Brief Introduction: The rapid development of information and communication technologies has greatly accelerated economic globalization. The 21st century is a century of global urbanization and cities will play an increasingly important role in a country or region. The ongoing ICT evolution reshapes and regroups traditional cities and transforms their social and economic bases enormously. Just like industrial development completely changed the spatial structure of cities in the agricultural society, the progress of information and communication technologies is the key element of the transformation of modern cities. Information and telecommunication technology, as the choice of a future city, holds out the promises of a better life. Through Expo Online, Shanghai 2010 will create a full virtual counterpart of the physical Expo. This is a major innovation in World Expos where ICT is no longer limited to provide platforms and services, but provides an enhancement in the modes of exhibition and brings the Expo to an even bigger global public. This is the spirit which this forum will approach the topic of ICT. The forum includes a plenary session, a Dialogue of Information Innovation and Urban Development and three sub-main forums and four in-depth sessions on key subjects: • ICT and Urban Management - ICT and Industries - ICT and Logistics • ICT and Urban Life - ICT and Education • Towards the Elimination of the Digital Divide: Global Cooperation - Eliminating Digital Divide by Driving Local Growth through ICT Innovation The forum explores the cities’ future through the development of information and communication technologies, focusing on issues of urban management, urban life and urban integration in the global economic framework. 1

Towards the Elimination of the Digital Divide: Global Cooperation

It has been nearly a decade since the adoption of United Nations Millennium Declaration, but the digital divide between developed and developing countries continue to grow. The computer and the Internet have become an integral part of our work, study and daily life. The Internet plays an essential role on the acquisition and exchange of information, thus allowing for equal access to knowledge. This equality relies not only on the technical possibilities but also on culture. Topics for discussion include: how to make information accessible to the general public; how to entitle the disadvantaged group to the convenience of science; how to make use of science and technology to promote economic development in undeveloped areas; how to reduce the common information gap; and how to share the benefits of new technology with people from other regions, countries and cities. Therefore, in its effort to build an international shipping center, the cities of Shanghai and Ningbo, for example, need to fully understand the strategic importance of information technology. Eliminating Digital Divide by Driving Local Growth through ICT Innovation Alongside the high level governmental cooperation programs, locally-based initiatives also hold the key to success in reducing the digital divide. ICT enables the exchange of information and the transfer of activities from cities to rural areas.
