ASLCS American Society of Legislative Clerks and Secretaries The American Society of Legislative Clerks and Secretaries (ASLCS) was founded in 1943 for the purpose of improving legislative administration and establishing better communication between clerks and secretaries throughout the United States and the territories. From small beginnings, the Society has grown to include an active membership of over two hundred principal clerks and secretaries and legislative support staff. The Society’s membership is made up of the elected or appointed legislative clerks and secretaries in the 50 states and the possessions and territories of the USA. Associate members are legislative employees designated by the clerks and secretaries from the personnel in their offices. Former clerks and secretaries also may be associate members. The Society meets three to four times a year. The spring meeting is a working meeting for the Society’s standing committees and the Executive Committee. The summer meeting is held in association with the National Conference of State Legislatures (NCSL). Each fall, the Society holds the ASLCS Annual Professional Development Seminar. It consists of five days of intensive training and information exchange designed for clerks and secretaries and their office staff. On occasion the ASLCS has held a winter working meeting similar to, or in place of, the spring meeting. ASLCS training programs concentrate on improving the administrative and parliamentary effectiveness of state legislatures; improving the skills and professionalism of employees in the offices of clerks and secretaries; increasing understanding of the roles and relationships among different staff activities and responsibilities; and providing a forum in which clerks and secretaries can meet and learn from one another. Most of the work of the Society is done in committees. The committees that are currently active include the Bylaws/Standing Orders, Inside the Legislative Process, Membership and Communication and Development, Legislative Administrator, Site Selection, Support Staff, Canadian-American Relations, Professional Journal, Program Development, and Roster Committee. The International Communication and Development Committee reviews ASLCS’s relationship with countries other than Canada and its role with NCSL in dealing with those countries. The committee receives reports from the Legislative Staff Coordinating Committee, works with other NCSL staff sections involved in international relations, and leads in developing relations with our counterpart, ANOMAC.

Australia and New Zealand Association of Clerks-at-the-Table The Australia and New Zealand Association of Clerks-at-the-Table (ANZACATT) was formed in 2001 and now comprises 80 members from each House of Parliament in Australia, Norfolk Island, and New Zealand. The objects of the Association are to advance the professional development of its members and other staff of parliaments in Australia and New Zealand to expand their knowledge of the foundations and principles of parliamentary systems and procedures as well as the administrative practices essential to the smooth operation of Parliament. The sharing of professional experiences and knowledge about the institution of Parliament and the development of links with similar organizations are also amongst the Association’s aims. Any officer of a House of Parliament in Australia and New Zealand who is employed in the capacity of Clerk-at-the-Table and is eligible to be a member of the Society of Clerks-at-the-Table is eligible to be nominated for membership. Former Clerks-at-the-Table may also be honorary members of the Association. The Association is administered by an Executive Committee which meets four times a year to determine policy and the directions of the Association. A two day professional development seminar is held at the end of January each year which is open to both members of the Association and other parliamentary officers nominated by the Clerk of their House. The Annual General Meeting of the Association is held concurrently with the professional development seminar. Two committees have also been appointed by the Executive Committee. The Education Committee identifies to the Executive Committee opportunities for the Association to contribute to a better understanding of the institution of Parliament. The Professional Development Committee makes the arrangements for the annual professional development seminar under the broad guidelines determined by the Executive Committee. The principal publication of the Association is a half yearly bulletin which contains reports from each House on matters of procedural and administrative significance as well as comments on relevant legal cases and short articles on topical matters. The bulletin is prepared as a regular means of exchanging information between the Houses and alerting members to events that may be of interest. In addition, the Executive produces a quarterly newsletter designed to keep members up to date with its activities.

