Climate change = Transforming problem to sustainable business opportunity • Despite its uncertainty & lack of global governance REDD+, a newly voluntary mitigation scheme for developing countries, could become pressures to both Indonesian government & Indonesian business community to push governance reform towards sustainable natural resources based business • Indonesia’s comparative advantage in climate change based business & investment • Rich in high carbon content (HCC) ecosystems, e.g., peat land • High forest cover with high conservation value (HCV) but, at the same time, possesses high rate of deforestation and forest degradation • Rich in indigenous resource management wisdom & practices.

Land tenure Ministerial Decree SK 273/Menhut-II/2009 designates 349,860 ha as ecosystem restoration area. Within this area, PT RMU submitted ERC application for 227.260 ha

Land tenure The Head of District of Katingan requested that PT RMU ERC application process be held up because he had issued nine mining permits and six oil palm plantation permits in the area designated as ecosystem restoration area. In addition the Head of District issued another recommendation for oil palm plantation within the boundaries of PT RMU ERC area As a result, the application process came to a halt for more than a year

Land Swaps Bupati can propose land swaps (Perubahan Fungsi) for the area that is under moratorium Minister of Forestry Decree number 34/2010 allows land swaps (Perubahan Fungsi) within production forests group Process will take time and involves independent integrated team but no approval from parliament needed International donors can provide financial contribution to this process
