First Knowledge Conference Under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, and under the guidance of His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Chairman of Mohammed bin Rashid Al Maktoum Foundation (MBRF), the first Knowledge Conference will be held from December 7 to 9 at the Grand Hyatt Hotel in Dubai. Organized by the MBRF, the conference will bring together international and regional knowledge influencers, experts and stakeholders and thought-leaders such as Sir Tim Berners-Lee, the inventor of the World Wide Web, and Jimmy Wales, the cofounder of Wikipedia. The conference will also witness the announcement of the first winner of the Sheikh Mohammed bin Rashid Al Maktoum Knowledge Award that honors a global figure for his or her contributions to the dissemination of knowledge. The award aims to encourage further initiatives and programs

that contribute to dissemination, transfer and localization of knowledge around the world. The conference will also witness the launch of Knowledge Index, an indicator that will monitor the status of knowledge in the Arab world on an annual basis. The index is based on a number of sub-indices in the economic, social and knowledge levels that highlight the progress towards knowledge based societies and economies. It will provide accurate and useful information on the status of knowledge in the Arab communities to decision-makers, experts and researchers, to offer guidance in the formulation of development plans and policies. On the second day of the conference, The Arab Knowledge Report 2014, a joint initiative of the MBRF and the Arab Bureau in the United Nations Development Programme, will be launched to address important issues and shed light on the status of knowledge in the Arab world. These include topics such as Youth Understanding in Localization of
Knowledge Transfer Processes, the Challenges of Localization and Transfer of Knowledge in the Arab Region. The Knowledge Report for this year will include another report addressing the same cases from the United Arab Emirates perspective. It deals with the challenges and strategies for effective integration of youth in the UAE and the localization of knowledge transfer at the national level. The First Knowledge conference reflects the major role of knowledge in renaissance and growth, as knowledge draws the lines between wealth and poverty, ability and disability, and achievements and failures. A state that is able to produce and spread knowledge has the potential to elevate its development, assist its nationals to grow and prosper and occupy the position that it deserves in the contemporary world. The conference will include a set of sessions and workshops during which experts, specialists and pioneers of knowledge from around the world will discuss various aspects of the deployment and transfer of knowledge.
Sheikh Mohammed bin Rashid Al Maktoum Knowledge Award An annual Award launched for the first time in 2014, the Sheikh Mohammed bin Rashid Al Maktoum Knowledge Award honors a global figure for his or her contributions in the dissemination of knowledge. The award aims to raise awareness about the importance of the dissemination and transfer of knowledge as a means for sustainable development and prosperity of the peoples, as well as to encourage further initiatives and programs that contribute to dissemination, transfer and localisation of knowledge around the world.

Arab Knowledge Report 2014: Youth and Localisation of Knowledge A joint initiative between the Mohammad Bin Rashid Al Maktoum Foundation and the Arab Bureau in the United Nations Development Programme, the Arab Knowledge Report 2014 is the third report in its series. It addresses important topics and sheds light on the status of knowledge in the Arab world, such as youth understanding in localisation of knowledge transfer processes, the challenges of localisation and transfer of knowledge in the Arab region. The report looks at the status of Arab youth and covers the required enabling environments to integrate youth as key players in the localisation of knowledge transfer processes, and strategies for activating the participation of youth in deploying knowledge in sustainable human development.

Arab Knowledge Index The Arab Knowledge Index is an indicator that monitors the status of knowledge in the Arab world on an annual basis. Taking into consideration the specific situation of the Arab region, the index includes a number of subindices in the economic, social and knowledge levels that indicate the progress towards knowledge based societies and economies. These indicators include the number and effectiveness of colleges and universities, scientific research centers, the budgets allocated by governments for the development of scientific research, the number of patents registered annually, the extent of private sector involvement in supporting and funding scientific research centers, the evolution of
the telecommunications infrastructure as a major tool of dissemination of knowledge, the number of books and translations issued annually, paper or electronic documentation efforts, and content development efforts in the mother tongue. The index reflects a practical tool to measure knowledge in the Arab world and provides accurate and practical information about the status of knowledge in the Arab communities to decision-makers, experts and researchers.

Yousuf AL Hooti Journalist and Presenter Journalist, Yousef Abdel Karim Al Hooti, gained his bachelor’s degree in journalism from the University of Alexandria. He currently works as a media expert and consultant at the General Authority for Radio and Television in Oman. He is the host of many political, social and economic television shows.