Association of Clerks-at-the-Table in Canada On September 13, 1969, the Association of Clerks-at-the Table in Canada was formed. The first meeting took place in Quebec City, Quebec and was attended by seven Clerks and six Assistant Clerks. The first item of business was the development and adoption of a constitution. The constitution made any Table Officer of a Canadian Province, House of Commons or Senate eligible to be a member. In 1972 it was unanimously agreed to amend the constitution to include territories. The Association meets once a year for a Professional Development Seminar and General meeting. Each jurisdiction in Canada hosts the conference on a rotational basis. The Professional Development Seminar is intended to enhance and share procedural knowledge among Clerks and to discuss common administrative matters. In addition to the annual meeting, the Executive Committee meets regularly to consider the ongoing business of the Association. The Executive Committee is made up of the President, Vice-President and the Secretary Treasurer. Executive members are elected by the general assembly of the Association at its annual meeting in August. Much of the work of the Association is done by the Association’s Executive Committee and in its three standing committees. The Education Committee initiates and develops programs and communication strategies for teaching institutions which contribute to the understanding of parliament. The Professional Development Committee prepares the order of business and recommends topics for a variety of parliamentary conferences in Canada including: the Presiding Officers Conference and the Commonwealth Parliamentary Association (Canadian Region) Conference. Finally, the Technology Committee fosters discussion among Canadian legislatures on how information technology impacts legislative assemblies both procedurally and in general. The Association of Clerks-at-the Table in Canada also maintains ties with jurisdictions outside of Canada by inviting their attendance at its annual Professional Development Seminar and encouraging participation in attachments and exchanges. The Association regularly invites representatives from the following organizations/jurisdictions to attend its PDS: American Society of Legislative Clerks and Secretaries, Association of Chief Clerks of Mexico’s State Legislatures and the Federal District of Mexico, Australia and New Zealand Association of Clerks-at-the-Table, United Kingdom, and other special invitees.

SALSA The Secretaries’ Association of Legislatures of South Africa The Secretaries’ Association of the Legislatures of South Africa (SALSA), also known as the Association, was formed for the purpose of promoting efficient and effective administrations and cooperating closely with the legislatures and administrators. The constitution was adopted on November 25, 1995. The Association consists of Secretaries of all legislatures within the Republic of South Africa. The Association meets at least once every quarter. The Chairperson of the meeting will be the Secretary of the legislature where the meeting is held. In the absence of the Chairperson, the meeting will elect one of its members as Chairperson. The functions and duties of the Association are to enhance the capacity of the legislatures to fulfill their duties and responsibilities in an efficient and effective manner. This is done by developing programs to improve the quality of its human resources, coordinating and facilitating training and development programs for officials and members of the legislature, and encouraging coordination and the sharing of information among legislatures. The Association also promotes cooperation and uniformity among legislatures in service conditions, labor policies, parliamentary terminology, minuting and administration generally. Other functions and duties consist of making recommendations to the Speaker’s Forum on matters of common interest and undertaking any other functions necessary for the efficient and effective operation of the legislature. The Secretary of the Association prepares the agenda and minutes of the meeting of the Association which are distributed by the legislature where the meeting is being held. The records of the Association are also kept by the Secretary. Amendments to the constitution are made at any meeting of the Association provided that at least fourteen days notice of such amendment is given to the Secretary of the Association. The constitution is amended by a simple majority of votes of the members present. The Executive Committee of the Association consists of the President, Secretary, and Treasurer. A new Executive Committee is elected at the last meeting of the Association each year. A vacancy in the Committee is filled as soon as possible according to the terms of the election procedure. The functions of the Executive Committee are proposing an agenda for the Association meeting, determining the venues and times of meetings, ensuring the implementation of decisions of the Association, and managing the finances. Other duties are deciding the venue and time of special meetings, considering and submitting proposals to the constitution, proposing rules for the holding of elections of the President and other members of the Executive Committee, and undertaking any other function that may be assigned by the Association.

