New Mexico Department of Agriculture Executive Summary

In December 2015, a series of meetings were conducted at the New Mexico Department of Agriculture (NMDA) Las Cruces District Office, located on the New Mexico State University campus in Las Cruces, New Mexico, with the secretary of NMDA, the Director of NMDA, the administrative staff, and the various division directors. The meetings were held to determine the spatial needs for the Las Cruces main facility, the Albuquerque District Office (ADO), and the Peanut Grading Station (PGS) located in Portales, New Mexico. Information was gathered at that meeting and subsequent communications and meetings. The following document contains a Space Needs Assessment for all divisions at each facility as well as an Estimate of Probable Cost for new and renovation options. The estimate of Probable Cost includes built-in laboratory casework and fume hoods but does not include existing or new specialized laboratory equipment.

NMDA Las Cruces District Office (Main Facility) The Las Cruces facility contains the main divisions of NMDA: • • • • • • • •

Administration Information Technology (IT) Marketing Development (MD) Agriculture & Environmental Services (AES) Agricultural Programs & Resources (APR) Standards & Consumer Services (SCS) Shared Support Shared Building Support

The existing facility does not meet the current and projected future needs for square footage requirements or infrastructure. The laboratories are not safe working environments. The laboratories and safety were identified as the highest priority. In addition to not meeting the square footage requirements, the building infrastructure (roof, electric, mechanical systems, plumbing systems, and fire alarm) are in need of repair, major upgrades, or replacement. A fire sprinkler system should also be installed in the facility. The site does not have the correct number of required secure parking spaces for automobiles, trucks, and trailers.

NMDA Albuquerque District Office (ADO) The Albuquerque District Office contains the following divisions of NMDA: • • • • • • • •

Marketing Division – Organic Inspector/Certifier Marketing Division – Organic Advisor Agriculture & Environmental Services (AES) Standards & Consumer Services (SCS) Information Technology (IT) Dairy Field Inspectors Administration Support

The existing facility does not meet the current square footage requirements. The site does not have the number of required visitor and secure parking spaces for automobiles, trucks, and trailers. The existing site is not large enough to accommodate the required building square

NEW MEXICO DEPARTMENT OF AGRICULTURE SPACE NEEDS – GENERAL and IT NMDA Project No. ______ Studio SW Project No. 1548 Meeting Minutes DECEMBER 17, 2015, 8:00am Present: Kim Albright, NMDA Business Manager (KA), Jeff Witte (JW)-NMDA Secretary, Anthony Parra (AP) NMDA Director, Larry Dominguez (LD), Heidi Hubble (HH)-Facilities & Services, Anthony Marquez (AM)-ITC Studio SW: RB, SB RB: Addition is where the majority of labs would have been. This would have been marketing, admin, etc. Produce a document, then NMSU was to submit to state for funding. We understand that it was never went forward to request funds. That was the end. 3 years later, Michael said the price is 2 ml and needs to be for NMDA improvements, so they ended up with the building that was only a small portion of what they needed. For budgetary reasons its office type functions. End of SSWA involvement. Greg called and said they didn’t know about the initial study and they had done their own study. Wanted TB to take a look at both, and then discuss the current needs and how they match up. Then basically redo the basic spaces and square footages so we would have the square footages and put some money to it. Greg received the information. Greg’s intent was to have it by late summer to get to 2016 legislation but that didn’t happen. Some departments listed as sq ft and some as spaces . Ask what are their most pressing needs. Two numbers: most pressing needs in dollar amount, and then what we should ask for. Admin group didn’t have anything in report that didn’t convert to sq ft so RB can end up with accurate numbers. Document that shows everything, then docs for each department only. This meeting can address the administration needs. AP: Peanut grating station and ABQ is this afternoon RB: also did shared spaces. Part of efficiency is shared spaces for conferences, lab support, etc. In some cases they can be and some they cannot be shared. Next to last page is shared staff support, last page is shared lab support. Administrator’s Director Office: You have the requested spaces as listed on their sheet. SSWA listed the spaces from the 2009 study. If you look at shared support spaces, in the Space Needs Comparison Study, there are a number of spaces that correspond to what what listed in the their NMDA study. Next page has shared building support, these could also be considered in the administration functions of the building. KA: There’s no IT storage here. We don’t meet with them later. RB: Gave here the sheet for IT needs. Look at page 3 of SNCS doc., AP: In IT support you may have duplicate spaces listed. On pages 2 & 3. RB: On page 3, in 2009 study, The numbers are pretty close. I’d like to confirm, if there are things in earlier studies that you haven’t identified, I’d like to know now, and if there are other things we identified that you no longer need, let’s figure that out. Let’s come up with a new list HH: We may not resolve this in this hour, and review and fill in after the first of the year. KA: the info in green is what they provided on the space needs from them.

