I-Karate GLOBAL V2016-22 ARTICLE 1: INTRODUCTION I-karate GLOBAL competition is intelligently, save, accessible, designed and adapted to meets the needs of every disabled person I-karate GLOBAL is unique in that is an athlete-centered system. The competition system also serves as a I karate training system The competition system was created after many years of teaching martial arts to people with disabilities. Eric Bortels, one of the founder members of the I-Karate GLOBAL, was the first to develop this format for disability martial arts training and competitive I-karate in order to integrate martial arts training into physical education programmes for disabled people. It is his belief that I-karate athletes should not compete in free-fighting bouts until adequate protection and safeguarding of the athlete is in place I-karate practitioners who participate in I-kumite learn competitive strategy to deploy their favourite techniques in various combinations with correct timing and distance timing in order to demonstrate the control, self-discipline and skill of the athlete. Those who participate in I-kata learn complicated sequences of movement which are a form of moving meditation as well as being physically challenging Whilst it is very important to foster a strong fighting spirit to win matches, all I-karate competitions will be organized based on the following principles: 1. Safety and Safeguarding are paramount. Every effort must be made to prevent injuries 2. Any martial art, style of art or federation is welcomed into the I-Karate GLOBAL. 3. Every athlete with a disability must be allowed to participate, achieve and enjoy the feeling that achievement brings 4. Every disabled athlete is an individual with individual needs 5. People with a disability are coached to think, move and use their breathing at the same time 6. Participants and competitors shall have an adapted pathway to advance through the belt levels and be offered the opportunity to join a mainstream martial arts group 7. Athletes with a degenerative condition must be given opportunities to participate and achieve goals.

1. The organizing country National Federation will provide the athlete with details of flights, connections, suitable hotels, and programmed detail 2. Transport to the location of the competition can be arranged by the organizing party 3. The facility must be fully accessible to disabled people and must offer accessible parking There will be at least 2 persons to obtain this private parking area 4. There should be at least two toilets wide enough for a wheelchair user. Sufficient toilets must be provided depending upon the number of inscriptions, for toilet there should be a mobile hoist available 5. There should be a split up or separate entrance for competitors 6. There should be a Warming Up Area divided into Classification Categories 7. There should be a Quiet Room available 8. There should be a separate medic room.

1. Prior to the competition all athletes will be provided with a Classification Form to complete in order to notify the I karate of their disability and IQ level in the case of a learning disability 2. Athletes will be provided with a Medical History Form which will be sent to the I karate official Doctor or handed to the Disability Control Desk on the competition day. In the case of an emergency or medical issue the Doctor will be able to correctly deal with the issue 3. Every athlete/attendant is obliged to fill in the form for use of photographic and/or video consent (agree or deny) 4. The Medical Team will consist of at least one Official Doctor and two Official Nurses who will have first aid equipment with them. 5. At the entrance to the competition the Official Doctor and an I-karate GLOBAL technical adviser (classifier) will determine the category and classification of each athlete through a consultation 6. Consultation may be a medical examination, observation, practical test or conversation. 7. Competitors in category learning difficulties can show their classification (IQ level) obtained in their Home Country 8. Every competitor must be an I-karate member, be insured and bear a current official I-karate Global Membership Book which must be shown at the Disability Control Desk prior to the start of the competition 9. At the entrance every competitor, coach, carer and buddy will receive a participation card and on that card is mentioned the name, number of classification , the symbol for their impairment and the category; Sticker with the name on the left chest of the karate gi. 10. The organization cannot be held responsible for any injuries. Every competitor needs to have his own insurance with their own National Federation. Without valid insurance cover, participation will be denied 11. Every athlete must be accompanied by a personal attendant wearing a tracksuit who will take care of the athlete. This attendant will receive free entry to the competition and must be notified to the Disability Control Desk at inscription together with the Buddy (Buddy only for wheelchair user) 12. The personal attendant must be over the age of 18 and is responsible for the athlete during the whole competition. The attendant will know the background of the athlete person and be aware of any possible medication 13. For every Classification Category there will be several Officials at the entrance who will guide the athletes to: the toilets, competition area, changing room, Warming Up Area, this area is divided into Categories provided with two Coaches who prepare the athlete their specific program before performing 23-Jul-15

14. The Medical Team will be informed of the times and competition areas on which the athletes will compete and the competition organiser will hand over the personal information in a map of every athlete to the Medical Team in chronological order before the competition starts. 15. All participants must respect the I-Karate GLOBAL Code of Behaviour. Inacceptable behaviour from the participant or from the attendant will result in immediate disqualification. 16. Potential complaints and complaints must be handed over in a written form to the main table. The complaints will be dealt with immediately. Direct complaints towards the referee will not be allowed and will lead to disqualification