ANOMAC The Association of Chief Clerks of Mexico’s State Legislatures and the Federal District of Mexico In August 1996, the State Legislative Clerks of Mexico and the Federal District of Mexico met in the city of San Luis Potosi and they agreed to organize an association of Legislative Clerks which is called the Association of Chief Clerks of Mexico’s State Legislatures and the Federal District of Mexico. ANOMAC is an organization founded for the purpose of forming a work group of Chief Clerks of State Legislatures having among its objectives the contribution and interchange of experiences in the legislative field of each entity through the coordination of their activities. The Association’s objectives are designed to strengthen the functional role and legislative responsibility carried out in each of the legislatures that requires the exchange of information, knowledge and experiences, and the rest of the activities tied to the functions of the Office of the Chief Clerk. Of great importance to the Association was the meeting held in April 1997, in the city of Monterrey, Nuevo Leon, with the United States Representative of the American Society of Legislative Clerks and Secretaries (ASLCS), a counterpart group to ours, which through the interchange of experiences, at the international level, will allow for the enrichment of our knowledge and the opportunity to fulfill one of the objectives of the association. The next meetings, like the ones that were held in Tabasco, Mexico and in Vail, Colorado, will be a challenge in order to overcome obstacles, establish ties, and make our fraternal relationship the focus of support for our legislative work.

ASLCS Sociedad Americana de Oficiales Mayores y Secretarios La Sociedad Americana de Oficiales Mayores y Secretarios (ASLCS) se fundo en 1943 con el fin de mejorar la administración legislativos y establecer mejor comunicación entre los oficiales mayores y secretarios a traves de los Estados Unidos y sus territorios. Desde sus humildes comienzos la sociedad ha ido creciendo hasta haber logrado una afiliación activa de más de doscientos oficiales mayores y secretarios, y personal administrativo. Los miembros de la sociedad son oficiales mayores o secretarios elegidos o nombrados en los cincuenta estados y las posesiones y territorios de los EUA. Los miembros afiliados son empleados designados por los oficiales mayores y secretarios del personal que desempeña sus funciones en sus oficinas. La Sociedad se reúne tres veces al ano. La reunión convocada en la primavera es una sesión de trabajo los Comités Permanentes de la Sociedad y del Comité Ejecutivo. La reunión convocada el verano se reúne junto con Congreso Nacional de Legislaturas Estatales (NCSL). El Seminario de Formación Profesional se convoca cada otoño. Consiste en cinco días de capacitación intensiva y intercambio de información preparados para servir a los oficiales mayores y secretarios y su personal administrativo. El programa de capacitación se concentra en mejorar el rendimiento parlamentario de las legislaturas estatales mediante el mejoramiento de las capacidades y profesionalismo de los empleados de las oficinas de los oficiales mayores y secretarios; aumentando la comprensión de los papeles que mismos desempeñan y sus relaciones entres las distintas actividades y responsabilidades dentro de su trabajo, a la vez proveyendo un foro donde los oficiales mayores y los secretarios se pueden reunir para aprender unos de otros. La mayor parte del trabajo se lleva a cabo en los comités. Los comités que actualmente están activos son los Comités de los Estatutos y Reglamento General, el del Interior de Proceso Legislativo, el de Afiliación y Comunicaciones, el del Administrador Legislativo, el del Selección de Lugar, el de Personal de Apoyo, el de Relaciones Canadienses-Norteamericanas, el de Revista Profesional, el de Desarrollo de Programas y el de Nomina. El Comité de Comunicaciones Internacionales y Desarrollo examina las relaciones de la ASLCS con países aparte del Canadá y el pape que las ASLCS desempeña en las relaciones con otros países. Los comités reciben informos de Comité Coordinador de Personal Legislativo, trabaja con otros organismos de NCSL, el personal que esta involucrado en relaciones internacionales, y lleva la dirección principal con el fin de desarrollar relaciones con nuestros homólogos ANOMAC.