AD: The is an IT Director who’s office is always cramped. The system tech unpacks and builds pc, he needs to have a workbench. AP: Let’s stick with the big picture. It’s evident that we missed on the Admin stuff. We can go back in he near future and be specific. Give us your vision of lab space and critical needs. JW: There may be some minor retrofit. Metrology lab needs to move to airtight climate control environment Chem lab in this building needs to be moved out. Priority, it’s too near fuel, etc. The seed lab is low risk . If we had all labs sitting someplace else If we’re stuck with this building, retrofit for admin level needs. AP: Labs is first priority Second priority is ABQ office. 14 people in nominal space HH: what is setup with building. JW: We own it. Like a boat anchor RB: I’ve been in there. Small long rectangular space. We actually went to try too determine how to do a canopy on the front. JW: Need parking spacing and a secure facility for vehicles. Have had lots of break-ins. 20,000 lbs. of weight t- crushes concrete and pavement. To expand we need to keep in mind. Doesn’t need lab space. HH: Portales we own the building, lease the building. 1$/100 years. Roosevelt county. JW: Not enough room. LD: Intent was to move Chem lab out there. Realized that they would end up with less usable space out there than here. RB: In temrs of labs there are a few items that can be shared but ideally everyone needs own space but you could share, for example, the refrig area JW: was going to bring a Equine testing space here. HH: that’s no longer needed? JW: No HH: vet diagnostic lab? JW: $92 ml in ABQ we’re tenants in the Office of Med investigator. Hopefully will have anew digestor in there. LD: we’re on the bottom floor. RB: The APS kitchen project – renovated an old building. Larry Barker did expose of original part of project. HH: Anything else at this level? JW: This building is getting very tight. We’ll be expanding because of fed regulations from EPA and FDA. Potentially 8-10 additional people. That will put a crimp in our style/space. Just give us PSL. AP: Heating and Cooling needs to be fixed. It doesn’t function. Roof needs fixing. HH: Boiler is a mess. We’ve looked at roof too. Needs fixing. We’ve looked at both. AP: What do you want us to do with these documents. We can do the admin and director’s offices – we need to reassess that. I think we’ll need 8-16 additional positions and placements throughout the state as they come into play. HH: where will they be? AP: It will be a federal mandate but without money to implement it. We need state money to implement. We are going to take a hard stand and say the feds needs to pay Depending on the magnitude of the work involved with be Portales and Las Cruces. LD: AP is correct maybe just a few in ABQ> HH: If we have 4 in ABQ and we’ll need to expand AP: I’d like to blow it up. RB: You have to get rid of that building. AP: Jeff referenced my conversation. I have GS looking for a state facility for us and swap or get it at a no-cost facility. RB: But you need size. I want to walk away with the sizes and square footages of what you need.

