members of our community have a voice, especially those who struggle with poverty, mental illness, and/or addiction. We work with a variety of coalitions on the city, state, and national levels to impact public policies and advocate for human and civil rights for persons who are poor, homeless, and/or disabled.

WINTER INITIATIVE:

THE GRACE CAFÉ During the winter of 2007-2008, for the third consecutive year, the City of Philadelphia asked Project H.O.M.E. to partner with the Arch Street United Methodist Church to implement a short-term overnight drop-in center, The Grace Café. The Grace Café provides respite from the harsh conditions faced by vulnerable homeless individuals during the coldest winter months. Located within the Arch Street United Methodist Church building at Broad and Arch Streets, the Café operates December through April, seven nights per week. The Grace Café serves as an important resource and first step for people who are either unwilling or unable to enter the regular shelter system.The purpose of the Café is to provide a safe, warm space in which folks can build community and eventually accept housing and other services. This invaluable three-year partnership between the City of Philadelphia, Arch Street United Methodist Church and Project H.O.M.E. has proved critical for the most vulnerable Philadelphians – close to 600 individuals were provided with a warm, safe place to spend the night; an average of 54 individuals were provided shelter on any given night; and approximately 50 percent of Grace Café “regulars” were able to build the trust necessary to accept housing and come in off the street.

Outreach workers, like Sam Santiago, develop trusting relationships with homeless individuals, helping them to connect with case managers and health care and social services that strengthen the individual’s ability to live independently and make a permanent move from life on the street to safe housing and appropriate treatment.

OUTREACH COORDINATION CENTER The OCC teams reached out to over 5,000 unduplicated individuals in 2007.

Project H.O.M.E.’s Outreach Coordination Center (OCC), in partnership with the City and other service providers, coordinates outreach to people living on the streets of Philadelphia. If you see a homeless person living on the streets, please call our 24-hour Outreach Hotline at 215-232-1984. 3

S U P P O R T I V E HOUSING AND SERVICES St. Elizabeth’s Recovery Residence is one of Project H.O.M.E.’s eleven supportive housing residences (see below). The suppor tive housing programs allow each resident to break the cycle of homelessness, move toward self-sufficiency and achieve his or her fullest potential. At every stage of this process, residents have access to a range of supportive services that are tailored to the specific needs and goals of each resident. They include health care, behavioral health services, recovery services, educational opportunities, and workforce development.

Over 500 adults and children lived in Project H.O.M.E.’s supportive housing in 2007 and accessed critical services such as health care, education, and workforce development.

RENOVATIONS AT ST. ELIZABETH’S RECOVERY RESIDENCE Project H.O.M.E., in partnership with the Veteran’s Administration, the Pennsylvania Housing Finance Agency, the Department of Public Welfare, the City of Philadelphia, Federal Home Loan Bank of Pittsburgh, the Philadelphia Soul Foundation, and various stakeholders in the private sector, will complete critically-needed renovations to St. Elizabeth’s Recovery Residence in fall 2008. This transitional housing facility serves chronically homeless men and is located in North Central Philadelphia. Once completed, this 13,975-square-foot, four-story facility will allow Project H.O.M.E., for the first time, to serve two key special-needs populations: homeless veterans and homeless men with physical disabilities.The finished building will provide a total of 24 units, including 12 units to be designed specifically for veterans, and feature both private and community space. Potential residents will be referred to the program by the Outreach Coordination Center in conjunction with the Veteran’s Administration. 4

1515 and 1523 Fairmount Avenue - 54 units of permanent supportive housing for formerly homeless men and women with a primary mental health diagnosis. Women of Change, 2042 Arch Street - “Safe Haven” in Center City Philadelphia for 25 chronically homeless women who have a serious mental health disability with or without a substance use disorder. St. Columba, 4133-9 Chestnut Street - “Safe Haven” in West Philadelphia for 40 chronically homeless men who have a serious mental health disability with or without a substance use disorder. St. Elizabeth’s Recovery Residence, 1850 N. Croskey Street - 24 single room occupancy units, providing transitional housing as well as counseling, education, and support to chronically homeless men who are chemically dependent or dually diagnosed. Kairos House, 1440 N. Broad Street - 36 units of housing with intensive supports for formerly homeless men and women with a primary mental health diagnosis. Rowan Homes, 1900 Judson Street and 2700 Diamond Street - 39 two-, three-, and four-bedroom apartments for formerly homeless families (up to six children) with special needs. Hope Haven I and II, 2827-28 Diamond Street - 20 units of permanent supportive housing for formerly homeless men who have completed drug or alcohol treatment and are seeking a supportive group-living environment in order to continue their recovery program. In Community, 1229 Chestnut Street - 32 units of permanent supportive housing for formerly homeless men and women with a primary mental health diagnosis who are ready for supported independent living.

SERVICES

Project H.O.M.E.’s Occupational Services Program works to enable formerly homeless residents to reach their fullest potential through employment and educational opportunities. In addition to providing job training through three social enterprise businesses, the Back H.O.M.E. Café and Catering, Our Daily Threads Thrift Store, and the Library Restroom Program, the Occupational Services Program also functions as a mobile job support unit to formerly homeless men and women in Project H.O.M.E.’s programs.

