I. Background With the quick development of information technologies, the fast expansion of information industry and the wide application of IT practice, informatization has inevitably merged into all aspects of the human society. The level of information technology application has become a benchmark in measuring the aggregate strength of the economic and social development and the civilization level of a country, a region and a city. The booming of ICT is becoming a most strong driving force in promoting global economic and social development. In the meantime, information technologies and their application have affected people's mode of production and life-style so much that humankind is moving towards the information society. Informatization has shown an important role in global trade, investment, capital flows, technology transfer, industrial development and cultural exchanges. With the application in the fields of public service, urban transportation, medical treatment and sanitation, ecological environment and public security, the information technologies have greatly improved people’s living standard. ICT development is also the focus of development in all countries in the world, with outstanding achievements in promoting the economic growth in developing countries. The municipal government, as the facilitator of city informatization, as well as the decision maker and implementer of laws and regulations, shall become the main driving force of coordination to ensure a healthy development of city informatization. Meanwhile, the government should play a more active role in creating a fair and orderly competitive environment, enhancing the citizen’s capacity of acquiring knowledge and information, promoting the ICT application, improving the urban administration efficiency, and providing well-managed public services. The Global City Informatization Forum (GCIF) is formerly the Annual Forum on City Informatization in the Asia-Pacific Region (CIAPR), which is initiated by the Shanghai Municipal People’s Government and the United Nations Department of Economic and Social Affairs (UNDESA), in response to the call for bridging the digital divide of the United Nations Millennium Summit and the ECOSOC Ministerial Declaration. It is also co-sponsored by the United Nations Development Programme (UNDP), the United Nations Human Settlements Programme (UN-HABITAT), the United Nations Industrial Development Organization (UNIDO), the International Telecommunication Union (ITU), the United Nations Institute for Training and Research (UNITAR), China government (the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Commerce), the Chinese Academy of Sciences,the China Association for Science and Technology, and the Internet Society of China. 4

The mission of the forum is to provide a platform for government leaders, decision-makers and policy developers to exchange visions, policies and strategies, technologies and products, practices and experiences on ICT application and development, so as to enhance the mutual understanding and cooperation for economic and social development among the participating cities or regions, and to narrow the gap among the cities or regions in terms of ICT application and availability of information for the citizens. Under the auspices of the UN Economic and Social Council (ECOSOC), seven successful CIAPR Forums have been held since 2000 (2000, 2001, 2002, 2004, 2005, 2006, and 2008). So far, more than 4,700 participants from over 180 cities in 105 countries have attended these forums. The successful activities during CIAPR have attracted the attention and interest of countries all over the world, and the Forum itself has become an arena for the exchange and cooperation among government leaders, mayors, enterprises, experts and professionals in the field of information technology, with the up-to-date ICT solutions, applications and products in the world. The Global City Informatization Forum will be held in 24-27 September 2010, Shanghai, China. With the theme “ICT for Sustainable Urban Development”, it will further the discussions on a series heated topics of urban development and informatization.

I. Date and Venue Date: 24-27 September 2010 Venue: Grand Ballroom, Shanghai International Convention Center

II. Objectives The Forum will serve as a platform for key decision makers and policy developers to share their visions, policies and strategies, technologies, products, practices and experiences, with the objectives of: 1. To adopt the Global City Informatization Forum Declaration; 2. To hold the launching ceremony of Global City Informatization Forum Secretariat to be settled in Shanghai; 3. To share the experience of ICT application and sustainable development worldwide; 4. To discuss the promotion of the global knowledge base development and data-sharing; 5. To strengthen the exchange and cooperation between the public and private sectors; 6. To create a favorable environment for the innovation and ICT and the application in the economy; 7. To assist the technical professionals of developing countries to access up-to-date e-government practices and solutions on information technology.

III. Theme The theme of the Forum is: “ICT for Sustainable Urban Development”, with the following main topics: 1. Encouraging green economy by application of information technology in the traditional industries; 2. Leading future urban life through ICT innovation; 3. Bridging the digital divide and promoting equality of information-sharing.

IV. Activities GCIF will be composed of the following activities:

Opening ceremony: keynote speeches by senior government leaders, UN officials, business leaders, famous scientists and experts on ICT; launching ceremony of GCIF Secretariat in Shanghai; Plenary session: keynote speeches by government officials, entrepreneurs, scientists and experts on ICT, on the topic of the influence of information technology on the urban development; Roundtable: discussion on the framework, strategy and operation of GCIF in the future; Welcoming banquet: high-level banquet organized by the co-sponsors to provide the socializing opportunity for the participants; VIP Expo tour: visiting Expo Site and pavilions in Shanghai World Expo 2010. The working language of GCIF will be English and Chinese, with simultaneous translation.

V. Participants Participants of GCIF include: 1. Senior government leaders, policy developers and decision makers in the state government; 2. Mayors, decision-makers, and representatives of municipal governments all over the world; 3. Business/corporate leaders, entrepreneurs and professionals of ICT and knowledge industries; 4. Experts and scholars on ICT, knowledge industry, and urban development; 5. Officials and experts from the United Nations and international organizations; 6. Representatives from regional organizations and civil societies worldwide.