AP: I give you number of people and you give me sq ft. RB: We need to know number of people and type of tasks and you give us a sq ft. RB: Well, no not just that. We have a very good base. Look at page 8, SCS division. We had worked with the people in the department. You doc didn’t break it down. We had broken it down. You’re requesting more sq ft than years ago, and same with fuels. We had those spaces originally. Are these spaces still valid or do we need to revise them. AP: no problem with us doing IT and admin office right now. What you have outlined in the 2009 study. Let’s do that right now then. RB: Also the shared spaces. I think you’ll find similar to the spaces you requested. Administration Directors Office: The unit is one space. Exec. Admin. Is 3 spaces. LD & AP: that’s a duplication. Page 2: directors is duplication AP: Director line, drop 5 and keep one of the 6 total. HH: Keep in mind future growth. Add it in today, if they are adding one of the future 16 additional mandated positions. RB: shared spaces is all about scheduling. DO we leave in HR future growth? AP: Yes, if we expand the way we anticipate? RB: Then I’ll take out the word exempt. Those spaces non-exempt are workstations. AP: What is the standard sq ft for a permanent. RB: 65 sq ft is for a cubicle. KA: Brittany’s space is 8 x 10. RB: that’s a really nice space. When you do renovations or new buildings you can size appropriately for the functions. KA: I want to pull a list for current and create a placeholder. RB: If’s it’s not done today, can it and send it to me. AP: We’ll get it to you by mid-next week. Cut down the IT Director. HH: give it some serious thought of what we need today and what our future needs are going to be. AP: the critical need in moving out the labs. And heating and cooling in this building. Ideally the renovation of this building or a new building would be perfect but it may not happen. RB: We’ll give you numbers for new labs, it has to be so big, here’s the number. Make that request depending on how the university packages it. LD: I don’t thin it ever moved. RB: Didn’t want to make such a request and compete with academic space AP: There’s always that perceived conflict. We’re always on a separate funding line. We benefit from using their systems. LD: When the heating and cooling is referenced, that needs to be done, but the distribution s system has to be finished. Retrofitted too many times. There’s no airflows. HH: We’ve seen it and we’ve racked out brains about it. Whole system needs to be revamped. Safety in the labs is foremost so those labs needs to be moved out. LD: The annex building was designed so it could be added onto RB: That’s correct. The grading is currently at same level. But it steps down so it would have to be corrected. There was an issue with the parking service in the dirt parking lot. That was a hurdle. AM: You have development work are and the IT work bench area can be combined to be 400 . Just call it development work area and get rid of the term workbench area. The 280 is fine for ____________ (server room?). IT external area means what? RB: WE were trying to relate to a new name of what they had before. Leave as System Tech. AM: 100 sq st for storage would be fine. We do need storage. We have a continuous rotation for computers coming in and going out

HH: Do you need a raised floor and fire suppression system. AM: We don’t have a suppression system now. HH: We have AON looking at all of our systems. It’s another report. AM: IT includes current and future. I need five IT offices at 110 each. Student help- 2 would be ideal for internships. Could go to 64 from 100. Leave the IT support and the server room is to stay at 280. I didn’t think about suppression or raise floor. IT Storage is 100. HH: The AON study might address the IT storage. AM: IT has independent cooling, separate from the building. Its already built for what we need. Raised floor would be great. RB: What about IT for peanut grating? AM: All I need is a closet. It’s the same. 24 sq ft., 6x4 ABQ – IT has a 4x6 closet, 24 sq ft of closet. [HH: Parking not as critical because the enrollment is drawing down from DACC due to the new eastern campus that in growing.] Property near Knox Hall is going to be up for grabs as well. RB: For this building we’ll assign renovation numbers. It’s a starting point to request funds. When we redid Gardner Hall is was all physics and geology Physics didn’t want to give up any space. They ended up sharing space. Foster Hall another old building was hard to do it. SO if doing labs, put them in the new building that has higher floor to floor heights. Addendum at 3:30 pm: AP says we need the following additional office admin spaces (formerly called Exempt): should go from 3 to 6 @ 100 sf each. RB will list the shared spaces out.