ANZACATT Asociación de Oficiales Mayores de Australia y Nueva Zelanda La Asociación de Oficiales Mayores de Australia y Nueva Zelanda (ANZACATT) fue formada en 2001 y ahora incorpora 80 miembros de cada Parlamento en Australia, la Isla de Norfolk y Nueva Zelanda. Los objetivos de la Asociación son para avanzar el desarrollo profesional de sus miembros y para permitir a sus miembros y otros trabajadores de Parlamento en Australia y Nueva Zelanda para mejorar su conocimiento de las fundaciones y principios de sistemas parlamentario y procedimientos en Australia y Nueva Zelanda y también las practicas administrativas esenciales para una buen operación del Parlamento. El compartir de experiencias profesionales y sabiduría de la institución del Parlamento y el desarrollo de enlaces con organizaciones similares también están dentro los objetivos de la asociación. Cualquier oficial del Parlamento en Australia y Nueva Zelanda quienes son empleados en la capacidad de Clerk-at-the-Table pueden también ser miembros honorarios de la Asociación. Personas que fueron Clerks-at-the-Table anteriormente pueden también ser miembros honorarios de la Asociación. La Asociación es administrada por un Comité Ejecutivo que se reúnen 4 veces al ano para determinar las pólizas y la dirección de la Asociación. Un seminario de dos días del desarrollo profesional se lleva a cargo el final de enero de cada ano, y esta disponible a los dos miembros de la Asociación y otros oficiales parlamentarios nominados por el funcionario de cada Cámara de Representantes. La reunión anual de la asociación simultáneamente se lleva a cargo con el seminario de desarrollo profesional. Dos comités también han sido nombrados por el Comité Ejecutivo. La Comité de Educación identifica al Comité Ejecutivo oportunidades para la asociación que contribuya a un mejor entendimiento de la institución de Parlamentaria y el Comité de Desarrollo Profesional hace los arreglos para el seminario anual de desarrollo profesional debajo de las reglas determinado por el Comité Ejecutivo. La publicación principal de la Asociación es un boletín de medio ano que contiene reportes de cada Cámara de Representantes sobre asuntos relativos a procedimiento y el significado administrativo y también comentarios de relevante casos legales artículos cortos en materias de interés. El boletín es preparado como una forma regular de cambiar información entre Las Cámaras de Representantes y avisando a los miembros sobre eventos que pueden ser de interés. Asociación de Oficiales Mayores en Canadá La Asociación de Oficiales Mayores en Canadá fue formada el 13 de Septiembre de 1969. La primera reunión se realizo en la ciudad de Quebec. En esta reunión, atendieron siete oficiales mayores y seis asistentes. La primera orden de negocio fue el desarrollo y adopción de la constitución. La constitución le dio derecho a cualquier miembro de la mesa directiva de la Provincia de Quebec, Casa de Commons o el senado con derechos de ser miembros. En 1972, unánimemente acordaron enmendar la constitución a incluir los territorios. La Asociación se reúne una vez por ano para disfrutar de un Seminario Profesional de Desarrollo y una reunión en general. Cada jurisdicción en el Cañada hospeda una conferencia en una base rotatoria. El Seminario Profesional de Desarrollo es para encarecer y compartir conocimiento de los procedimientos dentro los oficiales mayores. Además de las reuniones anuales, el Comité Ejecutivo se reúne con frequencia para considerar los asuntos del Presidente, Vise-Presidente, y Secretario/Tesorero. Los miembros ejecutivos son elijidos por la asamblea general de la Asociación anual en agosto. Mucho del trabajo de la Asociación lo realiza el Comité Ejecutivo de la Asociación y sus tres comités operantes. El comité de Educación inicia y desarrolla programas y estrategias de comunicación para instituciones de enseñanza que contribuyen al entendimiento del parlamento. El Comité de Desarrollo Profesional prepara el orden del día y recomienda temas para una variedad de conferencias parlamentarias en Cañada, incluyendo: La Conferencia de Oficiales en Funciones y la Conferencia de la Asociación Parlamentaria de la Cámara de los Comunes (Región Canadiense). Finalmente, el Comité Tecnológico promueve la discusión entre legisladores Canadienses sobre el impacto que la tecnología en informática tiene sobre las asambleas legislativas, tanto procesal como en lo general. SALSA Asociación de Secretarios Legislativos de África