Course Number: DHH-12-001 Training Name: Incident Command System Refresher/EOC Concept of Operations Training Type: General Date: January 25, 2012 Target Audience: Individuals assigned to work in the DHH-EOC during any emergency response. Overview: This course describes the purpose, functions, and organization of the DHH Emergency Operations Center. It covers the structure of emergency response in Louisiana and how the DHH EOC fits into it, as well as providing details on EOC communications, mission tracking, and response documentation. Course Objectives: 1. To provide an overview of basic Incident Command System concepts. 2. To provide an overview of DHH EOC sections and general DHH EOC procedures. 3. Course Number: DHH-ICS–300 Training Name: ICS 300 Training Type: General Date: March 14-15, 2012 Target Audience: Individuals involved in emergency preparedness planning or response. This includes, but is not limited to, staff holding chief positions in the DHH EOC. Presenters: Jeff Davis and Michelle Renée, OPH Center for Community Preparedness Format: Interactive classroom instruction. Overview: This course provides training in the application of the Incident Command System to organize response operations for major incidents, focusing on incident planning and resource management. Course Objectives: 1. Discuss how major incidents create special management challenges. 2. Describe the circumstances in which Unified Command is established. 3. Course Number: DHH-12-004 Training Name: IRMS Quarterly Training Training Type: Invitation only. Dates: CCP & Pharmacy Staff- March 20th|June 19th|August 28th|November 7th Regions- 1-4, 9- March 27th|June 26th|August 29th|November 20th Target Audiences: Center for Community Preparedness Staff, Pharmacy Staff, Regions 1-4 and 9. Presenters: Karmen Davis, Wymon Dawson, Channing Donald, OPH Center for Community Preparedness Format: Classroom instruction. Overview: In an effort to maximize inventory control, the Center for Community Preparedness purchased the Inventory Resource Management System (IRMS). IRMS is an off the shelf software package that manages both daily operations as well as emergency response situations. The daily operations package includes basic warehouse functions including purchase order management, receiving and storage as well as packing and shipping functions. In the Emergency Response component, IRMS can be used to manage a POD Site which includes patient registration and HR management. The third IRMS component is the RSS function which can use inventory from the CDC and convert it to the IRMS system to manage statewide distribution. Training will consist of an overview of the Inventory Resource Management System’s functionalities including Daily Warehouse Management, RSS and POD Operations. This training will be conducted by IRMS staff or designated Center for Community Preparedness staff and will provide both visual and hands on instruction. Course Objectives: At the end of this presentation, the learner will be able to:    

Understand basic warehousing terminology and the process for adding, receiving, adjusting, and shipping inventory. Understand the work necessary to accomplish a RSS exercise or incident. Understand the components of the POD Go-Kit and how the Go-Kit will be used during a POD Exercise or incident. Effectively use a Radio Frequency scanner with the system

Overview: Tactical Communications Training is designed to provide DHH employees with an overview of the different types of communications devices that may be used in support of an emergency response. These modes of communications will be utilized during an event by the DHH Emergency Operations Center. This training will be available once every quarter. Course Number: DHH-ICS-400 Training Name: ICS-400 Advanced ICS Command and General Staff – Complex Incidents Training Type: General Date: April 4-5, 2012 Target Audience: Individuals involved in emergency preparedness planning or response. This includes, but is not limited to, staff holding chief positions in the DHH EOC. Presenters: Jeff Davis and Michelle Renée, OPH Center for Community Preparedness Format: Interactive classroom instruction. Overview: This course provides training in the application of the Incident Command System to organize response operations for complex incidents, focusing on management of large-scale operations and multi-agency coordination. Course Objectives: 1. Discuss how complex incidents create special management challenges. 2. Describe the concept of Area Command and its special implications in a response. 3. Course Number: DHH-12-007 Training Name: Cultural Sensitivity Training Type: General Date: April 11, 2012 Target Audience: DHH personnel, stakeholders, volunteers and community partners Presenter: Joyce Louden, Ph.D., Louisiana Department of Health and Hospitals Format: Classroom instruction. Overview: According to U.S. Census data, minorities now comprise roughly one-third of the U.S. population, and it is anticipated that these groups will be in the majority by 2042. While our nation is becoming more diverse, the access to and quality of the health care that Limited English Proficiency (LEP) and culturally diverse individuals will receive is unclear. In order to provide appropriate care for diverse populations and to help eliminate current health disparities, curriculums have been developed to effectively address awareness, knowledge, and skills in cultural competencies to better treat the increasingly diverse U.S. population. Course Objectives: 1.

Discuss issues related to cultural competency in disaster preparedness, response, and recovery.

Identify strategies to promote self-awareness about attitudes, beliefs, biases, and behaviors that may influence the disaster services.

3.

Devise strategies to enhance skills toward the provision of culturally and linguistically competent care in disaster situations.