1. The competition area must be flat and devoid of hazard. 2. The competition area will be : (art.15p.31) for kumite: square composed of 1m x 1m puzzle mats, of WKF approved type, with sides of eight or seven meters with an additional two meters on all sides as a safety area. There additionally will be a clear safety area of two meters on each side. for kata wheelchair athletes: no mats, with sides taped of eight meters with an additional two meters on all sides as a safety area. There additionally will be a clear safety area of two meters on each side. The kata and kumite floor are attached 3. Two parallel lines each one meter long, must be drawn at a distance of one and a half meters from the center of the competition area for positioning of the competitors 4. I-Karate GLOBAL athletes will always start with kata and will be followed by kumite, The wheelchair users will switch floors. The floor with no mats will be attached to the floor with puzzle mats 5. There will be a Judge and Referee meeting before the start of every competition 6. There will be a judge and referee training the day before the competition (national-international) 7. Every competition area will be provided with a Match Supervisor, four Judges, a Referee, a Comfort Referee, assistant Comfort Referee a Scorekeeper and Timekeeper at the Official Score Table 8. There will be at least one official at the warming up area who brings the athletes in group to the prescribed competition area. This person needs to be provides with all the list of athletes. 9. Every competition area will be provided with red and blue piece of belt max.40 cm, mitts red and blue, icons, a flipchart with the classification the same than the warming up area and followed by the names 10. Every competition area will be provided with a Caller who will ensure that athletes are collected from the Warming Up Area by the official. They will be collected in group at the warming up area. All callers needs to be provided with a microphone. 11. Four Judges will be seated at the corners of the mat inside the safety area. Each judge will be equipped with a red and a blue flag and a set of Official I-Karate GLOBAL Point Cards 12. The Match Supervisor will be seated just outside the safety area, and to the left or right of the Referee who is seated on the other side of the mat facing the score table. He will be equipped with a red and a blue flag and a whistle 13. The score keeper and timekeeper will be seated at the Official Score Table 14. There are 6 judges and 2 comfort referee’s on every floor (maximum of 2 on each floor of the organizing country) The comfort Referee and the comfort assistant Referee will accompany the athletes to the competition area and guide them to Red or Blue position. The role of this two Referees is to always be on hand to assist the athletes as required. The assistant Referee can be switched on the spot The first to handle the dignity of the athlete Makes calls to the doctor in case of emergency Ensures that athletes do not hurt themselves Communicates with the athletes in a normal and understanding way Acts in case off aggression Is allowed to restart the game again Can overrule all of the judges to restart but cannot decide the winners Referee can take the role of buddy against any athlete if required The Assistant Referee will assist the Referee as required Coaches can be seated behind the competitor outside the competition, safety area, When they compeed, they can go on their respective sides at the side of the tatami next to the official table. In case of wheelchair athletes there are 2 floors connected one with mats ono without mats. The referees and judges will always start with kata and then move to the floor with mats for kumite. When are you an official I-Karate comfort referee: You are an I-trainer You know the kata and kumite systems I-karate Global uses at the competition You can accompany an I-athlete in a correct manner see the tasks above “Comfort referee” You respect the decisions of the judges and referee If approved by I-Karate Global you receive an I-Karate GLOBAL pin.

Judge :

When are you an official I-karate judge: You are an official judge in your federation You followed the introduction course the day before the competition You are a judge and or referee the next day You follow a theoretical course with a responsible from the I-commission The next I-competition you will be evaluated If accepted by your federation you receive an I-Karate GLOBAL pin.

Jury: The organization is responsible for a visible place of the jury table. Looking over the competition floors. At this table sits a least 1 doctor , medical manager ( classifier ), technical manager ( classifier ) representative WKF of the organizing country. This table contains the day program , the category’s with the names of the participants and a secure map with the medical history of the I-athlete for the doctor to view. (the competitors in this map will be ranked by floor and in time ) Looking at this table , the technical manager ( classifier ) and medical manager ( classifier ) ensure that the regulations are complied with and the classification by category . They alone are able to move the I-athlete to another category suitable to their impairment and are also able to disqualify a person if the person has not a limitation as prescribed in the category. EXPLANATION: I.

There must be no obstacles within one meter of the safety area's outer perimeter.

II.

The Puzzle mats used should be non-slip where they contact the floor but have a low coefficient of friction on the upper surface. They should have a minimum thickness of 30mm. The Mat Supervisor must ensure that mats do not move apart during the competition, since gaps cause injuries and constitute a hazard. They must be of approved I-Karate GLOBAL.

