City of Portsmouth Portsmouth, New Hampshire “Sale of Surplus Vehicles/Equipment Bid #08-13” INVITATION TO BID Sealed bid proposals, plainly marked, Sale of Surplus Vehicles/Equipment Bid #08-13 on the outside of the mailing envelope as well as the sealed bid envelope, addressed to the Finance/Purchasing Department, City Hall, 1 Junkins Avenue, Portsmouth, New Hampshire, 03801, will be accepted until September 12, 2012 @ 2:00 p.m. when all bids will be publicly opened and read aloud. There are a total of 19 surplus vehicles/pieces of equipment. Each item may be sold separately. This is not an all-or-none bid. The surplus vehicles/equipment are sold as is. Bid packages may be obtained from the City’s web site: www.cityofportsmouth.com/finance/purchasing.htm, by contacting the Finance/Purchasing Department on the third floor at the above address, or by calling the Purchasing Coordinator at 603-610-7227. Vehicles may be viewed, and are located at two different locations. For more information refer to the complete bid document at the City’s web site. The City of Portsmouth reserves the right to reject any or all bids, to waive technical or legal deficiencies, and to accept any bid that it may deem to be in the best interest of the City.

City of Portsmouth Portsmouth, New Hampshire “Sale of Surplus Vehicles/Equipment Bid #08-13” The items offered for sale, described below, are to be sold as is, where is, as shown and without warranties or guarantees either expressed or implied. The sale shall be FOB the premises where located. The vehicles may be viewed on the premises where located. Vehicles/Equipment #1 through #15 and #19 are located at the Department of Public Works, 680 Peverly Hill Rd., Portsmouth, NH, and may be seen by contacting Larry Forkum at (603) 766-1423 between the hours of 12:00 p.m. and 3:00 p.m, Thursdays and Fridays. Please call in advance. Vehicles/Equipment #16-18 are located in the City Hall, lower parking lot, 1 Junkins Avenue, Portsmouth, NH. Please contact Chuck Schwartzmiller at (603) 610-7421 for more information. Awards will be made to the highest bidders. A Notice of Award will be issued and payment in full must be received within ten (10) days of Notice of Award. Payment will be accepted only via cash or certified check made payable to the City of Portsmouth. The vehicles(s) must be removed from the premises within fifteen (15) days of Notice of Award or payment may be forfeited. Once payment is made, the sale is final and no refund or return will be allowed. Addenda to this bid document, if any, including written answers to questions, will be posted on the City of Portsmouth website at http://www.cityofportsmouth.com/finance/purchasing.htm under the project heading. Addenda and updates will NOT be sent directly to bidders. Bidders submitting a bid should check the web site daily for addenda and updates after the release date. Bidders should print out, sign and return addenda with the proposal. Failure to do so may result in disqualification. The City of Portsmouth reserves the right to reject any or all bids, to waive technical or legal deficiencies, and to accept any bid that it may deem to be in the best interest of the City. Without limiting the forgoing, and although no specific reserves have been set, the City may reject all bids on a particular vehicle if the bids are substantially below fair market value.