Sur La Asociación de Secretarios Legislativos de África Sur, también conocido como la Asociación, se formo con el propósito de promover eficiente y efectivo administración y cooperando sercamente con las legislaturas y administradores. La constitución fue adoptada el 25 de noviembre de 1995. La Asociación consiste de Secretarios de todas las legislaturas dentro de la Republica de África Sur. La Asociación se encuentra por lo menos una vez cada cuatro. El Presidente de la reunión será la Secretaria de la legislatura donde se sustiene la reunión. En la ausencia del Presidente, la reunión elijira de sus miembros como Presidente. Las funciones y deberes de la Asociación son para reforzar la capacidad de las legislaturas, y complir sus deberes y responsabilidades en una manera eficiente y efectiva. La Asociación desarrolla programas para mejorar la calidad de sus recursos humanos, y facilidar entrenamiento por oficiales y miembros de la legislatura. La Asociación también alienta la coordinación y comparte de información entre legislativas. Además, también promueve cooperación y uniformidad entre legislativas en condiciones de servicio, políticas obreras, terminología parlamentaris y administración generalmente. Otras funciones y deberes consistin en hacer recomendaciones al Foro del Orador en materias de interés común y llevado acabo cualquier otra función necesaria para la eficiente y efectiva operación de la legislatura. El Secretario de la Asociación prepara la agenda y minutos de la reunión de la Asociación. Los minutos son distribuidos por la legislatura donde se sostiene la reunión. También se guarda por la secretaria los archivos de la Asociación. Se hacen enmendaduras la constitución a cualquier reunión de la Asociación con tal de que por los menos catorce días se dan cuenta de tal enmendades se le da a la Secretaria de la Asociación. La constitución es enmendada por una mayoría simple de votos de los miembros presente. El Comité Ejecutivo de la Asociación consiste de un Presidente, Secretario, y Tesorero. Se elige un Comité Ejecutivo nuevo a la ultima reunión de la Asociación cada ano. Se llena la mas pronto posible según los términos del procedimiento de la elección una vacanta en el Comité. Los asuntos del Comité Ejecutivo son proponer una agenda para la reunión de la Asociación, determinando los asuntos y la hora da las reuniones, asegurando la implemitacion de decisiones de la Asociación y manejando las financias. Otros manifestos son considerando y submitiendo propósitos a la constitución, proponiendo reglas para tener elecciones del Presidente y otros miembros del Comité Ejecutivo, y llevando cualquier otra función que sea asignada por la Asociación.

ANOMAC La Asociación Nacional de Oficiales Mayores de los Congresos de los Estados y Distrito Federal, A.C. En el mes de Agosto de 1996, los oficiales Mayores de las legislaturas de la entidades federativas del país, reunidos en la ciudad de San Luis Potosí, acordaron constituir una asociación de Oficiales Mayores a la que se le denomino Asociación Nacional de Oficiales Mayores de los Congresos de los Estados y Distrito Federal, A.C. ANOMAC es una organización que se ha constituido con la finalidad de integrar en un grupo de trabajo a los Oficiales Mayores de los Congresos Locales, teniendo entre sus objetivos la aportación e intercambio de experiencias en el campo legislativo de cada entidad, mediante la coordinación de sus acciones. Los objetivos de la Asociación están orientados a contribuir al fortalecimiento del trabajo legislativo que en cada una de las legislaturas se desarrolla. La unidad en el fortalecimiento del desempeño da la función y responsabilidad legislativa que les corresponde se requiere intercambio de información, conocimientos y experiencias y demás actividades vinculadas con las funciones de la Ofícialia Mayor. De gran trascendencia para la Asociación ha sido la reunión celebrada en el mes de Abril 1997, en la cuidad de Monterrey, Nuevo León, con el representante de La Sociedad Americana de Oficiales Mayores y Secretarios (ASLCS), agrupación homologa a la nuestra, por el intercambio de experiencia, a nivel internacional, que permitirá enriquecer nuestros conocimientos y cumplir con uno de los objetivos de la asociación. Nuestras próximas reuniones, como la que se realice en Tabasco, y en Vail, Colorado, USA, serán cada una el reto para superar obstáculos, estrechar vínculos y hacer de la fraternidad el punto de apoyo en el trabajo parlamentario.