I-Karate GLOBAL V2016-22 ARTICLE 5: OFFICIAL DRESSCODE 1. Contestants and their coaches must wear the official uniform as herein defined. 2. The Referee Commission may disbar any official or competitor who does not comply with this regulation. REFEREES AND JUDGES 3. Referees and Judges must wear the official uniform of their organization but with a light green tie delivered by I-karate Global. This uniform must be worn at all I-karate tournaments. If the judge pass his examination for I-karate judge he receives an I karate Global pin. The badge must be detached on the tie. 4. The official uniform for I-karate GLOBAL will be as follows: Comfort referee: A white karategi jacket with long black sport trousers no labels no marks, no shoes. Official Referee and judges: a withe vest short leaves with the I-logo on the left chest, Blue Overgi Jacket, long black trousers suit no labels allowed. Green tie. (while seated during judging the Jacket has to be put out) Female Referees and Judges may wear a hairclip.

CONTESTANTS 5. Contestants must wear a white Karate gi without stripes, piping or personal embroidery. The length of the jacket must be sufficient to cover the buttocks when worn with an obi (belt) but must not be more than three-quarters thigh length. The sleeve must be loose and cover at least half of the forearm and no longer than the bend of the wrist. Sleeves may not be rolled up. The length of the trousers (which must be loose fitting) must come at least half way down the lower leg but not below the anklebone. Trouser legs must not be rolled up. The obi (belt) must be tied in the appropriate manner to prevent the jacket falling open. 6. The national emblem or LOGO I-karate Global or flag of the country can be worn on the breast of the jacket and may not exceed an overall size of 12cm by 8cm . Only the original manufacturer’s labels may be displayed on the gi. In addition, identification issued by the Organizing Committee may be worn on the back. 7. The Karate gi must be clean and any damage safely repaired. One contestant must wear a red sign and the other a blue sign over their own belt as directed by officials. The red and blue lint must be around five centimeters wide and of a length of 40 cm. The sign are to be of plain red and blue color, without any personal embroideries. 23-Jul-15

I-Karate GLOBAL V2016-22 8. Notwithstanding paragraph 1 above, the Executive Committee may authorize the display of special labels or trademarks of approved sponsors. 9. Female competitors must wear a plain white T-shirt beneath the Karate jacket, also allowed for male competitors. 10. Wheelchair users are permitted to wear I –Karate GLOBAL Chaps in place of karate gi trousers 11. Contestants must keep their hair clean and cut to a length that does not obstruct smooth bout conduct. Hachimaki (headband) will not be allowed. Should the Referee consider any contestant's hair too long and/or unclean, he may disbar the contestant from the bout. Hair slides are prohibited, as are metal hairgrips. Ribbons, beads and other decorations are prohibited. A discreet rubber band or pony tail retainer is permitted. Female competitors may wear a I-KARATE homologated black plain fabric head scarf covering the hair, but not the throat area. 12. Contestants must have short fingernails and must not wear metallic or other objects, which might injure their opponents. The use of metallic teeth braces must be approved by the match Supervisor and the Official Doctor. The contestant accepts full responsibility for any injury. 13. The following protective equipment is compulsory: WKF approved mitts, every contestant wearing 1 red (right-side) and wearing 1 blue mitt (left-side) WKF approved shin and instep protection white (Physical impairment only use of legs) I-Karate GLOBAL approved blue and red wrist bands The wearing of unauthorized apparel, clothing or equipment is forbidden. 14. All protective equipment must be WKF homologated. 15. It is the duty of the Match Supervisor to ensure before each match or bout that the competitors are wearing the approved equipment. (In the case of World, Continental Union, International, or National Federation Championships it should be noted that I-Karate GLOBAL approved equipment, must be accepted and cannot be refused). 16. The use of bandages, padding, or supports because of injury must be approved by the Referee on the advice of the Tournament Doctor. COACHES 17. Coaches shall at all times during the tournament, wear a white karate gi and a over gi jacket of their club or country and display their official identification. VOLUNTEERS, TIMEKEEPER, SCOREKEEPER, CALLER 18. They shall at all times during the tournament, wear an Official Volunteer T shirt and display their official identification. BUDDY 19. Buddy’s shall at all times during the tournament, wear karate suit with on the back a sticker From the organization with the name BUDDY and under need the given name of the buddy.

