PRELIMINARY

1. COMMENCEMENT

1.1 These rules commence on February 2016. 1.2 These rules replace all rules, regulations and by-laws previously made about the matters covered by these rules. 1.3 All penalties handed down under previous rules, regulations and by-laws will continue to be recognised by Hockey SA.

DEFINITIONS The following definitions apply to these rules. “Business Day” – Any day on which the Hockey SA office is open. “Catch up Round” – From time to time, it may be necessary to program a partial round in a competition, this will be known as a “Catch Up Round”. Teams not playing in this round will be regarded as having a ‘bye’ and this will be noted on Hockey SA’s designated match recording system. “CEO” - means the person appointed under the Constitution as Chief Executive Officer of Hockey SA (by whatever name called). “Club” -means an affiliated “Metropolitan Club” or “Region” or “Member Club” each as defined in the Constitution of Hockey SA and competing in the winter hockey competition conducted in the metropolitan area of Adelaide and operated by the Association. “Competition Week” – means the period between Wednesday and the following Tuesday inclusive, where matches are scheduled. “Constitution” - means the Hockey SA Constitution. “Fixture” means a match or matches scheduled within the competition. “Hockey SA" means the South Australian Hockey Association Incorporated. “Hockey SA Board” – The governing body of Hockey SA. “Hockey SA Operations and Facilities Manager” – Person employed by Hockey SA and nominated by Hockey SA as its delegate to oversee the day to day operation of the Metropolitan Competition. “Hockey SA sanctioned competitions “ - Any competition administered by Hockey SA, including but not limited to Metropolitan Competition “Metropolitan Competition” – includes but not limited to Senior Competition (Premier League), Junior Competition, Masters and Metro Grass “Metropolitan Competition Committee” – A subcommittee of, and appointed by, the Hockey SA Board with responsibility for advocacy and policy development for the metropolitan competition. “Regulations” means the Hockey SA Regulations. “State Representative” – means a participant as a player, coach or umpire at U16 School Boys/Girls or at U18 or higher Hockey Australia endorsed championship. “Rules of Hockey” - means the official FIH Rules of Hockey. “Twenty Minute Rule” – refers to a player who is playing a second game within a competition week above their current team, but may not take the field for the first twenty minutes of the game in the higher team. “Written Notice” – includes email.

INTERPRETATION If there is any dispute regarding interpretation of these rules a determination will be made by the Metropolitan Competition Committee.

APPLICATION OF THESE RULES These rules are binding on all members of Hockey SA and other persons or organisations that submit themselves to the jurisdiction of Hockey SA and should be read in conjunction with the Hockey SA Constitution and Regulations.

RATIFICATION These rules are subject to approval by the Hockey SA Board as required from time to time.

PART 1-HOCKEY METRO COMPETITIONS

1.1 SENIOR COMPETITION

1.1.1 Hockey SA will have a Metropolitan Senior Competition 1.1.2 There will be separate competitions for male and female players in the Metropolitan Senior Competition. 1.1.3 The Senior Competition will be conducted in divisions. 1.1.4 The highest division of the Senior Competition will be called Premier League. 1.1.5 Hockey SA will decide which Clubs participate in the Premier League at its discretion. 1.1.6 Subject to Rule 1.1.5 the following rules apply if there is more than one division in the Metropolitan Senior Competition.

1.2 GRADING - PROMOTION AND RELEGATION

1.2.1 All senior divisions except Premier League are subject to either promotion or relegation at the end of each season. Relegation of teams will occur first, based on final positions at the end of the minor round of competition, and teams will be promoted to fill such vacancies as occur. The intention of this process is to ensure as much as possible that each division within the competition is equally competitive. Refer to the Hockey SA Fixturing Policy. The grading process will be conducted in three steps, in the following order: 1. Relegation 2. Promotion 3. Review of steps one and two at the close of nominations. 1.2.1.1 The Club that finishes last in each division (except the lowest division) will be relegated to the next lowest division. If the Club already has a team in the next lowest division, the Club may also be relegated from that lower division to the next lowest division, which may continue for each next lowest division in which the Club already has a team. For example, the Club that finishes last in Metro 2 will be relegated to Metro 3. If that Club already has a team in Metro 3 the Club may also be relegated to Metro 4. If this occurs, that team may be deemed to be the division’s relegated team (subject to Rule 1.2.2). 1.2.1.2 The highest placed Club in each division (except division Metro 1) at the end of the minor round will be promoted to the next highest division from the beginning of the next season. On promotion, Clubs may have two teams in each division up to and including Metro 2, provided this does not breach Rule 1.2.2.

1.2.1.3 If the highest placed Club is not promoted under Rule 1.2.1.2, the second placed team at the end of the minor round will be promoted to the next highest division from the beginning of the next season, provided that Club does not already have a team (or two teams up to and including Metro 2 and subject to Rule 1.2.2) in the higher division. If neither team is promoted, other teams from that division may be offered the opportunity at the discretion of Hockey SA. 1.2.2 Wherever practical, and with the exception of the Premier League, there must be a maximum of 10 teams in each division, or an even number of teams less than 10. 1.2.3 A Club may not have more than one team in Premier League or Metro 1. 1.2.4 If a Club has more than one team in a division, the Club’s teams must be distinguished by a label, for instance ‘A’, ‘B’, and so on. 1.2.5 Hockey SA may place a Club in whatever division it considers necessary or appropriate.

1.3 JUNIOR COMPETITION

1.3.1 The Junior Competition may have the following age groups and may be mixed or gender based as determined by Hockey SA: 

1.3.2 Each age group or grade may be further split into divisions. 1.3.3 In junior divisions from Under 13 and up, for separate divisions (A and B) to occur, it will require a minimum of six teams to nominate for each division. 1.3.4 A player is ineligible for Friday Night U18 B Grade under the following circumstances; 1.3.4.1 They currently are, or have played Metro Two or higher in any Hockey SA Member Association competition or, 1.3.4.2 They are a member of a Hockey SA Representative Team. 1.3.5 For any player who remains less than 15 years of age for the entire 2016 season (does not turn 15 until after December 31st 2016), Rule 1.3.4 does not apply (refer Rule 1.9.1). 1.3.6 A player may not play in the Friday Night competition if they are under 13 years of age on December 31st in the year prior (that is they need to have turned 13 prior to the start of the 2016 season to be eligible to play in the Friday night competition. (refer Rule 1.9.1). Penalty – the Club will forfeit each match in which an ineligible player is played and Rule 3.9 will apply.

1.4 MASTERS COMPETITION

1.4.1 There will be separate Masters Competitions for male and female players. 1.4.2 The Masters Competition will have the following age group divisions:

1.4.2.1 Men’s Masters Over 35 The minimum age to qualify for Men’s Masters Over 35 is 35 years. 1.4.2.2 Men’s Masters Over 40 The minimum age to qualify for Men’s Masters Over 40 is 40 years. 1.4.2.3 Women’s Masters Over 35 The minimum age to qualify for Women’s Masters Over 35 is 35 years. 1.4.3 Separate Masters ‘A’ and ‘B’ grade competitions will be held as determined by Hockey SA. 1.4.4 In the Men’s Masters Over 35 age group, each team may include two (2) field players who are within 2 years of the age qualification without a permit. 1.4.5 In the Men’s Masters Over 40 age group, each team may include two (2) field players who are within 2 years of the age qualification without a permit. 1.4.6 A Club may field a goalkeeper who does not fit the age criteria, provided they are within 5 years of the relevant age qualification, and their Current Team (refer Rule 5.1) is Metro 3 or below. 1.4.7 For any Masters’ age group match during the minor round, a team that has less than eleven players at the scheduled time of the match may, with the agreement of the opposing team captain, use substitute eligible Masters players from another club. 1.4.8 Where players from another Club play they must be properly recorded on the match card and a note included in the match comments section of Hockey SA’s designated match recording system.

1.5 GRASS COMPETITION

1.5.1 Players participating in the Senior Competition only qualify for the Metro Grass Competition if their Current Team (Rule 5.1) is Metro 3 or below; 

Or they have been issued with a Playing Permit (as defined in Part 6 of these rules); or



The Grass Competition is the only Competition the player participates in; or



Has the permission of the opposition captain.

1.6 SUMMER COMPETITION

1.6.1 The format of the Summer Competition will be determined annually by Hockey SA and may include male, female, masters, juniors and mixed divisions. 1.6.2 Any variations to these rules for the Summer Competition will be determined annually and distributed by Hockey SA when calling for team nominations. 1.6.3 Subject to any local rules defined in Part 10, in mixed divisions the following rules will apply: 1.6.3.1 The number of male field players may not exceed the number of female field players at any time, unless there is prior agreement from both captains to vary this. 1.6.3.2 Goalkeepers may be either men or women. However, aggressive or intimidating tactics will not be tolerated and will lead to automatic temporary suspension.

1.7 INDOOR COMPETITION

1.7.1 The format of the Indoor Competition will be determined annually by Hockey SA and may include male, female, masters, juniors and mixed divisions. 1.7.2 Any local rules of the Indoor Competition will be determined annually and distributed by Hockey SA when calling for team nominations.