ASLCS Société Américaine des Greffiers et Secrétaires Législatifs La Société américaine des greffiers et secrétaires législatifs (ASLCS) a été fondée en 1943 pour but d'améliorer l'administration législative et établir la meilleure communication entre les greffiers et secrétaires à travers les États-Unis et dans les territoires. La Société a évolué pour inclure un membre actif de plus de deux cents greffiers principaux, secrétaires et employés de soutien législatif. L’adhésion de la société est composée des greffiers législatifs élus ou nommés et des secrétaires dans les 50 États et territoires des États-Unis. Les membres associés sont employés législatifs désignés par les greffiers et les secrétaires. Les anciens secrétaires et greffiers législatifs peuvent également être membres associés. La Société se réunit trois ou quatre fois par année. La réunion du printemps est une séance de travail pour les comités permanents de la Société et du comité exécutif. La réunion de l'été est organisée en association avec la National Conference of State Legislatures (NCSL). Chaque automne, la Société détient le séminaire annuel de développement professionnel ASLCS. Il est composé de cinq jours de formation intensive et d’échange d’information conçu pour les greffiers, secrétaires et leur personnel de bureau. Une réunion de travail similaire à celle de la réunion du printemps peut avoir lieu pendant l’hiver lors de l’ASLCS. Les programmes de formation ASLCS se concentrent sur l'amélioration de l'efficacité administrative et parlementaire des législatures d'État; améliorer les compétences et le professionnalisme des employés dans les bureaux des greffiers et des secrétaires ; mieux comprendre les rôles et les relations entre le personnel de différentes activités et responsabilités ; et de fournir un forum dans lequel les greffiers et secrétaires peuvent rencontrer et apprendre les uns des autres. La plupart des travaux de la Société se fait au sein des comités suivants. Les comités sur les règlements, sur le processus législatif, l’adhésion, la communication et le développement, l’administration législative, la sélection de Site, le personnel de soutien, les relations canado-américaines, le Journal professionnel, le programme de développement et de planification. Le comité des communications internationales et du développement examine les relations de ASLCS avec les pays autre le Canada et son rôle avec NCSL. Le Comité reçoit des rapports du comité de coordination de personnel législatif, collabore avec d'autres sections de personnel NCSL impliquées dans les relations internationales et conduit à développer les relations avec notre homologue, ANOMAC.

ANZACATT Association des Greffiers Parlementaires de l’Australie et de la Nouvelle-Zélande L'Association des greffiers parlementaires de l’Australie et de la Nouvelle-Zélande (ANZACATT) a été créée en 2001 et comprend aujourd’hui 80 membres de chaque Chambre du Parlement, en Australie, l'île de Norfolk et la Nouvelle-Zélande. Les objets de l'Association visent à faire progresser le développement professionnel de ses membres et le personnel des parlements en Australie et en Nouvelle-Zélande en élargissant leurs connaissances de base sur le principe des systèmes parlementaires, la procédure ainsi que les pratiques administratives essentielles au bon fonctionnement du Parlement. Le partage des expériences professionnelles et de connaissances sur l'institution du Parlement et le développement de liens avec des organisations similaires figurent aussi parmi les objectifs de l'Association. Tout agent d'une Chambre du Parlement en Australie et en Nouvelle-Zélande, employé à titre de greffier à la Table est éligible à être membre de l’Association des greffiers parlementaires. Les anciens greffiers parlementaires peuvent également être membres d'honneur de l'Association. L'Association est administrée par un Exécutif Comité qui se réunit quatre fois par année afin de déterminer les politiques et les orientations de l'Association. Un séminaire annuel de perfectionnement professionnel de