Course Number: DHH-12-008 Training Name: DHH EOC Section Trainings Training Type: Required for DHH EOC staff. Dates: Operations: April 18, 2012 and October 10, 2012 Logistics: April 20, 2012 and October 3, 2012 Planning: April 25, 2012 and October 31, 2012 Administration/Finance: April 27, 2012 and October 17, 2012 Target Audience: DHH EOC staff Presenters: DHH EOC Section Chiefs Format: Classroom instruction. Overview: This course trains the DHH staff members to function within their assigned DHH EOC section during an emergency response. The first part of the course serves as a general overview of DHH EOC procedures. During the second part of the course, individuals are given section-specific training on their roles in the EOC. Course Objectives: 1. To provide an overview of DHH EOC sections and general DHH EOC procedures. 2. To familiarize students with the responsibilities of their assigned section in the DHH EOC. 3. Target Audience: DHH EOC staff Controllers: Jeff Davis and Keith Phillips, OPH Center for Community Preparedness Format: Operations-based exercise. Overview: This exercise simulates DHH EOC activation in response to a disaster. Participants will be presented with a scenario and issues to address within the framework of the DHH EOC concept of operations. Staff members will perform their assigned role and assist in fulfilling their section’s responsibilities. This exercise includes the use of incident documentation for planning and resource allocation, as well as task/resource tracking systems. Exercise Objectives: 1. To perform functions appropriate for each EOC section. 2. To use incident documentation and proper information flow. 3. To conduct incident planning based on incident objectives. Course Number: DHH-12-009 Training Name: Are You Ready? Training Type: General Date: June 6, 2012 Target Audience: DHH personnel, volunteers, and community partners. Presenter: Michelle Renée, OPH Center for Community Preparedness Format: Interactive classroom instruction. Overview: This course is designed to teach citizens how to protect themselves and their families against all types of hazards. The focus of the content is on how to develop, practice, and maintain personal emergency plans that reflect what must be done before, during, and after a disaster to protect oneself and their property. Also included is information on how to assemble a disaster supplies kit. Course Objectives: 1. To describe personal responsibilities of citizens for disaster preparation, response and recovery. 2. Course Number: DHH-12-010 Training Name: Volunteer Management 101 Training Type: General Date: June 20, 2012 Target Audience: Regional Volunteer Coordinators, EOC Staff, Medical Reserve Corps Coordinators Presenter: Sabrina Perkins, OPH Center for Community Preparedness Format: Classroom instruction. Overview: This presentation targets individuals who work with different types of volunteers and coordinate with volunteer agencies. It provides them with tools, policies, and procedures for recruiting and working with volunteers. Course Objectives: 1. Introduce the different types of volunteers and volunteer programs and address the benefits and challenges of involving volunteers, and compare creating a volunteer program to coordinating with Voluntary agencies (VOLAGs). 2. Examine the role of a voluntary agency/community-based organization coordinator in identifying needs and coordinating with various groups to identify community needs and ensure that those needs are met during an emergency. 3. Discuss the role that Voluntary Organizations Active in Disaster (VOAD) plays as an umbrella organization for coordinating with the various agencies and recent changes to emergency planning requirements. 4. Course Number: DHH-12-015 Training Name: Continuity of Operations Planning (COOP) Training Type: General Date: September 19, 2012 Target Audience: Stakeholders, volunteers, community partners, and DHH personnel. Presenter: Preston Bates, Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) Format: Classroom Instruction. Overview: For an organization to be resilient and carry out its essential functions during and after an emergency or disaster, it must be prepared to maintain business operations and services with minimal to no interruption. This can be achieved through the foundation of continuity planning. Organizations should be able to identify their Essential Functions (EFs) and ensure that those functions can be continued throughout, or resumed rapidly after, a disruption of normal activities. Course Objectives: 1. Define COOP and discuss its importance. 2. Identify mission essential functions that should be addressed when writing a Continuity of Operations Plan. 3. Course Number: DHH-HSEEP Training Name: Homeland Security Exercise and Evaluation Program (HSEEP) Training Type: General Date: October 23-25, 2012 Target Audience: Individuals whose job duties include exercise design, conduct, or evaluation, as well as those involved in programs using HSEEP documentation standards for program compliance, grant management, etc. Presenters: Jeff Davis and Michelle Renée, OPH Center for Community Preparedness Format: Interactive classroom instruction. Overview: The Homeland Security Exercise and Evaluation Program (HSEEP) is a capabilities-based exercise program that includes a cycle, mix, and range of exercise activities of varying degrees of complexity and interaction. The purpose of HSEEP is to build self-sustaining exercise programs and provide a standardized methodology for designing, developing, conducting, and evaluating all exercises. Course Objectives: 1. Background policies that relate to HSEEP, capabilities-based planning, universal task List (UTL), and Target Capabilities List (TCL) will be included. HSEEP is then defined, and the HSEEP cycle and blended approach are presented. 2. Discuss the program management fundamentals required to develop and manage a self-sustaining exercise program. 3. Build a foundation for an HSEEP exercise, including organizing the Exercise Planning Team, scheduling planning conferences, and using sound project management. 4. Design and develop a discussion- or operations-based exercise in accordance with HSEEP guidance. 5. Develop the skills needed to conduct both discussion-based and operations-based HSEEP exercises. 6. Evaluate discussion- and operations-based exercises to validate strengths and document weaknesses in the exercising jurisdiction’s or organization’s preparedness, as observed during the exercise. Build the AAR/IP as a result of the evaluation. 7. Develop and implement an IP to increase preparedness, based upon the AAR. Prerequisite: IS 120.a. DHH EOC training sessions are 9 a.m. ‐12 p.m. unless otherwise  indicated for invitation‐only sessions. Exceptions are: IRMS (9 a.m.  to 4 p.m. for 2 days), ICS 300 & 400 (in Carville, LA; 9 a.m. to 4 p.m.  for 2 days) and HSEEP (in Carville, LA; 8:00 a.m. to 5:00 p.m. for 3  days). 

  Each training course requires a separate registration form. Send  completed registrations to Michelle Renée ([email protected]).  Registration forms are due one week before the training date.  IS 100, 200, 700 & 800 are prerequisites for ICS 300, which is a  prerequisite for ICS 400.  IS 120.a is a prerequisite for HSEEP.  IS 100, 200, 700, 800 and 120.a are available at training.fema.gov.