1.8 TEAM ENTRY

1.8.1 Any Club or Region affiliated (see rule 1.8.2) with Hockey SA may apply to enter a team or teams in the metropolitan competition, provided the players who will make up the team are eligible for the particular competition for which the team is entered. Applications must be made using the form prescribed by Hockey SA, include all information Hockey SA requests, and be submitted before the date prescribed by Hockey SA for that purpose. 1.8.2 Clubs are permitted to apply to Hockey SA to form an affiliation with another club, whereby they form an association to enter a joint team in the Metropolitan Competition. In this circumstance, an application should be submitted to Hockey SA outlining the terms of the arrangement between the two clubs, for approval. 1.8.2.1 This agreement should cover the player’s primary club of registration, fee responsibility, financial arrangements and responsibility for disciplinary matters. 1.8.2.2 All Hockey SA Metropolitan Competition Rules will be applicable, unless expressly excluded by this agreement. 1.8.3 Any club who has two teams or less in the same competition (e.g. M2M & M4M) may seek to affiliate with any other club who has two or less teams in the same competition (e.g. M3M and M5M),

without any common divisions between the two clubs. In this circumstance, an application should be submitted to Hockey SA outlining the terms of the arrangement between the two clubs, for approval. 1.8.3.1 Where approval to affiliate is obtained under this section, Clubs will be seen as the same club for the purpose of the application of the Hockey SA Metropolitan Competition Rules, specifically Part 4, 5 and 6 of these Rules. 1.8.3 Hockey SA reserves the right to refuse any application from a Club that has debts outstanding for more than ninety (90) days from the due date of the relevant invoice and may accept or refuse an application made under Rule 1.8 at its discretion. 1.8.4 New teams will generally enter the relevant Competition in the lowest division of the competition, however, Hockey SA may place a new team in whatever division it considers necessary or appropriate, having regard to matters including (without limit) the number of teams in each division and the competition overall (refer Rule 1.2.5). 1.8.5 A Club may withdraw a team from a competition by written notice to Hockey SA at any time. After the start of a competition the team to be withdrawn should be the Club’s lowest ranked team unless otherwise agreed to by Hockey SA. 1.8.6 Subject to Rule 1.8.4, if a Club withdraws a team after the closing date for nominations, it will not be entitled to a refund of any money due or paid to Hockey SA and must indemnify Hockey SA against any claim, cost or loss arising from the withdrawal subject to: 1.8.6.1 After nominations close and more than 21 days prior to the first game - $250 1.8.6.2 Less than 21 days prior to the first game and up to completion of round 3 - 50% of the applicable nomination fee 1.8.6.3 After completion of round 3 – 100% of the applicable nomination fee. 1.8.7 Rules 1.8.4 and 1.8.5 do not apply to a Club’s withdrawal of a Junior Team provided notice of the withdrawal is given at least two weeks prior to the start date of the relevant competition. 1.8.8 The following applies if a Club withdraws a team under Rule 1.8.4 after the start of a competition. 1.8.8.1 The point in the season where all teams in the affected division have played each other once will be known as the mid-way mark. 1.8.8.2 Where a Club withdraws a team prior to the mid-way mark, the result of all completed matches played against the withdrawn team shall be removed and recorded as a bye. 1.8.8.3 Where a Club withdraws a team after the mid-way mark, the result of all completed matches played against the withdrawn team up to the mid-way mark shall remain, and all completed matches played after the midway mark shall be removed and recorded as a bye. Hockey SA may use a system of average points to redefine the competition standings. 1.8.8.4 Hockey SA may permit the late entry of a team into a competition to fill a vacancy created by withdrawal of a team, on such terms as it decides.

1.9 CALCULATING AGE FOR AGE GROUPED COMPETITION

1.9.1 Players ages shall be calculated on January 1st in that year in assessing the eligibility to play in any competition.

PART 2-REGISTRATION

2.1 PLAYERS

2.1.1 ANNUAL REGISTRATION/AFFILIATION

2.1.1.1 All players must be individual members of Hockey SA in accordance with the Constitution and must complete the individual affiliation (registration) process as determined by Hockey SA. Penalty – the Club will forfeit each match in which an unregistered or non-affiliated player played and Rule 3.9 will apply.

2.1.2 REGISTRATION WITH MORE THAN ONE CLUB (DUAL REGISTRATION)

2.1.2.1 A player shall be deemed to have dual registration in the competition if they are registered with more than one Club for the purpose of playing in such different competitions; and provided they are not playing with each Club in the same competition. Dual registration is not required for Summer or Indoor competitions. A Junior may also be registered with two clubs if their current club does not have a suitable team in an appropriate junior division. 2.1.2.2 Where a player wishes to play in more than one association, including interstate, a Dual Registration Form is required. 2.1.2.3 A player must be registered with a Club via the process prescribed by Hockey SA for that purpose. Penalty – the new club will be fined $250 for each match in which any player without appropriate registration has taken part. 2.1.2.4 Players must supply proof of age when they register with a Club, and if requested by Hockey SA.

2.2 CLEARANCES

2.2.1 Subject to Rule 2.1.2.2 a player that is registered with any Club, in any Hockey Australia affiliated competition at any time in the previous three years (current club), must obtain a clearance from their current club and any secondary clubs under dual registration under this rule before being registered with another Club (new club).

Penalty – the new club will be fined $250 for the first match in which any uncleared player has taken part and $50 per game played uncleared thereafter. This penalty is not applied in conjunction with rule 2.1.1. 2.2.2 The new club must apply for a clearance under Rule 2.2 using the process prescribed by Hockey SA for that purpose. 2.2.3 The current club and Hockey SA must approve the new club’s application unless the relevant player has failed to meet a financial obligation to the current club or Hockey SA, or is yet to comply with a disciplinary sanction by the current club, Hockey SA or any Hockey Australia affiliated competition. 2.2.4 The current club and Hockey SA must grant or refuse an application under Rule 2.2.3 within 5 business days of receiving the application. The current club and Hockey SA must provide written notice of its decision using the process prescribed by Hockey SA for that purpose. If notification of a clearance is not received within 5 business days, the new club’s authorized officer shall contact Hockey SA. 2.2.5 The new club may dispute the current club or Hockey SA’s refusal of an application under Rule 2.2.4 by following the procedure in Rule 9.5.

2.3 COACHES, MANAGERS AND OFFICIALS

2.3.1 Coaches, team managers, team officials and match officials must meet the registration requirements prescribed by Hockey SA from time to time. Penalty for breach – A warning or $25 fine will be issued at Hockey SA’s discretion

PART 3-CONDUCT OF MATCHES

3.1 PLAYING RULES - RULES OF HOCKEY

3.1.1 All matches must be conducted in accordance with rules and interpretations adopted by the Metropolitan Competition Committee including but not limited to: 

The FIH Rules of Hockey;



Directions to umpires or interpretations adopted by Hockey SA;



Experimental rules declared by FIH to be mandatory;



Experimental rules adopted by Hockey Australia;



FIH Tournament Rules;



Local Rules adopted by Hockey SA and published in Part 10: Local Rules Schedule for the relevant year.

3.1.2

Hockey SA may vary the playing rules in Part 10 to suit local conditions, by written notice to Clubs accordingly.

3.1.3

Hockey SA’s interpretation of the playing rules in Part 10 will be final and binding.

3.2 TEAM COMPOSITION-MINIMUM NUMBER OF PLAYERS

3.2.1 A team must have at least eight (8) players on the field at the start of the game, except for U9 teams, or teams in the lowest division of a Club.

3.3 BENCHES

3.3.1 The following persons shall be permitted on the team bench: substitute players and team officials (limited to the team manager, coach, assistant coach and physiotherapist).

3.4 ENTERING THE FIELD OF PLAY

3.4.1 No persons other than field players, players with goalkeeping privileges, goalkeepers and umpires are permitted on the field during the match without the permission of an umpire. Metropolitan Competitions Rules

3.5 SERIOUS INJURIES

3.5.1 Injuries to players that require, or are likely to require, hospital treatment or treatment by a doctor (for example, serious bleeding, fractures, and suspected fractures) must be reported by team managers to Hockey SA by recording it on the match card in accordance with Rule 3.10 3.5.2 Injuries that involve a loss of consciousness or other serious injuries must be reported via phone call to the CEO of Hockey SA and/or the emergency contact listed on the Hockey SA website within the hour. Compliance of this rule is the responsibility of the injured players’ club. A penalty for noncompliance of $250 applies. 3.5.3 If there is blood on the field of play then it must be cleaned immediately by applying an 80% alcohol solution (if a grass field of play) or rubbing with a cloth soaked in an 80% alcohol solution (if a synthetic field of play) for approximately one minute. During this cleaning there must be a stoppage of play.

3.6 MATCH CONDUCT

3.6.1 WHEN A MATCH MAY BE DELAYED

3.6.1.1 The start time of a match may be delayed by up to ten (10) minutes from the scheduled start time if, in the opinion of one of the following people, in the following order of priority, weather conditions, equipment failure or other circumstances would make it unsafe or impractical to start the match at the scheduled time: 

the appointed Technical Officer or Ground Controller;



the appointed Panel Umpire(s) (if appointed);



the Club Umpire(s) in consultation with team captains.

3.6.1.2 A team that does not field the minimum number of players under Rule 3.2.1 within ten (10) minutes of the scheduled or delayed starting time of the match will forfeit the match and Rule 3.9 will apply.