The specialist may not have been assigned a private office. DL: I’d prefer individual offices because they are on the phones constantly. RB: Admin asst can be in an open office. You have two. DL: Yes, open offie. We used to have 3. We cut it down but if Fed program goes into effect. We’ll have to inspect all of the pecans being produced here in NM. Currently the oversight for organic and fruits & vegieables inspections program, onions, peanuts, she oversees all the admin work on that. If the pecan deal passes I may need to ask for another admin asst to help with that. So restor it to three admin assts. RB: Staff offices are at 4 plus one. DL: Back to specialists. There are four here in Las Cruces. I could see bringing on an additional specialist. RB: So for staff offices I’ll put it as five. DL: For visitors-Stacy is inspector for fruits and vegetables. IF pecan deal goes thru, they need an office for that. We have a fruits and vegetables, so Stacy and the onion inspector have an office to wrok out of. When ABQ inspector comes down, he uses the same office. ABQ staff person just needs s space to work. The fruits & veg inspector need the files and the equipment that’s in that area. Occasionally organiz staff are down here doing inspections so they use that same little office the same way. RB: So can we call it one small additional remote office for those visiting inspectors? So we need one inspector with a private office. And five specialists. Pecan inspector would be Nov. thru Mar or April, so they’d need an office. Use up to three onion inspectors in addition to the one guy here. Not sure where the actual inspection will be done, on farm, or brought here, or a different inspection area. 80 ml pounds of pecans being produced in Mesilla Valley. Measure the amount of meat vs. shell to determine the weight of the pecan. HH: Do we need a lab for that.\DL: Currently we keep on e student year-round. Conference room could be shared. RB: You have a media room. Is this for digital video or production work? DL: We have staff that photo-shoot different shots of food products. ;not real fancy. A staging area for photo shoots. A large office would be plenty. AP: Reception through main entry of building.

DL: We do promotions, ideally if we had an area to test what we’d be sampling. A simple kitchen space. Figure out how to mass-produce samples. WE come up with the recipes. Dennis is a certified chef and does lots of the prep work for us but he works often out of his home kitchen. RB: how much storage do you need? DL: three storage units currently on campus. We’ll purchase point of purchase material. From cutting boards, to recipe cards, different things. Transfer from storage units to our areas here. Sometimes storing food. HH: The ones by fire station, regular storage area garage doors with different size spaces. They are in process of upgrading them. DL: the only thing we store here is pots/pans things used during promotion. When we’re gearing up we stage it in the storage area to load onto trailer and take it up. State Fair we set up a whole building. We have bins full of stuff. DL: In addition to student, we could potentially have two interns, in addition to the full-time student. They could share a workspace. RB: Bathrooms are part of the gross of the building. Would you need other storage? DL: If we had the equivalent of what we have now, that’d be fine. Probably 10x15 here currently. Have three by fire station. 150sf x 4 (450 sf offsite and 150 onsite). Sometimes has trailers, 8x16. Sometimes empty and sometimes not. Stacy comes on line: DL: Anticipating what our space needs are here in Las Cruces. What are Stacy’s needs. SG: We’ll need a min. of one and maybe 4-5 to pull samples do grating, shelling. Each lot has to be shelled. Takes a big room and makes a mess. Individual machine drops pecan in and cracks it, then manually peel it. USDA has to finalize it in the near future. RB: for spatial needs, single or double car size? SG: probably just a single car size. RB: the temp workers work where? SG: Thy work pulling samples at facility, bring them back in to inspectors, then they are in and out all day long. Need a space to do their paper work. HH: What type of exhaust system? SG: there’s dust but not as bad as the peanut program. Not an elaborate system, something just simple. SG: We have an inspector there right now. RB: have we already accounted for that? DL: yes DL: Most inspections are done on site. SG: We do roller-submitted sample for insurance claims. We’d do that in Las Cruces area if needed. We’d like to have the ability to do that in Las Cruces. The Pecan inspection area would be fine for the other work but we’d need storage. Five lots per applicant per day. HH: so a two-car garage? SG: Yes, I think a two-car would be just right. DL: Any grower with more than 20 acres would be subjected to this. There are 40,000 acres of pecans in the state. The Pecan Marketing Order –it would be mandatory, to go into the market. It is likely to pass. The state inspectors are federally licensed. Vote is toward end of 2016. 2nd quarter of 2016 maybe. We would just pull samples from the state and use Roswell for the east side of the state for pecan inspection. DL: Staring in ‘august they harvest peanuts. Federal required to inspect farmer stock. It goes through the grading station. Then into their warehouses. And into the loan program while farmer stock is coming in, samples have to be kept for 15 days. Once they are in farmer storehouses, then those areas open up. SO that storage empties out by October. The peanuts get sold and have to be

re-graded, but it’s a smaller testing That storage area can be used for the pecans coming in from the east side of the state. SG: Peanuts are graded year-round. We’ll have ample storage area for pecans. SG: Unwanted peanut samples are disposed of in a dumpster.