Line up: athletes line up next to the official table kata floor, on the opposite side facing 4 judges, 1 referee and 2 comfort referee’s , the comfort referee’s line op on both sides of the referee. The referees and judges turn to the public and announce “shomani re” turn to the Iathletes say and “otogani re”. Than the judges and comfort referee bow to the head referee and take position. 2. in case of flag system: At the start of each bout and in answer to their names, the two contestants, one wearing a red lint (AKA), and the other wearing a blue lint (AO), will line up at the match area perimeter facing the Match Supervisor and showing their participant card. Following a bow to the referee. The two Referees will assist the athletes as required, AO and AKA will then move to the starting position. The athletes bow each other and After a clear announcement (if speak is possible) of the name of the I-Kata that is to be performed, AKA and AO will begin. AKA and AO will complete the kata together. After the I-Katas have been completed both will return to the match area perimeter and await the decision from the Panel. The two Referees will assist the athletes as required In case of points: the contestant will act like in point 2 and answer his name, the contestant will take place in front of the referee in case of Wheelchair athlete: buddy stands left side of the wheelchair athlete and they bow to the referee, than buddy steps behind the wheelchair athlete, the athlete pronounce kata and the after the referee repeat and announce” hajime” the kata starts. 3. If the I-Kata does not conform to the Rules, or there is some other irregularity one of the 5 judges can raise the red or blue flag up and make little circles in before the decision is made. This is an indication that there is a mistake in this athletes kata. the Match Supervisor Judge call the other Judges in order to reach a verdict. If it is a wheelchair basic kata.. .and only the comfort referee knows, than he/she can indicate the referee if there has been a mistake. 4. If a contestant is disqualified the Match Supervisor will cross and uncross the flags. 5. After completion of both I-Kata, the contestants will position side by side on the perimeter. The Match Supervisor will call for a decision only with whistle and blow a two-tone blast on the whistle than the Judges will cast their votes. The table will call the points clearly so everybody rd can hear. The 3 whistle of the referee the flags or points will go down. 6. Judgment will be made by a Scoring Panel. In each event five judges (or three if enough judges are not available) are appointed by the Chief referee to score the event. 7. Each judge awards a single score between 8.0 and 9.0 in increments of 0.1 on the basis of the criteria set out below. Of the 5 judges, the highest and lowest scores are eliminated and the other 3 are added to get to a total (a scale of 27 points). If three judges are used all points are counted. If there is a tie the 3 or 5 judges will meet to decide pair standings. the lowest score will count after that the highest score. If the score is still even the 5 judges will meet to decide pair standings. 8. In the case of different classifications competing in the same category the doctor and classifier can jointly decide to add a point for a particular person. These extra points will be noted down before the competition begins at the Disability Control Desk. The referee will show the extra points to be added before the performance. These extra points are added at the Scoring Table. Judges only consider the points for performance. 23-Jul-15

Judges must be qualified or recognized as qualified by the Referee & Judges Tutor Panel (as delegated by the I-karate) according to standards and regulations set out for such awards 13. The Competition Arrangements Committee appoints one of the panel of judges as the Chief referee who will then be responsible for the proper conduct of the events on the day. 14. The decisions of the judges' panels are considered to be absolute and may not be appealed against. 15. The decision will be for AKA or AO. ties are permitted only the first round. 16. The competitors (referee, buddy) will bow to each other, than to the Judging Panel, and leave the area

EXPLANATION: Should a competitor or team fail to turn up when called or withdraws (Kiken) the decision will be awarded automatically to the opponent without the need to perform the previously notified I-Kata. In this case the winning competitor or team may use the I-Kata intended for that round for a subsequent round.

The athletes bow each other and After a clear announcement (if speak is possible) of the attacks that is to be performed, AKA and AO will begin. AKA and AO will complete the kumite together. After the I-Kumite have been completed both will return to the match area perimeter and await the decision from the Panel. The two Referees will assist the athletes as required In case of points: the contestant will act like in point 2 against the comfort referee and answer his name, the contestant will take place in front of the referee, buddy and bow each other in case of Wheelchair athlete: buddy stands left side of the wheelchair athlete and they bow to the referee, than buddy steps in front of wheelchair athlete bow and after the referee announce” hajime” the kumite starts. Buddy must act and move in accordance to the I-athlete. If the buddy overact than he-she will be punished be lesser points for the I-athlete. 2. On completion of the I-kumite, AKA and AO will l will return to the match area perimeter and await the decision from the Panel. The two Referees will assist the athletes as required 3. If the I-Kumite not conform to the Rules, or there is some other irregularity one of the 5 judges can raise the red or blue flag up and make little circles in before the decision is made. 4. This is an indication that there is a mistake in this athletes kumite. the Match Supervisor Judge call the other Judges in order to reach a verdict. 5. If a contestant is disqualified the Match Supervisor will cross and uncross the flags. 6. After completion of both I-Kumite, the contestants will position side by side on the perimeter.