3.7 ABANDONMENT

3.7.1 WHEN A MATCH MUST BE ABANDONED

3.7.1.1 A match must be abandoned if a) At any time there is no prospect the match can be started within ten (10) minutes after the time scheduled for the Fixture; or b) The match can not be completed within ninety five (95) minutes of original scheduled start time; Due to weather conditions, equipment failure or other circumstances that would make it unsafe or impractical to start or continue the match, in the opinion of one of the following people, in the following order of priority: 

Technical Officer or Ground Controller (if appointed);



Panel Umpire(s) (if appointed);



Club Umpire(s) in consultation with team captains.

3.7.1.2 A Premier League or finals match that is abandoned must be reported, by the first named team, to Hockey SA on the next Business Day after abandonment for scheduling to be replayed in its entirety. 3.7.1.2 For divisions other than Premier League or finals matches, the final result for an abandoned match will be: a) A 0-0 draw if the match was abandoned before half time; or b) The score at the time of abandonment if the match was abandoned after the end of the first half.

3.8 MATCH DURATION

3.8.1 TIME KEEPING

3.8.1.1 The umpires have sole responsibility for the time keeping of any match. However, the umpires may delegate responsibility for time keeping to a Technical Official. 3.8.1.2 A maximum period of ten (10) minutes may be added for delays or interruptions but the match must conclude no later than five (5) minutes before the scheduled start time of the next match to be played on the same field.

3.8.1.3 If the start of a match is delayed then equal time must be deducted from each period of play such that the match will end no later than five (5) minutes before the scheduled start time of the next match to be played on the same field. 3.8.1.4 With the exception of divisions designated as Premier League and Metro 1, where stoppages occur, in lower division minor rounds extra time should not be added.

3.9 FORFEITS

3.9.1 A Club that intends to forfeit a match must, before 12:00PM on the Business Day before the match, provide written notice accordingly to: 

the secretary of the Club of the opposing team or such other person fulfilling that role;



Hockey SA;



the director of umpires or in the case of club umpires, the relevant club; and



the secretary of the Club where the match is scheduled to be played (if applicable).

3.9.2 Unless Hockey SA directs otherwise: 3.9.2.1 If one team is in forfeit of a match, then a win will be recorded for the opposition team, with a score of 5-0, or the actual score where the margin is greater than 5-0 in the case of a match forfeited after commencement. 3.9.3 If a game does not start because of a forfeit, the forfeiting team(s) must pay all match fees to the host venue for both teams, unless other arrangements can be made between both teams and the host venue. Penalty - $50 fine will be applied for non-compliance with rule 3.9.1

3.10 MATCH CARDS

3.10.1 DISTRIBUTION

3.10.1.1 Hockey SA must provide for suitable match cards to be distributed for each competition conducted.

3.10.2 COMPLETION

3.10.2.1 Clubs must ensure match cards are completed fully and accurately. 3.10.2.2 Match cards must be signed by the captain/manager of the team, the captain/manager of the opposing team, the umpire(s) of the match and the technical officer (as applicable) of the match. 3.10.2.3 A team shall be entitled to receive a copy of the completed match card after all necessary signatures have been added.

3.10.3.1 Match cards must include the: 

date, time and place of the match;



division and names of the teams competing;



the result of the match;



goal scorers;



names of all participating players for each team;



player roles (captain and goalkeepers);



permit number if applicable;



Twenty Minute Rule players if applicable (refer Rule 5.10);



reason for playing twice in one competition week if applicable;



names and signatures of umpire(s) who officiated;



details of any misconduct cards (Yellow/Red Card) received;



details of any injuries occurring that prevent a player continuing in a match.



name and signature of Technical Officer where present.

Penalty for incomplete match cards, a $50 fine may be issued at the discretion of Hockey SA to the offending club per incomplete card.

3.10.4 RETENTION

3.10.4.1 Clubs must keep each match card for at least twelve (12) months. 3.10.4.2 Clubs must complete match cards as instructed by Hockey SA. 3.10.4.3 Clubs must complete the triplicate match card for each match and lodge it with Hockey SA via the prescribed online system, no later than two (2) Business Days after each match. 3.10.4.4 Venues are required to submit the original match card to Hockey SA via post, email or hand delivery by Wednesday following the weekend the game was played. 3.10.4.5 Clubs must produce a match card upon request by Hockey SA Penalty for non-compliance with any rules within this section a $50 fine may be issued at the discretion of Hockey SA to the offending club per non-submitted card.

3.10.5 ABANDONED AND FORFEITED MATCHES

3.10.5.1 A match card must be completed and a copy provided to the opposition club for each scheduled match regardless of the outcome of the match, including abandonment and forfeiture. 3.10.5.2 The reason for a forfeit must be recorded on a match card.

3.10.6 RESCHEDULED MATCHES

3.10.6.1 Match cards for incomplete games that are ultimately rescheduled are superseded by the match card for the rescheduled game.

3.10.7 CONCLUSIVE EVIDENCE

3.10.7.1 For all purposes a completed match card and signed by both captains / managers and the match umpires is conclusive evidence of the facts it records. 3.10.7.2 The team of a player or official that falsifies information concerning players on any match card will forfeit the match concerned. 3.10.7.3 Any person involved in the falsification information on a match card may be dealt with under Part 9 of these rules. 3.10.7.4 If both clubs agree in writing, or Hockey SA deems it appropriate, a completed match card may be altered to correct an error made.

3.11 HOCKEY SA DESIGNATED MATCH RECORDING SYSTEM

3.11.1 MATCH RESULTS

3.11.1.1 The detailed results of every competition match must be accurately entered into Hockey SAs designated match recording system including all information from the match card (Rule 3.10.3.1) no later than two pm (2.00 pm) on the first Business Day following the completed match. 3.11.1.2 Hockey SA will advise clubs of the appropriate process for uploading this information prior to the commencement of each season. Penalty for breach – $50 fine per un-submitted resulted.

3.11.2 DISPUTING RESULTS

3.11.2.1 A Club that participated in a match may dispute the result of that match, or match details entered into Hockey SAs designated match recording system, by written notice to Hockey SA within five (5) Business Days of the match details having been entered. 3.11.2.1.1 The dispute must be resolved under Part 9 of these rules. 3.11.2.1.2 Where a dispute regarding an entry into Hockey SAs designated match recording system exists, Hockey SA will notify clubs of the dispute.

3.11.3 TEAM LIST AUDITS

3.11.3.1 Hockey SA may, at its discretion, audit all or any team lists in Hockey SAs designated match recording system and match cards (see rule 3.10.3.1), and may require Clubs to explain any irregularities in those team lists. Audits will occur at a maximum interval of five competition rounds, and fines will be levied accordingly. Penalty will be a $50 fine per breach.

3.12 FIXTURES

3.12.1 Prior to commencement of the minor round, Hockey SA must send each Club a draft match schedule detailing the times and places it intends to conduct the Metropolitan Competition, and may offer clubs the opportunity to offer feedback. 3.12.2 At least 72 hours prior to the commencement of the minor round, Hockey SA must publish the final minor round match schedule (Fixture) on the designated match recording system.

3.13 RESCHEDULING

3.13.1 A match may be rescheduled by Hockey SA, upon application by a Club or otherwise, to whatever time and place Hockey SA decides, having regard to matters including (without limit): 3.13.1.1 Unavailability for the match in question of five (5) or more State Representatives, due to travel or playing commitments as a State Representative Player provided they are from the same current team; 3.13.1.2 Ground availability; 3.13.1.3 Umpire availability. 3.13.2 An application under Rule 3.13.1 must be made no later than seven (7) days prior to the scheduled fixture time.

3.14 PREMIERSHIP POINTS

3.14.1 For matches played in the minor round in divisions other than Premier League, premiership points will be allocated on the following basis: 3.14.1.1 Three (3) premiership points for a win including receiving a forfeit; 3.14.1.2 One (1) premiership point for a draw; and 3.14.1.3 No premiership points for a loss (including giving a forfeit). 3.14.2 For matches played in the Premier League, premiership points will be allocated on the following basis: 3.14.2.1 Three (3) premiership points for a win in normal time or by forfeit; 3.14.2.2 Two points (2) for a win following a draw buster (see rule 10.5.4); and 3.14.2.3 One point (1) for a loss following a draw buster; and 3.14.2.4 No premiership points for a loss in normal time or by forfeiting a match.

PART 4-FINALS

4.1. CONDUCT

4.1.1 Finals will be played in grades as determined by Hockey SA and with regard to the Hockey SA fixturing policy. 4.1.2 Premiership pennants will be awarded as determined by Hockey SA. 4.1.3 Suitable umpires will be allocated to finals at the absolute discretion of Hockey SA.

4.2 UNEQUAL NUMBER OF MATCHES

4.2.1 Where teams in any division have played an unequal number of matches, premiership points shall be averaged to determine positions in that division.

4.3 RANKING AT THE END OF THE MINOR ROUND

4.3.1 Should any teams have equal premiership points at the end of the minor round, and the rules require it, their final position at the end of the minor round will be determined as follows: 4.3.1.1 The team with the highest goal difference (goals for minus goals against) shall be deemed the higher placed team. 4.3.1.2 If the goal difference is equal, the team with the greater number of ‘goals for’ shall be deemed the higher placed team. 4.3.1.3 If the number of ‘goals for’ is equal, the aggregate of the ‘goals for’ in the minor round matches between these teams shall be used to determine the higher placed team. 4.3.1.4 If the teams are still equal, a penalty stroke competition in accordance with Rule 4.11.4 must be conducted as soon as possible to determine the higher placed team.