It came pretty close. I’d like to confirm what we’ve got. Most interested in getting the accurate space needs down. BR: Private offices for managers – 10 offices. Division director, state chemist are all included in the private offices. RB: 1 state chemist I division director and two assistance directors, four managers. Admin assts are four. Specialists and admin are part of the remaining staff = 9 plus two anticipated. Go to 13 because we are adding the lab staff. Inspectors: need three locally plus four outside. Field inspectors would be there majority of time. But would like it big enough if an outside inspectors could come in to work. RB: They are more or less cubicle spaces. We need 7 cubicle spaces kind of in a bullpen arrangement. Students are four. Server room, conference room, Reception area are all shared. AP: Collaborative conference area can be shared for the entire department, not just Bonnie’s unit. BR: we have to spread out papers for review, 10,000 projects or mailing out licenses – needs lots of space. RB: Shared multipurpose space I will transfer to be in the shared admin area. RB: Now we’re in the Feed area: 1400 sf for grinding lab. BR: Pesticide instrument lab – yes we need it. General chemistry lab means the place where we would do all the different functions. RB: Feed fertilizer for pesticide lab. Do we need segregated spaces for each of these functions? AP: we are looking to the future. This asks for more than the 1400 specified. Pesticides should be transferred. Fisma testing is a new space. Clean room, shared sample prep is a shared (?) space. Call it Chemistry (AES) Lab Space (includes feed, fertilizer and pesticides)-they would all be within that general lab space. Pesticide storage. Seed sample room. Genetically modified storage. BR: We’re not going to growth chambers direction – they are very large rooms-it’s not going to happen. Instead they purchased tabletop stackable germinators. BR: One thing that wasn’t on here- for genetic testing we have a PCR that will need o be kind of a clean room. This would be specifically for GMO testing. Currently assigned 600sf for GMO storage. But the PCR needs to be a separate room so it doesn’t contaminate. Storage at 150 sf. And the PCR testing room at 450 sf, maybe someday will have two PCR testers.

So that was an unintended oversight. Clearly, I need an office. AP works with JM to count the spaces of here employees. Move one director out and have private offices for analysts. Maitland plus six additional policy professional staff with hard-walled offices, plus two program coordinators also have hard-walled offices. RB: Shared conference rooms. JM: Right – I understand that. THE GIS Lab needs to stay. AP: It’s about a 10x15. It’s large and can accommodate several. Specialized but not constantly functioning space. Plotters, printers, there. AP: is that space adequate for right now? JM: could use a bit more space – maybe 25 sf. We currently don’t have students. It’s be great if we did. Maybe space for 2 or 3 or those. So a small multiuse work space area for outside workers or interns, students, etc. No more legal counsel space needed. Equipment & Storage supplies: Almost every single wall has files stored. They need to be onsite. They also have one offsite storage unit. They need to be separate. The offsite stuff is records retention, doesn’t need to be onsite. A shared storage facility or records retention would be fine. RB: Could we consolidate it together by making the storage space bigger. WE just need adequate work space and a Graphic lab. AP: Getting her policy analysts in hard-walled offices would be a huge step forward.