deux jours a lieu à la fin de chaque janvieret ce séminaire est disponible aux membres de l'Association et aux hauts fonctionnaires parlementaires désignés par leur greffier. L'Assemblée générale annuelle de l'Association a lieu en même temps que le séminaire de perfectionnement professionnel. Deux comités ont également été nommés par le pouvoir Exécutif Comité . Le comité de l'éducation identifie pour les possibilités de L'Exécutif Comité de l'Association de contribuer à une meilleure compréhension de l'institution du Parlement. Le comité de développement professionnel s’occupe d’organiser le séminaire de perfectionnement professionnel annuel sous les grandes orientations déterminées par le pouvoir Exécutif Comité . La principale publication de l'Association est un bulletin semestriel qui contient des rapports de chaque Chambre sur des questions d'importance procédurale et administrative ainsi que des commentaires sur les affaires juridiques pertinentes et des brefs articles d’actualité. Le bulletin sert comme d’outil d'échange d'information entre les assemblées pour aviser les membres à des événements qui peuvent être d'intérêt régulier. En outre, l'exécutif a produit un bulletin trimestriel conçu pour tenir les membres au courant de ses activités.

L'Association des Greffiers Parlementaires du Canada Le 13 septembre 1969, l'Association des greffiers parlementaires du Canada a été créée. Sept greffiers et six greffiers adjoints ont participé à la réunion inaugurale à Québec. Le premier élément entrepris a été le développement et l'adoption d'une constitution. La constitution permet à tout agent de la Table d'une province canadienne, de la Chambre des communes ou du Sénat d’être membre. En 1972, la constitution fut modifiée à l’unanimité pour inclure les territoires. L'Association tient un séminaire de développement professionnel par année lors de son assemblée générale. Chaque province et territoire au Canada accueille la conférence sur une base de rotation. Le séminaire de développement professionnel est destiné à améliorer et à partager la connaissance en procédure parmi les greffiers et pour discuter des questions administratives courantes. En plus de la réunion annuelle, le comité exécutif se réunit régulièrement pour examiner les activités de l'Association. Le comité exécutif est composé du président, du vice-président et du secrétaire-trésorier. L’exécutif est élu par l'Association réunie en assemblée générale lors de sa réunion annuelle au mois d'août. Une grande partie du travail de l'Association est faite par le comité exécutif de l'Association et de ses trois comités permanents. Le comité de l'éducation initie et développe des programmes et stratégies de communication pour l'éducation des institutions qui contribuent à la compréhension du Parlement. Le comité de développement professionnel prépare l'ordre du jour et recommande des sujets pour une variété de conférences parlementaires au Canada, notamment : la Conférence des présidents de séance et la Conférence de l'Association parlementaire du Commonwealth (Section canadienne). Enfin, le comité de la technologie favorise la discussion entre les législatures canadiennes sur l’influence des technologies de l'information dans les assemblées législatives en général et surtout du point de vue de la procédure. L'Association des greffiers parlementaires du Canada maintient également des liens étroits avec les provinces et territoires à l'extérieur du Canada en invitant leurs homologues à son séminaire annuel du développement professionnel et en les encourageant à participer à des échanges. Les représentants des organisations suivantes sont aussi invités de façon régulière par l’Association à assister à ses séminaires annuels: la Société américaine des greffiers et secrétaires législatifs, l’Association des greffiers en chef des législatures des États et du District fédéral du Mexique, l’Association des greffiers parlementaires de l’Australie et de la Nouvelle-Zélande, et l’Association des greffiers parlementaires du Royaume-Uni et autres invités spéciaux.

