System Technical FAQ’s: What kind of internet access do I need? What programs do I need on my computer? I am having trouble downloading the LPA Programs. Why can’t I view all of the data on my screen? Why can’t I view documents? The program does not run or appears to lock up.

What information is available? This service provides access to the same information that is available at the county courthouse public terminals. These are alphabetical indexes based on the names of indexed parties. Individual cases can also be accessed by case number. The Lackawanna Public Access System does not have report generating capabilities other than the specific individual search item printouts. Can I print the information? Documents are printed using your Windows default printer. In order to print a hard copy of the individual case that you are viewing, excluding the scanned documents, click on the e-mail button within the program. This will send to the e-mail address that you key in a print out of the requested information. You may also use the print screen function to print everything that is displayed on the screen. What kind of Internet access do I need? This service is designed for a high speed internet connection greater than 56 KBS. A dial up connection is not recommended. Return To FAQ’s

What programs do I need on my computer? The software is designed to run on Microsoft’s Internet Explorer 6.0 or greater. You may experience problems if using any other browser. The first programs that need downloaded are called LPA Programs which are required for the system inquiry functions. You will also need Adobe Reader in order to view and print your monthly invoice as well as other information on the website that utilize PDF formats. Finally, you will need the RVI Web Viewer in order to view the actual documents. LPA Programs, Adobe Reader, and the RVI Web Viewer are provided free and can be downloaded from this website by selecting the Software Downloads button on the Lackawanna County, PA - Public Access System home page. I am having trouble downloading LPA Programs. If you receive the following message, Windows cannot find ‘setup.exe.’ click OK and go to your desktop and look for the newly installed Lackawanna County, PA Public Access System icon. It will be green and orange with “LPA” under the icon. Double click the icon and the install should finish. You should then be able to click on the icon and the inquiry menu should appear. If you receive an error stating that the following run-time error has occurred: Unable to obtain a newlook license, some ports on your firewall need opened. This service utilizes a secure SSL connection. The following Router Configuration Ports must be open on your network in order to connect; 448, 992, and 9470. The SSL IP Address is 64.9.20.235. In order to view document images Port 8300 at IP Address 64.9.20.228 also needs to be opened. If you don’t receive any messages and the new icon is not on your desktop, The Security Policy Settings on your computer might be blocking the download. One of the most common reasons is a setting in Internet Explorer. Click on ‘Tools’, then select ‘Internet Options’. Under the security tab, click on Custom level and go to ActiveX controls and plug-ins. Locate the following setting; Allow Scriptlets. Set to Enable. Next, look for the setting labeled Download unsigned ActiveX controls. Set to Prompt. Finally, locate the setting named Initialize and script ActiveX controls not marked as safe for scripting. Why can’t I view all of the data on my screen ? First, make sure that you are using Microsoft’s Internet Explorer. Other browsers are not supported and may not work properly. This software was designed to run on Microsoft’s Internet Explorer 6.0 or greater. The next item to check is the resolution on your display. Screen resolution must be set to 1024 by 768 or greater. If the display on your computer is set to 800 by 600, you will not be able to view the right hand side of the screens. Other recommended resolution settings, depending on your physical screen size, are as follows: 1280 by 1024, 1280 by 960, 1600 by 900, 1600 by 1200, 1680 by 1050, and 1920 by 1080. Also, DPI settings must be set to normal size (96 DPI). Large size (120 DPI) and large and extra large font size will create this same condition. These settings can be found in ‘Settings’ and ‘Appearance’ within ‘Display Properties” which is found in your ‘Control Panel’. Return To FAQ’s

Why can’t I view documents ? You must download the RVI Web Viewer and run the setup in order to view documents. Select the Software Downloads button on the INFOCON County Access System home page. Next, select RVI Viewer on the left of the screen to initiate the download and run the setup to install on your personal computer. If you have downloaded and installed RVI Web Viewer and still can not view documents, a pop-up blocker or an add-on software such as Google, Yahoo, etc. Toolbars might be blocking the image from appearing. These must be turned off or disabled while using the INFOCON County Access System. Another problem could be that your firewall is blocking Port 8300. Port 8300 must be opened on your firewall in order to view images. The IP Address is 64.9.20.228.

If Port 8300 is open and you have correctly installed RVI Web Viewer, you may not have authority to write to your local hard drive. The following directory must be shared, Windows System 32 RVI cache. Return To FAQ’s

The program does not run or appears to lock up. Some anti-virus software may view our software programs as a threat. AVG being the most common. In order to solve this issue, open the AVG User Interface and go to Identity Protection. Add the following executable file under the Tools/Advanced settings Allowed List, C:\CAS_INFOCON\Nlsvr.exe This solution may work for other anti-virus software packages as well. Return To FAQ’s
