The Administrator- General's Department protects the interests of minors, beneficiaries and creditors of the estates that the law requires the Administrator-General to administer . SERVICES OFFERED AT THE CONFERENCE The Administrator- General's Department, AGD, will be offering Free Consultations and Advice. Members of the Diaspora are invited to consult with representatives from the AdministratorGeneral’s Department (AGD) on its functions and services offered. These will include advice on: 1. The statutory conditions under which the AGD is required by law to be Administrator of an estate; 2. The distribution of assets held in Jamaica under the Intestacy Laws: • Primary beneficiaries - surviving spouse, children and parents • Secondary beneficiaries - surviving siblings, grandparents, uncles and aunts et al; 3. SERVICES OFFERED AT THE CONFERENCE The Jamaica Customs Agency will be offering the following services: • Online registration for Returning Residents. If the prospective returnees are able to provide all documents below, we will also be able to do on spot interviews for the individual to attain the “official Returning Residents” status/approval which will eliminate going to Customs House (Montego Bay or Kingston) to be processed.

• Free advice and general information on services, procedures, individual allowances and Customs duties Requirements – For Prospective Returning Residents (for the Interview Process)  Proof of Jamaican Citizenship Jamaican Passport or Overseas Passport with unconditional stamp or Birth Certificate)  Proof that they resided Overseas for three (3) years or more Tax returns - for 2012/2011/2010 - Pension Letter, Separation Letter (from employer), Sales Agreement (if they have purchased property in Jamaica), Social Security Letter)  Proof that they are returning to Jamaica permanently Proof of property ownership, local employment letter, rent/lease agreement or if the individual will be residing with family members, the head of the household will write a letter signed and stamped by a Justice of the Peace to affirm that the “Returning Resident” will be living with him/her.  Validated Bill of Lading Goods being shipped must have already arrived in Jamaica.

Jamaica Customs Agency cont’d Requirements – For Prospective Returning Residents (for Registration)  Visit the Customs Desk at the Conference Persons would just need to come to the Customs Desk for their information to be imputed into the Customs Data Base. A number of benefits are administered by the National Insurance Scheme (NIS). I n order to qualify individual must meet the required qualifying conditions. SERVICES OFFERED AT THE CONFERENCE The National Insurance Scheme, NIS, will be offering the following services: • Registration for an NIS Number (Individual or Business) • Free advice, information and consultations on the various benefits and how to claim them THE NATIONAL INSURANCE SCHEME IN BRIEF The National Insurance Scheme is a division under the Ministry Of Labour and Social Security; the National Insurance Scheme is a contributory scheme which requires by law; Every individual between the age of eighteen (18) and Seventy (70) who is gainfully employed or in insurable employment is required by law to register with the National Insurance Scheme. Registration for a National Insurance Scheme number requires; • Completion and submission of Application for National Insurance Number form (Form R 2) • Presentations of valid proof of birth ( Birth Certificate or Passport) Registration for a National Insurance business Reference Number requires ; Employers to register his or her business under the National Insurance Scheme. • Completion and submission of National Insurance Business Registration form (Form R1) • Presentation of Valid copy of Business registration certificate from Office of Registrar of Companies (ORC). National Insurance Scheme Cont’d HOW TO CONTRIBUTE Individual in the Diaspora can contribute to the National Insurance Scheme as: (a) A Self Employed Person Owns and operates business in Jamaica. Will be required to contributes five percent (5%) of net income up to the maximum National Insurance Amount payable (for 2013 maximum is Seventy five Thousand ($75000.00) dollars (b) A Voluntary contributor Individuals who are neither self employed nor employed in Jamaica, and have relocated to another country that does not have a reciprocal agreement with Jamaica. To be a voluntary contributor these individual should have worked in Jamaica and have a minimum of one hundred and fifty six (156) contributions. The contribution for a voluntary contributor is One hundred Dollars per week. NIS BENEFITS AND HOW TO CLAIM A number of benefits are administered by the National Insurance Scheme. In order to qualify , an individual must meet the required qualifying conditions. The benefits are payable in the form of grants or pension and it may be long term or short term. The benefit may be paid locally or overseas. Some of the payable benefits include;

 Old Age pension (Retirement Pension) The contributor on attaining the defined retirement age and has satisfied the qualifying conditions. The benefit is payable for life.  Invalidity Benefit This benefit is payable to a contributor who has satisfied the contribution condition and has been diagnosed with a permanent medical condition that renders him/her incapable of work for a period of at least Twenty Six (26) weeks. This Benefit will be converted to Retirement Pension when the individual attains retirement age.