SALSA L'Association des Secrétaires des Assemblée Législatives de l'Afrique du Sud L'Association des secrétaires des législatures de l'Afrique du Sud (SALSA), également connu sous le nom de SALSA, a été formée pour promouvoir des administrations efficaces ainsi que des étroites coopérations entre les assemblées législatives et leurs administrateurs. La constitution a été adoptée le 25 novembre 1995. L'Association se compose de secrétaires de toutes les législatures au sein de la République de l’Afrique du Sud. L'Association se réunit au moins une fois par trimestre. La réunion sera présidée par le secrétaire de l'Assemblée législative où la réunion aura lieu. En l'absence du président, les secrétaires réunis éliront un de ses membres comme président. Le but de l'Association est d'améliorer la capacité des législatures à s'acquitter de manière efficace leurs fonctions et responsabilités en élaborant des programmes visant à améliorer la qualité des ressources humaines, de coordonner et de faciliter la formation du personnel, d’organiser des programmes de développement pour les fonctionnaires et les membres de l'Assemblée législative ainsi que d’encourager la coordination et le partage des informations entre législatures. L'Association encourage la coopération entre les assemblées législatives dans les conditions de service, le travail politique, la terminologie parlementaire, la préparation des procès-verbaux et l’administration en général. Les autres fonctions de l’Association constituent de formuler des recommandations au Forum de l'intervenant sur des questions d'intérêt commun et d’entreprendre toutes autres fonctions nécessaires à l'exploitation efficace de la législature. Le Secrétaire de l'Association prépare l'ordre du jour et le procès-verbal de la réunion qui sont distribués par la législature où aura lieu la réunion. Les documents de l'Association sont également conservés par le Secrétaire. Les amendements à la constitution sont apportés lors d’une réunion de l'Association, pourvu qu'un avis d’au moins de quatorze jours sur une telle modification soit donné au secrétaire de l'Association. La constitution peut être amendée par une majorité simple des voix des membres présents. Le comité exécutif de l'Association comprend le président, le secrétaire et le trésorier. Un nouveau comité exécutif est élu à la dernière réunion de l'association à chaque année. Une vacance au sein du comité est comblée dès que possible aux termes de la procédure des élections. Le rôle du comité exécutif est de proposer un ordre du jour pour la réunion de l'Association, à déterminer les lieux et les heures de rencontre, à assurer la mise en œuvre des décisions de l'Association et à gérer ses finances. Ses autres fonctions seront de décider le lieu et l'heure des réunions spéciales, d’examiner et de soumettre des propositions à la constitution, de proposer des règles pour la tenue des élections du président et des autres membres du comité exécutif, et d’entreprendre toutes autres fonctions affectées par l'Association.

ANOMAC L'Association des Greffiers en Chef des Législatures des États et du District Fédéral du Mexique En août 1996, les greffiers législatifs des États du Mexique et du District fédéral du Mexique se sont réunis dans la ville de San Luis Potosi et ils ont convenu d'organiser une association des greffiers législatifs qui s'appelle l'Association des greffiers en chef des législatures des Étatset du District fédéral du Mexique. ANOMAC est une organisation fondée dans le but de former un groupe de travail des greffiers en chef des législatures des États ayant parmi ses objectifs, la contribution et l'échange d'expériences dans le domaine législatif de chaque entité grâce à la coordination de leurs activités.

Les objectifs de l'Association sont conçus pour renforcer le rôle fonctionnel et la responsabilité législative effectuée dans chacun des législatures qui nécessite l'échange d'information, de connaissance et d'expérience ainsi que des activités liées aux fonctions du Bureau du greffier en chef. D'une grande importance à l'Association était que la réunion tenue en avril 1997, à la ville de Monterrey, Nuevo Leon, avec le représentant des États-Unis de la Société américaine des greffiers et secrétaires législatifs (ASLCS), un groupe homologue à la nôtre, qui, à travers l'échange d'expérience, au niveau international, permettra à l'enrichissement de nos connaissances et la possibilité de remplir l'un des objectifs de l'association. Les prochaines réunions, telles que celles qui s'est tenue à Tabasco, au Mexique et à Vail, Colorado, sera un défi à surmonter des obstacles, établir des liens et que notre relation fraternelle au Centre de soutien pour notre travail législatif.