The earlier program was far more detailed. This is confirmation of space needs. Division director is David Turning and Raymond Johnson, Are two assistant Directors. Administrative workstations can be cubicles. Are these administrative assistants? Yes Student Workstations, Printing, copying, filing cabinets: Students: we have two students. One in administration. One in the petroleum lab. Storage area and printingCurrent filing is about as long as the wall in the conference room. Two rows. They could be in separate rooms. Petroleum lab: 3600 sf The breakdown of those spaces still apply. We have a fuel chemist that manages the lab. He has his own office. We have a chemist would also works in the lab. Needs a space, currently in a cubicle. Better to move him out of the lab and put into a hardwalled office. RB: Are these numbers adequate? No. RJ: We need a general lab that is about 750 sf. The fuel engine lab – not as big as general lab. Half the size? Engine room needs its own HVAC. We’d like to have its own doors. Also be able to get a forklift in there. We have frig, benches that are in there because there’s no space for those elsewhere. Fuel Cool Room – just needs refrig unit to keep it cold. Manifold drum storage – about the same. We need a place for cylinder storage so they aren’t in the labs. RB: typically they are racked against the wall. RJ: It’d be handy to have them in the same area. Right now we have four If we had more space we’d probably double the tanks to 8. RB: Need a decent size storage room for that. RB: Your lab spaces need to be redone. JG: we need an appropriate fire suppression system other than the current water system. RJ: We need to move these engines. If we ever bring them in or take them out it just needs to be big enough to fix a forklift in there. RB: If you have 30-40 sf that would be ok. Its not the width of the door, it’s the height. RJ: We need at least one big wide door.

RB: Any other spaces that aren’t addressed? Probably another room for use with future fuel and oil testing, x-ray. It is part of the lab. It’s using the xray technique for checking antifreeze & oil. Call it an oil/antifreeze room. Metrology lab: AP: The general lab in metrology has to be substantially bigger to accommodate provers going in and out. Now we have to do testing all inside. Needs to accommodate the equivalent of 20-foot trailer. It would be backed into the room. By law they used to do the big tanks for propane outside. Now to prove them it has to be in a temp and humidity controlled lab indoors. RB: I’d add 1800 sf , like a 16x40 rectangular room. AP: You need space for the weights to one side and the provers on the other side with the door closed. Have to have a compartmentalized entrances. HH: What’s the height? RJ: 13’, but 15 or 16’ would be better for us. AP: We are retrofitting ____________ so we can get our certification back. HH: I know about that. AP: This is just retrofitting that into this future facility. JG: We’d like to have a student,. A Metrologist, an assistant metrologist and one student. The same as the petroleum lab, hardwalled offices. (The metrologist is the manager.) HH: No additional need for space for nomadic workers? Right. Cylinder storage is just in Raymond’s space. RB: we took the parking for ADO but for this facility I’d like to do parking at a different time. There’s never been enough visitor parking. JG: This Metrology Lab has to support semi-trucks coming in and backing up. RB: In ABQ needs to grow substantially and paring will grow as well. AP: HH asked for my vision. We’d love to do it all at once. The priorities is the labs. Get them out of the facility we’d do that and then renovate this. I’d like a total renovation idea, including segregated, separate labs, in blocks of money that we could get in pieces at a time. The critical thing is safety in the building. Fertilizer and fuel in the same building – it’s a huge bomb. HHL: Do you want this broken down in phases? AP: Cost of labs, cost of renovating this building, cost of start from scratch. ABQ and Portales as separate. RB: Once you have the numbers then you can figure out how to sell it with the powers that be. HH: I know we’re looking at space, if you took the Petroleum Lab and move it to a new space, do you include the equipment. AP: The cost of those two engines is 1.1 million (Or 2?) RB: We put in the number of the equipment that is built in. It’s pretty much sf. We don’t include a $1ml item. More structural components of the building. Fume hoods are expensive. NMDA did one more recently. Greg asked RB to do a comparative study and come up with what is needed today, put costs to it, so it can go to Legislature. BR: The 2 things listed were in addition to, not a list of everything we need. We have 7 inspectors who utilize, on a need-to-have workspace basis, not daily. Often need an area for conferencing and meeting with clients. Microscope clean room for nursery staff, that equipment is more sensitive & hi-tech. Open to options for that space. A fairly small microscope, would like it set and not moved around. If it could have a permanent place for use and storage (i.e. a small space). With at least one screen. Also a tablet to hook up to it. But at least one screen. RB: Our goal is to find out what all the spatial needs are Secure area for sample, prep and storage. Limited, to maintain chain of custody to those. Locked cabinet right now Some are pesticides and can be controlled. Perhaps some kind of outside access, but needs temperature control. Needs ventilation. Currently using an outdoor tin shed for storage of those samples. Big enough to accommodate a small frig for the samples. Small space for prep of samples. 10 x 10 type of room is our estimate., with use by multiple people. HH: do you need sinks? BR: For the sample room it’s not a bad idea. A controlled type of sink, like in a lab, so everything doesn’t go down the drain. Also have a disposal site. That would be ideal. AP: Need space for 14 people who are nomadic. Currently have space for 8. In ABQ. DL: Currently in ABQ, 2 certifiers plus one advisor. Need to have separate spaces, a firewall. If you want to become organically certified, the advisors show you how to do that. Certifiers and inspectors can only do that, they don’t advise so there needs to be a firewall, a separation between them. RB: 2 inspectors, private offices? DL: yes RB: The Santa Fe private inspector could use a shared work space. An available area for him to work in when he’s on site. RB: Program request for advisor: one office?