4.4 FINALS SEQUENCE

4.4.1 Subject to Rule 4.1.1, the first four teams at the completion of the minor round will participate in Finals in the following sequence: Semi Final 1: 1st v 2nd Semi Final 2: 3rd v 4th Preliminary Final: Loser Semi Final 1 v Winner Semi Final 2 Grand Final: Winner Semi Final 1 v Winner Preliminary Final

4.5 PLAYER ELIGIBILITY

4.5.1 Subject to Rule 4.6, a player will only be eligible to play Finals for a team in a given division if they have played at least the following number of minor round matches in that competition: 4.5.1.1 Senior competition: a total of six (6) matches or one-third of the total scheduled matches (excluding byes) for the minor round in that division or a lower division. 4.5.1.2 Masters and grass competitions: six (6) matches or one third of the total scheduled matches (excluding byes) for the minor round in that division. 4.5.1.3 Junior competition: five (5) matches in that division, or four (4) if that division has a bye. In the junior competition a player needs to qualify separately for finals in each age group division. Note: Qualification is calculated using the lower number of games in each of the Rules 4.5.1.1, 4.5.1.2 and 4.5.1.3 above.

4.6 ELIGIBILITY TO PLAY IN DIVISION(S) ABOVE – SENIOR COMPETITION

4.6.1 In the senior competition, a player who qualifies for the finals in a division is also qualified in any division above the division for which the player has qualified. 4.6.2 A player may play a Finals match and a minor round match in the same fixture week, provided that at least one of the criteria outlined in Rule 4.8 applies.

4.7 LIST OF QUALIFIED PLAYERS

Management of player lists is a club responsibility; however Hockey SA will require clubs to provide lists of qualified players for auditing purposes prior to the Finals. 4.7.1 Clubs that may have teams qualified to play in the Finals must complete and submit a player Finals qualification form provided by Hockey SA, no later than ten (10) business days prior to the commencement of finals including such information as deemed necessary by Hockey SA. This list will be made available to all clubs upon request 4.7.2 Clubs may update their player lists prior to the commencement of the finals by resubmitting the form via email to the Hockey SA Operations and Facilities Manager, with version number updated and changes highlighted using the appropriate form provided by Hockey SA. 4.7.3 Teams who fail to provide the required information by the due date may be prevented from participating in the finals, at the discretion of Hockey SA. Penalty for failing to complete lists in the specified time and with all required detail is $100 fine per outstanding team list.

4.8 MORE THAN ONE GAME

4.8.1 A player must not play more than one match in each finals round, unless: 4.8.1.1 They are a 20 minute rule player under Rule 5.10, or 4.8.1.2 They have been granted a playing permit (refer Part 6), or 4.8.1.3 One match is played exclusively as a goalkeeper, another match is played exclusively as a field player, and the qualification criteria under Rule 4.5 have been met for both roles, or 4.8.1.4 That player qualifies as a junior player and they have qualified separately for more than one junior division under Rule 4.5.1.3.

4.9 EMERGENCY GOALKEEPER

4.9.1 A team may replace a goalkeeper who becomes injured during a Finals match with any player qualified for that team or for a lower division team, but not listed as goalkeeper for a higher team. For the purpose of this rule 4.8.1 does not apply. 4.9.2 Premier League teams may name a reserve goalkeeper as a 20 minute rule player (e.g. a 17th player), who may play in that role only if the designated goalkeeper sustains an injury during the course of the game.

4.10 PLAYING A PLAYER NOT QUALIFIED

4.10.1 A Club that plays a player in any finals match who has not met the relevant eligibility criteria will forfeit the match and Rule 3.9.2 will apply.

4.11 DRAWN FINALS MATCHES

If a Finals match is drawn, the winner of the match shall be determined as follows:

4.11.1 EXTRA TIME

4.11.1.1 After a 5-minute rest the umpires must toss a coin with the captains and the winner will have the choice of ends or possession of the ball to restart the match. The extension shall consist of two periods of 7½ minutes each in between which teams shall change ends, without a rest period. 4.11.1.2 The first team to be awarded a goal before the end of extra time will be the winner of the match.

4.11.2 DRAWN FINALS MATCH, EXCEPT THE GRAND FINAL

4.11.2.1 In divisions other than Premier League, except in the Grand Final (refer Rule 4.4.1), if the result is drawn after extra time the team that held the higher position at the end of the minor round will be the winner of the match. 4.11.2.2 In the Premier League, teams will proceed to a Shoot-out.

4.11.3 DRAWN GRAND FINAL MATCH

4.11.3.1 Subject to Rule 4.11.3.2 if a Grand Final is drawn after extra time the winner will be determined by a penalty stroke competition under Rule 4.11.4 .1 4.11.3.2 If after extra time a Premier League or Metro 1 Grand Final is drawn, the winner will be determined by a challenge shoot-out competition under Rule 4.11.4.2 4.11.3.3 If a Grand Final in an U13 or U14 competition is drawn after extra time, both teams will be joint premiers.

4.11.4 CONDUCT OF PENALTY CHALLENGE COMPETITION

4.11.4.1 A penalty stroke competition will be determined on the result of a set of five (5) penalty strokes per team, according to the following procedure: 4.11.4.1.1 Each team Captain must nominate five (5) players to participate in the penalty stroke competition; 4.11.4.1.2 Any player who has been temporarily suspended (yellow card) during the course of that match is eligible to take part in the penalty stroke competition; 4.11.4.1.3 Any player who has been suspended (red card) during the course of the match is ineligible to take part in the penalty stroke competition; 4.11.4.1.4 The umpires must choose the goal to be used and must supervise the coin toss between captains to decide which team will take the first penalty stroke; 4.11.4.1.5 The designated players must play a penalty stroke alternately against one and the same goalkeeper of the other team, unless the same goalkeeper has been incapacitated and replaced; 4.11.4.1.6 The team scoring the highest number of goals will be the winner; 4.11.4.1.7 If after five penalty strokes per team an equal number of goals have been awarded to each team, another series of penalty strokes must be started, involving the same players. The second series will feature “sudden death‟, which will mean that the winner will be the team to have been awarded more goals than the opposing team, after an equal number of shots; 4.11.4.1.8 The sequence does not have to be the same in the “sudden death” series as it was in the first series. For example, the player who takes the first penalty stroke of the first series need not necessarily take the first penalty stroke of the “sudden death” series.

4.11.4.2 In a shoot-out competition, five players from each team take a challenge shoot-out alternately against a defender from the other team. The challenge shoot-out competition comprises all series of shoot-outs required to determine a result. The following sets out both the playing rules and the procedures to be followed. 4.11.4.2.1 Respective Team Managers nominate five players to take and one player to defend the shoot-outs from those on the Match Report except as excluded below. A player nominated to defend the shoot-outs can also be nominated to take a shoot-out. No substitutions / replacements are permitted during the shoot-out competition other than as specified below. 4.11.4.2.2 Team Managers to confirm the nominations of the five players and the sequence of players to take the shoot-outs with the Technical Officer on duty. 4.11.4.2.3 If the shoot-out competition takes place after the end of a match, the above procedures must be carried out promptly so that the first shoot-out can take place within five (5) minutes of the end of the match. 4.11.4.2.4 A player who is still serving a disciplinary suspension by the Technical Officer at the time the shoot-out competition takes place or has been excluded permanently (red card) during the match which leads to the shoot-out competition, cannot take part in that shoot-out competition. A player who has been warned (green card) or temporarily suspended (yellow

card) may take part in the shout-out competition even if the period of their suspension has not been completed at the end of the match. 4.11.4.2.5 The Technical Officer will specify the method of timing shoot-outs taking account of the facilities available and the need to control time accurately. 4.11.4.2.6 The Technical Officer will specify in advance the goal to be used. 4.11.4.2.7 A coin is tossed; the team which wins the toss has the choice to take or defend the first shoot-out. 4.11.4.2.8 All persons listed on the Match Card other than any player who has been excluded permanently (red card) during the match which leads to the shoot-out competition are permitted to enter the field of play outside the 23m area used for the shoot-out but must be at least 10 metres from the spot where the ball is placed at the start of the shoot-out. 4.11.4.2.9 The goalkeeper / defending player of the team taking a shoot-out may be on the back-line outside the circle. 4.11.4.2.10 A player taking or defending a shoot-out may enter the 23m area for that purpose. 4.11.4.2.11 Players taking a shoot-out and also defending the shoot-outs taken by opponents are allowed reasonable time to take off their protective equipment to take their shoot-out and subsequently to put back on their protective equipment. 4.11.4.2.12 Five players from each team take a shoot-out alternately against the goalkeeper / defending player of the other team making a total of 10 shoot-outs. 4.11.4.2.13 Taking a shoot-out: a. the goalkeeper / defending player starts on or behind the goal-line between the goal posts; b. the ball is placed on the nearest 23m line opposite the centre of the goal; c. an attacker stands outside the 23m area near the ball; d. the Umpire signals to the technical table that the time may start; e. an official at the technical table starts the clock which automatically issues an audible signal; f. the attacker and the goalkeeper / defending player may then move in any direction; g. the shoot-out is completed when: i. 8 seconds has elapsed since the starting signal; ii. a goal is scored; iii. the attacker commits an offence; iv. the goalkeeper / defending player commits an unintentional offence inside or outside the circle in which case the shoot-out is re-taken by the same player against the same goalkeeper/defending player; v. the goalkeeper / defending player commits an intentional offence inside or outside the circle, in which case a penalty stroke is awarded and taken; vi. the ball goes out of play over the back-line or side-line; this includes the goalkeeper/defending player intentionally playing the ball over the backline. 4.11.4.2.14 If a penalty stroke is awarded as specified above, it can be taken and defended by any eligible player on the Match Card. 4.11.4.2.15 The team scoring the most goals (or ahead by more goals than the other team has untaken shoot-outs available) is the winner. 4.11.4.2.16 A player may be suspended by a yellow or red card but not by a green card during the shoot-out competition.