National Insurance Scheme Cont’d  Widow/Widower’s Benefit This benefit is payable to the surviving spouse of a National Insurance Pensioner or Contributor. The payment depending on age and other conditions may be short term (1year) or long term.  Orphan’s Benefit This benefit is payable to the guardian of a child or children under age eighteen (18) whose parents were married or in an established common law relationship, and are now deceased. The contribution of one parent will be used to determine qualification of benefit.  Special Child Benefit This benefit is payable to the Guardian of a child under age eighteen (18) whose mother is no deceased and the whereabouts of the father is not known. The mother’s contribution will be used to determine eligibility. Please be advised that they are other benefits that are offered by the scheme. Questions may and should be asked at the conference. If there is clarification that is need on any issues please visit with our representatives at the conference. The Division has a wide range of brochures which will be distributed at the conference. Application forms are available online at: www.pica.gov.jm. Please ensure that: a) Passport application forms and one of the photographs are certified by persons authorized to do so. A listing of such persons is noted on the application form. b) Your application form and photographs are valid. Passport, Immigration and Citizenship Agency cont’d *Persons applying at the conference Persons who wish to renew and collect their passport at the conference must ensure that they submit a completed application form by 10:30 a.m. on Day2 (June 17) of the event at the PICA booth. The applicant may pick up their document on Day 4 (June 19) at the PICA desk. Applicants who submit their application after 10:30 a.m. on Day 2 (June 17) of the conference would have to pick up their passport at PICA’s Montego Bay office at Overton Plaza, 49 Union Street, Montego Bay or at the Agency’s Head Office at 25c Constant Spring Road in Kingston. They must indicate their preferred location for picking up the document. If the applicant wishes to pick up the passport in his/her home territory, then this must be indicated to the officer at the PICA booth so that the document could be sent to the respective Jamaican Overseas Mission office. Note that the Mission office will require a fee to cover the cost of delivery. *Persons applying before the conference Persons who apply for their Jamaican passport through the Mission offices prior to coming to Jamaica and who wish to pick up their document at the conference must indicate this to the Jamaican Overseas Mission office. Please note that such applications must reach PICA’s Kingston office at least 14 working days before the start of the conference, i.e. by Tuesday, May 28, 2013. Applications that are sent after this date will not be processed in time for delivery at the Diaspora conference. 2) Obtaining Unconditional Landing Status Unconditional Landing (UL) allows an individual to live in Jamaica while being able to attend school or work without having to obtain a work permit. Persons with UL status can also visit the island for an extended period with no limit being placed on the length of time that they can remain in Jamaica. Similarly, Jamaicans who travel on non-Jamaican passports can do so with ease when they have their UL status. UL status is therefore ideal for persons of Jamaican heritage who wish to remain in the island beyond the normal landing period for whatever reason. CONTINUED…..

Passport, Immigration and Citizenship Agency cont’d Application for UL can be done according to the appropriate category: Category 1 To apply for UL, persons born overseas and are of Jamaican descent (i.e., mother/father, grandmother/grandfather are Jamaicans) must submit: • Their Passport • Original Birth Certificate • Jamaican parent’s or grandparent's original birth certificate Category 2 Jamaican nationals (by birth, naturalization or registration) who travel on a non-Jamaican passport must submit: • National Passport • Original Jamaican Birth Certificate or Jamaican Citizenship Certificate Category 3 Children born after a parent has been granted citizen by virtue of being married to a Jamaican must submit: • Their Birth Certificate • Passport • Jamaican parent’s original Citizenship Certificate and parent’s marriage certificate The cost for obtaining UL status is JMD$10,000.00, while the cost to have it transferred from an expired passport to a new one is JMD$5,000.00. Please note that: Applicant must be in the island in order to apply. Applicant may visit the PICA booth at the conference and fill out the application form. The applicant will obtain their UL status the same day.

