BRIEF DESCRIPTION OF PROPOSED PROJECT: The proposed DTRRIP Intermodal Yard Reconfiguration Project consists of reconfiguration of intermodal rail track and additional container handling equipment at the Deltaport Container Terminal. The existing eight working tracks that are currently arranged in two distinct sets of four tracks will be combined into one set of eight tracks. The seven existing ten to twenty year old manually-operated container cranes will be replaced with eight modern semi-automated container cranes. The new intermodal yard at Deltaport will enable the existing marine container terminal to handle an additional 600,000 TEU (twenty foot containers) annually within the existing terminal footprint and enhance workplace safety by eliminating terminal tractor blockages with trains arriving and departing Deltaport terminal every hour of the current 24 hours per day, 7 days per week operation. The updated application now also includes a proposed 42,300 square foot rail maintenance building on the west side of POD 3 built to a maximum height of 48.0 feet to service rail container handling equipment as well as demolition of two smaller approximate 400 square foot sheds located at the terminal which house existing air compressors having a 19.7-foot square footprint and an in-gate driver trouble shack having a 25.5-foot x 20.8-foot footprint. conducted for the Deltaport Terminal Road and Rail Improvement Project (DTRRIP). The proposed project will be subject to the same, or very similar, approval conditions that were required for DTTRRIP. The following Project Permit application submission requirements are based on a preliminary review of information provided by the Applicant during the preapplication process. Should changes be made by the Applicant to the project scope or proposed design after receipt of this checklist, additional review and information may be required by Port Metro Vancouver. Upon submission of a complete Project Permit application package, Port Metro Vancouver may also request additional information and studies as necessary to support the review process. SUBMISSION REQUIREMENTS 1. Application Form COMMENT: A signed and completed Project Permit application form. RESPONSE: A completed, signed Project Permit review application for projects without dredging is given in ATTACHMENT A. 2. Application Fee COMMENT: $2,625 (with consultation) RESPONSE: A check payable to “Port Metro Vancouver” for the application fee in the amount of $2,625 is given in ATTACHMENT B. 3. Documentation Deposit COMMENT: Deposit must be submitted at time of submission ($10,000.00 for this project). General Scope COMMENT: Description of the Project, including the purpose, use, and project rationale. RESPONSE: Project Description The proposed DTRRIP Intermodal Yard Reconfiguration Project consists of reconfiguration of intermodal rail track and additional container handling equipment at the Deltaport Container Terminal. PROPOSED SECTION (looking north) The new intermodal yard at Deltaport will enable the existing marine container terminal to handle an additional 600,000 twenty foot containers (TEUs) annually within the existing terminal footprint and enhance workplace safety by optimizing internal traffic flow, thereby eliminating terminal tractor blockages with trains arriving and departing Deltaport terminal every hour of the current 24 hours per day, 7 days per week operation. Deltaport Intermodal Yard reconfiguration project includes a new 42,300 square foot Rail Maintenance Building at the west side of Pod 3. The building will house workshop space needed to maintain replacement Deltaport IY container handling equipment. The building footprint is located at the west side of Pod 3 in an area of the terminal where containers are presently stacked. The height of the building is 48 feet which is the same height as the stacked containers. This building is shown below.
PROPOSED ELEVATION (looking west) Purpose Container traffic through Canada’s Pacific Gateway is expected to double over the next 10 to 15 years and nearly triple by 2030. This projected increase in Canadian international trade necessitates GCT and Port Metro Vancouver plan now to meet future demand. The primary purpose of this project remains the same as the original intermodal yard concept that was included in the approved Environmental Assessment for the DTRRIP program, namely, to provide the most immediate and cost effective capacity increase by making IY improvements at Deltaport to increase container capacity throughput. This will be done by reducing intermodal yard bottlenecks in order to allow more fluid flow of containers through the terminal resulting in a more sustainable and environmentally friendly terminal operation. Implementation of the DTRRIP Intermodal Yard Reconfiguration Project will result in more efficient handling of containers in the terminal which will 24 April 2015

decrease port call time for container vessels thereby enhancing the economic benefits for the stakeholders. Use The proposed intermodal yard reconfiguration has the same use as the original intermodal yard concept that was included in the approved EA for the DTRRIP program, and both the existing and proposed intermodal operations are permitted uses consistent with the operation of a public container terminal in accordance with the Port Metro Vancouver lease to GCT. Rationale The DTRRIP Intermodal Yard Expansion Project will improve the connectivity of the overall rail transportation chain at Robert’s Bank and improve the overall interface between the Deltaport marine container terminal and the provincial British Columbia Rail train exchange. This project is an integral component of the Deltaport Terminal Road and Rail Improvement Program and promotes Port and Federal Objectives in many significant ways: I.
By enhancing Port Metro Vancouver’s intermodal capacity within Canada’s Asia-Pacific Gateway to continue to support Canadian trade growth.
II.
By expanding intermodal capacity at Deltaport in order to avoid constraining future rail growth. Total economic benefit is estimated to be between $500 and $900 million.
III.
By increasing the efficiency of the operational productivity at Deltaport to lower handling costs per twenty foot container which benefits the attractiveness for shippers to move more freight through the port.
IV.
By mitigating the effects of port growth on the surrounding communities within trucking distances from Roberts Bank by expanding rail capacity and reducing truck trips on local roadways.
V.
By creating jobs and economic benefits in local communities, throughout the Lower Mainland, and across the County. Total estimated jobs during construction and direct/indirect employment at capacity is between 5,000 and 5,500.
The DTRRIP Intermodal Yard Expansion Project will be developed as one project phase during a three year period between 2015 and 2017. Design will be completed mid-2015 and construction will occur mid-2015 through late-2017. 24 April 2015