DL: yes RB: Volunteers? DL: Just need a work space. For years, volunteers from an organic retail outlet, donate hours to the program because they believe in it. Only two come in at a time. They help with mailings, lite duty stuff. Data entry, would need a computer. Can use share allocation space. Common area is fine. A break room and kitchen area – Organics but everyone wants one. HH: Focusing on infrastructure: do you have an ITC room? AP: It’s reflected in ITC. IT’s asked for in the IT room closet, that locks and is secure. DC-Dairy: Inspection staff AP: That came from Alfie. For the out of town guy comes to Las Cruces he needs a place to work. DC: Are the staff offices, private? Julia is reception. The other are shared space as a work space. They can be cubicles. AP: a change in management, we’ve reduced staff and reorganized Dairy. So this request has changed quite a bit. We need to add one more Marketing person in the ABQ office, with Organic. 2 private offices for inspectors and one for advisor. And a workstation for the third inspector/certifier. Ideally we’d like them in private offices, if there is the potential for that. If not, then we have to put them in one office with a cubicle in between. RB: If you know more bodies will be needed in the future, put them in now. BR: for AES, add an office as well. We have a supervisor there of multiple staff. That is also an expansion for the inspection staff. One new additional position. That’s the sufficient work space for all inspection staff Including us, were at a total of 17. We need something that includes a cabinet, at least one drawer, but about that much space as what is represented in this conference room They don’t need a full-blown cubicle. AP: We have 1200 sf building. Way undersized. We’re talking about expansion, teardown and rebuild. BR: Thinking globally for inspections, could have small workspaces, also might have a couple Dairy inspectors. Could be a cubicle/workspace that accommodates two people. Some cubiclization would be a good thing. Petroleum, Entomology, etc. a cubicle area for work areas for each group. And the cubicles could be a varying spaces RB: Now you are getting into the design of the space. We are trying to determine the total sf needs. BR: These folks are here, weekly, for multiple hours, or just quickly. It varies. RB: Brought up a good point. If it’s necessary for a private space you use a small conference area for the call. Subject to an annual audit by the national organic program. A team of auditors will pull files and spread them out. DC: I would suggest for shared space, one conference room about the size of this one, and a smaller conference room, that we all schedule share. Don’t need it much bigger than this for the ADO. 6-8 person room for a small conference room. BR: we would definitely use a room this size. DC: Don’t go smaller than this room. JG: Standards and Consumer Services-Same as Bonnies. Some work stations. Need space for petroleum samples collected and space for packaging up for shipping We currently have 3 who do that.

