Chair’s opening remarks

AB welcomed everyone. Noted best wishes to David Burrowes MP who had been in hospital with a ruptured appendix. Councillors unable to attend as this was the first full Council meeting following the elections. Advised that after General Business there would be a chance to mingle with others over drinks & nibbles.

Matters Arising from General Meeting 9th April 2014

1. Follow up on Safer Neighbourhood car thefts - AB advised that all Safer N'hood Newsletters were now also being published on the Association website. 2. Follow up on Bourne Hill x-crossing - AB advised that the latest commencement date was 7th July - delays due to permitting issues from Thames Water & BT

Planning Application & Enforcement updates

PLANNING: Land Rear of 2-28 Caversham Avenue, N13: An application - P14-01519TRE - has been made to fell one of the oak trees protected by a TPO (Tree Protection Order). Objection letter sent - 28 May 2014.Hopefully many other residents will also object - the more objections, the better chance we have of success. 110/112 Aldermans Hill, N13 (Turret Court): Still awaiting details of the date and time for the Appeal hearing. 33 Bourne Ave., N14 (Meadway Conservation Area): Application for large extensions ground & first floor. Objection letter sent 13th October. Application refused - 24.10.13. Appeal lodged 30.12.13. Appeal dismissed 04.02.14. Further application submitted 18.02.14 - objection letter sent 18 March. Application granted, with conditions, on 9th May 2014

Action 5A St Georges Rd, N13: External staircase from first floor flat. Applicant of ground floor flat has been advised that the Planning Inspectorate noted that a public inquiry will not be held on 19th August and that they are now looking at alternative dates. Delays in Enfield submitting a Statement of Reasons 1 Lady Shaw Court, St Georges Rd, N13: Appeal dismissed by the Planning Inspectorate. Thanks to those who attended and spoke at the Appeal hearing. 90 The Mall, N14: Following application & allowance for a large outbuilding, an application was made to allow the use of part of that building as a guest bedroom. This was one of the conditions of the original allowance that there should be no use for any form of habitable living accommodation. We objected against this further application and it was refused on 28.01.14. Applicant has now lodged an appeal - further objection letter sent 9th June 2014. 30-36 High St., N14: Application to erect a first floor above shops to provide 2 x self-contained flats P14-00999PLA We sent in an objection letter on 6th May 2014 - Refused 8th May 2014. Dumayne House, Fox Lane: Application for 3rd floor extension to provide 3 x additional residential units (2 x 1-bed and 1 x 2-bed) infill to the ground floor undercroft involving new windows and associated landscaping. Objection letter sent 27th May 2014. Appears to have been as Appeal against non-determination against a Planning Application which is currently live. Attempts are being made to clarify the current situation. ENFORCEMENT: 33-35 Fox lane, N13: Railings fronting Fox Lane A planning Inspectorate decision, following an appeal by the applicant, was that the railings fronting Fox Lane should be removed. Nothing has been done, and we were advised by the Council on 7th May that the prosecution file in this case was with their Legal Services Team for action. - A/Pt - to be chased up. 58 Ulleswater Road, N14: Application for 'Rear dormer & rooflights to side and rear' was granted in 2013, with the property being shown as two flats. However, works being done on site would appear to indicate that there are now three flats. Enforcement Team are investigating. 22 Meadway, N14: An Enforcement Notice was issued dated 12 March 2014 for breach of planning

Palmers Green Regeneration

AB advised that they would be seeking further information from the Council following the consultation earlier in the year. This issue possibly now ties in with the Council's successful mini-Holland bid. Clarification will be sought about how these two issues sit together. The clock - proposed by the Business Association and funded through the Resident's Fund is apparently soon to be installed. After discussion from the floor, and concerns raised about the possible removal of the Triangle through the mini-Holland proposals, it was agreed that FLDRA would attempt to arrange a meeting in the not too distant future to try and get some clarification on the issues involved, the pros. and cons. of the bid etc, in order to formulate an agreed FLDRA position. Broomfield Park

