Brief description of Project Purpose and the principal activities
The main goal of this project is to extend the APEC funded project (TEL 01/2011A) that has created an effective platform for knowledge exchange on innovation for assistive ICT applications for elderly and disabled people. The project has been developed in compliance with the declaration of the TELMIN8, and the resolutions for bridging digital divide adopted at the previous APEC meetings. 5
The project has included evaluation of experiences in implementation and manpower training of ICT applications for people with special needs in participating Economies. The findings and recommendations for APEC funded project as the 1st stage were published in the economy report and capacity building model report respectively. Mr. Amos, IDA of Singapore and Prof. Obi Waseda Univ. of Japan had the review meeting in August 19, 2014 in Singapore where they reviewed the various suggestions collated from the on-going TEL 01/2011A project activities, and concluded that the project has been a success, and could be followed up as a self-funded next stage project for another year in 2014/2015. 6

The broad outcome of the 1st stage project
The 14 APEC Economies and stakeholders were committed to work on the development for ICT applications for people with special needs (elderly and disabled) at 1st stage. This is demonstrated in the Waseda Statement announced at the successful APEC-OECD Tokyo Workshop in September 2012, with inputs from the participants and speakers in addition to Workshops at both Da Nang, Vietnam and Beijing Project Publications on the topics in APEC region have been issued 8

The co-organizers, representatives from IDA of Singapore and Waseda University of Japan had the review meeting in August 19, 2014 in Singapore where they reviewed the various activities including the most successful APECTEL Forum at National University of Singapore in June 16-17 9

To give more opportunities for woman as well as the elderly to work and to contribute to economic growth by telework system and flexible time with ICT applications will be extremely significant in internet economy and Ageing society In order to find out relevant solution and new paradigm shift for increasing empowerment of woman’s leadership and creating better jobs, this project will organize the workshop at Waseda University, Tokyo as a part of APEC eGovernment Forum in September 28, 2015