Raghida Dergham Senior Diplomatic Correspondent for Al-Hayat in NY Dergham is Founder and Executive Chairman of Beirut Institute, an independent nonpartisan Arab Think Tank. An authority on strategic international relations, Raghida Dergham is a member of the Council on Foreign Relations, and an Honorary Fellow at the Foreign Policy Association. She is on the International Media Council of the World Economic Forum, and is also a member of the Development Advisory Committee of the IAP- the Global Network of Science Academies. In addition to covering the crucial American-Soviet Summits
in the 80s and the 27th Congress of the Soviet Communist Party, she has conducted hundreds of interviews with Government leaders and Heads of State throughout the world. Muntaha Ramahi News Presenter at Al Arabiya TV Muntaha Al Ramahi, is an Arab journalist, known for her appearance on Al Arabiya as a senior presenter for three different programmes; Belmersad, Hiwar Al Arab and Panorama. Panorama is a popular, daily political analysis programme, airing 5 days a week on Al Arabiyah prime time, in which Muntaha interviews politicians, analysts, journalists and researchers of global levels.

Dr. Abdelrahim Al Atri Professor of Higher Education, College of Humanities and Social Sciences Dr. Al Atri is a professor of Higher Education at the College of Arts and Humanities, Sais. Dr. Al Atri received a doctorate in sociology and has a Higher Diploma Studies in Sociology and a BA in sociology and cultural revitalization.
Dr. Al Atri has published a number of books on topics such as: the defense of sociology, the sociology of Moroccan youth, the penal institution of Morocco, Moroccan elite and protest movements.

Dr. Ali Al Kaabi Vice Dean of College of Education at the UAEU Dr. Ali S. AlKaabi is the Vice Dean of College of Education at the UAEU, he worked as an Assistant Dean for Student Affairs and Alumni Support. In addition, he has been working as a faculty member in the Department of Foundations of Education in the college since 2005, and is also General Coordinator of the ‘UNESCO-Hamdan Bin Al-Maktoum Prize for Outstanding Practice and Performance in Enhancing the Effectiveness of Teachers’. Moreover, he is a member of the National Commission of Culture and Education, and member of the State Council “Information For All Program” (IFAP), under the auspices of UNESCO. From 2006– 2009, he also worked as a Coordinator of the Educational Experience Unit at the College of Education. Dr. Al-Kaabi is currently chairing and has participated in many committees in UAE University, including: the

Dr. Essam Al Rawas Vice Chair for the Public Authority for Craft Industries He is currently Vice President of the General Authority for Craft Industries. He holds a Doctorate in history from the Faculty of Oriental Studies at the University of Durham. Dr. Essam is interested in the dialogue of civilizations, and has participated at the regional and international level to spread this belief. He believes in
the importance of the Arabic language in coordination with science and language identity and scientific livelihood. He has many books and articles have been published on various topics, most notable of which is the book about the history of Oman in the Islamic era, written in English.

HE Dr. Sima Bahous Assistant Secretary General, Regional Director The Regional Bureau for Arab States 22 February 2012 - United Nations Secretary-General Ban Ki-moon announced the appointment of Sima Sami Bahous of Jordan as Assistant Secretary-General, Assistant Administrator & Regional Director for Arab States at the United Nations Development Programme (UNDP). Ms. Bahous brings many years of leadership experience to this position. She has been the Assistant Secretary-General and Head of the Social Development Sector at the League of Arab States since 2008. Prior to this, she has served in two ministerial posts in Jordan as President of the Higher Media Council (2005-2008) and as Advisor to King Abdullah II (2003-2005).

Sir Tim Berners-Lee Inventor of World Wide Web Sir Tim Berners-Lee invented the World Wide Web in 1989 while working as a software engineer at CERN, the large particle physics laboratory near Geneva, Switzerland. With many scientists participating in experiments at CERN and returning to their laboratories around the world, these scientists were eager to exchange data and results but had difficulties doing so. Tim understood this need, and understood the unrealized potential of millions of computers connected together through the Internet.
A graduate of Oxford University, Tim teaches at Massachusetts Institute of Technology as a 3Com Founders Professor of Engineering and in a joint appointment in the Department of Electrical Engineering and Computer Science at CSAIL. He is a professor in the Electronics and Computer Science Department at the University of Southampton, UK, Director of the World Wide Web Consortium (W3C), and author of “Weaving the Web” and many other publications.

Jimmy Wales Co-founder of Wikipedia Ranked by Forbes Magazine as a “Web Celeb”, Jimmy Donal Wales is a U.S. Internet entrepreneur, wiki pioneer, and technology visionary, who is best known as the Founder of Wikipedia, an international collaborative free content encyclopaedia on the Internet, and the Wikimedia Foundation. He is co-founder of Wikia, a privately owned free web hosting service he set up in 2004.