4.11.4.2.17 If during a shoot-out competition (including during any penalty stroke which is awarded) a player is suspended by a yellow or red card: a. that player takes no further part in that shoot-out competition and, unless a goalkeeper / defending player, cannot be replaced; b. the replacement for a suspended goalkeeper / defending player can only come from the five players of that team nominated to take part in the shoot-out competition: i. the replacement goalkeeper / defending player is allowed reasonable time to put on protective equipment similar to that which the goalkeeper/defending player they are replacing was wearing; ii. for taking their own shoot-out, this player is allowed reasonable time to take off their protective equipment to take their shoot-out and subsequently to put it on again. c. any shoot-out due to be taken by a suspended player is forfeited; any goals scored by this player before being suspended count as a goal. 4.11.4.2.18 If during a shoot-out competition, a defending goalkeeper / defending player is incapacitated: a. that goalkeeper/defending player may be replaced by another player from among the players listed on the Match Card for that particular match unless suspended by an Umpire during the shoot-out competition; b. the replacement goalkeeper: i. is allowed reasonable time to put on protective equipment similar to that which the incapacitated goalkeeper / defending player was wearing; ii. if this replacement is also nominated to take a shoot-out, this player is allowed reasonable time to take off their protective equipment to take their shoot-out and subsequently to put it on again. 4.11.4.2.19 If during a shoot-out competition, an attacker is incapacitated, that attacker may be replaced by another player from among the players listed on the Match Card for that particular match, except as excluded above or unless suspended by an Umpire during the shoot-out competition. 4.11.4.2.20 If an equal number of goals are scored after each team has taken five shoot-outs: a. a second series of five shoot-outs is taken with the same players, b. the sequence in which the attackers take the shoot-outs need not be the same as in the first series; c. the team whose player took the first shoot-out in a series defends the first shoot-out of the next series; d. when one team has scored or been awarded one more goal than the opposing team after each team has taken the same number of shoot-outs, not necessarily being all five shoot-outs, that team is the winner. 4.11.4.2.21 If an equal number of goals are scored after a second series of five shoot-outs, additional series of shoot-outs are taken with the same players subject to the conditions specified in this rule: a. the sequence in which the attackers take the shoot-outs need not be the same in any subsequent series; b. the team which starts each shoot-out series alternates for each series. 4.11.4.2.22 Unless varied by this Rule or Hockey SA, the Rules of Hockey apply during a shoot-out.

PART 5- ANTI STACKING AND PERMITS

5.1 CURRENT TEAM – DEFINITION

5.1.1 The current team for a player is: 5.1.1.1 the team for which they last played; or 5.1.1.2 that specified in Rule 5.7 if their last game was one of two games played in a period of seven (7) consecutive days under Rule 5.10; 5.1.1.3 but does not apply to the rules contained in Part 4 Finals of these rules. 5.1.2 A player in the junior competition may play in more than one junior division match in the same round provided that the matches played are in different age group divisions. 5.1.3 In the junior competition, the concept of current team will apply across different divisions within the same age group. A player may have a different current team in each age group for which they are eligible to play and finals qualification criteria will apply to each age group separately. 5.1.4 A player may have a current team as a field player and a different current team as a goalkeeper, and the provisions of these rules shall apply to each role separately and independently.

5.2 FIRST GAME

A player does not have a Current Team for their first game of the year, unless they are deemed to have played their previous match in a bye under Rule 5.5.

5.3 ELIGIBILITY TO PLAY IN A LOWER DIVISION

5.3.1 During a season, unless they have a playing permit (refer Part 6) or permission of the opposition captain or coach, a player must not play in a division lower than the division of their Current Team, in any of the following circumstances: 5.3.1.1 the player’s current team has a bye; or 5.3.1.2 the player’s current team has forfeited prior to their match, or 5.3.1.3 the lower team is not the next lowest ranked team in the club below the current team; 5.3.1.4 the players current team has a bye due to a catch up round.

5.3.1.5 In rounds commencing on or before five competition weeks prior to finals: 5.3.1.5.1 the lower team is in a division below that of their current team, and there are more than two players from the higher team required to play in the lower team; 5.3.1.6 In rounds commencing after the fifth competition week prior to finals, the player has played the majority of their games in their current team or higher teams. Penalty – the team for which the player played in breach of Rule 5.3.1 will forfeit the match and Rule 3.9 will apply.

5.4 TWO TEAMS FROM THE SAME CLUB IN THE SAME DIVISION

5.4.1 For the purposes of the current team rule (Rule 5.1) Hockey SA will name teams in the following manner e.g. Adelaide 1, Adelaide 2 prior to the commencement of the season. Clubs shall ensure that the team numbered 1 is the strongest. Hockey SA reserves the right to work with clubs if issues arises regarding relative competitiveness of teams. 5.4.1.1 For the purpose of rule Playing twice in a competition week (rule 5.6), a permit is not required to move from team 2 to team 1. Permits are required for all other movements. A penalty of $50 per team will be applied if this information is not received at least five (5) business prior to the first competition round. 5.4.2 For the purpose of Rule 5.3, if there are two teams from the same Club in the same division, the higher team will be either that team defined in Rule 5.4.1 or for rounds commencing after one complete round of matches has been played, the higher placed of the two teams on the premiership table.

5.5 FIRST ROUND BYES

5.5.1 A team with a bye in the first round of games must provide (on a match card), and enter on Hockey SA’s designated match recording system, a team list of 11 players (including a designated goalkeeper).

5.6 PLAYING TWICE IN ONE COMPETITION WEEK

5.6.1 Subject to Rule 5.3 a player must not play more than one (1) match in the same Competition in any competition week, whether in the same or a different division, unless one or more of the following apply: 5.6.1.1 The matches have been scheduled or re-scheduled officially within the Competition Week period (a rescheduled game is treated as if it had been played on the rescheduled date); Metropolitan Competitions Rules

5.6.1.2 The second match is a scheduled mid week fixture; 5.6.1.3 one match is played exclusively as a goalkeeper and another match is played exclusively as a field player; 5.6.1.4 the second match is played under the 20 minute rule (Rule 5.10); 5.6.1.5 the player acts as a substitute for a Representative Player, in the Representative Player’s current team (which must be higher than the substitute’s team) if the Representative Player is absent due to participating in, or travelling directly to or from, an official championship or activity with that team or squad, or where non-participation is directed by Hockey SA (this rule must be read in conjunction with the appropriate definition at the front of these rules); 5.6.1.6 the player is playing in a higher division than their current team and is making the team numbers up to eleven (11) players at the commencement of the match, not including 20 minute rule players; 5.6.1.7 a playing permit has been issued to the player to play a second match in one competition week; 5.6.1.8 The player has received permission from the opposition captain or coach to play more than once in a single competition week; 5.6.1.9 The second game is played in a different competition e.g. Metro Grass, Masters or Juniors; 5.6.1.10 A goalkeeper may play twice in one competition week, provided the second game is above their current team. They may do this on 3 occasions with no change to their current team status; Penalty – the team for which the player played in breach of Rule 5.6 will forfeit the match and Rule 3.9.2 will apply.

5.7 EFFECT ON CURRENT TEAM

5.7.1 The player’s current team will: 5.7.1.1 be the most recent game for Rule 5.6.1.1; 5.7.1.2 be determined independently for each role for Rule 5.6.1.3; 5.7.1.3 be unchanged if playing under Rules 5.6.1.6 and 5.6.1.7 for the first three instances only and will then become the higher team; 5.7.1. be unchanged if playing under the provisions of the 20 minute rule; 5.7.1.5 be unchanged if playing as a substitute for a representative player; 5.7.1.6 become the higher team if playing under Rules 5.6.1.8 5.7.1.7 be unchanged under Rule 5.6.1.10

5.8 EFFECT ON NUMBER OF MATCHES PLAYED

5.8.1 The number of matches for the purpose of finals eligibility and majority of games for Rule 5.3.1.5 must not include both games played under the following rules: 5.8.1.1 Each match, independently for each role, for Rule 5.6.1.3; 5.8.1.2 The lcurrent team, for the substitute player, and the higher team, for the representative player (who will be deemed to have played that match), for Rule 5.6.1.5; and 5.8.1.3 Only the game played in the players current team will be counted for finals eligibility, for 5.6.1.4, Rule 5.6.1.6, Rule 5.6.1.7,Rule 5.6.1.8 and Rule 5.6.1.10

5.9 RECORDING ON MATCH CARD

5.9.1 The appropriate justification for the second match should be recorded on the match card and verified by both captains and both umpires prior to the start of the match. 5.9.2 A team that plays a player in breach of Rule 5.6 will forfeit the match and Rule 3.9 will apply.