Passport, Immigration and Citizenship Agency cont’d 3) Obtaining Citizenship of Jamaica by Descent Any person born overseas whose mother/father; grandmother/grandfather is or was a native of Jamaica is, by law, entitled to a claim to Jamaican citizenship by descent. To establish a claim to citizenship by descent the claimant may submit their application in writing OR complete an application form obtainable at the offices of the Passport, Immigration and Citizenship Agency (PICA) or on its website at www.pica.gov.jm or at the nearest Jamaican Mission overseas. The letter or request form should state: the address, name, date and place of birth of the person for whom a claim is to be established. In addition, it must state the name and nationality of the claimant’s parent(s) or grandparent(s). Obtaining one’s Jamaican citizenship will enable persons to obtain a Jamaica passport, conduct business in Jamaica, and to exercise all the rights of a citizen of Jamaica. Required Documents: • The claimant’s Birth Certificate • The claimant’s father’s or mother’s (or grandparent’s) Birth Certificate or Certificate of Jamaican Citizenship • Two (2) passport-sized photographs of the claimant certified by a Justice of the Peace or Notary Public Citizenship applications for which the supporting documents are in order will be processed within 30 working days of receipt in Jamaica at the Passport, Immigration and Citizenship Agency. They will also be able to pick up their certificates at the same location. Applying at the conference: • Persons who submit their citizenship application at the conference will need to pick up their certificate at the nearest overseas Mission office. GENERAL INFORMATION Note that: Non-compliant applications will not be processed but will be returned to the applicant who will be advised on what he or she needs to do to make the application compliant. Payment for all PICA services must be done by debit or credit cards only. No cash will be accepted at the conference.

SERVICES OFFERED AT THE CONFERENCE The Registrar General’s Department, RGD, will be offering the following services: • Processing applications for birth, death and marriage certificates • Record Updating* • Recording of deeds – Deed poll, Power of Attorney, Bill of Sale. etc • Genealogical Research 1) Applications for birth, death and marriage certificates: The RGD will collect applications for certified copies of birth, death, marriage and adoption certificates. Requirements for processing: Basic information such as: 1. Name of child/decedent/bride and groom 2. Mother’s name/Adoptive parents’ name 3. Place of birth/death/marriage 4. Date of birth/death/marriage 5. Contact details 6. Applicant’s identification card Cost - The processing fee for birth, death and marriage certificates is JA$2750 and the fee for adoption certificate is JA$4250. A fee of JA $100 is also required for any additional copy. Two (2) certified copies of the requested certificate will be produced for the figures quoted.

Registrar General’s Department cont’d B) Record Updating Activities The services being offered will include • Late Entry of Name (LEN) • Correction of Error (CE) • Late Registration (LR) • Re-registration • Addition of Father’s Particulars (Status) Requirements for Late Entry of Name (LEN) Where there is no name on the record, the LEN process allows the child’s name to be entered. You will need to bring: 1. Completed application form 2. Evidence of the name- marriage certificate, children’s birth certificates, school record, valid ID etc. 3. Valid Identification of the declarant

Requirements for Correction of Error (CE) Where an error of fact is identified on the birth, death or marriage record, the CE process allows it to be amended. You will need to bring: 1. Completed application form 2. Documents supporting proof to have the error amended 3. Valid identifications of the declarants Requirements for Late Registration (LR) A late registration is necessary when the individual was not registered within the specified one year period after birth or death. Registrar General’s Department cont’d Requirements for Re-registration This process is applicable to the children who were born out of wedlock and whose parents subsequently got married to each other. This facilitates the addition of the father’s particulars. You will need to bring: 1. Completed application form 2. Child’s birth certificate 3. Parents’ marriage certificate Requirements for Addition of father’s particulars (status) Unmarried parents will need to apply for this process in order to add the father’s information to the child’s record. You will need to bring: 1. Completed declarations signed by both parents 2. Valid identifications C. Application for Taxpayer Registration Number (TRN) Requirements for Application and Registration When applying for a TRN, individuals, sole proprietors and the various types of organizations must submit specified documentation to support their application. It should be noted that only original and certified copies of documents are accepted. The required documentation for each type of applicant is outlined below. Requirements for Individuals Individuals must submit a completed and signed ‘Application for Taxpayer Registration (Individuals) – FORM 1’ with a valid form of identification (ID). Any of the following types of ID may be used. 1. Passport 2. Driver’s licence 3. National ID, Work ID, School ID, certified passport-size photograph or any other photographic ID which MUST be accompanied by a certified copy of the Birth Certificate and Marriage Certificate (if applicable). If applicant’s name was changed by Deed Poll, the Deed Poll is required.