Mr. Wales is a Fellow of the Berkman Center for Internet & Society at Harvard Law School. He serves on the Board of Directors of Socialtext, a provider of wiki technology to businesses and the non-profit organization Creative Commons. Mr. Wales has received an honorary doctorate from Knox College of Illinois and was presented with a Pioneer Award from the Electronic Frontier Foundation in 2006.
HE Lt. General Dhahi Khalfan Tamim Deputy Chairman of Dubai Police and Public Security Lt. General Dhahi Khalfan is the Deputy Chairman of Dubai Police and Public Security. He is a member of the Dubai Government Executive Council and the Chairman of the Council of Police Commands, Ministry of Interior.
He was awarded many awards, including the “Environmental Personality Award” from the Emirates Appreciation Award for the Environment. He was also awarded “The Bizz World Leader Bussinessperson” from the World Confederation of Business, for being a successful leader who works in an innovative and systematic manner.
He is also the Chairman of the Security and Justice (Ministry of Interior) of Federal Security. He holds the position of the Chairman of the Dubai Appreciation Award for Community Service.

Dr. Essam Sharaf Former Prime Minister of Egypt Dr. Essam Sharaf is currently an Engineering professor at the University of Cairo. Dr. Essam received his bachelor’s degree from the college of Engineering at the University of Cairo in 1975. Dr. Essam has published a wide variety of publications including nearly 160 study and report, in

both regional and international journals. Dr. Essam was the Minister of Transportation in Egypt, years 2004 and 2005. He was also the Prime Minister of Egypt during 2011. He has been awarded many awards for his continuous contributions to the world of Engineering.
Dr. Lana Mamkegh Jordanian Minister of Culture Dr. Lana Mamkegh is the Appointed Minister of Culture for the Hashemite Kingdom of Jordan. She has a PhD in Arabic Literature from the University of Jordan. She has a daily column in Al-Rai Newspaper, of which she was a writer for since 1986. She has also been a writer for the “Free Nation’s Tribune” Magazine since 2009.
Dr. Lana is a council member in the continuing education and community service council in Petra University. She is also a council member in the Jordan News Agency- PETRA.

HE Eng. Hussain Nasser Lootah Director General, Dubai Municipality HE Engineer Hussain Nasser Lootah was appointed as Director General of Dubai Municipality on January 7th, 2009. A civil engineering graduate from the United States, HE Engineer Lootah began his career as an engineer with the Federal Ministry of Electricity and Water. He was also instrumental in winning some 30 local, regional and international awards for Dubai Municipality. As the Director General of Dubai Municipality, HE Engineer Lootah manages this civic body, assisted by a team of six Assistant DG and 32

Head of Departments. HE Engineer Lootah played a significant role in setting up the UAE Engineers Society, and held the post of the Chairman from 1992 to 1996. In his capacity as the Director General of Dubai Municipality, HE Engineer Lootah chairs and sits on the board of a number of semi-governmental organizations, he is a also a member of The Executive Council of Dubai Government, and heads some committees at the said council.
Dr. Mona Al Bahar Member of the Federal National Council Mona Al Bahar is a member of the Federal National Council and a professor of social work at UAEU. She received her doctorate in Social Work from Ohio State University in 1997 and undertook further research and study at the University of Michigan and at the Kennedy School of Public Policy at Harvard University. She was a recipient of the Morris Cornell Distinguished Researcher Award from Ohio State University in 1997. Dr Al Bahar is a member of the Higher National Committee of Child Protection, board member of HH Sheikh Mohamed bin Rashid Sports
Creativity award, and a member of the Certificate Equivalence Committee at the Ministry of Higher Education, Abu Dhabi. Her academic publications include: Drug Use and Abuse in United Arab Emirates Society – Case Study;Domestic Violence Concepts, Theories and Treatment; Youth and the Culture of Violence; Women’s Economic Participation. She has written the following books: Setting Priority in Leadership and Group Work, Generalist Practice in Social Work, Social Theory and the Body (translation), Social Work Education: Reality and Challenges of Globalization.

Hamdy Kandil Journalist Hamdy Kandil is one of the most prominent writers and journalists of the Arab world. He is a prominent television host and broadcast journalist on Arab television, beginning with the Egyptian television in 1960 until Dubai TV in 2008. His experience varies between journalism and holding important positions in regional and international organisations. He was the head of

the Arab States Broadcasting Union in the 70s and the head of the Free Flow of Information and Communication Policies in UNESCO in the 80s. Kandil was the founder of ORIENSAT in Zurich and Tipaza Audio-visual in Algeria. He managed MBC and ART TV networks.