5.10 THE 20 MINUTE RULE

5.10.1 A player may be named as a 20 minute player in a team of their Club ranked above their current team. 5.10.2 The number of players for which the 20 minute rule may be applied in a particular match are: 5.10.2.1 Premier League division – two (2) players; and one extra player who may be listed as a specialist goal keeper (20MGK); 5.10.2.2 Other divisions – two (2) players. 5.10.3 20 minute players must not enter the field of play during the first twenty (20)(see definition at the front of these rules) minutes of the match unless they are substituting for a player who, in the opinion of the umpire, has sustained an injury requiring off field medical attention; 5.10.3.1 If the player replacing the injured player in Rule 5.10.3 is a 20 minute player; and the injured player is able to re-enter the field of play during the first twenty (20) minutes of the match; then the 20 minute player shall resume their role on the substitute bench and be subject to normal 20 minute rule considerations. 5.10.4 20 minute rule players must be identified to the umpires and clearly recorded on the match card before the start of a match; 5.10.5 Use of 20 minute rule players is allowed in Finals matches.

PART 6 - PLAYING PERMITS

6.1.1 A Club may apply to Hockey SA for a playing permit under these rules to allow a player who is otherwise ineligible to play in a particular competition. Hockey SA will consider each request, and will apply consistent interpretations for the granting or denying of the permit request. Situations in which a permit may be granted include, but are not limited to; 

Age ineligibility



Second game in (7) seven days



To play in a grass competition where the player doesn’t meet the qualifications under Rule 1.5



To play finals in a team the player has not qualified for.

6.1.2 Permits will be limited to (3) three per team per game.

6.2 APPLICATION PROCEDURE

6.2.1 A Club must apply to Hockey SA for a playing permit using the process prescribed by Hockey SA for that purpose, no later than 9.30am on the last Business Day before the match in question. 6.2.2 Hockey SA may accept or refuse an application under Rule 6.1 in its absolute discretion and may make any such permits conditional. 6.2.3 Hockey SA must allocate a number (permit number) to each application approved under Rule 6.1. 6.2.4 Hockey SA will post a list of all permit requests, both approved and denied on the Hockey SA website prior to the close of business each Friday for weekend matches and close of business Tuesday for mid-week fixtures. Clubs are requested to check this list, prior to seeking to contact Hockey SA Operations and Facilities Manager. Penalty – Any breach of rule 6.2.2 will result in a forfeit of the match the permit was approved for

6.3 RECORDING ON MATCH CARD

6.3.1 The permit number must be recorded on the match card and on Hockey SAs designated match recording system, against the name of the player for whom the playing permit was granted.

6.4 VALIDITY

6.4.1 A playing permit is only valid for the player and the match/es for which it was granted.

6.5 FALSE AND MISLEADING INFORMATION

6.5.1 A Club that provides false or misleading information in an application under this rule will forfeit the match played using the playing permit and Rule 3.9.2 will apply.

6.5.2 The player(s) or officials involved in conduct under Rule 6.5 may also be referred for a hearing as defined in Rule 9.5.

PART 7- UNIFORMS, EQUIPMENT AND GROUNDS

7.1 CLUB UNIFORMS

7.1.1 All Clubs must supply Hockey SA with a colour photograph or colour reproduction of its current uniform design, including socks and any alternate strips (if applicable) prior to playing in that strip. 7.1.2 A Club must not change its uniform colour or design without Hockey SA’s permission. 7.1.3 The Club named second in each fixture must wear an alternate strip approved by Hockey SA, when Hockey SA determines under Rule 7.1.4 that its normal uniform is of similar colour/design to the opposition team. 7.1.4 Hockey SA will determine and publish at the start of each season, the uniform clashes that require an alternate strip. 7.1.5 In U9 and U11 divisions only, the wearing of bibs will suffice as an alternate strip. 7.1.6 Players must wear their official team uniform. 7.1.7 All players of the same team must wear the same uniform (except for the goalkeeper). The goal keeper must wear an over shirt top that is a different colour to that of his or her team and also that of the opposition team. 7.1.8 Each player in a Premier League or Metro One team must wear a number on the back of their shirt/bodysuit. The numbers for the team must be the same style and colour and be: 7.1.8.1 At least 16 cm high on the back of the player’s shirt, including the goalkeeper; 7.1.8.2 At least 7 cm and not more than 9 cm high on the front of the player’s shirt/bodysuit (if applicable); 7.1.8.3 Legible and in a different colour to the colour of the shirt/bodysuit. 7.1.8.4 Must be sublimated, silk screened or otherwise printed not tape or bandage material 7.1.9 Each player on a team must have a different number, these need not be sequential. 7.1.10 Numbers must be recorded against the player’s name on the match card for each match. 7.1.11 Undergarments that extend past the players uniform must either be skin coloured or the same colour as the predominant colour in the club uniform. Where players select a coloured undergarment then all players in the team must wear the same colour undergarment. 7.1.12 All footwear must be suitable for the playing surface on which it is to be used and must not be predominantly white or green. 7.1.13 A player wearing an incorrect uniform must not participate in a match without permission of the Umpire(s) and the opposition team captain. 7.1.14 Where a team is reported by an umpire for failing to comply with the uniform requirements that team will be fined $50 for each occasion that it fails to comply.

7.2. PROTECTIVE EQUIPMENT

7.2.1 Hockey SA encourages field players to wear mouth guards and shin pads and goalkeepers to wear the full range of protective equipment available in addition to that defined in the Rules of Hockey. Hockey SA also encourages players defending penalty corners to use appropriate facemasks, gloves and groin protection. Hockey SA further encourages all goalkeepers to equip themselves with protection equipment of a standard appropriate to the level of competition in which they participate. 7.2.2 On written application, Hockey SA may permit a field player to wear protective clothing or equipment outside the Rules of Hockey for medical reasons, provided the clothing or equipment is not likely to cause a danger to other players and the player can substantiate the medical reasons. 7.2.3 Hockey SA requires all players to abide by the conditions of the WADA code. The anti-doping rules in Australia comply with those set by the World Anti-Doping Agency (WADA), the organisation that defines the World Anti-Doping Code (the Code).

7.3 OTHER ITEMS

7.3.1 PERMITTED ITEMS

7.3.1.1 Apart from the registered team uniform and items covered by the Rules of Hockey the only other permissible items that can be worn are: 7.3.1.1.1 wedding rings and medical bracelets, provided they are taped in a manner unlikely to cause any injury to another player. Other jewellery, including watches, is not allowed; 7.3.1.1.2 headwear with a soft edge that is unlikely to cause injury to another player. Headwear with hard edges (such as a peaked/baseball cap) is not allowed. 7.3.1.1.3 players may not wear ‘bobby pins’ during a match. Flat Snap clips are acceptable. 7.3.1.1.4 wearable fitness devices are permitted, provided they are made from soft plastic. 7.3.1.2 An umpire or technical official may require the removal of any item worn by a player, whether or not the item is covered by these rules, if in their opinion it might cause an injury to the player or another player.

7.4 COMMUNICATION DEVICES

7.4.1 A player on the field of play must not use or be equipped with any device to receive communications.

7.5. BALL

7.5.1 The provision of a ball is the responsibility of the first named team. 7.5.2 White balls must be used for the duration of the match unless there is agreement at any time between the umpires and both captains (or both team managers or coaches for matches in the junior competition) to use a coloured ball which must contrast with the playing surface.

7.6. FIXTURES AND HOME GROUNDS

7.6.1 HOME GROUNDS

7.6.1.1 Clubs must nominate a home ground for each of its teams and obtain the consent of the ground owner prior to nominating the ground as a home ground.

7.6.2. FIXTURE ALLOCATIONS

7.6.2.1 Fixtures are subject to the considerations of the Hockey SA Fixturing Policy and directives of Hockey SA.

7.7. GROUND SAFETY AND SUITABILITY

7.7.1 Matches must be conducted on grounds and with equipment that are safe and suitable.

7.8. INSPECTIONS OF GROUNDS

7.8.1 Hockey SA may inspect metropolitan grounds at regular intervals to determine whether the ground is suitable for the competition being conducted on it. Hockey SA must prepare a written report detailing any deficiencies. Metropolitan Competitions Rules

7.8.2 Clubs must conduct annual inspection of their own grounds and complete any self-assessment as required by Hockey SA, using form provided from time to time. Grounds will be ‘ranked’ in accordance to these assessments. 7.8.3 Hockey SA may request that a Club undertake a ground inspection before a specified date, in which case, the Club must give a written report to Hockey SA detailing any deficiencies within seven (7) days of the date of the inspection. 7.8.4 A Club may make a request in writing that Hockey SA inspects a ground it considers unsuitable for the competition being played on it. 7.8.5 A request under Rule 7.8.4 must detail the nature of any deficiencies. 7.8.6 Hockey SA may carry out an inspection requested under Rule 7.8.4 within seven (7) days of the date of the request, and provide a written report of the inspection to each Club.

7.9 NOTIFICATION OF UNSUITABLE GROUND

7.9.1 If a ground is deemed unsuitable for play by Hockey SA, the Club that uses the ground must: 7.9.1.1 immediately give Hockey SA written notice, and provide an indication of when the ground might be suitable for play; 7.9.1.2 give notice to any Club scheduled to play at the ground within the next 48 hours (unless it is agreed with Hockey SA that it will give that notice); 7.9.1.3 as soon as the ground is suitable for play, give written notice to Hockey SA. 7.9.2 Matches will be re-scheduled to other grounds until the problem is rectified.

7.10 CODE OF CONDUCT 7.10.1 Hockey SA requires all players, match officials and team officials to abide by the Hockey SA player and officials Code of Conduct. Penalty - $100 fine per breach may be levied; Hockey SA reserves the right to convene a hearing under Rule 9.5 for severe or repeated breaches of the Code.