Tax Administration Jamaica cont’d Applicants using a Birth Certificate and a certified photograph for ID must submit their applications in person. However, if any of the other valid forms of ID is being used, which has the applicant’s signature, a bearer can submit the form. ◦Where applications are received from overseas, a notarized copy of the identification (including full name, date of birth, photograph, signature and expiry date) must be submitted. ◦If someone is being authorized to collect the TRN card an authorization letter from the applicant should be attached, stating the name of the person authorized to collect the card. SERVICES OFFERED AT THE CONFERENCE The Trade Board will be offering the following services: • Import Licensing • Exporter Certification IMPORT LICENSING Effective December 1, 2011 the Motor Vehicle Imports Policy has been amended to allow for importation of motor cars and light commercial vehicles of ages not exceeding five (5) years and six (6) years, respectively. Note that the ages of these vehicles will be calculated using the current methodology for determining the age limits on motor vehicles (ISO, JIS or Age Verification Manual) as stipulated in Section 8.0 of Ministry Paper No. 73 dated June 2004 (Motor Vehicle Imports Policy). Please note that the age limits on all other categories of vehicles remain the same. N.B. Light Commercial Vehicles include Pick Ups, SUV’s and buses with seating capacity not exceeding fourteen (14) seats. Documentation required Motor Vehicle Dealers 1. Be registered under the Companies Act; 2. Have a permanent address and location of operations approved and inspected by the responsible Ministry. 3. Be registered with the, National Insurance Scheme (NIS), National Housing Trust (NHT) and the Tax Audit and Assessment Dept. 4. Have a valid Taxpayer Registration Number (TRN) 5. Stock spare parts of ten percent (10%) of inventory and offer related services. 6. Offer an expressed warranty on each unit sold, and comply with obligations under the Fair Competition Act (FCA). Consumers Affair Commission. 7. Provide adequate repair and servicing facilities. 8. Undergo an annual inspection and payment of a fee as determined by the Trade Board Limited. 9. Completed dealer application form Companies (excluding motor vehicle dealers) Companies incorporated in Jamaica(excluding Motor Vehicle Dealers) are eligible to import three (3) motor vehicles within a 3-year period. Importation by Jamaican Nationals Jamaican residents (18 years and over) are allowed to: • Import one motorcar and one light commercial vehicle or two (2) light commercial vehicles every three (3) years. A one-year restrictive clause will be applied to permits, indicating that the vehicle should not be sold, pledged, transferred or other disposed of without prior approval by the Trade Board.

Documentation required includes the following: 1. Completed import licence application form; 2. Application fee of $4,100 (Online application), J$5,100.00 (Manual application); 3. Proof of ownership (Title etc.); 4. Taxpayer Registration Number (TRN) 5. Identification (Valid Passport, Jamaican Drivers Licence) Returning Resident Special considerations may be given to returning residents for the importation of vehicles not meeting the requirements of the Motor Vehicle Imports Policy, provided they can prove that they have lived overseas for three (3) consecutive years and vehicle is owned for a minimum period of six (6) months. Returning residents are also illegible to import one motorcar and one light commercial vehicle or two (2) light commercial vehicles Documentation required includes the following: 1. Contract Officers and other Holders of Work Permit Contract Officer and Work Permit Holders are allowed to import motor vehicle within the stipulated Motor Vehicle Import Policy guidelines provided the vehicles are being used in the performance of their contractual obligations. Documentation required includes the following: Documentation would include same as that of Jamaican Nationals in addition to copies of Valid Work Permit and/or Contract Importation by Diplomatic Mission and Agencies Organizations/individuals that have been accorded Diplomatic Status are not required to submit application to import/export licensable items (motor vehicles, firearms, etc.). Importation of motor vehicles should be within the stipulated Motor Vehicle Imports Policy guidelines. Documentation for Diplomatic Stamp Clearance To effect clearance from the Jamaica Customs documentation presented to the TBL should include the following:
