Emergency Response Center (1) • Provides strategic direction: as all key decisions will be made in the ECC/EOC it will be possible to influence the management of the response in a strategic overall manner. The ECC should continuously monitor the emergency and adjust to changes accordingly • Information management: The ECC provides a central information facility for the whole response phase, and will therefore provide an entire picture of the response and relief effort. ECC Information Management • An ECC receives information as a basis for decision-making and action- taking, and the building of an operational picture. • All information received must be recorded and displayed for immediate use in the ECC, and in case it might be needed later.

Key Considerations (1) • If there is no other facility to backstop the ECC, it must be made to be self-monitoring and selfcorrecting • Systems in the centre should be kept simple and well documented, because: – Some personnel will not have worked with each other before – The venue may have a different full-time role, and might not have been designed to be an ECC INTER-REGIONAL TRAINING COURSE ON

Key Considerations (2) • Comprehensive, accurate and timely information is essential when dealing with disaster time frames, scale, range of effects and problems • The activities of the centre are likely to be subject to intense public scrutiny both during and after the event

Message forms • Message forms should be used whenever information has to be formally passed. Emergency Coordination Center Exercise SCENARIO • On 1 September2009, at around 2:00 pm, the city of Atitlan was stricken by a violent ground shaking. This prompted people to rush out of their homes and flee for safety. Several minutes after, TV news shows people crying and frantically searching for their love ones who were not able to make it outside the streets. Many are injured from falling debris as they run out of their houses. The city is in total panic and chaos as electricity was interrupted due to downed power lines and communication is totally down.