PROJECT H.O.M.E. LAUNCHES THE

Through a partnership with The Free Library of Philadelphia and with the generous support of Bank of America, Project H.O.M.E. will open a wireless Internet Café in the lobby of the Philadelphia Free Library’s Central Branch. The H.O.M.E.Page Café will provide valuable job opportunities and training to formerly homeless residents who are struggling to break the cycle of homelessness and poverty. The H.O.M.E.Page Café will also provide employment opportunities to students in the Harold A. Honickman Young Entrepreneur Program, which seeks to assist and mentor teenage students in starting their own business ventures. Project H.O.M.E.’s Back H.O.M.E. Café and Catering will offer lunch food, Metropolitan Bakery will provide baked goods, and Starbucks will provide coffee products. Without the support of these invaluable partners, the H.O.M.E.Page Café would have never been possible; it is set to open in spring 2008.

The Adult Learning and Workforce Development Program, located at the Honickman Learning Center & Comcast Technology Labs, is tailored to help community residents, formerly homeless men and women, and low-income adults increase their employability and expand their opportunities for increased wages. The program offers computer training, GED classes, job training, and other support services.

More than 1,200 adults accessed Project H.O.M.E.’s Adult Learning and Workforce Development Program in 2007.

COMMUNITY DEVELOPMENT

Project H.O.M.E. understands the connection between vulnerable neighborhoods and homelessness, which is why we are committed to strengthening the communities in which we live and work. Since 1995, Project H.O.M.E. has worked in partnership with neighborhood residents, corporations, foundations, government, faith communities, and others to revitalize the St. Elizabeth’s /Diamond Street neighborhood of North Central Philadelphia. Efforts include the development of affordable rental housing, renovation of affordable homes for homeownership, adult and youth education and enrichment programs, and community-based health care services.

OF OUR COMMUNITIES

Another component of this investment is in the health of our communities. Poverty and homelessness create and compound health crises and make accessing health care difficult, if not impossible, for single adults and families. Through our Community Health Center, Project H.O.M.E., in partnership with Independence Blue Cross and doctors from Jefferson Hospital, is committed to addressing the ongoing disparities in health services for homeless and underserved children and adults in our community. Jefferson doctors also help to ensure that health care is available to formerly homeless residents living at several Project H.O.M.E. sites. 6

PHASE V

HOMEOWNERSHIP INITIATIVE Project H.O.M.E. has enjoyed an invaluable partnership with PNC Financial Services Group since 2002, at which time they pledged to support our community development efforts for a period of ten years. Our newest significant partnership is with Jon Bon Jovi and the Philadelphia Soul Foundation, who generously support our Phase V Homeownership Initiative. This initiative provides 15 affordable, quality homes to first-time homebuyers. Saturn Corporation also committed their support to the project specifically to ensure that these 15 homes are eco-friendly.

NEIGHBORHOOD

REVITALIZATION Project H.O.M.E. understands that the work to revitalize our communities requires an investment from a broad range of stakeholders.We are excited about the extensive partnerships we have established to address the root causes of homelessness in the North Central Philadelphia area where we focus our neighborhood revitalization work.

HONICKMAN LEARNING CENTER & COMCAST TECHNOLOGY LABS:

SPECIAL INITIATIVES OF OUR YOUTH PROGRAMMING

KINDERGARTEN-SIXTH GRADE & TEEN AFTER SCHOOL AND SUMMER PROGRAMS

Without the leadership and support of Lynne and Harold Honickman, Comcast Corporation, and numerous other supporters, the development of the Honickman Learning Center & Comcast Technology Labs (HLCCTL), a remarkable 38,000 square-foot state-of-the-art facility, would not have been possible. Since transitioning to the HLCCTL in 2004, Project H.O.M.E. has formed many strategic par tnerships to increase the oppor tunities available to the children and youth in the neighborhood. For example, the Harold A. Honickman Young Entrepreneur Program (HAHYEP) provides youth with the opportunity to create and run small businesses.

Project H.O.M.E.’s K-6 and Teen After School and Summer Programs, located at the Honickman Learning Center & Comcast Technology Labs, provide a safe, nurturing and challenging environment while encouraging educational development.The K-6 Program focuses on improving academic skills and raising literacy levels. Children are taught to be users of technology through the use of cutting-edge technology and educational software.The Teen Program improves literacy and employment skills while enabling the teens to become creators of technology through digital music, digital video, and website design classes.Teens also participate in programs such as the North Philly Metropolis, a community newspaper created and produced by the teens. and the College Access Program.

In partnership with Episcopal Academy and John and Chara Haas, Project H.O.M.E. developed The Cross Bridges Scholars Program, which provides teens with an oppor tunity to partner with Episcopal Academy youth in an academically rigorous enrichment program committed to breaking down institutional stereotypes by building an extended community.

During the 2006-2007 school year, the K-6 Program served 122 students; during the same time the Teen Program served 89 students.

And in September 2006, the tremendous effort of a collaboration between Project H.O.M.E., the Haases, and Germantown Academy was realized when the Community Partnership School (CPS) opened its doors. Located within the HLCCTL itself, this innovative, independent elementary school offers a unique educational opportunity that combines an outstanding academic curriculum with access to technological resources and comprehensive services for talented underserved students. Teens in the Harold A. Honickman Young Entrepreneur Program gain critical skills and learn first-hand about running businesses. 8