1. Palmers Greenery: SY advised opening of the Palmers Greenery Cafe opening hours Wednesdays and Weekends (10-4.30) serving healthy, affordable and where possible locally sourced food, including home-made cakes. Update from -ww.friendsofbroomfieldpark.org/cafe.php 2. Broomfield Blues: AB advised that the Broomfield Blues will be held in the park every Sunday in August - various blues musicians - starting 3rd August - no entry charge - hot & cold food - licensed bar. 3. Conservatory: Chris Brook advised that on Sunday 15 June - 2pm to 5pm there would be an 'Open Garden' at Arnos Park Lodge, Brookdale, N11 1BP - accessed beside No.41 - admission £2. Fund raising plant sales and teas in support of the B.Park Conservatory. 4. WW1 Floral Display: SY reminded that there will be a World War 1 floral display in the main 'horseshoe' display bed (near the Conservatory) in the park funded through the town-twinning budget. 5. Broomfield House: Update from Colin Younger: There have been two important meetings in May. We had a meeting with representatives of English Heritage (EH) as a follow up to the inspection of the Lanscroon murals. The EH recommended that a Comprehensive Management Plan (CMP) covering the whole of Broomfield Park, similar to the one now under way for Grovelands Park, should be prepared, to be followed by an equally comprehensive options study. EH emphasised that all options including some degree of commercial involvement would need to be addressed.EH were now more flexible than in the past about the use of modern material and methods to reduce costs, but emphasised that restoration of the Lanscroon murals was the key to the project.

Action The second meeting was with Enfield officers and an expert on such projects and associated funding. Enfield has commissioned the essential condition survey and report on the Lanscroon murals and Will put the CMP out to tender. The fundraiser emphasised a need to have a robust management arrangement, and to have undertaken a realistic and convincing market tested business plan. She emphasised the importance of being able to demonstrate sustainability in to the future; this put emphasis on the strength of the Broomfield House Trust (BHT), and continuing volunteer input. Subject to these many hurdles being passed, it appears that Enfield would be willing to extend a long (999 years) lease to the BHT. We have now been invited to what will be a key meeting with the Council Leader, Doug Taylor, on 20 June. He has already had meetings with the Heritage Lottery Fund. We don’t know what line he will be taking, but, it seems likely that the themes noted above will appear. 6. Broomfield Orchard: No update available.

Conservation Area Colin Younger advised that in process of producing leaflet for all properties in the conservation area to remind people, and advise newcomers, about what works etc. can and cannot be carried out. CY also advised that Borough wide looking at changing names of the various groups, concerned that the inclusion of 'Study' gave a wrong impression. Education

GD advised that SWEAT concerns over the allocation of Primary places this year and the failure of the Council to provide promised provision in this area has prompted SWEAT to write an urgent letter to the Council to maintain pressure. SWEAT will also be looking to meet with the Council again in the near future. Copies of the letter are posted on the FLDRA website and the wewantlocalschools.wordpress.com website A decision on the Ashmole Primary School proposal is awaited. Walker School have a new Head starting in September and SWEAT hopes that the change of leadership may lead to fresh discussions with the school about expansion.

Membership

AB/DA advised that there are currently 557 membership households 'on the books', however subscriptions are still being chased up, and there are still some who have yet to change their Standing Orders.

Safer Neighbourhood

1. AB advised of theft of window boxes from front of house in Lakeside Rd. on 19 May. There had now been a theft of two pots (on 9th June) containing yuccas, again in Lakeside Rd., different address, and again from a front garden. 2. AB had been advised of a potential IT scam that day by a resident -stating : "I am not sure how this scam is technically intended to work but I have been shown this morning two e-mails to a local resident's e-mail, ostensibly from utility supplier 02, providing reminder messages about invoices for an account that was awaiting payment. Interestingly, the e-mails were eight days apart, the amounts differed; the invoice numbers were not properly sequenced; the format of the introduction differed and the e-mail user had no accounts with 02."

1. Caversham Avenue, Burford Gardens & Devonshire Rd. had all held successful street parties recently. Devonshire Rd. had also commenced with the once a month Sunday closure for a 'play street'. It was noted that Caversham Ave. & Old Park Rd. were also considering such a scheme. 2. Trades List - suggestion from floor to consider inviting people from the list to events, eg. Summer Social, Christmas. To be discussed by Committee Cttee.

AB advised next meeting would be on Wednesday 10th September - speaker arrangements to be finalised. A/Pt - to confirm speaker details.