PART 8-UMPIRES AND TECHNICAL OFFICIALS

8.1 PANEL UMPIRES

8.1.1 A Panel Umpire is an umpire who is appointed by Hockey SA to umpire matches in the Hockey SA Metropolitan Competition. Refer Rule 8.1.2. 8.1.2 Panel umpires must: 8.1.2.1 Be registered with Hockey SA as per Rule 2.3; 8.1.2.2 Abide by any Codes of Conduct that are introduced from time to time; 8.1.2.3 Attend any meetings, training and/or development that is determined by Hockey SA from time to time and adhere to any administrative instruction or directive dealing with umpiring that is determined by Hockey SA; 8.1.2.4 Undergo periodic assessment by Hockey SA or its designated officials; 8.1.2.5 Wear the official Hockey SA uniforms. 8.1.3 Panel umpires allocated to matches by Hockey SA may be entitled to payment as determined from time to time by Hockey SA.

8.2 CLUB UMPIRES

8.2.1 Club Umpires are not necessarily fully accredited, but are allocated by their Club to umpire matches in the Metropolitan Competition. 8.2.2 Clubs must ensure club umpires possess knowledge of the Rules of Hockey and the responsibilities of an umpire. 8.2.3 Each Club must provide at least one candidate per team in the metropolitan senior competition for umpire training, who must attend lectures as determined by Hockey SAs umpiring policy and conducted by arrangement with Clubs. Penalty for breach – $100 fine per candidate not provided. 8.2.4 Club Umpires must wear a distinctive ‘Coloured Shirt‘ that contrasts with the participating teams and are encouraged to wear dark coloured skirt/track pants or trousers.

8.3 ALLOCATION OF PANEL UMPIRES

8.3.1 Panel umpires will be allocated to matches by Hockey SA at their discretion. If no panel umpires are able to be allocated, the two clubs participating in the match are responsible for the provision of one approved umpire each. 8.3.2 If only one panel umpire is allocated to a match the club of the first named team is responsible for providing one approved umpire for the match. 8.3.3 A team that fails to supply an umpire under this rule will forfeit the match and Rule 3.9.2 will apply. 8.3.4 If the allocated panel umpire/s do not arrive by the scheduled starting time of a match the Clubs competing in that match, and subject to Rules 3.6.1.1 and 3.7.1.1: 8.3.4.1 must appoint a suitable person/s to umpire the match and 8.3.4.2 such a person/persons may be paid an amount determined by Hockey SA 8.3.4.3 must not start the match until two umpires are present to umpire the match. 8.3.4.4 on agreement of both captains, allow the allocated panel umpire/s to take the place of the replacement umpire/s if they arrive after the commencement of the match.

8.4 MATCH CONDUCT

8.4.1 Umpires must umpire matches in accordance with the Playing Rules defined in Rule 3.1 including any Local Rules defined in Part 10,and ensure that the rules regarding uniform and equipment, conduct of matches, and substitution and interchange are applied correctly.

8.5 UMPIRE REQUESTS

8.5.1 During a match, an umpire may request that players, team management and spectators modify their behaviour, or that spectators and/or team management change their position on or around the field to enable the match to be played safely and fairly. Spectators and Officials are subject to the Spectators and Officials Codes of Conduct embedded within the Hockey Australia Member Protection Policy. 8.5.2 Such requests may be made directly to the person(s) involved or through the team captain(s). 8.5.3 If requests under Rule 8.5.1 are not met, the umpire may take any, or all, of the following steps: 8.5.3.1 Take whatever action they consider necessary or appropriate in accordance with the Rules of Hockey; 8.5.3.2 Stop the game until such time as the request(s) is complied with; Metropolitan Competitions Rules

8.5.3.3 End the game and submit a written report to Hockey SA, subject to Rule 8.6.

8.6 REPORT

8.6.1 Any action by an umpire occurring under Rule 8.5 must be reported to Hockey SA in writing within two (2) business days, and contain all information specified under Rule 9.4 and may lead to proceedings under Part 9 of these rules.

8.7 ADMINISTRATIVE TASKS

8.7.1 Prior to each match the umpires must ensure both teams have entered match and team information on the match card according to the policies formulated by Hockey SA from time to time. 8.7.2 After each match the umpires must ensure the match cards are complete and signed by each team captain and/or team managers and each umpire.

8.8 REPORTING OF UMPIRES

8.8.1 A Club may give Hockey SA a written report of an umpire’s performance using the form provided. Such a report will be authorised by a Club President or Secretary and must reach Hockey SA within (2) business days of the match in question being played. 8.8.2 Hockey SA must investigate a report under Rule 8.8.1 and may publish its findings at its discretion.

8.9 TECHNICAL OFFICERS

8.9.1 A Technical Officer is an official who holds a current Hockey Australia Technical Officials accreditation. 8.9.2 Technical Officers must: 8.9.2.1 be registered with Hockey SA as per Rule 2.3; 8.9.2.2 abide by any Codes of Conduct that are introduced from time to time; 8.9.2.3 attend any meetings, training and/or development that is determined by Hockey SA from time to time; 8.9.2.4 adhere to any administrative instruction or directive dealing with the running of matches that is determined by Hockey SA from time to time; Metropolitan Competitions Rules

8.9.2.5 assist with time keeping if requested by the appointed umpires; 8.9.2.6 supervise suspended players; 8.9.2.7 supervise the treatment of bleeding players and supervise the removal of blood from playing surfaces under Rule 3.5.3; 8.9.2.8 Ensure that match cards are completed and properly signed. 8.9.3 Hockey SA requires the first named team in each Premier League match to provide one (1) qualified Technical Officer to officiate in that match in accordance with these Rules. Penalty for non compliance shall be $100. Penalty for non-compliance with any aspect of Rule 8.9.2 – A $50 fine may be levied to the Technical Officer for each breach.

PART 9-DISCIPLINARY MATTERS

9.1 MISCONDUCT CARDS

9.1.1 An umpire may caution (verbally), warn (green card), temporarily suspend (yellow card), or suspend (red card) a player, coach, manager or other team official under this rule. 9.1.2 Any player in any grade awarded a green card shall be suspended for a period of (2) two minutes. Time will be kept by the Tech Bench or Umpire where no tech bench is operating. 9.1.2.1 The player issued a green card must take up a position at the technical bench if in games where a Technical Officer is present or on the side line level with the centre line where no Technical Bench area is designated 9.1.3 A yellow card temporarily suspends a player, coach, manager or other team official for a minimum of five (5) minutes of playing time. 9.1.4 If a player coach, manager or other team official receives two (2) yellow cards in a match for the same offence the second card is deemed a red card and will result in a player being suspended from all Hockey SA sanctioned competitions for the remainder of the competition week in progress when the accumulation occurred and Rule 9.1.7 applies. In this case Rule 9.2.1does not apply. 9.1.5 A player who is issued a yellow card must: 9.1.5.1 take up a position adjacent to the technical bench if in games where a Technical Officer is present or on the side line level with the centre line; or 9.1.5.2 leave the field and its surrounding area, if the umpire directs that the yellow card is for the remainder of the match (either as a first offence or as a second offence). 9.1.6 A coach, manager or other team official who is issued a yellow card must remove themselves from the player’s bench for the period directed by the umpire.

9.1.7 A red card permanently suspends a player, coach, manager or other team official from the remainder of the competition week in progress when the accumulation occurred and for a minimum of one subsequent competition week from all Hockey SA sanctioned competitions in addition to any ruling under Rule 9.5. 9.1.8 A player, coach, manager or other team official who is issued a red card must leave the field, player’s bench and surrounding area for the remainder of the match (this includes an offence under 9.1.4). 9.1.9 An umpire who issues a red card must ensure it is recorded on the match card and must provide a brief written report of the incident(s) that led to the red card, including a copy of the match card, to Hockey SA before 5.00pm on the second Business Day after the match. 9.1.10 A player, coach, manager or other team official who is issued a red card (but not a yellow/red under Rule 9.1.4) must attend a hearing under Rule 9.5 as directed by Hockey SA. 9.1.11 A player suspended under Rule 9.1.7 has the right of appeal and Rule 9.6 applies.

9.2 ACCUMULATION OF YELLOW CARDS

9.2.1 A player will be automatically suspended for one competition week from all Hockey SA sanctioned competitions on the basis of the accumulation (across Juniors, Seniors, Metro Grass and Masters) of the following number of yellow cards within the minor round: 9.2.1.1 in the first instance on the accumulation of three (3) yellow cards; 9.2.1.2 in the second instance on the accumulation of a further two (2) yellow cards; and 9.2.1.3 in the third and subsequent instances on the accumulation of a further single yellow card. 9.2.2 At the commencement of the Finals a player’s personal tally of yellow cards is reset to zero. 9.2.3 A player will be suspended for one competition week from all Hockey SA sanctioned competitions on the basis of the accumulation of two (2) yellow cards in Finals. 9.2.4 The accumulation of yellow cards and serving of automatic suspensions shall include all Hockey SA sanctioned competitions. 9.2.5 Each Club must maintain accurate records of the yellow cards issued to its members.

9.3 SUSPENSION

9.3.1 In the case of an automatic suspension from the accumulation of yellow cards, the suspension will apply from the next Competition Week for which the player is otherwise eligible (minor round, Finals or minor round of the following season) in any Hockey SA sanctioned competition after the accumulation of the required number of yellow cards. 9.3.2 In the case of a suspension following a hearing under Rule 9.5, the suspension will apply from the next scheduled match after the hearing is completed and the decision is made. 9.3.3 A player, coach, manager or other team official who is under any suspension must not enter a team dug-out or playing area for a match controlled by Hockey SA until that suspension is served. 9.3.4 A player, coach, manager or other team official who is under any suspension from any Hockey SA Club or Regional Association must not play or be engaged in any game in any Hockey SA sanctioned competition, until that suspension is served regardless of the division or competition in which the suspension was imposed. 9.3.5 A player, coach, manager or other team official who is found guilty by a tribunal hearing and suspended, is ineligible for Hockey SA awards in that year. 9.3.6 Any Club that plays a suspended player or engages a suspended coach, manager or team official for a match: 9.3.6.1 will forfeit the match (Rule 3.9.2); and 9.3.6.2 may be subject to whatever further suspension or other penalties as determined by Hockey SA.

9.4. REPORTS

The following procedure must be followed to prepare a report for referral to a hearing under this section.

9.4.1 INFORMATION REQUIREMENTS

9.4.1.1 A Report must contain the following information where applicable: 

match details including date, start time, teams participating;



names of umpires and other officials;



name and signature(s) of reporting umpire(s);



a brief statement outlining the alleged misconduct. This may be accompanied by more detailed reports in separate documents including statements by witnesses;



the name(s) of the reported person(s);



the name(s) of any witnesses;



in the case of an alleged misconduct against another person(s) the name of the aggrieved person(s).

9.4.1.2 If a hearing under Rule 9.5 is conducted on the basis of a report, copies of the report and supporting documentation must be forwarded to the reported person(s) with notification of the hearing.

9.4.1.3 Where it is alleged that the person(s) have breached a rule or Code of Conduct they must also be supplied with the relevant documents that contain those rules or Codes of Conduct.

9.5. HEARINGS

9.5.1 REFERRAL

9.5.1.1 All disputes and disciplinary matters will be referred to Hockey SA on the following terms: 9.5.1.1.1 Hockey SA can require any player, coach, manager or other team official to attend any meeting or hearing and appoint a time or place for it. 9.5.1.1.2 Hockey SA may give any other directions it reasonably considers necessary to do with the handling of the referral or to ensure its speedy conduct. 9.5.1.1.3 Players, coaches, managers and other team officials must comply with the directions under Rule 9.5. 9.5.1.1.4 Hockey SA may appoint a suitably experienced third party to conduct such investigations and hearings as they deem necessary. 9.5.1.1.5 At a hearing or meeting, each party must give Hockey SA a brief but complete statement of the dispute or disciplinary matter as the party understands it, and a statement of the orders the party seeks. 9.5.1.1.6 Each party must then give Hockey SA a brief but complete statement answering the other party’s statement. 9.5.1.1.7 Hockey SA is not required to decide anything out of a referral according to law. 9.5.1.1.8 Hockey SA is not bound by rules of evidence. 9.5.1.1.9 Hockey SA may rely on the information contained in team lists in Hockey SA’s prescribed match recording system in making any decision under these rules. 9.5.1.1.10 A lawyer or anybody else must not represent a party at a meeting or hearing. However, a Club may be represented by one of its directors or other officers. A junior member may be accompanied, but not represented, by a Club official. 9.5.1.1.11 If a party does not attend at a meeting or hearing, Hockey SA can proceed in their absence. 9.5.1.1.12 Hockey SA may suspend, fine or direct a party to undertake such remedial actions as Hockey SA sees fit. 9.5.1.1.13 Hockey SA is not required to provide reasons for its decision and its decision need not be in writing.

9.6 APPEAL

9.6.1 A party who disagrees with a decision under Rules 9.1.7 or 9.5.1.1.13 shall appeal in writing to the Chief Executive Officer of Hockey SA, within three (3) Business Days after the date they are informed of the decision. 9.6.2 The rules for an appeal will be the same as the rules for a hearing, with the necessary changes. 9.6.3 The Chief Executive Officer’s decision on appeal is final, and binding on the parties.

9.7 INDEMNIFY

9.7.1 The parties indemnify Hockey SA from any cost or loss arising from a decision under these rules.

9.8 IMPACT ON A MATCH RESULT

9.8.1 If a penalty under this Part is likely to affect a match result, Hockey SA must advise the Club of the opposing team as soon as possible, and notify all other Clubs with teams in the relevant division by notation on the premiership ladder in Hockey SA’s designated match recording system.

PART 10-LOCAL RULES SCHEDULE

10.1 JUNIOR COMPETITION

10.1.1 In the junior competition, one person may go to the aid of an injured player at any time. As far as possible, subject to the injured player’s best interests, a person entering the field of play under this rule must consult with the Umpire(s) before entering the field of play.

10.2 UNDER 13 LOCAL RULES

10.2.1 Players in the U13 or U14 division must not raise their sticks above shoulder height in a dangerous manner.

10.3. UNDER 11 LOCAL RULES

10.3.1 TEAM COMPOSITION

10.3.1.1 Teams are limited to a maximum of eight male field players on the field at any one time in a mixed gender competition. Goalkeepers may be of either gender.

10.3.2 DANGEROUS PLAY

10.3.2.1 Players must not raise their stick above shoulder height. 10.3.2.1 Players must not use the tomahawk (reverse shot using edge of the stick). 10.3.2.2 Players must not raise the ball; generally the ball must be below knee height at all times.

10.3.3 PENALTY STROKES

10.3.3.1 There will be no penalty strokes in the U11 division.

10.4. UNDER 9 LOCAL RULES

10.4.1 PITCH SIZE

10.4.1.1 Under 9 matches are played on a field approved by Hockey SA. 10.4.1.2 Where possible, small nets should be used as goals, however, markers or witches hats are also acceptable; and the goal width must be three (3) metres.

10.4.2 NUMBER OF PLAYERS

10.4.2.1 No more than 7 players can take the field at any one time. 10.4.2.2 Goalkeepers may be used but are not compulsory.

10.4.3 FREE HITS

10.4.3.1 When a free is being taken all players must be at least 5 metres away from the player with the ball. Free hits must not be taken any closer than 10 metres from the goal line. The self-hit rule is not played in the U9 division.

10.4.4 PENALTY CORNERS

10.4.4.1 There will be no penalty corners in the U9 competition. If there is a breach by the defending team within 10 metres of the goal line the attacking team will be awarded a free hit approximately 10 metres out from the goal line, in line with where the breach occurred.

10.4.5 PENALTY STROKES

10.4.5.1 There will be no penalty strokes in the U9 division.

10.4.6 LONG CORNERS

10.4.6.1 A long corner will be awarded if played unintentionally by a defender or deflected by a

goalkeeper or player with goalkeeping privileges, play is re-started with the ball on the 23 metres line and in line with where it crossed the back-line and the procedures for taking a free hit apply. 10.4.7 GOAL SCORING

10.4.7.1 A goal can only be scored by an attacker from within 10 metres of the goal.

10.4.8 DANGEROUS PLAY

10.4.8.1 Players must not raise their stick above shoulder height. 10.4.8.2 Players must not use the tomahawk (reverse shot using edge of the stick). 10.4.8.3 Players must not raise the ball; generally the ball must be below knee height at all times.

10.4.9 BODY CONTACT

10.4.9.1 Players in the U9 division must not be hit in the body or feet with the ball; however, the Umpire may allow play to continue if it is not to the hit player's advantage.

10.4.10 COACHES

10.4.10.1 Coaches in U9 matches may enter the field of play at any time during a match, provided the coach is identified to an Umpire prior to the start of the match and identified again if there is a change of coach during the match.

10.5 PREMIER LEAGUE

10.5.1 Premier League teams may name a reserve keeper as a twenty minute rule player (e.g. a 17th player), who may play in that role only if the ‘designated goalkeeper’ sustains an injury during the course of the game. 10.5.2 Players in Premier League, Metro 1 and U18 Friday Night A only may play the ball above shoulder height as per FIH Outdoor Tournament Regulations. All other divisions are excluded from playing the ball above shoulder height. 10.5.3 Drawn matches in Premier League will be decided by draw buster Shoot-Out competition. 10.5.4 Conduct of a draw buster Shoot-Out. 10.5.4.1 At the conclusion of a drawn match, team captains or coaches will nominate three players to participate in a draw buster shoot-out. 10.5.4.2 The draw buster will begin immediately with no break of five (5) minutes. 10.5.4.2 The draw buster will otherwise be conducted in line with the rules for a penalty challenge specified in Part 4 of these rules. 10.5.5 Players receiving a green card in a Premier League match will be suspended for two (2) minutes in line with FIH Tournament Regulations.

10.6 MATCH DURATIONS Matches will have the following duration: Senior Competition – in line with FIH rules but no periods of extra time unless defined elsewhere in these rules. Masters competition – two periods of twenty seven (27) minutes with a two (2) minute changeover between periods Junior competition Friday night A and B, Under 18 and Under 15 divisions – two periods of thirty (30) minutes with a five (5) minute changeover between periods. Junior competition Under 14, Under 13 and Under 11 divisions – two periods of twenty five (25) minutes with a five (5) minute changeover between periods. Junior competition Under 9 division – two periods of twenty (20) minutes with a five (5) minute changeover between periods. Time may only be held during Premier League matches during the minor round, and all divisions during finals.