AP: we should have a segregated, ventilated space for that, like with Bonnie’s need for the pesticides. JG: They could use the same room, they are there at different times. DL: Vehicles are important. We park 6 inspection trailers and one large semi-trailer. We need ten spaces. We also have an undercover vehicle. About ten spaces. Trailers are small, 8x10 maybe. Parking spaces. JG: They have 7 altogether. They are field inspectors who are full-time, but not in the office. They need workstations. The other three inspectors need work stations too. The shared room is to accommodate the samples. DC: My marketing inspector has an assigned vehicle. The Organics has an assigned vehicle. All in the secured lot. BR: We would need maybe three spaces. We are project driven. At state fair two weeks at a tie. Two 16-foot trailers. A food trailer that moves up and down the state. Stacy: I think you’ve covered it. HH: does anyone know what your acreage is. DC: no bigger than a ¼ acre. DC: When majority of inspectors are there working, the public spaces are at capacity. BR: If we had a conference room we could use it for meetings. We’d need enough parking for those using it. DC: We maybe currently have 12 spaces. RB: Should we suggest 16-20 spaces for staff parking, not public, plus secure. AP: Lots of parking available at the brew pubs. DC: right now, no visitors for meetings cuz there’s no space. We used to have 15-30 people there. AP: You have a general count for 17-18 people. Include all the staff, plus kitchen, reception. HH: Future needs of staff in Las Cruces being transferred up there? HH: Concerned about petroleum-just the sampling that gets sent to the lab down here. DL: The technology has helped to keep the numbers down. They now inspect twice the number of pumps but technology helps them do it more efficiently. BR: Equipment storage area for multiple supplies-that needs to be 100-200 DL: There national organic program we are required to keep records for ten years, they are kept off site. We have to go and pull those records for the organic program inspectors. Stacy: We are still with paprer right now. AP: If they originated in paper, or electronics, that’s they was it is stored. We need clarification from state for that. HH: Needs storage of hard copy records on site, preferably. Peanut grating station: BR: We have more people in the Roswell area. RB: It’s pretty minimal there. AP: Nomadic workers there, similar to ADO. BR: Would never be the potential for more than a couple. We have 5 people on east side of state. One in Clovis. Most in Rosewell. Wouldn’t be a routine utilization like it is in ABQ. A place to meet would be nice, as well as secure parking in Roswell, for occasional use of equipment. DC: I could use at least 2 parking spaces and 1 person there. JG: 3 parking secure parking spaces, plus one, including the semi-truck. DL: During the peanut harvest we bring in lots of temps. We can bring in as many as ten-fifteen temps and conduct training. A room to sit them in and do training. Ten temp plus 3 fulltime.

DL: We used to grate 80,000 ml pounds but now we’re down to 10,000 ml pounds. At the higher level we do more inspectors. Peanuts go thru a process, all that equipment plus moisture meters scales. 40 pcs of equipment. RB: How much sf Each pc of equipment is about 4 ft long on three sides. Moisture meter is on a shelf. Several different pcs of equipment for different varieties of peanuts. Everything is individual, not attachments. 40 pcs includes computers and printers. RB: How many peanut grating unites do you have? Stacy: 8-9 currently that are on the floor. For more pcs of equipment on countertops. 3 scales, three printers, two splitters, two microscopes. HH: What about the exhaust system in that room? Stacy: There are two exhaust fans now in ceiling. We have dust collectors on each pc of equipment that does shelling and grinding. We don’t have anything to get the fine peanut dust out of the grating room. We have containers that we designed. WE made them ourselves with training. 55 gal plastic drums with pvc pipe and it collects fine particles of dust through a filter system. Maybe move the ceiling fans to the side of walls to collect or catch more of the dust. Storage room? Each lot has a sample that’s stored for 15 days. We need to have a minimum of 50 100 lb. samples. Burlap sacks, stacked. 16-foot sample tubes have motor and head, 4” and3” pc of pipe inside that as well. Grinder for samples, air compressor. He’s referring to the five pcs of equipment. Takes up the same amount of space as the peanut grinder. AP: General condition needs to be replace in next few months. Stay: Has refrigerated pre-fab building with no insulation. Swamps moves the air too much BR: Has to be rodent-proof. AP: have to remodel and expand on this one. DL: One of the things we’re thinking of doing, market news reporter and admin asst that report statewide livestock options and grain reports. They are based out of bad offices, I’d love to move those two personnel if we had the space. He’d need two offices, one for each. Just to consolidate and bring them there. A different group. HH: Do you have showers in ABQ? BR: A regular emergency shower would be sufficient in ABQ. Not sure they are ADA compliant. Would like to have showers in both ABQ and Portales. DL: The restroom is not ADA compliant in either. HH: So you have male & female restrooms in Portales & ABQ, but not ADA compliant. Entry building doors are ADA compliant.
